Communist Party of India-Maoist (CPI-Maoist) cadres killed 14 Central Reserve Police Force (CRPF) personnel, including two officers, and seriously injured another 13 troopers in an ambush near Kasalpara village in Sukma District on December 1, reports The Hindu. “The deceased personnel include Deputy Commandant D.S. Verma and Assistant Commandant Rajesh Kapuria of the CRPF,” R.K. Vij, Additional Director-General of Police (ADG), Naxal-[Left Wing Extremism (LWE)] Operations, Chhattisgarh. A joint team of more than 200 personnel had left for an area domination and combing exercise on November 30. “They were ambushed on the way back to the base camp,” said D. Upadhay, Deputy Inspector-General (DIG), CRPF, Dantewada range. Rescue operations were launched immediately, but officials said the search parties had not returned to the base camp. “Most likely, our jawans will have to spend the night in the forest. Fortunately firing has stopped now,” added Upadhay. Meanwhile, Sukma Superintendent of Police (SP) D. Shrwan said he had not been able to establish contact with the parties. “We are working out a plan to send reinforcements,” he added. There were reports of six Maoists being killed in the encounter, but officials refused to confirm this.

The Union Government has set up a committee under advisor to the Union Home Ministry on Left-Wing Extremism (LWE) K Vijay Kumar to review standard operating procedures (SOP) and counter-Naxal (LWE) strategy in the wake of killing of 14 Central Reserve Police Force (CRPF) personnel in a ambush by Communist Party of India-Maoist (CPI-Maoist) at Sukma, Chhattisgarh, reports The Times of India on December 4. The committee, which will dissect December 1 attack as well as CRPF's response to assess any lapses and draw lessons, has been asked to submit its report in two weeks. The report is expected to offer suggestions on finetuning of SOPs, how to better use inputs on Naxal hideouts and movements and minimize casualties to the security forces. Officials of the home ministry, Intelligence Bureau, CRPF and state governments are likely to be part of the committee.

Union Home Minister Rajnath Singh, while making a statement in Lok Sabha (lower house of Parliament) on December 3 on the Sukma ambush, said area domination operation was underway since November 17 and during the first two phases on November 17 and November 21, there were several encounters between the security forces and Maoists. "On the basis of information received from various sources which include intelligence and media sources, there have been reports of killings of 12 Maoists on November 21," he said, adding that this information was yet to be confirmed. Singh said it was only during the third phase of the operation, which began on November 27 that the Maoists launched the ambush. He told Lok Sabha that CRPF troops retaliated, leading to an encounter that lasted three hours. However, the CRPF lost 14 men. While 14 others were injured, their weapons were looted by the Maoists. Notwithstanding the reverses, the home minister said the government remained committed to tackling Left-wing extremism with a multi-pronged strategy that combined security operations with development initiatives. "We will continue the operations till this problem is fully eradicated," he said.

Police sources have said the team of the Central Reserve Police Force (CRPF) which lost 14 of its men in an encounter with the CPI-Maoist near Kasalpara village in Sukma District on December 1 had “deviated” from its planned route, reports The Hindu on December 7. “The CRPF men were not supposed to be at the place where the encounter took place. The encounter site was never on our planned route,” revealed a senior Police officer posted in Bastar. According to CRPF sources the “deviation from the planned route” took place because seven CRPF men were suffering from malaria. “The jawans were showing signs of cerebral malaria. We had asked for a chopper to evacuate them on November 30 but the chopper refused to land citing lack of space leaving us with no option but to carry the sick personnel which slowed down our movement,” claimed a senior CRPF officer. When the forces reached Kasalpara village and were ambushed by the Maoist, a team led by CRPF Inspector General (IG) H. Sidhu was moving 1.5 km ahead while a small team led by a Commanding Officer (CO) of 223 CRPF Battalion decided to engage the Maoists it spotted near the village. “The CO’s location was not clear which prevented the team led by Deputy Commandant B.C. Verma from firing towards the village despite receiving firing from that side. Casualties could have been averted had the CO’s location been clear,” said another CRPF officer. Mr. Verma was alive when the Maoists snatched his weapons. The CRPF officers could not explain how the Maoists managed to walk away with their weapons and ammunition despite the presence of hundreds of CRPF men. Further, the Central Government has decided to deploy an additional 11,000 paramilitary forces for undertaking anti-Maoist operations in Bastar Division, reports The Hindu on December 7. With the induction of these 11 new battalions, 10 of CRPF and one of the Border Security Force (BSF), the southern most part of the central Indian State will have the maximum number of security forces' present in a given divisional area. Of these 11 battalions, three have already reached the dense jungles and village areas of Bastar Division.

Activities of the Communist Party of India-Maoist (CPI-Maoist) in Kerala have increased manifold and the situation in the State has the potential of becoming more serious if immediate preventive measures are not taken, according to a note prepared by the Union Ministry of Home Affairs (UMHA), reports The New Indian Express on December 9. In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. The note further said the core of Maoist insurgency lies in 23 Districts of India which reported 80 per cent of the total violent incidents in 2013. The Districts are: Visakhapatnam (Andhra Pradesh), Aurangabad, Gaya, Jamui, Muzaffarpur (Bihar), Bijapur, Bastar, Dantewada, Kanker, Kondagaon, Narayanpur, Sukma (Chhattisgarh) Chatra, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, West Singhbhum (Jharkhand), Gadchiroli (Maharashtra), Koraput and Malkangiri (Odisha).

The Central Reserve Police Force (CRPF) has sought the “immediate dismissal from service” of two Border Security Force (BSF) pilots, blaming their “deliberate and intentional misconduct” for the Communist Party of India-Maoist (CPI-Maoist) attack in Kasalpad village of Sukma District on December 1, in which the CRPF lost 14 of its personnel, reports The Indian Express on December 11. In a letter sent to the CRPF headquarters in New Delhi on December 7, Chhattisgarh’s CRPF Inspector General (IG) HS Siddhu has said that a day before the attack, he had repeatedly requested the pilot, Ajay Rama Krishnan, and co-pilot, Bhupinder Kumar, to evacuate eight of his men suffering from malaria, but they did not comply. Siddhu wrote that the attack could have been averted if the personnel had been evacuated on November 30. On December 1, the CRPF personnel had to spend time sanitising a new “helipad” in Kasalpad village, “exposing the entire party to a grave attack by Naxals”, said the letter. “Their (pilots’) inaction amounts to a major failure and was unfortunate and deplorable,” wrote Siddhu.

The CPI-Maoist has claimed responsibility for killing 14 Central Reserve Police Force (CRPF) personnel in Sukma District on December 1, reports The Hindu on December 26. It said the attack was the “people’s reply” to the “expansionist policies” of the Narendra Modi Government at the Centre and the Raman Singh Government in the State. In a statement issued by Gudsa Usendi, spokesperson of the Danda Karanya Special Zonal Committee (DKSZC) of the CPI-Maoist, the outfit “congratulated” the South Regional Command of the DKSZC for leading the attack on Security Forces (SFs) near Kasalpara village of Sukma. “Thousands of police, CRPF and STF [Special Task Force] personnel were carrying out attacks on many villages in south Danda Karanya [Sukma district] since November. The forces were indulging in fake encounters of tribals of Bastar, illegal arrests and detentions, forced surrenders of tribal youths by threatening to slap false cases on them and atrocities on tribal women,” claimed Usendi. “To stop these attacks on the people of Danda Karanya, revolutionary public in association with the PLGA [People’s Liberation Guerrilla Army] fighters mounted a daring attack on the CRPF, killing 14 jawans and injuring 15 others,” he added. The Maoists snatched a large number of weapons from the SF personnel during the attack, he claimed. The Maoist spokesperson also claimed that the “brave and a big attack “on security forces in Kasalpara had “energized” the revolutionary masses, intellectuals and Maoist cadres.

Peaceful voting was witnessed in the first phase of Chhattisgarh Urban Bodies Elections on December 28, reports The Hindu. According to the State Election Commissioner P.C. Dalai an average 69 per cent voter turnout was registered in 51 urban bodies which went to poll. However, the Maoist insurgency hit Bastar District recorded 56 per cent voting, Bijapur District recorded the lowest 55 per cent voting, Dantewada recorded 68 per cent and Sukma registered 65 per cent voting. The voting time in Maoist affected areas was limited from 7 am to 3 pm. Polling for second phase will be conducted on December 31.

A massive turnout of 78 % was recorded in the second and final phase of civic body polls for 103 urban bodies, in Chhattisgarh on December 31, reports The Times of India. A massive turnout of 78 % was recorded in the second and final phase of civic body polls for 103 urban bodies, in Chhattisgarh on December 31, reports The Times of India. The polling remained by and large peaceful. The second phase polling surpasses the 73% turnout in the first phase of civic polls. The combined turnout of about 75% is a record of sorts for the state and perhaps the highest ever witnessed in the civic elections. Polling was held between 7 AM and 3 PM in insurgency-hit Dantewada and Sukma while remaining areas witnessed voting from 8 AM to 5 PM, said State Election Commissioner, PC Dalei. According to State election commission office, highest turnout recorded in Dhamtari district (88 %) followed by Surguja (86%) and Raigarh (85%) while naxal-affected Dantewada witnessed lowest turnout of 60%. Some other Districts also recorded good voters' turnout - Bilaspur (75%), Raipur (75%), Rajnandgaon (81) and Durg (83%). A 73.06 % voting was registered in the first phase of polling on December 29 for 51 urban bodies. Counting will take place on January 4, 2015.
