According to data compiled by a social media user, at least 42 cases pertaining to blasphemy were registered across Pakistan in the month of August, Naya Daur reported on September 2. Most of those accused of blasphemy belonged to the Shia community, who have been booked under 295-A and 298 sections of the Pakistan Penal Code (PPC) for allegedly ‘insulting the companions of Prophet Muhammad (PBUH)’. Similarly, members of Ahmadiyya and Christian communities are also among the people accused of blasphemy.

Baloch militant outfit Baloch Republican Army (BRA) on September 3, released six abducted Punjabi workers from Awaran District who were earlier abducted on September 1, on the appeal of human rights organisations, reports The Balochistan Post. The official Twitter account of the BRA ‘spokesperson’ Beebagr Baloch, released the news, “Six facilitators of Pakistani Army from Punjab in the custody of our organization have been released tonight on the condition of not doing further facilitation. On the appeal of human rights organizations.” After the news broke that the workers are under custody of the armed group, several Human Rights Organisations appealed to the group to release the workers on humanitarian basis. The Human Rights Commission of Pakistan (HRCP) appealed on Twitter saying, “The HRCP urges to the BRA to release the detained workers in Awaran. Their dignity and broader principles of human rights should be respected and not used as a covenant.” Whereas, the Voice for Baloch Missing Persons (VBMP), another rights group striving for the rights and safe recovery of the victims of enforced disappearance from Balochistan, also appealed to the armed group to release the abducted workers on humanitarian grounds. Similarly, the Human Rights Council of Balochistan also appealed for the release of abductees.

A statement issued by the Inter-Services Public Relations (ISPR) said that Lieutenant Nasir Hussain Khalid (23), from Muzaffarabad, Naik Muhammad Imran (33) from Faisalabad and Sepoy Usman Akhtar (30) from Rawalpindi embraced martyrdom as a roadside Improvised Explosive Device (IED) exploded which was planted by the militants.

A video showed worshippers coming out of the mosque as an explosion was heard and plumes of smoke rose from a motorcycle on fire. Quetta Deputy Inspector General Abdul Razzaq Cheema said the nature of the explosion could not be immediately ascertained and Police were investigating if explosives were planted on a bike or if the vehicle caught fire.

The Security Forces (SFs) conducted an Intelligence Based Operation (IBO) in the Mir Ali area of North Waziristan District of Khyber Pakhtunkhwa and killed a high-profile militant ‘commander’ Wasim Zakaria, and his four accomplices on September 7, reports Daily Times. Inter-Services Public Relations (ISPR) said that 10 other militants were arrested. Wasim Zakaria hailed from the Haider Khel area and since September 2019, had been a mastermind of 30 terrorist attacks. “Terrorist Wasim was involved in target killing activities and the martyrdom of CSS officer Zubaidullah Dawar,” said the ISPR in a statement, adding that the militant was also directly involved in attacks on security forces (SFs).

Commission on Inquiry of Enforced Disappearances (COIED) was established in 2011 by the Pakistani federal government to track the whereabouts of the victims of enforced disappearances and trace the organizations or individuals responsible for these disappearances. The ICJ briefing paper provided an assessment of the performance of COIED in addressing the issue of enforced disappearances and evaluated the legal framework that the Commission operates under in the light of international law and standards.

Asif Pervaiz (37), has been in custody since 2013 fighting blasphemy charges that were levelled against him by the supervisor of the garment factory he once worked at. The supervisor had accused him of sending derogatory remarks about Prophet Muhammad to him in a text message. The court order issued by Additional Sessions Judge Mansoor Ahmad Qureshi, said Pervaiz would first serve a three-year prison term for “misusing” his phone to send the derogatory text message. Then “he shall be hanged by his neck till his death.” He was also fined PKR 50,000, the order said. Pervaiz's lawyer Saiful Malook said that Pervaiz has denied all charges against him and had merely forwarded the text messages in question.

The Government has frozen 964 properties of Jamaat-ud-Dawa (JuD) and Jaish-e-Mohammad (JeM), the Federal Interior Ministry informed the Senate (Upper House of Parliament) on September 16, reports The Express Tribune. The Federal Interior Ministry told the Senate that 907 of the frozen properties belonged to JuD and 57 to JeM. A total of 611 properties of JuD were frozen in Punjab, followed by 108 in Khyber Pakhtunkhwa (KP), 80 in Sindh, 61 in Azad Jammu and Kashmir, 30 in Balochistan and 17 in Islamabad Capital Territory (ICT). Similarly, eight properties of JeM were frozen in Punjab, 29 in KP, 12 in Azad Jammu and Kashmir, four in ICT, three in Sindh and one in Balochistan. The frozen properties of the JuD include 76 schools, four colleges, 330 mosques and seminaries, 186 dispensaries, 15 hospitals, 262 ambulances, a funeral bus, three disaster management offices, 10 boats, 17 buildings, a plot, an agricultural land and two motorcycles. The properties of the JeM frozen by the government include 53 mosques and seminaries, two dispensaries and two ambulances. Submitting the Federal Interior Ministry’s written reply to the Senate, Minister of State for Parliamentary Affairs Ali Muhammad Khan elaborated that the Provincial Home Departments had frozen the properties of proscribed organisations under the United Nations Security Council (Freezing and Seizure) Order, 2019 issued by the Federal Ministry of Foreign Affairs.

According to the proceedings in each case, 14 persons have returned to their homes safely, while two persons namely Mehboob Shah and Asjad Waheed Khan have been found confined in the Internment Centre in Lakki Marwat (Khyber Pakhtunkhwa). The next session of hearings at Lahore is expected in the first week of November 2020. Islamabad will have to take irreversible action to not allow any territory under its control to be used for cross-border militancy for normal relations, says Government, said V Muraleedharan, Minister of State for External Affairs, in Rajya Sabha (Upper House of Indian Parliament) on September 17, reports Kashmir Observer. The Minister said, “India wishes for normal neighbourly relations with Pakistan but Islamabad has to create a conducive atmosphere, including by taking credible, verifiable and irreversible action to not allow any territory under its control to be used for cross-border militancy against India in any manner.” Speaking on steps being taken by India to counter Pakistan on militancy, the Minister said, “As a result of Government’s persistent efforts, there is enhanced concern in the international community at militancy emanating from Pakistan, including the continuing activities of internationally designated miltiant entities and individuals such as Jamaat-ud Dawa (JuD), Lashkar-e-Taiba (LeT), Jaish-e-Mohammad, Hizbul Mujahideen etc. Major partner countries have called upon Pakistan to not allow its territory to be used for militancy in ally manner.”

LeB, said in a press release that “LeB has released 22 Punjabis, who were arrested by Baloch fighters a few days earlier from Kech district of Balochistan.” LeB ‘spokesman’ Lawang Baloch stated that a few days earlier, our comrades took 22 Punjabis into their custody in Zamuran Kech, and they remained in our custody for three days. Islamabad Police on September 19, registered a First Information Report (FIR) against a central leader of the proscribed Ahle Sunnat Wal Jamaat (ASWJ), the frontal organisation of Sipah-e-Sahaba Pakistan (SSP), for inciting the attendees of a rally in the Islamabad by using sectarian and anti-Shiite remarks, reports Pakistan Today. The remarks were made during the Azmat-i-Sahaba march, which was organised by the Muttahida Sunni Council at Islamabad’s Express Chowk on September 17. An Anti-Terrorism Court (ATC) on September 22, pronounced death sentence to Abdul Rehman alias Bhola and Zubair Charya, who were affiliated with Muttahida Qaumi Movement (MQM), reports The Express Tribune. At least 260 people were killed in the fire at Ali Enterprises garments factory in Baldia Town on September 11, 2012. The incident was initially deemed as an accident but was later termed an arson attack over non-payment of extortion. The court found that the men set the building ablaze because of a non-payment of extortion money by the garment factory owners. The two-prime accused, MQM's former provincial minister for commerce and industries Rauf Siddiqui and others were presented in court for hearing. Rauf Siddiqui, however, was acquitted by the court. The verdict was earlier due on September 17, but the court had adjourned the hearing of the case to September 22 without giving a verdict in the case. Abdul Rehman was arrested from Thailand through the Interpol. He was brought back to the country by the Federal Investigation Agency (FIA) and later handed over to the Police for further legal proceedings. In July, the Baldia factory inferno joint investigation team's (JIT) 27-page report stated that factory incident was an act of organised terrorism. The report said that the factory was set on fire for not paying extortion money of up to PKR 250 million and leaders of MQM – Hammad Siddiqui and Rehman Bhola – were involved in the act. It had further stated that the Baldia factory case was handled in a non-professional manner and from the day it was dealt with in such a way that the group involved in the act of terrorism benefitted.

The Army had taken disciplinary action against 15 officers and soldiers after the 2014 attack on Peshawar’s Army Public School, revealed an inquiry report on September 25, reports Samaa TV. According to the inquiry report, at least four Army personnel, including a Major, were removed from the services by the military’s court of inquiry and five others were jailed for 28 days. Colonel Kashif, a representative of the Army, told the judicial commission that the officers and soldiers didn’t show negligence but the action against them was taken because they didn’t maintain Army’s highest standard while responding to the attack on the school. In October 2018, Supreme Court’s former chief justice Saqib Nisar had set up a one-man commission headed by Justice Khan. The commission was made after the parents of children demanded the authorities form a high-level inquiry commission to investigate the massacre. The judicial commission submitted its report in the Supreme Court in July. The commission recorded the statements of 101 witnesses and 31 Police and other officials of law enforcement agencies for its 3,000-page report. It was prepared by Justice Muhammad Ibrahim Khan of the Peshawar High Court.

Prime Minister (PM) Imran Khan on September 26, said the hasty international withdrawal from Afghanistan would be unwise, reports The Times of India. In an opinion piece for The Washington Post, Khan said that all partners in the Afghan peace process should "resist the temptation" for setting early timelines and guard against those actors who wish to see instability in Afghanistan for their own geopolitical interest. The stakeholders involved in the Afghan peace process should refrain from the temptation for setting "unrealistic" timelines for an early withdrawal of international forces from Afghanistan as it would be "unwise" to do so, said PM Khan. Talking about the ongoing talks, Khan said that intra-Afghan negotiations will require patience and compromise from all sides. He said that "a bloodless deadlock on the negotiating table is infinitely better than a bloody stalemate on the battlefield."

There was a need to go beyond the rhetoric and the usual conspiracy theories, as one cannot afford to pursue dissolution,” the Afghan leader said. “We need to take into account the current geo-political shifts and draw necessary lessons about our gains, losses, threats and opportunities. A militants of al Qaeda in the Indian Subcontinent (AQIS), identified Saeed alias Loha, was shot dead in an encounter with the Counter-Terrorism Department (CTD) on the Hawkes Bay Road in Musharraf Colony area of Karachi, the provincial capital of Sindh, in the night of September 30, reports The Express Tribune. According to CTD in-charge Mazhar Mashwani, the Police launched an operation near Musharraf Colony based on a tip-off but were met with gunfire. As the Police retaliated, one militant was shot at and injured, he said, adding that his accomplices managed to escape from the spot. The injured militant Saeed succumbed to his injuries on his way to hospital. "Saeed is a member of AQIS and some of his accomplices were killed in drone attacks in 2016," stated Mashwani, adding that the slain terrorist had been trained in Afghanistan. He further stated that Saeed had fled back to Afghanistan in 2016 and had recently returned to Pakistan.
