According to the Kathmandu-based Himalayan Times, police in the eastern Indian State of Bihar arrested 11 Nepalese Maoists, including Chitra Bahadur Shrestha and four other ‘central committee’ members, from Patna on June 2. Besides Shrestha, Rajendra Thapa and his wife Ranju, Lokendra Bishta, Min Prasad Chapagain, Anil Sharma and Shyam Yadav were also arrested. A special police team arrested the Maoists from their hideouts during raids in hotels and houses on Station Road, Exhibition Road and Fraser Road in Patna. Maoist documents, logistics, some photographs and an amount of Rupees 240000 in Indian currency were recovered by the police team. Sources said that the Maoists admitted during interrogation that they were in Bihar to procure sophisticated firearms from two banned left-wing groups, the Maoist Communist Centre (MCC) and Peoples’ War Group (PWG).

The Andhra Pradesh Government on June 4 announced the withdrawal of bounties on top leaders of the outlawed People's War Group (PWG) in an attempt to solve the three-decade left-wing extremist problem in the State. The announcement was made in the Legislative Assembly by Home Minister for State K Jana Reddy. "We will adopt a firm but humane approach to solve the problem. Civil liberties groups and some intellectuals have, on several occasions, expressed doubts on the genuineness of certain encounters. The government, therefore, has decided to adopt the policy of stopping rewards on the Naxalites [left-wing extremists]," he said. The Police had, in the past, announced rewards on the heads of at least 1,100 Naxalites ranging from Rupees 25,000 to Rupees 12 lakh. The Minister also announced that police would not pursue the armed Naxalite squads into the jungles to avoid loss of human life. "We expect the armed extremist groups not to visit habitations or indulge in intimidation, extortion or other forms of violence. It is the government’s responsibility to ensure that people in general live in peace and without fear. The government would take all steps to explore avenues for a lasting solution to reduce violence in the State," he added.

The Naxalite group is reported to have responded positively announcing that it was ready for a simultaneous implementation of cease-fire. PWG ‘secretary’ Ramakrishna told Deccan Chronicle over phone that the organisation was prepared to negotiate through talks. He said that the Government should involve all those who were playing an active role in restoring peace in a democratic manner. The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. However, it has sought to assure the Government that its cadre will not resort to any `armed actions,' if Government forces also observe `restraint.'

United News of India (UNI), quoting highly placed sources in the Jharkhand State Home Department said on June 12, that the left wing extremists of the Maoist Communist Centre (MCC) and the Peoples’ War Group (PWG) are being provided with sophisticated arms by the terrorist groups operating in India’s northeast. The report further said outfits like the United Liberation Front of Asom (ULFA), Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Democratic Front of Bodoland (NDFB), having their bases in Bangladesh have been asked by the Inter Services Intelligence (ISI) of Pakistan to assist the MCC and the PWG to spread the network of terror to the neighbouring states of Chhattisgarh, Andhra Pradesh, Bihar and West Bengal. Most of the sophisticated arms currently being used by the Left-wing extremists in Jharkhand have been smuggled from Bangladesh. The sources, however, suggested that there is no evidence of the terrorists in Jharkhand being provided with training by their north-eastern counterparts in using such weapons.

The People's War Group (PWG) in a three page statement on June 15 signed by the 'State committee secretary', Ramakrishna, and the 'Politburo' member Prakash has stated that announcing a ‘simultaneous ceasefire’ for three to six months and a guarantee for the safe passage of its representatives at the peace talks was an essential prerequisite for holding any negotiations with the State Government. In a response to the Home Minister Jana Reddy's statement on the issue of talks, the outfit indicated for the first time that its ‘State Committee’ members would hold talks with Ministers once the modalities were worked out by its yet-to-be named emissaries with Government representatives. The PWG response indicated that once the ceasefire was agreed upon and announced, a committee should be formed to enforce the ceasefire agreement and also examine violations of the agreement, if any. The outfit also expressed willingness to name the emissaries but added it would be done only after the ‘simultaneous ceasefire’ came into effect.

The Telegraph on June 22 reported that, the Jharkhand Police have strongly opposed conditions set by the People's War Group (PWG) for talks, dubbing them "impractical and not feasible." Senior police officials said not one of the nine points on the 'wish list' could be granted in principle as it could lead to "chaos". They also felt that an Andhra Pradesh-like situation was imminent if armed personnel from the troubled areas were pulled back as demanded by the PWG. State Police chief Rajiv Ranjan Prasad reportedly said, "If the wish of the People’s War is at all granted and the police personnel are called back to the barracks, it would trigger an exodus of villagers… In many sensitive areas, the villagers are under direct threat from the outfits and the police personnel are playing a vital role in ensuring security."
