The chief of Liberation Tigers of Tamil Eelam (LTTE), Velupillai Prabhakaran, and his intelligence chief, Pottu Amman, are among the dead or missing after the December 26 Tsunami disaster, the Sri Lankan state radio stated on January 8. Radio reports quoted Vice-Admiral, Daya Sandagiri, as saying that Prabhakaran and Amman were among those killed or missing in the Tsunami. However, the LTTE have denied the report. The Island newspaper, meanwhile, reported on January 8 that an expensive coffin "for a top LTTE leader" had been smuggled into a northern LTTE area inside a container carrying relief material for Tsunami survivors. The LTTE, in a statement posted on its Peace Secretariat website, criticised the Sri Lanka Broadcasting Corporation for carrying the reports, saying that now was "not the time for gossip mongering and malicious propaganda."

Refusing to give a time frame, United States Secretary of State, Colin Powell, has stated that the US Marines who are landing in Sri Lanka soon may spend a long period in the country to carry out relief and rebuilding process. "We will be here for a long period of time by the simple fact that our Embassies are here, our USAID missions are here and the US military forces are here in the region. I can't tell you how long they will stay," Powell said. An aircraft carrier is expected to arrive in the country within a few days along with 1500 Marines to engage in rebuilding activities in the country.

"The LTTE has a history of recruiting children - including by force - for participation in combat," the HRW said. Under an action plan agreed to in 2003 between the LTTE, the Sri Lankan government, and UNICEF, the LTTE was to release children from its forces back into the community as well as into transit centers co-managed by UNICEF and the Tamil Rehabilitation Organization, publicly identified as a front organization for the LTTE. However, HRW said that "an August 2004 Human Rights Watch investigation showed, that while the LTTE has released over one thousand children since agreeing to the action plan, forcible recruitment of children has intensified and new recruits outnumber those released. The LTTE specifically targeted for re-recruitment the 1,800 or more child soldiers released by the Karuna faction after its April defeat."

"Recruitment... was an issue before the tsunami. It's an issue that continues to be of concern. We know of three cases of reported under-age recruitment that took place in the east," said Chaiban. Two of the children had been reunited with their family but a 15-year-old girl was still missing from a camp for the homeless, Chaiban added.

On January 16, the police reportedly used tear gas to disperse a group of about 500 persons trying to hoist the Liberation Tigers of Tamil Eelam (LTTE) flag in the Government-held town of Pesalai in the Mannar district to mark the 12th anniversary of the death of Sathasivam Krishnakumar alias Kittu, a rebel ‘commander’ who blew up his ship when surrounded by the Indian navy in 1993. Military spokesperson, Brig. Daya Ratnayake, said the mourners turned violent and began throwing stones when police and navy officers took down the flag. Three police personnel sustained injuries and police fired tear gas to disperse the crowd, he said. According to the pro-LTTE website Tamilnet, at least 15 civilians were injured in the incident when police resorted to firing.

The LTTE chief negotiator Anton Balasingham stated on January 22 that chief Velupillai Prabhakaran at a meeting with the visiting Norwegian Peace facilitators had expressed his willingness to co-operate with the Government to work out a mechanism to coordinate relief assistance in the North-East. Participating at the discussion in Killinochchi with the Norwegian team, Prabhakaran had pointed out that it was not the time to talk about "peace talks" and had added that the LTTE alone was unable to carry out development work in the North-East. However, Prabhakaran accused the Sri Lankan Government with "misusing" the international aid flowing into the island-nation after the tsunami, and wanted the international community to ensure "equitable distribution" of aid to the affected people.

According to Martin Dawes, UNICEF spokesperson for South Asia, "We've got 40 cases we've been able to verify… There's one 13-year-old. It goes up to 17. This is something we regret ... children have no place in the war." "This is something that we had hoped would be consigned to Sri Lanka's history. It obviously isn't," he added. The Liberation Tigers of Tamil Eelam (LTTE) chief, Velupillai Prabhakaran, has reportedly asked international donors to disburse their Tsunami-related assistance to the North East of Sri Lanka through their own NGOs, circumventing the Government. This was revealed by the outfit's political advisor, Anton Balasingham, on January 28 during a speech at a refugee camp in Mullaitivu. According to Balasingham, Prabhakaran told the visiting Norwegian Foreign Minister, Jan Petersen, that he was not insisting that the international donors give the aid directly to the LTTE. They could use their own NGOs to disburse the aid in the North East, he said. What they should not do was to channel it through the Sri Lankan Government, which had a tendency to discriminate against the Tamils, Prabhakaran claimed.

Liberation Tigers of Tamil Eelam (LTTE) leader, ‘Colonel’ Soosai, stated on January 31 that Government support was essential for the reconstruction of Tsunami-affected areas in the North-East of Sri Lanka since the outfit cannot fulfill this task on its own. In an interview to Daily News from Mullaitivu town, the Sea Tiger leader said they were planning to begin the reconstruction process in the district keeping a 300 meter buffer zone. "Without any assistance from the Government, the LTTE alone cannot continue this process… There should be government officials for any committee appointed for the reconstruction of tsunami hit areas in the North-East representing all ethnic groups in each district," said Soosai.
