The Punjab Police filed a chargesheet against 11 Khalistan Zindabad Group (KZG) militants on December 4, reports The Tribune. Those named in the chargesheet included Harwinder Singh, Mohkam Singh Barnala, Amritpal Kaur, Tarsem Singh, Jarnail Singh, Satnam Singh, Sukhpreet Singh, Parminder Singh, Gaurav Kumar and Ramandeep Singh. They all were arrested in May 2017. However, one militant is not identified in the news report. During their arrests, the Punjab Police had recovered the letterhead of Babbar Khalsa International (BKI) and four weapons. The militants had formed the KZG and were planning to initiate another militant outfit — Jatha Veer Khalsa (JVK) - on the anniversary of the 1984 Operation Blue Star. These militants were financed by the Khalistani sympathisers based out in Pakistan, Saudi Arabia and the United Kingdom (UK), said an unnamed police official.

An National Investigation Agency (NIA) probe into a series of targeted killings, including those of Rashtriya Swayam Sevak Sangh (RSS) workers, Dera Sacha Sauda followers and a pastor in Punjab in the last two years has revealed that Pakistan's Inter-Services Intelligence (ISI) is using Khalistani extremists to try and stoke communal unrest in the state, Times of India reports on December 6. The plan was to foment tension by killing key people and revive militancy. ISI turned to Khalistan Liberation Force (KLF) led by Harminder Singh Mintoo, lodged in Moga jail, and Harmeet Singh, said to be living in Pakistan under ISI cover. Details of the conspiracy were revealed during questioning of two hitmen — Ramandeep Singh alias Canadian and Hardeep Singh alias Shera — by the NIA in the case relating to the murder of Ravinder Gosain, an RSS pracharak, in Ludhiana in October 2017. The duo allegedly admitted to killing six other men — RSS state vice-president Jagdish Gagneja in August 2016, Shiv Sena leader Durga Prasad Gupta in April 2016, Hindu Takht leader Amit Sharma in January 2017, Dera Sacha Sauda follower Satpal Singh and his son in February 2017 and Christian pastor Sultan Masih in July 2017. They also attempted to kill a few others. Sources said other cases would soon be probed by the NIA and added that Ramandeep and Hardeep were recruited as contract killers online sometime in 2015. They were asked them to carry out executions in Punjab. The KLF used its network in the UK to reach the two men. Hardeep was arrested on November 10, 2017, from Fatehgarh Sahib District in Punjab and Ramandeep was arrested November 8, 2017.

On the basis of intelligence inputs from the Military Intelligence (MI) unit in Jammu and Kashmir (J&K), Punjab Police has arrested Gurmukh Singh alias Gopi—an alleged Pakistan’s Inter-Service Intelligence (ISI) agent from Mattewal village of District Amritsar (Punjab), reports The Times of India on December 7. Allegedly Gurmukh Singh had been passing-on information related to the mobilisation of Indian Army to his Pakistan-based handlers. The Batala district Police led by Station Head Officer (SHO) Mukhtiyar Singh arrested Gurmukh Singh and recovered a pair of mobile phones, a passport and several photographs of Indian Army’s movement.Preliminary investigation has revealed that Gurmukh Singh had made two religious visits to Pakistan in 2009, 2012 and during his second visit he came in contact with an ISI handler who lured him to pass-on the classified information related to the mobilisation and deployment of the Indian Army. In return of this favour, Gurmukh Singh had been asking for weapons and money from his Pakistan-based handlers, said an official of Punjab Police.

Desperate to create disturbances in India, Pakistani spy agency Inter-Services Intelligence (ISI) is trying to revive terrorism in Punjab by recruiting radicalised youth from Canada and Europe while allegedly training them for sabotage activities in countries like Canada, Dubai and Thailand, India Today reports on December 10. Investigations by intelligence agencies have revealed that the ISI is using the annual pilgrimage to Nankana Saheb (birthplace of Guru Nana Dev) to scout the radicalised Sikh youth and facilitate meetings with Sikh terrorists in Pakistan. "During the annual festival in Nankana Sahab in Pakistan, people from all over the world visit there and the ISI uses this occasion to facilitate meetings between Pak-based militants and their sympathisers who come from all over the world in guise of pilgrims," sources in the security agencies said. The revelations have been made as part of the investigations done by the Punjab Police and intelligence agencies in the murders of important Hindu leaders and one Christian pastor in the state, including RSS leaders, in the last two years as an attempt to create differences between Hindus and Sikhs in the state. Some of the important leaders killed in Punjab by terrorists include Brig RS Gagneja, the state vice-president of the RSS, Amit Sharma, leader of Hindu Takht and Sultan Masih, a Christian pastor involved in missionary activities in Punjab."These days, the ISI has evolved a new strategy of training fresh recruits in third country that is Dubai, Canada, Thailand, Malaysia, etc instead of Pakistan to hide Pakistani foot prints," the sources said about ISI's plans. The ISI operatives have roped in ex-militants and their associates across the globe for financial assistance, spotting, training of recruits for terrorist activities in Punjab, they said. Sources said the ISI has kept these terrorists including the likes of Wadhawa Singh Babbar of Babbar Khalsa International (BKI), Ranjeet Singh Neeta and Paramjit Singh Panjwar of the Khalsitan Commando Force (KCF) and Gajinder Singh of Dal Khalsa in Lahore.

India’s National Investigation Agency (NIA) has been assigned six cases to investigate which are related to the Khalistan movement, reports The Tribune on December 13. Out of six, four cases are registered in Ludhiana and two in Khanna (Punjab). So far, the Punjab Police was investigating the case but now-on the NIA teams will investigate the matter. The NIA team has already reached the location, Ludhiana and Khanna to take over the investigation, said the NIA statement. The modus operandi in all six cases is similar therefore, regarding the possibility of domestic and international ramifications of the conspiracy in the matter, the Punjab Government had decided to hand-over the investigation to the NIA. After the discussion with top officials of the Punjab Police, the decision of transfer of the cases to the NIA team led by its Director Y.C. Modi, earlier this month.
