The opposition parties obstructed the meeting of Parliament for the third consecutive time on December 4, demanding to withdraw the Constitution amendment bill, reports My Republica.Following the obstruction, the meeting was deferred till 1 pm on Wednesday (December 7) afternoon.Lawmakers from the main opposition party, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Marxist Leninist (CPN-ML), Nepal Workers and Peasants Party (NWPP), RastriyaJanamorcha and Nepa Party stood from their respective seats to obstruct the proceeding following the commencement of the meeting.Earlier speaking at the meeting, NWPP lawmaker AnuradhaThapa Magar argued that the Article 274(1) of the constitution bars constitution amendment against national interest and sovereignty.Meanwhile, different students' unions and youth organizations protested against the Constitution amendment bill registered by the Government in the parliament even on December 4, reports My Republica. They have organized different agitating programs in front of the various Government campuses urging to withdraw the bill soon for few days.Locals, different political parties and industrialists have protested against the amendment bill as it has the provision of excluding some Districts from the Province-5 and including in the Province-4. Various Districts were shut called by various political parties against the changes in the boundaries of the province in the Constitution amendment proposal. All Nepal National Free Students Union (ANNFSU) Secretary R C Lamichhane has urged all to be united for the nationality and sovereignty adding that the amendment bill was centered to disharmonize the social cohesion in these Districts.Separately, President Bidhya Devi Bhandari on December 4, urged political parties to end the deadlock in the Parliament through dialogue, reports The Himalayan Times. President Bhandari conveyed this message to the parties in an all-party meeting she had called at Shital Niwas in Kathmandu. The meeting was attended by chiefs of political parties, including Prime Minister (PM) Pushpa Kamal Dahal.The meeting that was called in the backdrop of CPN-UML’s continued obstruction of House proceedings against the Constitution amendment bill lasted for four hours.According to CPN-ML General Secretary CP Mainali, the President told the parties to forge consensus through dialogue on political issues. Mainali said the President reminded the parties of the significance of their unity and consensus to hold the three types of elections before January 22, 2018.

Chairman of major opposition, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), KP Sharma Oli, expressed wonder why the Government was voicing for Constitution amendment rather than making preparations for elections, reports My Republica. During a talk program organized by the student wing of the party, All Nepal National Free Students Union (ANNFSU), in Kathmandu on December 11, Chairman Oli argued that Constitution could not be amended without any reason. It is high time Government focused elections, he underscored. He, however, said Constitution could be amended for the elections. "Let's seek the provisions that bar elections on time, and amend it," he urged the Government, adding that amendment must not be the cause resulting in crisis in country.

Minister for Forest and Soil Conservation Shankar Bhandari claimed that his party, Nepali Congress (NC), has not forged an official opinion that Nepal should be a secular country, reports My Republica. Speaking at an interaction at Reporters’ Club in Kathmandu on December 12, Minister Bhandari said, “Till now, no discussions have been made in our party on secularism. Secularism was not the agenda of the People’s Revolution-2. It came out of nowhere.” He added that his party was for restoring Nepal as a Hindu State. Saying that NC has no alternatives that opting for Hindu State, Minister Bhandari added, “Opting for Hindu state will benefit the party. NC should take an initiation for that, Nepal will be restored as a Hindu state at any cost.”

Leaders belonging to the student unions affiliated to the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Marxist Leninist (CPN-ML), Rastriya Janamorcha and Nepal Workers and Peasants Party (NWPP) organized the assembly, stating that the amendment bill was not in favour of the country and the countrymen. Youth Association Nepal (YAN) President Rajiv Pahari underscored the need for delineation of provincial boundaries that would unify people living in hill, mountain and Terai rather than causing an emotional separation among them. Youth Organization affiliated to the Rastriya Janamorcha Chairperson Tika Thapa pressed for revoking the amendment bill, claiming that it was brought forth to extend foreign influence and interference. All Nepal National Free Students Union (ANNFSU) Secretary RC Lamichhane stated that bill had fouled the environment for all three levels of election to bring into effect the new Constitution.

Major three political parties [Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Nepali Congress (NC); and the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)], have agreed to hold local elections under the existing structures, reports My Republica. During the meeting of the chiefs of the three major parties at the Prime Minister (PM)’s official residence in Baluwatar in Kathmandu on December 13, NC President Sher Bahadur Deuba had floated the proposal. CPN-UML Chairman KP Sharma Oli and PM and CPN-Maoist Center Chairman Pushpa Kamal Dahal agreed to the proposal, according to a source. “If possible, let’s opt for the local elections under new structures. UML (CPN-UML) is ready for the polls even under the existing structures,” said the source quoting Oli. The source added that PM Dahal also agreed to the proposal as he is under pressure from the main opposition party to hold the polls at the soonest and disputes on the local-level restructuring. “Local unit restructuring is yet to complete in different districts. In such a condition, we should opt for the polls under the existing structures,” said Deuba at the meeting. The Government is mulling over conducting polls between mid-April and early May, according to sources.In addition, according to the PM’s Secretariat, the agreement to settle major issues of the national politics in their consensus was forged during the meeting, adds The Himalayan Times. By the “national issues”, the leaders meant Constitution amendment, impeachment motion against the Commission for the Investigation of Abuse of Authority Chief Lok Man Singh Karki, elections at three levels, endorsement of election-related laws and delineation of constituencies, according to a statement issued by the Secretariat.Meanwhile, the United Democratic Madhesi Front (UDMF), an alliance of agitating Madhes-based parties, will not accept civic polls without constitution amendment, said Sadbhawana Party Chairman Rajendra Mahato, reports The Himalayan Times on December 14. “We want elections to be held at all three levels local, provincial and parliamentary. However, we will not allow polls to be held before our concerns are addressed by amending the constitution,” Mahato said. The agitating Madhes-based parties have been demanding that federal boundaries be redrawn by amending the Constitution.

A key leader of the United Democratic Madhesi Front (UDMF), Sadbhawana Party (SP) Chairman Rajendra Mahato, speaking with journalists at the Reporters’ Club in Kathmandu on December 18 said the UDMF would help the Government endorse the Constitution amendment bill registered at the Parliament, reports The Himalayan Times. Mahato said the Front, however, would fight hard in order to include five districts of Tarai – Jhapa, Morang, Sunsari, Kailali and Kanchanpur – into Madhesi-majority provinces.

Dahal said “The people’s war brought the republicanism. Also, there was the Constitution. We achieved federalism, inclusiveness and secularism.
