One civilian was reportedly killed in the attack and the Maoists also took away the arms of at least eight police personnel who were guarding Dhali’s house. Deputy Inspector General of Police (southwest range), Sudhansu Sarangi, said around 150 Maoists surrounded the house and started firing. Police said the dump contained 96 hand grenades, one single barrel gun, 11 empty claymore mines, two water barrels, 1000 electric detonators, 1100 non-electric detonators, 150 metres electric fuse fire, 63 empty one litre water bottles, two plastic drums and CPI-Maoist literature.

On November 8, Karnataka Chief Minister N Dharam Singh announced a "district-level surrender package" for Maoists eschewing violence. Details of the package, however, were not immediately available. Speaking to the press after reviewing security arrangements in the Maoist-affected districts in Mangalore, he said, "the Government is ready to hold talks with Naxalites provided they give up arms." Stating that special powers have been given to Deputy Commissioners and Police Superintendents to tackle the problem, he added that "talks with Naxalites would be through ballots and not bullets" and the Government was willing to withdraw cases against those Maoists deciding to surrender. He also said that the Government has decided to invoke Unlawful Activities Prevention (Amendment) Act 2004 in the Maoist-affected districts.

In the first incident, exchange of fire took place between a special police party on a combing operation and a group of Maoists at Boyagutta near Madanapuram. Police subsequently recovered three bodies from the encounter site. A tapancha (locally made revolver), two kit bags, some used cartridges of 9 mm carbine along with revolutionary material were also recovered. In another encounter, on the hillocks of Urukonda village in Midjil mandal, a Maoist, suspected to be the member of an action team, was killed. Police recovered one tapancha and about 100 non-electrical detonators from the site of encounter.

One Maoist was also killed in the incident. 341 of the jail's 600 odd prisoners, including Ajay Kanu, state secretary of the CPI-Maoist, and several other cadres of the outfit, were set free and approximately 12 activists of the Ranvir Sena, a private army of upper-caste landowners, have been abducted. Pamphlets left by the Maoists at the jail said 'Operation Jailbreak' was deliberately made to coincide with the ‘great November 13 Russian revolution’ and its aim was to "rescue our comrades and to award death penalty to select Ranvir Sena activists" lodged in the jail. The Maoists, who had reportedly taken control of all entry and exit points of the town exploded a series of bombs in front of the district Collectorate, residence of the district judge and the local S. S. College where a paramilitary camp has been set up.

A two-page statement issued on November 14 in the name of Azad, spokesperson of the Central Committee (provisional) of the CPI-Maoist, said hundreds of "comrades" were languishing in the Bewoor, Gaya, Buxar, Bhagalpur, Muzaffarpur, Hazaribagh, Ranchi, Bethia and Bagha jails in the State of Bihar and Jharkhand. Besides, scores were in the jails of Andhra Pradesh, Tamil Nadu, Karnataka, Orissa, Chhattisgarh, Maharashtra and Madhya Pradesh. The CPI-Maoist ‘pledged’ that its "heroic PLGA guerrillas" under the ‘Central Military Commission’ would secure their release. Hailing what it called the "historic politico-military campaign in Jehanabad," the statement narrated the Maoists' "siege" of the town on November 13. It claimed that during the two-and-a-half hour long "Operation Jailbreak", about 1,000 men conducted simultaneous raids on the jail and other places, including the district armoury, killed the "State-sponsored Ranvir Sena" leaders, captured several activists and seized hundreds of rifles and thousands of rounds of ammunition. Asked whether Naxalites/extremists were regrouping or joining hands with those carrying out similar activities in other States and other countries, the Minister said there was a "grain of truth" in such reports. The Minister of State for Home Affairs, Sriprakash Jaiswal, in a written reply in the Parliament on November 29, stated that in the first 10 months of 2005, 1,353 Maoist-related incidents were reported in which 570 civilians and police personnel were killed. Property worth Rupees 566.25 million was also lost in the violence, Jaiswal added. Andhra Pradesh topped the list with 448 incidents, in which 163 civilians and 15 police personnel were killed. Chhattisgarh, Jharkhand, Bihar and Maharashtra with 317, 271, 161 and 76 incidents respectively were the other States that witnessed increased Maoist violence. Further, Jaiswal stated that a Standard Operating Procedure has been finalized in consultation with the Maoist-affected States with an objective to formulate operational plans and undertake intelligence based on inter-State joint anti-Maoist operations in the specified inter-State border areas. Each of the inter-State border areas identified will have a separate inter-State task force/mechanism on a bilateral or trilateral basis to facilitate need-based intelligence driven joint operations. Also, the Naxalite affected States have been requested to take concrete steps to raise India Reserve Battalions on priority within two years.
