Madhya Pradesh Police recovered Communist Party of India-Maoist (CPI-Maoist) posters with death warrants issued against the names of Security Forces (SFs) and ‘Police informers’ in Balaghat District on June 1, reports The Pioneer. Balaghat Police Chief Gaurav Tiwari told that that some officers found such posters in Lal Ghati area under the Roopjhar Police jurisdiction. These posters also held out dire warnings for ‘Police informers’. Tiwari said that the SFs were continuing with their anti-Maoist campaign in the jungle. According to official sources, the posters were a retaliatory move by Maoists against the SFs armed action.

Three women Communist Party of India-Maoist (CPI-Maoist) cadres including a ‘divisional committee leader’ who carried a reward of INR 800,000 on her head surrendered before the Visakha Rural Police in Visakhapatnam District on June 1, reports The Times of India. Divisional committee leader Kudabala Lakshmi alias Sarita (29) of Chamagedda village in GK Veedhi mandal (administrative unit), ‘area committee member’ Bonangi Ramulamma alias Bharati alias Saroja of Labadampalli village in GK Veedhi mandal and Tambelu Tummu alias Vijaya (24) of Tartal village in G Madugula mandal had apparently decided to surrender due to severe oppression by the Security Forces (SFs), ill health and differences with senior leader and east division secretary Chalapathi.Visakha Rural Superintendent of Police (SP) Rahul Dev Sharma said Sarita joined the Maoists rank and file in 2000 as a Jana Natya Mandali (JNM) cadre. She was inducted into the Naxal [Left-Wing extremism, LWE] military formation in 2003 and worked as bodyguard to ‘central committee member’ Vadkapur Chandramouli. "She was a military trainer and the only woman selected for central military training from all the Naxal-affected states in 2008. She was sent to the Andhra-Odisha Border (AOB) as a central military instructor. She has trained almost all the squads in the AOB and was promoted as ‘deputy commander’ for the first central regional committee (CRC) company, the military wing of the naxals," the SP said. There are 30 cases registered against Sarita in Visakhapatnam District alone and an unknown number of cases in Odisha and Chhattisgarh. Sarita was also involved in eight exchanges of fire with SF personnel. "The cadre was demoralised with the attitude of senior leader Chalapathi, who did not have cordial relations with the party members. After senior leader Kudumula Venkata Rao alias Ravi and Azad died, there was a gap in leadership," Sarita said and claimed that many more cadres would surrender in the future due to differences with Chalapathi. Bonangi Ramulamma had worked in Korukonda and Pedabayalu and also in Chhattisgarh. There are around 23 Police cases registered against her in Visakhapatnam including at Darakonda outpost and Anakapalli Police Station. Ramulamma was also involved in eight exchanges of fire incidents and ambushes and carried a reward of INR 400,000 on her head, Sharma said. Vijaya, the third woman Maoist who surrendered, had fled the movement along with her husband few months ago and settled in a village on the Odisha border and she returned to her native village Tartal recently after the death of her husband, the SP said. After she learned of the surrender of a few woman Maoists including Lalita, she decided to follow suit, he said. Vijaya was involved in the abduction of Malkangiri collector Vineel Krishna in 2011 and carried a reward of INR 100,000 on her head.

Police also seized Maoist pamphlets, posters and two cellphones from the arrested persons. Police sources said that a joint team of Central Reserve Police Force (CRPF) and District Armed Police arrested two persons during raids at separate places of Madanpur area on charge of providing cylinders to Maoists for use as cylinder bombs. They have been identified as Lal Babu Paswan and Surendra Bhuiya, both residents of village Azad Bigha under Madanpur Police Station area. Aurangabad Superintendent of Police (SP) Babu Ram said Lal Babu and Surendra had provided 10 high- capacity cylinders to Maoists for triggering off blasts during panchayat (village level local self government institution) elections against Security Force (SF) personnel engaged in anti-Maoist operations in the District. "The duo was also passing information of police movement to top Maoists leaders Prasadji and Nawalji," said the SP. "The two had also hatched a conspiracy to kill a mukhiya of Aajan panchayat," he added.

Claiming responsibility for the killing of Lok Janshakti Party (LJP) leader Sudesh Paswan in Dumaria Block Headquarters in Gaya District last month, Maoists have justified their dastardly act by holding him responsible for the 'killing of the banned outfit's revolutionaries' and have gone on to describe him as 'ring leader of Police informers', reports Zee News on June 3. A hand-written pamphlet, which appeared in Imamganj area of Gaya, warned those colluding with the Police and being their informers. It also lashed out at LJP leader Chirag Paswan and former Chief Minister Jitan Ram Manjhi for shedding 'crocodile tears' over the incident. The LJP had earlier condemned the killing of Sudesh and demanded President's Rule in the state in view of rising crime. Chirag had also slammed the ruling 'grand alliance' for prevailing lawlessness in the state, and said those raising their voices are being murdered. Sudesh was campaigning for panchayat (village level local self government institution) elections near Dumaria when he was shot dead.

Police arrested three Left-Wing Extremists (LWE), including state in charge of the People`s Liberation Front of India (PLFI) and recovered a cache of firearms from Patulka jungle under Barachatti Police Station area in Gaya District June 2, reports webindia123. Gaya Senior Superintendent of Police (SSP) Garima Mallik said, a joint team of Sashastra Seema Bal (SSB), Central Reserve Police Force (CRPF) and local Policed arrested the cadres of PLFI, a splinter group of the CPI-Maoist, from their hideout in Patulka jungle. The arrested cadres were identified as PLFI Bihar in charge Arun Yadav alias Singham, Santosh Yadav and Jeetu Yadav alias Jitendra Yadav. The Security Force (SF) personnel, who have been combing Bishunpur block since May 29, found a boy and a girl cowering in the forests near Jamti village. Asked, the boy, who was aged 15, and the girl, 11, said they were from Gumla but had been forcibly picked up for Nakul Yadav's bal dasta (child soldiers) some five months ago. Yadav happens to be a Bihar-Jharkhand regional coordination committee member of CPI-Maoist and one of the most dreaded Maoists of this region. "Yes, it's a positive development that two children have been rescued in the ongoing combing operation. Tomorrow, they will be produced before district child welfare committee. Officials said the attack was launched at the company base of the 41st battalion of the ITBP in Ranapal area after a large number of Maoists surrounded it from three sides. “The attack was launched at about 1240 hours and ended at 3 am today. Four rockets were fired inside the camp. Both the sides exchanged about 600 rounds of bullets,” they said. Maoists later retreated in the jungles and no casualties were reported on the forces’ side. “It is estimated that about 100 armed Naxals launched the attack,” they said.

At least 76 Naxals-Left-Wing Extremists (LWEs) were killed and 665 arrested by Security Force personnel in the LWE-hit areas in the first four months of 2016, Home Ministry officials said, reports The Times of India on June 8. Security Forces have achieved greater success in tackling LWEs in recent times and there was 30 per cent decline in violence perpetrated by the Maoists this year (2016). Altogether, 76 Communist Party of India-Maoist (CPI-Maoist) cadres were killed between January and April this year in comparison to 15 killed in the corresponding period of 2015. As many as 665 Maoists were arrested and 639 surrendered in the first four months of 2016 whereas 435 LWEs were arrested and 134 surrendered in the corresponding period of 2015, a Home Ministry official said. In 2015, 226 people died in 1,088 incidents of violence perpetrated by the LWEs. Of the 226 deaths, 168 were civilians and 58 security personnel. As many as 89 Maoists were also killed and 1,668 were arrested and 570 cadres surrendered before authorities last year. "The decline in violence can be attributed to many reasons such as greater presence of security forces across the Left Wing Extremism-affected states, loss of cadres and leaders on account of killing, arrests, surrender and desertions, better monitoring of development schemes in affected areas and insurgency fatigue among the Maoist cadres," the official said. While 106 districts in 10 states are affected by Maoist activities in varying degrees, 35 districts in seven states are considered to be worst hit. According to a recent Parliamentary Standing Committee report, Naxal activities continue to be a matter of concern with 35 districts in seven states being badly-hit. "CPI (Maoist) continues to be the most potent among the various LWE outfits in the country and accounts for more than 80 per cent of total LWE violence incidents and resultant deaths," the report said.

Tripathy, who resigned from the BJD on the eve of Lok Sabha (Lower House of Indian Parliament) polls in 2009, alleged that in April 2014 an amount of INR 4.5 million was transferred from the BJD’s State Bank of India (SBI) account No. 10091755246 to Panda’s ICICI Bank account No. 203601501728 through cheque No. 441630. “While BJD and Chief Minister Naveen Patnaik continue to demand more funds from the Centre to fight Maoists, I am surprised how money was transferred from the BJD party’s bank account to that of Panda. The party’s bank account operates in the CM’s name, who is also the BJD president. This clearly shows that the CM has patronised Maoists, who have now spread their wings to 18 out of 30 districts of the state. The CM has utilised Maoists for his party’s electoral and political gains,” Tripathy alleged. Tripathy also alleged that a day before the INR 4.5 million was transferred, an amount of INR 100,000 was transferred from Panda’s account to the BJD account. The posters have appeared in various villages of Koyyuru, GK Veedhi, and Chintapalli mandals (administrative unit) at a time when the CPI-Maoist are struggling to regain foothold in the east division following encounters and loss of men in the past one year. Some of the posters have the pictures of east division secretary Chalapati alias Kailasam and his wife Venkata Ravi Chaitanya alias Aruna along with other details such as their age, cast, reward amount and native villages. The cops have also published two phone numbers and asked the public to call on them to inform about their whereabouts with the assurance that their identity would be kept a secret. Sources said Chalapati joined the People's War Group (PWG) in the late 80s and has been working in the AOB Border areas since then. He rose up to the level of AOB military commission chief and also alternative central committee leader. However, because of the setbacks that the Maoists received under his leadership, he was demoted as a division committee member a few years ago. The BDO of Kolebira in Simdega District received the threat letter on June 9 by ordinary post while his counterparts in Murhu, Khunti; Mandar, Ranchi; and Saria in Giridih Districts received them two days ago. However, the Additional Sessions Judge Reetesh Singh sentenced the Maoist leader for the period of imprisonment he had already undergone during the trial. “Kobad Ghandy is in custody since September 20, 2009, which is almost six years and six months. I therefore impose upon him a term of imprisonment already undergone by him and fine of Rs.10,000. In default of payment of the fine, he shall undergo a further simple imprisonment for two months,” the judge said.However, Ghandy may not come out of jail as he is also facing prosecution in other cases in other parts of the country. The judge acquitted Ghandy of the charge of being a member of a banned outfit and furthering its activities under the Unlawful Activities (Prevention) Act [UAPA]. But he held him guilty of cheating, forgery and impersonation.According to the Delhi Police, Ghandy was involved in setting up a new network of the banned Communist Party of India-Maoist (CPI-Maoist) in Delhi. He was living in the city to propagate the activities of the CPI-Maoist and he was helped in it by co-accused Rajinder Kumar, the Police alleged. They arrested him on September 20, 2009 when he was undergoing treatment for cancer at a hospital.

The Block Development Officer (BDO) of Nawadih in Bermo subdivision of Bokaro District, Arun Oraon, was threatened by suspected Maoists to leave his job and the District within 15 days or his office will be blown up, reports The Times of India on June 12. Oraon received the letter when he was in his office. "It was about 5 pm when my peon gave me the letter. I immediately informed the Nawadih police station," said Oraon. However, Police are verifying the authenticity of the letter that was sent through post bearing a receipt stamp of Giridih. A Police officer said that a few more BDOs deployed in Giridih received similar threat letters. Three months ago, Petarwar BDO of the District had also received threat messages from the Maoists, report said.

In a 10- page statement, the ‘general secretary’ of the CPI-Maoist, Muppala Lakshman Rao alias Ganapathi, said that all the party units should make “preparations, put maximum efforts and issue calls to the vast masses to actively and energetically participate in these celebrations”. He called upon his party cadre to celebrate the 50th anniversary of the Naxalbari uprising from May 23 to 29, 2017, the centenary of the Bolshevik Revolution from November 7 to 13, 2017 and Karl Marx birth bicentenary from May 5 to 11, 2018. If, for any reason, it was not feasible to conduct these events on the above mentioned dates, Ganapathi said, they could be organised in other time of the years of the anniversaries. “It is to be expected that the enemy will try to create all kinds of hurdles everywhere to prevent us from organising these anniversaries, be it in the urban or rural areas. We should be prepared for this and make realistic and practicable plans to conduct these programmes successfully in spite of disruptionist efforts”, the statement said. The Maoist party also said that efforts should be made to organise at least one international programme in any of the Indian cities on a date agreeable to all participants. As part of these celebrations, the party has also sought publication of books, booklets and collection of articles for enhancing the understanding of Marxism.

The Maoists attacked this joint police team at around 6 am. The police team retaliated the fire and the encounter went on for about an hour. Three senior Maoists were killed in this encounter and the rest of them managed to escape taking advantage of thick forest,” said a press statement issued by the Superintendent of Police (SP), Gadchiroli District. The Police also recovered one AK 47, one SLR and one .303 rifle from the spot of the encounter. “The weapons, recovered from the dead Maoists, indicate that they were senior leaders possibly above the rank of Maoist commander, but their identities are yet to be ascertained,” added the Police press statement. The head of Maharashtra’s Anti-Naxal Operations (ANO) unit Shivaji Bodkhe while addressing the trainee Policemen at the ANO unit at Surabardi in Nagpur on June 20 said that the Communist Party of India-Maoist’s (CPI-Maoist) network was spreading rapidly in urban areas of the State and the Maoist movement was no more limited to Gadchiroli and Gondia Districts, reports The Hindu. “There is a perception that the Maoism is limited to only Gadchiroli and Gondia district of Maharashtra. Many in the police department also carry this perception. But this movement is not limited to tough and dense terrains of forest areas. It is spreading rapidly in urban areas through its frontal organizations. The police need to be alert and focus on these urban frontal originations,” said Bodkhe, who is a Special Inspector General (IG) of Police of the ANO.He also claimed that the Maoists were carrying out “secret propaganda” in Mumbai, Thane, Pune, Nadurbar, Dhule, Jalgaon and Nashik areas of the State. “We only know about the Maoist violence against the police in forest areas and their opposition to the developmental works. But their frontal originations have an altogether different modus operandi. The suspects said they were also trying to obtain arms and ammunition with the help of Maoists.One of the arrested suspects, Mohammad Azhar, told the investigators that he made two failed attempts to contact Maoists in 2015. A native of Bhopal, Azhar was arrested by the National Investigation Agency (NIA) in February, 2016. He is suspected to be part of JunoodalKhalifaeHind, set up by Syriabased Shafi Armar, who has pledged allegiance to IS 'chief' AbuBakral Baghdadi.According to NIA, Azhar was pursuing 'Alim' course at Deobandi fountainhead, Darul Uloom madrasa (Islamic Seminary) since 2009, after his father expressed desire that one of his sons become a 'maulana'. Azhar first instructed Mehtaab and Amjad in August 2015 to go to Maoist areas to get information about the activities of the Leftwing extremists and the place where they could take shelter after violent activities in India, officials said. The probe revealed Mehtaab took admission at a madrasa at Bijapur in Chhattisgarh but failed to establish any links with Maoists. Officials of National Investigation Agency (NIA), who are probing arms smuggling in north-eastern states, have come across evidence that suggests the Communist Party of India-Maoist (CPI-Maoist) cadres operating in Jharkhand have been supplied with sophisticated M-16 rifles, reports DNA on June 22. Official sources said that the sophisticated weapons are sourced from Nagaland and get transported to Maoists in Jharkhand by arm syndicates. The NIA is now in talks with Anti-Terrorism Squad (ATS) and Special Task Force (STF) of Nagaland, Punjab, Uttar Pradesh, Bihar and Jharkhand to chalk out a strategy from stopping the highly-sophisticated weaponry from reaching the Maoists in Jharkhand. According to official sources, NIA sleuths have managed to identify individuals allegedly involved in the smuggling of M-16 rifle.Official sources also said that Munger in Bihar is somewhat becoming an important transit point owing to its existing illegal arms markets. Sources said acting on intelligence input, Police raided Selfi hill. But the Maoists managed to flee under the cover of darkness. Inspector General of Police (IGP) (Western Range) R.K. Sharma said the raid was carried out by Special Operation Group (SOG) and local Police. Sensing presence of Police, the Maoists opened fire and Police retaliated and the gun battle lasted for about 30 minutes. "We have defused the IEDs, recovered from Dori, on the spot. These combing operations are part of our ongoing anti-Naxalite drive and are likely to continue," Latehar SP Anoop Birtharay said. According to the SP, the forces recovered more than 500 IEDs and over 7,000 bullets of various natures, along with dangerous chemicals used for preparing explosives, since April. The Jharkhand State Government has sought five additional Central Reserve Police Force (CRPF) battalions on June 25 from the Centre to fight the Left-Wing Extremists (LWEs), besides seeking exemptions from forest clearance for certain categories of development projects, reports The Indian Express. The demands were put forward by Chief Secretary Rajbala Verma in a review meeting in New Delhi. The review meeting, chaired by the Union Minister of Home Affairs (UMH) Rajnath Singh, pertained to security and development programmes going in the LWE-affected areas in the country. Officials said that there are currently 20 battalions of the CPRF and two battalions of the Sashastra Seema Bal (SSB) deployed in the state in the operation against the LWEs. The demand for additional battalions has been made to consolidate the operations going on in 13 ‘focus areas’ – which includes places like Banalat (Gumla), Pesrar (Lohardaga), Parasnath (Giridih) and Balumath (Latehar).

DGP Awasthi, who took charge as the first ever DGP of the ANO five months ago, said that “These things should not have happened. I have issued written instructions also. The state is the protector of the people. If we catch a Maoist, he should be arrested. It is really inhuman to kill anybody even if he is guilty. The Constitution and the law do not provide us that power. But when there is fire from the Maoists, we should retaliate. “I condemn the misbehaviour with ladies and fake encounters. If it is propaganda, we should not worry but if it is true, guilty people should be punished. The police are not above the law. We have been given certain duties and responsibilities and I believe in honest police working — whether it is during operations in forests or city policing. Nobody is allowed to misbehave with the common man and even with criminals; we should not kill them in fake encounters.”

In a bid to win over the people in the Vishakhapatnam agency areas of north Andhra Pradesh, the Communist Party of India-Maoist (CPI-Maoist) cadres are now visiting the bordering areas of Vizianagaram and some parts of Srikakulam District in plainclothes and holding meetings on the State Government's apathy towards the villagers' problems related to land and local issues, reports The Times of India on June 28. Following severe loss of cadre and ammunition dumps, the Maoists are making their moves carefully. The Andhra-Odisha Border Special Zonal Committee (AOBSZC) leaders' recently held meeting with the East Division Maoists would also bring about a change in the attitude of the Maoists in Visakha Agency and East Godavari, sources said. "Locals are surprised to see naxals visiting their villages without wearing their usual olive green uniforms. A team of 4-5 naxals visit the villages first to ensure that combing parties are not in the vicinity and then the leaders arrive at the village to conduct meetings. This has been going along the bordering areas for the past few weeks," said a senior Police officer on conditions of anonymity. Even their style of interacting with the people has changed and they are now mingling with the people in a friendly manner, he added.Meanwhile, Srikakulam-Koraput division committee ‘deputy commander’ VR Chaitanya alias Aruna was spotted holding meetings with locals at the bordering villages of Kotia and Narayanpatna in Koraput District. According to the sources, the Maoists are now totally focused on organisational activity -- mainly educating the people on various issues to help raise their voice against government authorities and elected representatives. Suspected People’s Liberation Front of India (PLFI) cadres killed six ‘criminals’ near Horindag rivulet in Tupudana area of Ranchi District on June 27, reports The Telegraph. All the dead bodies along with 15 used cartridges, three motorbikes and six mobile phones - two of them broken into pieces - were found from the spot. Sources identified the victims as Jaquir Hussain, Anil Pahan, Aman Yadav, Manish Pahan, Parwaz and Raza - all in the age group of 20-25 years. Commenting on the incident, Inspector General of Police (IGP) (Human Rights) and State Police Spokesperson M.S. Bhatia said "Prima facie it seems PLFI is involved in the incident. Preliminary probe suggests those killed were also criminals and Jaquir Hussain was the kingpin. Apart from loot and dacoity, he also used to extort money from businessmen and traders." PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The Centre on June 27 asked four Naxal-Left-Wing Extremism (LWE)-hit States-Bihar, Jharkhand, Odisha and West Bengal-to frequently hold Unified Command meetings for formulating a strategy to tackle the issue effectively, reports The Times of India. The Union Minister of Home Affairs (UMH) Rajnath Singh conveyed this at the Eastern Zonal Council meeting held in Ranchi, official sources said. Singh also cited the example of Jharkhand where splinter groups of the Communist Party of India-Maoist (CPI-Maoist) have been active and tackling them required coordination among forces and better strategy. The Zonal Council meeting took stock of various development schemes carried out in LWE-affected areas and found that Bihar lagged in construction of fortified Police Stations. Out of the 45 sanctioned fortified Police Stations in Bihar, 40 are yet to be constructed. In Jharkhand, out of 73 sanctioned fortified Police Stations, only two are yet to be completed, in Odisha, out of 52 sanctioned fortified Police Stations, 18 are yet to be constructed and in West Bengal, out of the 17 fortified Police Stations, one is yet to be completed. In 2011, the Centre had announced that it would fund construction of 400 fortified Police Stations in 83 worst Maoist-hit Districts in the country at a cost of INR 20 million each.

"The operation was launched collectively by state's District Reserve Group (DRG), CRPF's Commando Battalion for Resolute Action (CoBRA) and district force under Gadiras Police Station limits," Sukma Superintendent of Police (SP) Indira Kalyan Elesela said. The exercise was carried out on the basis of information about presence of Bhime, a Maoist ‘commander’ of Badesatti Local Organisation Squad (LOS), in the area. "We received inputs that Bhime was camping along with 15-20 armed cadres near Bandem since last night. We mobilised our composite force towards the region to nab him," the officer added. When the SFs reached the forests of Badesatti village armed insurgents opened indiscriminate fire on them, triggering a gun fight between the two sides. "So far, bodies of three Maoists, besides tiffin bombs and other Naxal-related items, have been found," the SP said.

According to Police sources, a troupe of paramilitary forces of 143 Battalion of the Border Security Force (BSF) were involved in combing operation when they stumbled upon these two landmines, planted under a culvert on Jeypore-Lamtaput road near Kadama village. Apart from it security personnel also recovered a pack of 22 electronic detonators and a bundle of flexible wire used to detonate landmines as well as a country made gun from the spot.

"The explosive, weighing 15-20 kg, was unearthed by a joint team of District Force and Central Reserve Police Force's 65th battalion from the forested Mainpur-Kulhadighat Road under Mainpur Police Station limits," Gariyaband Additional Superintendent of Police (ASP) L David said.
