An estimated 16 people comprising police personnel, civilians and extremists die each year in left-wing extremism related incidents in Orissa. The State Home Secretary T.K. Mishra told Zee News in the State capital Bhubaneswar on May 1 that 39 extremists, 38 police personnel and 37 civilians were killed in the last seven years. He further said that while the Government has been trying to equip its police personnel, the extremists have already spread their network in 15 of the 30 districts of the State. "We have demanded inclusion of five more districts under the Security Related Expenditure (SRE) scheme so that the state can avail additional funds to tackle extremism in those areas", Mishra said adding only nine districts of Orissa have been included in the SRE scheme.

The report quoting an internal note circulated within the government shows that the United Progressive Alliance (UPA) government has admitted that despite police action Naxal activities are on the rise. The note says, "despite concerted police action, several development initiatives, planned public perception management and people's resistance, the Naxal activities are increasing." “Naxalites continue to carry out well-planned and coordinated attacks along military lines”, the note said further.

Guha was arrested while carrying a letter meant for a top Maoist leader currently in a Chhattisgarh jail who is in charge of masterminding dozens of major landmines blasts in India. Before leaving, the Maoists also put up posters on the trees demanding the "end of oppression" by forest officials, he added. The Maoists, three of whom were women, were suspected to have crossed over from the neighbouring Jharkhand and went back to the neighbouring State after the incident, police said. "Though the government has no documentary evidence of any memorandum of understanding signed between international terror outfits with naxalites in the country, we have enough information suggesting that there is coordination between them", he said. Over 10,000 people were offering prayers at the 400-year-old mosque at 1.15 p.m. when the bomb exploded. Police sources said that the explosive device, in which RDX was used, was triggered with a cellular phone and was hidden underneath a thick marble platform. Two more improvised explosive devices (IEDs) were recovered from the site and later defused by the police. Police also found a SIM card from a mobile phone attached to an IED. Four more people were killed subsequently in police firing as mobs clashed with the police. Sporadic incidents of arson and attacks continued in many areas till late in the night. No organisation has, so far, claimed responsibility for the attack, even though police suspect the involvement of the Jaish-e-Mohammed (JeM), Harkat-ul-Jihad-al-Islami (HuJI) and Students Islamic Movement of India (SIMI). Balwinder Singh, Police Commissioner of Hyderabad, told CNN-IBN, "It was a terrorist attack. Jehadi hand is not ruled out behind the attack.
