Chidambaram announced in 2010 that full scale operations against militants would be launched in Tirap and Changlang Districts of Arunachal Pradesh, that has not yet been done as yet and the militants are still using the area to visit their camps in Myanmar. Significantly, the security agencies recently came across information that the militant groups, having bases in Myanmar, are toying with the idea of coming under one umbrella at least for launching operations. Official sources said that militant groups, including National Socialist Council of Nagaland-Khaplang (NSCN-K), United Liberation Front of Asom (ULFA), Anti-Talk Faction of the National Democratic Front of Bodoland (NDFB-ATF) and some outfits of Manipur, have their strong bases in Myanmar and the possibility of them joining hands, at least to help each other in launching offensives in India, cannot be ruled out.

Economic Times report that Anti-Talks Faction of the United Liberation Front of Asom (ULFA-ATF) 'commander-in-chief' Paresh Barua has appointed Pranmoy Asom as the 'foreign secretary' of ULFA-ATF. ULFA-ATF publicity in-charge Arunodoy Dohotiya in an e-mailed statement said that the ‘foreign secretary’ will be responsible for strengthening ties with Far East and South Eastern countries sympathetic to the ULFA cause.

Sentinel reports that documents and explosive material recovered by the Police from the Garo National Liberation Army (GNLA) transit camp in Nengmalgre forest, East Garo Hills District have revealed links between the GNLA and United Liberation Front of Asom (ULFA). GNLA ‘military chief’ Sohan D Shira, along with 12 armed cadres of his outfit and three ULFA militants, left behind 2 kg of explosive material and a number of incriminating documents while fleeing from the transit camp during an encounter with the police on July 8. Apart from Shira, GNLA ‘area commander’s Savio Marak and Rakstar Sangma and other militants were taking shelter in the camp. The police overran the transit camp after over half-an-hour gun battle. Though the militants managed to escape, the recovery of explosives and incriminating documents unveiled GNLA-ULFA links. The three ULFA men in question are said to be associates of Anti-Talks Faction (ATF) ULFA leader Dristi Rajkhowa. Dristi Rajkhowa is functioning from the Resubelpara, Goalpara and Kamrup areas of Assam in order to maintain the outfit’s links with the GNLA and to use the Garo Hills belt as a transit route to Bangladesh.

Shillong Times reports that, in what can be an indication of intensified rivalry between two militant outfits of Garo Hills, the Achik National Volunteer Council (ANVC) has accused the Garo National Liberation Army (GNLA) of trying to poach its cadres by offering up to INR 3 Million. “The GNLA tried to buy our cadres with offers up to Rs 30 lakh,” ANVC spokesperson Torik Jangning Marak said in a statement on July 14 (today). The outfit also alleged that GNLA cadres are assuming names (alias) similar to ANVC leaders. The ANVC, currently under ceasefire with the Government, had alleged that the GNLA is in cahoots with the National Democratic Front of Bodoland (NDFB) and the United Liberation Front of Asom (ULFA). The GNLA had also cautioned the State Government not to entertain the ANVC’s appeal to allow its cadres to carry weapons “to protect themselves from the GNLA”.

Times of India reports that SFs on July 16 arrested three Adivasi People’s Army (APA) militants directly involved in Bhatkuchi blast that derailed the Guwahati-Puri Express on July 10. Silvister Tirki alias Rajiv alias Silva Orang, ‘vice-president’ of APA was arrested at village Uttarpar near Baganpara in Baksa District, while the other two APA militants, Stephen Murmu and Sagar Lakra, were arrested at Angarkata near Kumari Kata in Baksa District. Silvister Tirki alias Rajiv alias Silva Orang revealed that the explosives used in the blast that derailed the Guwahati-Puri Express were procured from the heavy artillery shooting range of the Army at Tamulpur in Baksa District and coal mines in Meghalaya, states Assam Tribune on July 17 reported. He further revealed that APA received help from the United Liberation Front of Asom (ULFA) during its formation and several militants of the outfit were even given training by militants of ULFA while APA did not enjoy good relations with National Democratic Front of Bodoland (NDFB).

Achik National Volunteer Council (ANVC), a militant outfit under ceasefire, said in a press release issued on July 18 that if the GNLA was aware of what ANVC was capable of, then it would be best for it not to attempt anything that would harm the people of Meghalaya, the Garos in particular, reports Sentinel. “If the GNLA is seriously talking about the Garoland issue and the Achik’s cause, they should lay down arms and surrender instead of causing tremendous hardship to the people of Garo Hills. The NDFB and the ULFA should leave Garo Hills immediately as it has been proved that the NDFB was involved in the killing of three policemen at Medipathar and the killing at Williamnagar. It has also been proved that the ULFA was involved in the killing of five coal labourers at Goka,” the press release said. The ANVC said the GNLA should stop this practice of “authorizing killing of own brethren by outsiders”.

Former president of Axom Xahitya Xabha Kanak Sen Deka, who was attending the convention as chief guest, said, “ULFA has created a new trend in the insurgency-infested Northeast by killing people and triggering blasts in public places and busy localities. The ULFA also did not hesitate to kill innocent school children who had gathered to observe Independence Day. Compared to other northeastern militant groups like the NSCN, who have refrained from killing people, ULFA has been doing this even at the cost of erosion of its mass base.” Speaking on the occasion, senior journalist Ramen Kumar Goswami said, “The ULFA must shun violence and its armed activities. Anti-talks faction of United Liberation Front of Asom (ULFA-ATF) is eyeing to strike Sivasagar, Tinsukia, Dibrugarh, Jorhat, and Golaghat Districts in the upper Assam ahead of the Independence Day, reports Sentinel. A 10-12 member group of the ULFA-ATF has managed to enter recently into India from its bases in Myanmar and taking refuge in the hill areas along Assam-Nagaland and Assam-Arunachal borders. The militants are believed to be somewhere in the Mon District of Nagaland, waiting to enter Assam through the Charaideo sub-division of Sivasagar District. It is also reported that a heavily armed group led by one Pradip Gogoi [not to be confused with Vice-President Pradip Gogoi of pro-talks faction of ULFA (ULFA-PTF)] has been given the tasks of hitting public sector including ONGC and attack the security establishments.
