In another incident, PWG Naxalites looted around 15 houses in Morijampadu village, Guntur district, on November 1, and decamped with the booty––cash and jewelry worth over Rs-50 lakh––and several paddy bags. Official sources said 20 armed-Naxalites along with approximately 100 sympathizer attacked the village and looted the houses of two affluent communities. They also reportedly warned the villagers of dire consequence if they complained to the police, and assaulted villagers who tried to resist their attempts.

The Naxals are also demanding the creation of a separate Bastar State. Media reports said normal life was affected in these two districts. According to media reports, the Orissa government has agreed to join hands with the Jharkhand government for combined operations against left-wing extremists—Naxalites—active in border districts of the two States. Quoting official sources, reports said the operation would focus on West Singhbhum, Simdega and Seraikela-Kharsawan districts in Jharkhand that border Mayurbhanj and Sundargarh districts of Orissa. The police also recovered a part of the stolen property from the houses of these sympathisers. The villagers were being interrogated at the Piduguralla police station. Naxalites of the PWG aided by some villagers, resorted to looting in Morjampadu village and decamped with valuables and cash worth Rs 50 lakh on November 1.

On November 3, two Left Wing Extremists—Naxalites of the proscribed Peoples War Group (PWG) were killed and four others injured in a prolonged encounter with the State police in Bastar district of Chhattisgarh. Quoting T J Long Kumer, Bastar district police chief, media reports said a police team had gone to Kohameta village to recover food grains looted by the PWG. The encounter occurred when this team was attacked by a group of PWG Naxalites. The police reportedly recovered approximately 21 quintals of food grains, allegedly looted, on October 29. However, other Naxalites managed to escape under the cover of darkness, reports added.

In a statement issued in Ranchi, both the Naxalite groups said, "The (Babulal) Marandi government has turned blind as it cannot see that people are dying of starvation and thousands have become jobless due to closure of industries. Sources said a special party police of Karimnagar district police spotted a 15-member Naxal dalam (squad) that was armed with sophisticated weapons near the village. In the encounter that ensued, seven Naxalites, including two women cadres, were killed. However, eight Naxals managed to escape. According to district police chief P. S. R. Anjaneyulu, police were tipped-off about the movement of a group of Naxalites in the nearby forest. The Naxalites attacked the police party that had gone in its search. In the retaliatory firing by police three Naxalites were killed. However, some more managed to escape. Two of the slain Naxalites were later identified as Eswar alias Madhav and Gayam Adi Reddy. While the former was ‘commander’ of the Central Palnadu Zone Local Guerrilla Squad, the latter was ‘Deputy Commander’ of Bellamkonda dalam (squad). According to district police chief Mahesh Muralidhar Bhagwat, police were on a look out for arms hidden by the People's Guerrilla Army (PGA), the military wing of left wing extremists––Naxalites––of the People’s War Group (PWG). The search was on ever since three encounters occurred with them on a single day, in June 2002. Police had earlier been tipped-off about the Naxals’ military training programmes in the Morripeta forests. 13 weapons were recovered, including a Self Loading Rifle (SLR) and a .410 musket, eight DBBL guns, an SBBL, a .45 short weapon and a tapancha (country made revolver) and three grenades. Besides, seven kit bags, empty cartridges and some .22 live bullets were also recovered. Spare parts of weapons, possibly to repair the firearms, were also recovered. These included strikers, springs, locking piece, washer, wooden handles, punch, drill, grenade liver, grenade igniter and set base plugs. Police also found a grenade discharger cup that helps in using a .303 rifle as a grenade launcher.

In an e-mail message sent to PGA’s "friends", the PGA also indicated of the changed tactic under which a people’s army of peasants might attack the "enemy" with traditional weapons like sticks, axes, knives and spears. This would be besides the ‘fight’ that is being carried out by its armed cadres. According to the message, the PWG would have seven guerrilla zones in the country. This includes those formed in the States of Andhra Pradesh, Orissa, Madhya Pradesh, Maharashtra and Bihar (Kaimur area). Besides, it is also in the process of forming such zones in Jharkhand and West Bengal. The message said, "In guerrilla zones, we must rally people in a big way, and we must enhance their initiative to participate in the guerrilla war. We must turn every village and forest area into a battlefield. We can utilise every opportunity to hit at the enemy only if we can depend on the people’s militia". The message also talks of the PGA teaching the "art of war" to the people’s militia and use of local resources for the purpose.

At least 20 persons were killed and 16 more seriously injured in an attack by left wing extremists–– Naxalites––of the People’s War Group (PWG), in Andhra Pradesh’s Warangal district, on November 18. Unconfirmed reports have, however, put the death toll at 30.Sources said the Naxalites set-off a land mine under a moving bus at Chintagudem village, near Eturunagaram. The blast-site is close to Ilapuram where the police killed five Naxals in an encounter the previous day, on November 17. Sources indicated that the Naxalites possibly wanted to avenge the killing of their colleagues and blew up the bus mistaking it to be transporting policemen who had participated in that encounter. However, the bus was carrying civilian passengers, 20 of who were killed on the spot. The passengers were returning to their respective villages after making purchases at a nearby weekly shandy in Kannayagudem. State Chief Minister Chandrababu Naidu condemned the blast calling it a 'bastardly act’. He is expected to visit the incident-site, on November 19, today. In a similar major attack on civilians, the Naxalites had killed 46 passengers on board the Kakatiya Express in 1990 when they torched a compartment.

Arms and ammunition including four .32 revolvers, guns of various makes, 150 live cartridges of .12 bore and 200 live cartridges of .32 bore were recovered from the two. The two have been held on November 23, during the course of investigations into arms supply sources of the PWG and Ranvir Sena. Punjab police launched the investigation following the interrogating of a PWG and Ranvir Sena arms supplier.

In the first incident, the Naxalites blew-up the Pondugula railway station on the Guntur-Secunderabad section. According to district Superintendent of Police Ravishankar Ayyannar, four Naxalites went to the Pondugula railway station and threatened the Station Master to leave the premises and exploded Claymore mines inside his room, smashing it. However, train services and communication systems were not affected. Separately, the Naxalites damaged a Road Transport Corporation (RTC) bus at Mutukur village, Veldurthy mandal (local unit of governance). The Naxalites also blew-up two culverts near Kanumala village, Ipur mandali, and in between Uppalapadu and Mandadi villages, Veldurthy mandal.

Jharkhand police has decided to adopt new strategies to deal with increasing use of landmines by left-wing extremists—Naxalites. Speaking to media persons in Ranchi, Inspector General of Police (Zonal) Rajeev Kumar said, "It takes just 30 minutes to plant a landmine... The subordinate personnel have been sensitised about the threat perception to their lives arising out of landmine blast. They have also been asked to anticipate such dangers and avoid easy identification". He added that the Naxalites "have switched over to landmine blasts as encounters had proved disastrous". Also taking a leaf out of the policy of Andhra Pradesh government, the Jharkhand government would now be hiring private vehicles for patrolling in Naxalite-affected areas, as police vehicles are too easily identifiable. Meanwhile, media reports said growing incidents of Naxal-related violence have forced the government to review the rehabilitation policy announced in the year 2001. A total of 270 persons, including 121 police personnel, were killed in Naxal violence in the State in the last two years, reports said. Reports indicate that the policy has failed to lure Naxalites back to the social mainstream.
