On January 1, unidentified gunmen shot dead four civilians and injured fourteen others in Lilong in Thoubal District of Manipur, reports The Hindu. As per reports, the armed miscreants came wearing Police uniforms in four vehicles and opened fire on people, adds India TodayNE. Lilong is a Meitei Pangal (Meitei Muslim)-dominated locality. This was the first incident of violence not involving tribal communities since ethnic clashes broke out in Manipur on May 3, 2023. Soon after the killings, the local authorities reimposed curfew in Thoubal and the adjoining Imphal East and Imphal West Districts. The relaxation of curfew in two other Imphal Valley districts – Kakching and Bishnupur – was shortened.

On January 7, Kuki militants attacked security forces (SFs), particularly Manipur Police personnel using sophisticated weapons including bombs in Moreh in Tengnoupal District of Manipur, reports The Sangai Express. The attack came after Kuki militants warned and asked the Kuki civilians to vacate the Moreh town before January 7. State security personnel retaliated resulting in heavy exchange of firing between the two sides. Moreh than 30 bombs, rocket-propelled grenade (RPGs) and Lathod bombs were fired by the Kuki militants toward the security personnel. No casualties were reported.

Against the backdrop of Hynniewtrep National Liberation Council (HNLC) withdrawing from peace talks with the state and central government, its interlocutor Sadon K Blah on January 8 said that the leaders of the outfit are ready to reconsider the decision with the condition that the state government will not be reluctant in dropping the cases against the leaders of the group and grant general amnesty to them, The Shillong Times reports. The outfit has set ‘amnesty’ as a condition for resumption of tripartite peace talks with the union and the state governments. HNLC’s demands included lifting of the ban on the outfit under the Unlawful Activities Prevention Act (UAPA) and the withdrawal of all pending cases against its cadres. They also demanded the release of jailed HNLC cadres and individuals suspected of association as well as the dropping of charges against all its leaders.

On January 21, ‘president’ of ENNG, Tosham Mossang and ‘General Secretary’ Sompai Pongha had written to the Longvibu (commander-in-chief) of Naga Army General Head Quarter (GHQ) requesting for merger of ENNG to the NSCN/GPRN. He stated that the terms and conditions cannot be changed as they are the same for all militant organisations. Sangma said, “There are some (cases) which are heinous in nature. So everything will be dealt with separately but these cannot be talked about as blanket orders saying that all cases are being withdrawn as it depends on case to case to basis.” He further added, “There are standard conditions that are there for all and hence if we change those conditions for some organisations then it becomes difficult to have a uniform platform which fits all the organisations because the terms and conditions cannot be changed. Therefore, whatever terms and conditions that we used and laid down for other organizations, the same conditions are being put for HNLC peace talks also.” Reiterating that the government is still open to discussion with the HNLC, the CM appealed to the outfit to reconsider its decision and continue with the peace talks.“

Reports said that the body was recovered after a viral video surfaced on social media on January 30, revealing a brutal killing of a person by slitting the throat with a knife by Kuki militants. A District Police team assisted by 37 Assam Rifles and family members conducted a search operation in the said village and later uncovered a suspected burial spot where the dead body was detected and recovered.
