On March 3, in the northern city of Kozhikode in the State of Kerala, a police personnel and a civilian were injured in two bomb blasts, one at the state transport bus stand on Mavoor Road and the other at the private mofussil bus stand. City Police Commissioner, H. Venkatesh, said preliminary inquiries indicated that country-made explosive materials and mechanical devices were used to explode the bombs. He added that half an hour before the bombs exploded, a local daily, Calicut Times, had received an anonymous call warning that bombs would explode at the sites. Earlier in January 2006, the police had seized gelignite sticks capable of setting off explosions from the cloak room of the state transport bus stand in the city.

At least 21 civilians were killed and 62 others injured in three serial bomb explosions at a temple and the railway station in Varanasi on March 7. The first blast occurred inside the crowded Sankat Mochan temple at around 6.30 p.m. Minutes later, another bomb exploded in the holding area of platform one of the Cantonment railway station. The third blast occurred in a crowded coach of the Shiv Ganga Express just before it was to leave for New Delhi. An official said 10 persons died at the temple and 11 at the railway station. Pioneer reports that seven bombs were later defused, including four that had been planted on the Gowdolia-Dasashwamedh Ghat Road near the Kashi Vishwanath Temple. Meanwhile, security agencies were put on a high alert in several parts of the country and security was stepped up at places of worship, vital installations and Government buildings.

Press Trust of India reports that hours after the blasts in Varanasi, a suspected Lashkar-e-Toiba (LeT) terrorist was shot dead in an encounter with the police in Gosaiganj area on the outskirts of the Lucknow city. Police identified the terrorist as Salar alias Doctor and did not rule out his involvement in the Varanasi blasts. RDX and some detonators were recovered from the slain terrorist. Police said Salar, a Pakistani, was involved in the conspiracy to carry out a suicide attack at the Indian Military Academy in Dehradun, which was foiled by central security agencies.

On March 8, today, two suspected Lashkar-e-Toiba (LeT) terrorists were killed in an encounter with the police in Northwest Delhi, according to Hindustan times. Joint Commissioner (Special Cell) Karnal Singh said one of the terrorists has been identified as Ghulam Yazdani, who was linked to several recent terrorist attacks. While one of the terrorists was a Bangladeshi national the other was an Indian, police said. Some arms and a vehicle have been recovered from them, Singh added.

The Minister of State for Home, Sriprakash Jaiswal, informed the Parliament on March 8 that Pakistan’s Inter-Services Intelligence (ISI) was training Indian and Bangladeshi youths for terrorist acts in the country. He further said that ISI was also co-ordinating activities of Pakistani and Bangladesh-based terrorist groups. He added that, "government of India has already taken adequate steps to thwart the plans of terrorists and militant groups. Moreover, threat inputs are constantly analysed to update the strategy to meet new challenges." Speaking on the issue of illegal Bangladeshi migrants in India, the minister said, "there were reports of presence of illegal Bangladeshi migrants in various parts of the country. Since such persons do not enter the country legally with proper travel documents, no exact number can be given about them."

According to Times of India, a low-intensity crude bomb was recovered from a public toilet on platform no 2 of the Byculla railway station in Mumbai on March 11-morning. The incident occurred a day before the 13th anniversary of the Mumbai serial bomb-blasts, which claimed 256 lives. Mumbai Police Commissioner A. N. Roy said the device was "not complete in itself" to cause an explosion on human contact. "The bag contained two kg of ammonium nitrate, concealed in a plastic water bottle, along with a pocket-size transformer that could have provided the necessary current if a detonator was to be attached to the explosive device," Roy said.

As many as 159 Pakistan or Inter-Services Intelligence (ISI)-supported terrorist modules have been neutralised in various parts of the country during 2001-2005, including 28 in 2005, the Union Home Ministry said on March 16. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

One of the four terrorists killed in an encounter in Ahmedabad on March 17 was ‘chief commander’ of the Harkat-ul-Mujahideen (HuM) outfit in Jammu and Kashmir, a senior police official said on March 18, according to PTI. He was identified as Pakistani national Azaan, Assistant Commissioner of Police G L Singhal said. Azaan was a "most-wanted" terrorist in Kashmir and was involved in numerous terrorist activities in the State, Singhal said, adding two others were identified as Mohammed Javed and Mohammed Ayub, both Kashmiris. The Jammu and Kashmir Police confirmed their identities, he added.

Paramjeet Singh Bheora, 'head of operations' of the Babbar Khalsa International (BKI) in India, and two of his accomplices who were planning to set up base in Delhi were arrested by the Special Cell of the Delhi Police near G T Karnal road on March 20. Joint Commissioner of Delhi Police (Special Cell), Karnal Singh, said Paramjeet and his accomplices Jasbir Singh and Bhupinder Singh were arrested following an exchange of fire. The police official added, "four kilograms of RDX, three detonators, one remote control device along with a wireless set, one timer, three pistols, 39 live cartridges and three fired cartridges were recovered from them. The stolen Santro car in which they were traveling was also seized." Paramjeet was allegedly involved in the assassination of Punjab Chief Minister Beant Singh in 1995 and had taken over control of Babbar Khalsa in India after its previous chief Jagtar Singh Hawara was arrested by the Delhi Police on June 8, 2005.

Following discussions between Prime Minister Manmohan Singh and the visiting Bangladesh Prime Minister Khaleda Zia at New Delhi on March 21, both countries agreed that they were victims of terrorism and should join hands to fight the problem. The External Affairs Ministry spokesperson stated that Home Secretaries of the two countries would meet often and exchange information, while the Joint Rivers Commission too would meet frequently to address water disputes. The two countries also agreed operationalise the Sealdah-Devpura railway link. Two pacts, a revised trade accord and another to prevent illicit narcotics trafficking were signed in the presence of the Prime Ministers. In his banquet speech on March 21-night, Dr. Singh said the dialogue had been "most useful" in understanding each other's point of view and in making progress on different issues. "We believe sincerely that India and its neighbours have a common destiny. One cannot prosper without the other, and it is only through cooperation within the region that we can compete outside it. We believe it is our fundamental interest to see a strong, stable and economically strong Bangladesh making its full contribution to regional development," he said. Begum Khaleda, on the other hand, asked her counterpart to take steps to encourage more exports from Bangladesh, including duty-free access to goods. "This would help us base our economic relations on an even more solid foundation. Your positive response would help Bangladesh in narrowing the widening trade gap between our two countries."

Four Babbar Khalsa International (BKI) terrorists were arrested from Chandigarh in Punjab on March 21 and one kilogram of RDX, arms and ammunition were seized from their possession, according to Press Trust of India. Chandigarh Police arrested the four from the Bus Stand in Sector 12 of the city, Senior Superintendent of Police (SSP) Gaurav Yadav told reporters. Yadav said the arrested disclosed during preliminary interrogation that they were part of the BKI module controlled by Jagtar Singh Tara. The four, identified as Sukhwinder Singh alias Sukhi alias Bullet, Dilbagh Singh, Ranjit Singh, all residents of Ropar district in Punjab and Balbir Singh alias Nepali, a resident of Solan district in Himachal Pradesh, were in contact with other BKI activists and were one of the several modules raised by the outfit for the revival of terrorism. As reported earlier, the BKI ‘India operations chief’, Paramjeet Singh Bheora, had been arrested from the national capital Delhi a day earlier.

Prime Minister Manmohan Singh on March 24 offered a "Treaty of Peace, Security and Friendship" to Pakistan as a culmination of the ongoing peace process. Flagging off the Amritsar-Nankana bus service linking the two Punjabs in Amritsar, he also said "meaningful agreement" was possible on issues like Siachen, Sir Creek and Baglihar. "I have a vision that the peace making process must ultimately culminate in our two countries entering into a Treaty of Peace, Security and Friendship to give meaning and substance to our quest for shared goals", Dr. Singh said. "I make this offer to the people of Pakistan on this historic occasion. I am sure the leadership of Pakistan will reciprocate", he said. The Prime Minister added, "the time has come to leave behind the animosities and misgivings of the past and to think the unthinkable." The Border Security Force (BSF) has reportedly asked the Union Ministry of Home Affairs (MHA) to raise 20 additional battalions and notify them as “reserve force” to further strengthen the safeguard of the border. “Our present strength of 157 battalions is fair enough exclusively for border duties, but whenever the BSF is called for internal deployment for different purposes, gaps emerge along the border. To prevent this, we want 20 additional battalions to be raised for foolproof border vigil,” said the BSF Director-General A.K. Mitra in Shalbagan near Agartala. He added that infiltration from Bangladesh still poses a problem. He informed, “The eastern border of the country is very sensitive and as many as 64 battalions of the BSF have been deployed here against the sanctioned strength of 69 battalions.” He termed the country’s 900-km-long riverine border as the most vulnerable and said there should be proper lighting in the border area for full protection. “We are aware of this and we are trying to modernise our force with sophisticated equipment, latest electronic devices, arms and ammunition,” he added.
