Assam Chief Minister Tarun Gogoi said Bhutan was ‘cleverly relocating United Liberation Front of Asom (ULFA) camps under pressure from the Indian government’. Gogoi, who has recently met both Prime Minister Atal Behari Vajpayee and Deputy Prime Minister L K Advani handed over a memorandum, on December 2, to the Prime Minister. He was speaking to the media after handing over the memorandum. At the meeting with Vajpayee, Gogoi sought greater assistance from the Union government to tackle the terrorist situation in the State and demanded proper guarding of the Indo-Bhutan border with a view to curbing the movement of terrorists.

Assam Chief Minister Tarun Gogoi said the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, was abetting activities of various terrorist groups in the Northeast, media reports said, on December 3. He reportedly made these observations in a memorandum submitted to Prime Minister Altal Bihari Vajpayee, on December 2. Gogoi also stated that Achik National Volunteer Council (ANVC) activities in the Garo Hills in Meghalaya were on the rise. He added that the West Garo Hills was a preferred route to ex-filtrate into Bangladesh by both the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Further, he said, terrorism in Arunachal Pradesh, too, was on the rise, especially in Tirap and Changlang districts, bordering Assam. Gogoi said in his memorandum that that the National Socialist Council of Nagaland––Isak-Muivah (NSCN––IM) and the NSCN-Khaplang (NSCN-K) were indulging in extortion in Tinsukia, Sivasagar, Jorhat, Golaghat, Karbi Anglong and North Cachar Hills districts, besides in other places, in Assam. He also said the ULFA, NDFB and the Kamtapur Liberation Organisation (KLO) have set-up many camps in Bhutan and their numbers was increasing. Stating that 121 companies of para-military forces were stationed in Assam to deal with the terrorists, he disclosed that the Union Ministry of Home Affairs assessed that 180 companies were needed for the State. Hence, he urged Vajpayee to send in at least 30 more companies to the state.

Media reports said another terrorist managed to escape from the site. However, a .9mm Berreta Pistol, a Chinese Grenade, assorted ammunition and a Rucksack with personal belongings were recovered from the site of the operation.

According to media reports of December 4, United Liberation Front of Asom (ULFA) chairman Arbinda Rajkhowa said ULFA would continue with its armed struggle for a ‘sovereign Assam’, while speaking on the occasion of the ‘protest day’ called by the organisation. He declared that ULFA cadres were determined to intensify the armed struggle by any means. Rajkhowa reportedly added that ULFA cadres were united and no ‘force can divide the unity’ on the matter of sovereignty. The protest day was called on November 28 and was observed at various ULFA hideouts to oppose the deployment of security forces.

According to media reports, two United Liberation Front of Asom (ULFA) terrorists, identified as Pranjal Borah of Barhampur and Jayanta Ray of Adarshagaon, have been killed by the Army in Putani village, under Samaguri Police station-limits, near Nagaon, Assam, on December 5. A Belgium-made .9 mm pistol, three packets of RDX, currency notes of Bhutan and an office seal of the ULFA were recovered from the slain terrorists. However, media reports added that some section of the local people claimed it was not an encounter.

They were identified as Bonti Lahon, alias Purabi Neog, wife of self-styled major Prabal Neog, and Momi Rajkhowa, wife of self-styled sergeant major Rameshwar Borsaikia. The surrender of the two revealed they had been staying with their husbands at an ULFA camp in Myanmar since 1997.

He revealed he was kept at a hideout in Pipeng, in Bhutan. According to media reports, He was set free at Kumargram, Jalpaiguri district, West Bengal, on December 12, with a message from the outfits to the Assam and West Bengal governments not to launch joint operations against them. To recollect, the 19-year old Pradip Sarkar had been abducted on March 4, 2002 from Falakata in Jalpaiguri district of West Bengal.

The Sanjoy Ghosh abduction-cum-murder case trial began on December 16, in Guwahati. A Sessions court in recorded his widow Sumita Ghosh's statement. She alleged that Ghosh was killed by the United Liberation Front of Asom (ULFA) as he wanted to expose the latter's nexus with contractors and government officials in Majuli, Jorhat district. The witness claimed that four armed ULFA terrorists, along with Ghosh Sanjoy, had come to his residence, on July 4, 1997-evening. He also said he ferried them across Brahmaputra river in a boat that was managed by the terrorists themselves. The terrorists were also carrying a gunny bag and machete with them. He also heard gunshots later that night. Next morning, the terrorists returned to his house, while a fifth man whom he identified as Ghosh was missing.

Speaking in the State Legislative Assembly on December 19, West Bengal Chief Minister Buddhadeb Bhattacharjee described the rise of the left-wing extremist—Naxalite—People’s War Group (PWG) in the State as a new phenomenon. He pointed out that its present character was different from that of the left-wing extremist movement when it originated at the Naxalbari in West Bengal and subsequently spread to Andhra Pradesh, and added most of their present leaders spoke Telugu. He said those arrested on charges of being associated with the PWG were also being screened to ascertain whether they had helped the outfit voluntarily or out of fear. Anyone found to have helped the PWG due to coercion was being freed, he added. Referring to the Kamtapuri movement in North Bengal, the Chief Minister said that, while the majority of the Rajbangshis were for remaining in the mainstream, Pakistan’s Inter Services Intelligence (ISI was misleading a section into taking up terrorism. The report said, in the first incident a group of three ULFA terrorists opened fire at a security force patrol party at Bagicha Chuba, Kalaigaon in Darrang. Troops retaliated, killing a of terrorist. The slain terrorist was later identified as Jogen Deun alias Dipu Saikia. However, two more terrorists managed to escape. Two more ULFA terrorists were killed in a separate encounter near Nakati forest, Kokrajhar district. A .32 revolver, a .9 mm pistol and some ammunition were seized from this incident-site.

Three Maoist insurgents of Nepal have been arrested at the Tensing Norgey bus terminus in Siliguri, West Bengal, on December 28. Police sources said the arrested Maoists had come from Nepal and were planning to go to Patna to attend a ‘high level’ meeting jointly organized by left-wing extremists—Naxalites—the People’s War Group (PWG) and Maoist Communist Centre (MCC). The arrested persons did not know the location of the meeting, as it was kept secret. Additional Superintendent of Police Rajeev Misra said the arrested Maoists, during interrogation, revealed that they had direct links with the United Liberation Front of Asom (ULFA), and their relations with the Kamtapur Liberation Organisation (KLO) could not be ruled out. A media report of December 30 indicated that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists are losing strength in Assam's Nalbari district. In the year 2002, 83 of them were killed in various encounters, and 507 more terrorists were either arrested by or surrendered to security forces (SFs) in various incidents. Moreover, SFs were also successful in preventing any recruitment drive by these outfits. Out of 83 terrorists killed in the district, 51 belonged to the ULFA and 32 to the NDFB. According to official sources at least 90 terrorists together from ULFA and NDFB were arrested by the State police and other security force personnel. Besides, 98 ULFA and 319 NDFB terrorists surrendered to SFs. The total arms seizure from the district included five AK-56 assault rifles, nine AK-47 rifles, five .38 revolvers, two 9mm pistols, two .32 revolvers, an M-20 pistol, five grenades and 354 round of different live ammunitions. Three SF personnel were also killed in various parts of the district by ULFA terrorists.

Giving the break up of the incidents, the report further said 126 United Liberation Front of Asom (ULFA) terrorists were killed in as many as 106 encounters, and the ULFA killed 25 civilians and 10 SF personnel. Another active outfit in the State, the National Democratic Front of Bodoland (NDFB) killed 127 civilians and eight SF personnel, this past year. A total of 119 NDFB terrorists were also killed in 88 encounters. 23 terrorists of two more outfits in the area, the Dima Halim Daogah (DHD) and the United People’s Democratic Solidarity (UPDS), were killed in 18 encounters. These two outfits together killed 25 civilians. Besides, the DHD killed eight security force personnel during the year.
