Daily News reported that the Vavuniya Police Crime Unit unearthed a large haul of arms and explosives, including slain Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran’s personal rifle together along with body armour in Wellamullivaikkal on January 4. Senior Deputy Inspector General (North) Nimal Lewke said on information gathered from one of the personal bodyguards of the slain LTTE leader, a special team from the Vavuniya Police recovered over 2,000 kilograms of high explosives and Prabhakaran’s personal rifle. "They uncovered an M-16A2 with a grenade launcher along with a body armour that was believed to be used by the LTTE leader. The body armour was specially tailored for the LTTE leader", Lewke told the Daily News. The arms and explosives were carefully concealed and buried in the Wellamullivaikkal jungle. Police recovered two boat engines, a 40 horse power engine, 18 Arul bombs, 2,000 kilograms of RDX explosives, 88 suicide kits, two claymore mines, 17 of 60-mm mortar bombs, two weapon chargers, 20 pouches, 122 full switches, ten of 60-mm artillery shell chargers, 50 detonators, 2,500 of 7.62 ammunition, 250 grams gun powder, a torpedo, 25 anti-personnel mines, 25 artillery boosters, 46 artillery fuses, a disposable RPG weapon, 15 hand grenades, 16 of 14.5 weapon barrels, two automatic shot guns, 50 claymore stands, a large quantity of dead code wire, 20 remote control switches and eight suicide kit switches.

Seeking the support of TNA at the upcoming presidential elections, Fonseka has offered to grant amnesty to all the detained LTTE cadres if he is elected. He pledged in a proposal submitted to the TNA that he would take measures to offer amnesty to all LTTE cadres in detention if he becomes President. In the proposal titled "Immediate Relief Measures for war affected persons" Fonseka says the LTTE cadres will either be charged or released within one month. The proposal also calls for dismantling the high security zones in the country and remove the emergency rule that is in force now. The proposal also says that he will dismantle all para-military cadres and armed groups. General Fonseka has submitted the proposal to the TNA leader R. Sampanthan on January 4.

Sri Lanka Army’s de-mining Field Engineer troops till January 4, since the year 2002, cleared a total land extent of 450.41 square kilometres (450,402,744 square metres) of Liberation Tigers of Tamil Eelam (LTTE) buried explosive devices, anti-personnel and anti-tank mines and Un-Exploded Ordnance (UXOs) from northern and eastern Districts of Jaffna, Kilinochchi, Mullaitivu, Mannar, Vavuniya, Batticaloa and Trincomalee, reported Sri Lanka Army. In addition, Non Governmental Organizations (NGOs) are separately engaged in de-mining work in the same Districts. The extent of area de-mined by those NGO de-miners has not been included in the geographical extent figure as given above. Troops clearing 4,843,040 square metres area in the Jaffna District unearthed 3,351 Anti-Personnel Mines (APMs), 128 UXOs and two anti-tank mines since the beginning of the year 2002. In Mannar, the troops collected 9,099 APMs, 3,264 UXOs and 13 anti-tank mines from an area of 69,596,113 square metres. Troops in Mullaitivu clearing a 162,840 square metres collected 216 APMs and 51 UXOs during their de-mining work. Similarly, de-mining work in the Kilinochchi District unearthed 17 APMs and 21 UXOs while clearing an area of 6,167,788 square metres. A total of 1,059 APMs and five UXOs were among the recoveries made in the Vavuniya District. Engineer troops covered 403,290 square metres area in extent during their work in Vavuniya. In the eastern Batticaloa District, troops covering an area of 269,160,424 square metre unearthed 13,352 UXOs during 2002-2009, the biggest quantity of LTTE UXOs so far recovered from one District by Army Engineers. Troops collected 1,617 APMs and 173 UXOs from areas in the Trincomalee District during the seven-year period (2002-2009) under reference. The area thus de-mined in Trincomalee stands at 100,069,249 square metres. At present, troops are continuing their de-mining work in Vedithalattivu (Mannar), Mankulam (Kilinochchi) and Thunukkai-Amathipuram (Mullaitivu) areas. Initial surveys have confirmed that about 600 square kilometres area still remains to be cleared of mines and UXOs.

The Tamil National Alliance (TNA) decided to support the Opposition consensus presidential nominee General (retired) Sarath Fonseka, an announcement by United National Party (UNP) which is leading the alliance in support of the General, reports The Hindu. It came within hours of the Fonseka, in a bid to get the support of Tamil voters, on January 4 handing over to TNA leader R. Sampanthan a document pledging to address their concerns on the nearly three lakh war displaced. The document handed over to the TNA by the Fonseka among others commits Fonseka to lift the state of emergency (in vogue since August 2005) in the country at the earliest, release all the persons who are in detention without any evidence within one month of coming to power and grant general amnesty to those who were engaged in war activities and help in their rehabilitation. While indications were that a majority in the TNA would back Fonseka in the January 26 poll, there had been no formal word till now from the TNA on their interactions with the former Army chief. TNA, an alliance of militant-turned-political groups stitched together by LTTE chief Velupillai Prabhakaran in 2001, has had its share of problems after the military defeat of the LTTE in the Eelam War IV (July 2006 to May 2009). Answering a question to why the Police Commission is not established, the Minister said the 17th Amendment now had no practical value. In a press statement the UN said Philip Alston, the Special Rapporteur on extrajudicial, summary or arbitrary executions, commissioned three experts in forensic pathology, forensic video analysis, and firearm evidence to examine the video, after concluding that the investigations carried out by the Government had not been thorough or impartial. "The conclusion clearly is that the video is authentic," Alston told the media at a news conference in New York. The Foreign Affairs Minister, Rohitha Bogollagama issuing a statement on the "Achievements and Vision of Sri Lanka's foreign policy" said the Ministry and its missions abroad will work on a diverse and extensive campaign to prevent the LTTE from resurfacing. "Our Missions abroad have been advised to proactively work with members of the Sri Lankan Diaspora to counter the attempts of LTTE elements abroad to politicize and radicalize the youth from the Tamil Diaspora," the statement said. The Foreign Minister said that during the last four years the missions abroad mainly focused on dismantling the LTTE terror network abroad and countering their misinformation propaganda against the government while seeking to attract foreign investments and technical assistance for development work that continued in parallel. The Minister emphasized that significant progress have been made regarding the LTTE threat and pointed out that the LTTE is banned in 33 countries today. The President revealed a threat posed by the LTTE operatives in the Jaffna peninsula. According to him, the area had not been cleared fully and the operatives could be as high as 10 per cent of the total population in the District. The Colombo magistrate has rejected a request by the Police Terrorist Investigation Division (TID) for a conditional release. Police were ordered to send another 29 LTTE suspects to a rehabilitation centre for a period of one year. The TID which reportedly brought 102 former LTTE combatants from Boossa detention camp requested the court to release them with conditions. Nearly 11,000 LTTE suspects are still in the Government custody, the authorities said.

The Terrorist Investigation Division (TID) on January 28 arrested a top Liberation Tigers of Tamil Eelam (LTTE) cadre, identified as Shantha Kumar Rajan, in Colombo, reports Daily News. He was reportedly a close associate of slain LTTE chief Velupillai Prabhakaran and LTTE deputy leader Veerakathy Manivannam aka Castro and was at large for a couple of years. He was also involved in procurements for the LTTE for the last 10 years and was a trained LTTE cadre, Deputy Inspector General (DIG) TID N. Wakishta said. Rajan was active in procurement for the LTTE traveling under a forged passport. He was wanted by the TID and Interpol. Sivakumar was also connected with the explosive laden vehicle found at the Sama Viharaya at Kotahena in 1996. The search for LTTE operatives and important cadres overseas has not been stopped as they were active in other countries. The TID and the Defence Ministry is continuing the search for them and we have not stopped our operations, the DIG added.
