Hindu reports that the total number of Tamil refugees coming to India since January 12, 2006 has crossed the 4,000-mark with forty more Tamil refugees reaching at the Rameswaram coast on July 2. Sources said 4,001 refugees of 1,263 families had so far arrived. Of these, 1,532 were men, 1,386 women and over 1,000 children. At least 10 per cent of the children were below one year. Nearly 70 per cent of the refugees were from Trincomalee, while the rest were from Mannar and Jaffna.

On July 11, 190 persons were killed and 625 others were injured in seven blasts targeting the railway networks in the city of Mumbai. Times of India reports that first class compartments of trains at Mira-Bayandhar, Jogeshwari, Mahim, Santacruz, Khar, Matunga and Borivli stations on the Western Railway were targeted. Police sources said high grade explosive material was used in the blasts but the exact nature of the explosives was yet to be established. Mumbai police sources, however, indicated that RDX could have been used to carry out the blasts. Services on the Western Railway were suspended following the blasts which damaged overhead electrical lines and signalling system. The Hindu reports that the Government on July 12 (today) claimed to have got some "leads" on the blasts. Home Secretary V K Duggal told media personnel in New Delhi, "We have leads about the Bombay blasts but no arrests have been made." He however, refused to name any terrorist outfit responsible for the blasts.

He told journalists in Lucknow that even though Union Government had banned the organisation, as far as its existence in Uttar Pradesh was concerned, it would be improper to initiate action without evidence.

Prime Minister Manmohan Singh, speaking at a press conference in Mumbai, said that the serial blasts in Mumbai were carried out by terrorists with support from across the border, according to The Hindu. He further warned Pakistan that it would be difficult to carry forward the peace process if it did not control terrorist elements operating from its territory. Prime Minister said, “I have explained it to the government of Pakistan at the highest level that if the acts of terrorism are not controlled, it is exceedingly difficult for any government to carry forward what may be called as normalisation and peace process." Commenting on whether talks on confidence-building measures with Pakistan will continue, he added, “Pakistan, in 2004, had solemnly given an assurance that Pakistani territory will not be used to promote, encourage, aid and abet terrorist elements directed against India. That assurance has to be fulfilled before the peace process or other processes can make progress.”

On July 15, little-known outfit Lashkar-e-Qahhar claimed responsibility for the serial blasts in Mumbai on July 11, reports The Hindu. The outfit in an e-mail sent to the Aaj Tak news channel said 16 Qahhar activists had carried out attacks in Mumbai. The outfit further threatened to carry out more attacks if the Indian Government does not stop the "exploitation of Kashmiri people". The same outfit had claimed responsibility for the bomb blasts in Varanasi in March 2006.

According to The Hindu, Mumbai police's Anti-Terrorist Squad (ATS) has arrested two persons in Bihar and one in Navi Mumbai in Maharashtra in connection with the serial blasts in Mumbai on July 11. Police sources told that Khalid Aziz Raunak Aziz Sheikh and Kamal Ahmed Mohammad Vakil Ansari, belonging to Basupatigaon in the Madhubani district, near the Indo-Nepal border were arrested on July 20 from Patna in Bihar. Mobile phones and half kg of black powder were recovered from them. Police further said that the arrested had links in Nepal and Bangladesh and were part of a larger network. Based on the information provided by them police arrested Mumtaz Ahmed Maqbool Ahmed Chaudhary in Navi Mumbai on July 20.

Kenyan police informed that they had arrested a top Lashkar-e-Toiba (LeT) operative, Syed Abdul Karim ‘Tunda’ from Mombasa on July 21. According to Hindu, Tunda was one of the three founder-members of the LeT's pan-India operations. A one-time resident of Pikhuwa in Uttar Pradesh's Ghaziabad district, Tunda was one of the 20 terrorists whose extradition India unsuccessfully demanded from Pakistan after the 2001 attack on Parliament House. The Central Bureau of Investigation had charged Karim with organising the Lashkar's first major strike outside of Jammu and Kashmir, a series of 43 bombings in Mumbai and Hyderabad and seven separate explosions on inter-city trains on December 6, 1993 that claimed two lives. Between 1996 and 1998, Karim organised 33 other bombings in Delhi, Rohtak and Jalandhar, in which 21 persons were killed and upwards of 400 injured.

On July 21, India asked Pakistan to hand over Syed Salahuddin of the Hizb-ul-Mujahideen (HM) and the underworld don Dawood Ibrahim as proof of its cooperation in the battle against terror. A statement by the Ministry of External Affairs (MEA) said though India gave Pakistan details of terror groups and individuals during the Home Secretary-level talks in May, no action was taken so far. However, India would continue to provide Pakistan with all possible evidence of terror activity, the MEA spokesman said. He further said, If Pakistan really wanted to convince the Indian people that it was taking action against terrorists, some steps had to be taken immediately. Also, Islamabad could ban the Jamaat-ud-Dawa, the parent wing of the Lashkar-e-Toiba (LeT), and arrest its leader, the spokesman said.

The Coimbatore city police on July 22, in two separate raids, arrested five persons and recovered materials and components meant for assembling improvised explosive devices (IEDs) from Kurichipirivu, Ganapathy and Ramanathapuram areas, according to The Hindu. Commissioner Karan Singha told reporters that the police arrested two brothers, Haroon Basha and Malik Basha from Kurichipirivu and two other persons, Sultan and Athikur Rehman from Ganapathy. The operation ended with the arrest of K. Samsudeen of Ramanathapuram. The recovered explosive materials are suspected to be a potassium chlorate mixture (weighing close to 400 gm), glass pieces, iron balls, small iron pipes, two batteries, a country bomb and an electric detonator. A map with eight places marked was also recovered. Police suspect that the accused had plans to plant explosives in the Coimbatore Medical College Hospital and a few other places.

Faizal Sheikh, arrested along with his brother Muzammil on July 27 in connection with the July 11 blasts in Mumbai, was a key figure in the Lashkar-e-Toiba (LeT) unit in the city and had undergone training at camps in Pakistan, said anti-terrorism squad (ATS) chief K.P. Raghuvanshi on July 28. He reportedly motivated young men to join the LeT training camps across the border, told reporters here. "Faizal was a motivator and used to arrange expenses for people enlisted for LeT training," said the ATS chief. He is also suspected to have procured money from Pakistan and Middle East through hawala channels and a probe has been initiated to find out if he had received money in the period immediately prior to the July 11 attacks.

The police arrested three youths of Bihar, Mohammad Guduallam, Mohammad Tanvir Allam and Mohammad Nasim alias Farukh Alam, who were carrying explosives in a vehicle, at Bisra square under Plant Site police station. The National Security Adviser M. K. Narayanan said on July 28 that Indian security and nuclear installations are under "very serious threat" from Pakistan-based militant outfit Lashkar-e-Toiba (LeT) that may be planning a "major assault". In an interview to CNN-IBN he said, "At the moment, we have at least two or three serious threats... There is information that maybe one of our atomic installations could be the target, " adding, "it’s LeT operation... It is a very serious threat." He added that LeT was far greater threat than Al Qaeda due to its greater reach and said, "LeT is an integral part of Al Qaeda but sometimes it becomes even bigger because of its contacts. We have not come across their involvement in the US but in Europe and Asia, they are very active". Narayanan said there were inputs from intelligence agencies that LeT was devoting a great deal of effort to selecting people who were educated and tech savvy. On speculation that LeT may have infiltrated the armed forces, he said "there is a concern...They are not doing small jobs but thinking of bigger jobs. So, if there is an infiltration whether it is armed forces or sensitive areas of bureaucracy, it is a matter of concern".
