Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed two local-level politicians, one from the ruling Communist Party of India-Marxist (CPI-M) and the other from the Jharkhand Party (Aditya) in West Midnapore District in the night of August 1, reports Times of India. Nirmal Mahato, who was killed just one kilometer away from the Lalgarh Police Station, was the CPI-M’s Amdanga branch committee secretary. Kalipada Singh (35), a Jharkhand Party (Aditya) and Gana Pratirodh Committee (People’s Resistance Committee) leader, was killed at Chirugeria in Belpahari. Both leaders were reportedly attempting to organize local resistance against the Maoists and People’s Committee against Police Atrocities (PCPA). Nirmal had been on the Maoist hit-list for the past two years. He had been shot at in 2007, but managed to escape. Police have detained six persons, including Anil Mahato, brother of the PCPA spokesperson Chhatradhar Mahato, and five students from Amdanga and Amliya.

The Hindu reports that a group of 15-20 cadres of the Communist Party of India-Maoist (CPI-Maoist) shot dead Nagen Singh Sardar (42), a resident of Nischintipur village in Belpahari, an adjoining block to Lalgarh in the West Midnapore District, when he was returning home late in the night on August 2. Sardar, a former CPI-Maoist activist, had switched loyalty and joined the Jharkhand Party (Naren), and later a local people’s committee – the Gana Pratirodh Committee (People’s Resistance Committee) -, which was set up to resist Maoist activities in the region eight months back. He was reportedly threatened by the extremists several times as they suspected him of passing information to the Police. The incident occurred within a three kilometre radius of the Tarafeni Police camp that was set up following the joint operation of Security Forces.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were arrested along with explosive material from the Dantewada District on August 3, Police said. The District Superintendent of Police Amresh Mishra told PTI over phone that acting on a tip-off a Police team raided a hideout in the Kuakonda area where the insurgents were holding a meeting. The arrested Maoists were identified as Khorami Mulla, Sodhi Masa, Miryami Mahesh, Miryami Deva and Sodhi Joga. Detonators and wires besides Maoist banners and posters were recovered from the incident site, he added.

Times of India reports that the Patna High Court on August 3 directed the State Government to give reply to a letter petition converted into a Public Interest Litigation (PIL) which has sought direction to the State Government to provide employment opportunities to Naxalites (left wing extremists) and bring them into mainstream. A Division Bench comprising the Acting Chief Justice Shivakirti Singh and Justice Anjana Prakash passed the order on the PIL of P K Das who submitted that the State Government had announced such a move but failed to provide Naxalites an opportunity to eschew violence and lead a normal life. The court gave four weeks' time to the Government to file a counter affidavit to the PIL.

On August 4, the Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a senior central committee leader of the Jharkhand Mukti Morcha (JMM) and wounded one of his associates at Patamda off Jamshedpur in the East Singhbhum District, reports Times of India. Doren Singh Munda (48) was a close aide of former State land revenue minister Dulal Bhuiyan and had an active role in the movement for creation of Jharkhand as a separate State in 2000. Police said four motorcycle-borne militants raided Patamda village around 8.30am (IST), saw Munda and his assistant sitting outside the leader's house and started firing indiscriminately from their automatic weapons. Munda died on the spot. "After killing him, the Red rebels fled the village. They took a road towards West Bengal. By the time the cops and CRPF personnel reached the spot, they must have entered Bengal. It's hardly a half-an-hour journey to the neighbouring state," An unnamed Police official said.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed one villager, identified as Gopinath Lima, at Burukudu village under Gudari Police station in the Rayagada District in the evening of August 4, reports The Hindu. Four armed extremists reached the house of Lima and dragged him out of the house. He was taken to the middle of the village and assaulted ruthlessly in front of the villagers. Then the victim was dragged into the near by agricultural field and was shot dead. It is suspected that Maoists murdered him alleging him to be a Police informer. Burukudu village is situated at a distance of one kilometre from the Gudari Police station.

They were identified as Ganesh alias Ganesh Bhagwan, a resident of Imamganj, Manoj Kumar, Rajit Kumar, Upendra Kumar, Nand Kumar, Upendra Gupta and Ramswaroop Paswan alias Naresh Paswan alias Mahesh, all residents of Karpi in Arwal, and Kasinath, a resident of Begumpur in Patna. The Senior Superintendent of Police, Vineet Vinayak, said on August 6 that the Maoists were arrested while they were on way to Gurua in Gaya District, carrying sheets of bullet-proof jackets to show them to their seniors so that their outfit could procure it. He said besides the metal-sheets, Maoist literature was also seized from their possession. A group of armed assailants dragged the victims, identified as Ashim Soren, Shaktipada Murmu and Budhu Hansda, out from a local cold storage where they were employed. Villagers reportedly heard gunshots at night. The bullet-riddled dead bodies of the victims were later found in a paddy field. Stating this at a press conference, Hazaribag Superintendent of Police, Pankaj Kamboj said Police surrounded the Jama Masjid area and arrested one Samsuddin Ansari alias Guddu and seized several pieces of detonators, dynamites, gelatin sticks from his possession. Kamboj said Ansani, during interrogation, told Police that he had procured the explosive materials from one Maqbool alias Uncle, a resident of Nawada District in Bihar. This includes 3,500 posts in the Maoist-affected Districts. A decision to this effect was taken at a high-level meeting presided over by Chief Minister Naveen Patnaik. Besides fresh recruitment, vacancies will also be filled up through promotions. It was decided that the sixth India Reserve Battalion (IRB) would be set up soon. About 1,000 personnel will be recruited for the IRB. Necessary training arrangements will be made for the newly-recruited force to make them capable of fighting the Maoists.

There has been a decline in Maoist violence in Jharkhand state,” said S. N. Pradhan, the Inspector General of Police in Jharkhand. According to Police statistics, there have been 228 Maoist attacks till the end of July 2009, as compared to 245 incidents recorded in 2008 in the same period. Police said that as many as 20 most-wanted Maoists have been killed in 61 encounters besides 261 Maoists being arrested till July 2009. “The success against the banned Communist Party of India (Maoist) is a result of credible intelligence,” he added. “We have got some big success owing to the intelligence information. The inputs provided to us were accurate about people and places. Action based on the intelligence helped us to get success against Maoists,” added Pradhan. The Jharkhand Police, along with armed constabulary and paramilitary forces, have launched operations to flush out the Maoists flush out from their bastions. They claim to have foiled many attacks of the ‘Red Army.’ “To be on the safer side, we deploy more security personnel in places which are more prone to Maoist attacks such as government offices, railways or main highways. At the same time, we deploy them in remote Maoist areas. This has helped us to understand the strategy Maoists follow in attacking and the kind of places they target. However, we are very careful as Maoists change their strategy frequently and we have to adapt accordingly,” the Police official stated.

The incident occurred between Nagi and Chano panchayats (village level local self government institutions) of Bishnugarh Police station in the Hazaribag District, said Hazaribag Superintendent of Police (SP) Pankaj Kamboj on August 10. The SP said four Maoists went to the residence of the deceased and asked him to accompany them for some discussion. As soon as Besra was taken to the jungle near Nagi, he was beheaded with a sharp weapon. The Maoists then escaped with his head, which Police are yet to recover. In the note attached to the dead body, thrown on the Nagi-Chano road, the Maoists have accused Besra of being an informer and also warned others of meeting with the same fate if they dared to follow Besra. The SP said 50-year-old Besra was a former Maoist Communist Centre (MCC), now known as CPI-Maoist, cadre and was involved in several Naxalite (left wing extremist)-related cases. He was also arrested by the Hazaribag Police and released on bail about a year ago. Kamboj said Besra was regularly attending the Sessions Court in Hazaribag in connection with the trial of his case. But he was not a Police informer as claimed by the Maoists, the SP said. The SP claimed that the Maoists, demoralized by the recent arrests of their important cadres, committed this crime to terrorize villagers in that belt. Besra was earlier abducted on August 7, adds PTI. He was an active member of the MCC from 1995.

According to The Hindu, Andhra Pradesh is contemplating to seek the Central Government’s approval for inclusion of three more Districts in the State in the list of areas declared as Maoist-affected. These Districts are Srikakulam, Vizianagaram and Visakhapatnam in north Coastal Andhra bordering the State of Orissa. At present, Khammam is the only District in Andhra Pradesh that finds place in the list of 33 districts across the country which has been declared as extremist-affected. Overall, Maoist activity has been on the decline in Andhra Pradesh, but the Government is reportedly seeking declaration of the three north Districts as Maoist-affected in view of the continuing activity in areas adjoining the Andhra Pradesh-Orissa border. Chief Minister Y.S. Rajasekhara Reddy is expected to put forth a request to this effect to Prime Minister Manmohan Singh and the concerned Union Ministers during his visit to New Delhi on August 17. The move, according to official sources, would ensure more focus on the affected areas while enabling the State to secure more funds under the Backward Region Grant Fund.

The Maoists later cremated the dead bodies in a move to dispose of the evidence. The Kanker Police on August 12 received a complaint from one Ramain Vishwakarma about the incident. The Director General of Police (DGP) Vishwa Ranjan said a complaint had been filed, adding, “The report stated that the Maoists intervened in a land dispute between two families and killed eight members of one family headed by the complainant, Ramain.” According to the Superintendent of Police (Kanker), Ajay Yadav, Ramain said the Maoists slaughtered his family and later cremated them at the village outskirts. Yadav, however, said the Police would officially confirm the incident only after visiting the spot. “A police party has been sent,” he said, adding, that it would take a day or two to confirm the incident.

Over 700 Police personnel led by three Superintendents of Police (SP) have launched a three-pronged combing operation to flush out Maoist leaders from the hilly forests nestled between Bokaro, Hazaribagh and Giridih. The exercise, said to be one of the largest in recent times, is being monitored by two Inspectors-General and the Director-General of Police V.D. Ram, with the objective of arresting CPI-Maoist leaders like Navin Manjhi, Prabal Manjhi, Ranvir and Kundan Pahan, all of whom were said to be hiding in the area. Launched on August 10, the combing operation is being led from three sides by Bokaro SP Laxman Singh, Hazaribagh SP Pankaj Kamboj and Giridih SP Asim Vikrant Minj along with the Central Reserve Police Force’s 26th battalion Commandant V.S. Sharma. Sources said that while the Hazaribagh police entered the Bokaro zone from Vishnugarh, Girdih police entered the zone through the Nimia Ghat route. The Bokaro police entered the Maoist bastion from Penk, Nawadih, Suarbasua, Chotki Kuri even as the CRPF battalion entered the forests through Joramana. Yadav was reportedly responsible for the outfit's operations in Ranchi, Latehar, Chatra, Lohardaga and parts of Hazaribag Districts. Senior Superintendent of Police (SSP) Praveen Kumar said Yadav was wanted in over two dozen cases of extortion, murder and burning of mine vehicles, trucks and machinery in the mining areas. "Yadav was staying in a rented accommodation under Sukhdeo Nagar police station and used to shift his residence every five to six months to evade arrest," Kumar said. The SSP said Yadav was arrested along with one Rakesh Kumar and a teenaged girl, Rekha Kumari, who use to collect extortion money on behalf of the former. Yadav told Police during interrogation that his squad had sophisticated weapons like SLRs and AK-47s. Telegraph adds that Yadav had a cash reward of INR 100000 on his head. “Yadav was once a CPI-Maoist associate and worked as a sub-zonal commander between 2002 and 2005. In 2006, he met Dinesh Gope and formed Jharkhand Liberation Tigers (JLT), which was later renamed PLFI. Yadav was in hiding in the city for a year and a half,” said the SSP. The primary task of the organisation is to extort money from contractors, businessmen and disrupt development activities. PLFI is active in Gumla, Khunti, Chatra, Hazaribagh, Garhwa, Palamau and Daltonganj. It is a rival faction of the CPI-Maoist and the Tritiya Prastuti Committee.

These are to be set up in the Neterhaat, Latehar and Hazaribag Districts. The Council, in its 30th meeting, approved an expenditure of INR 3 crore (INR 1 crore each for the three schools). It also approved setting up ultra modern Police lines in the Koderma and Giridih Districts. The establishment of Police lines in the Districts would cost INR 68.94 crore to the State exchequer. Security Forces chased a group of about 100 Maoists early in the day at Chandavila village where they had taken shelter. With the Maoists opening fire, a gun-battle ensued with the SF personnel retaliating, the Police said. The extremists fled the village and entered Purnapani village where another encounter followed. Faced with heavy firing from the troops, the Maoists split in two groups — one proceeding towards Tarki village and the other entering the dense Bhulagara forest. The Bhulagara group was encircled by the SFs after a brief encounter and some of them were arrested. However, none of the group members who fled towards Tarki could be arrested. District Police Superintendent Manoj Kumar Verma told The Hindu, “Some Maoists have been arrested and are being interrogated now. Heavy fire exchange took place in four places though there was no casualty on our side.” One of the arrested has been identified as Baidyanath Hembram (20) of Rautara village in the region. However, no weapon was found on him at the time of arrest.

Our forces are moving very cautiously anticipating Maoist attacks”, DGP Vishwa Ranjan said. According to information received at the Police headquarters, Ramayan Vishwakarma had a property dispute with some persons at Kesikodi. His rival sought the help of Maoists and approached Nagesh, a commander of the Local Organising Squad, to settle the dispute. The Maoist called for a meeting as part of the Jan Adalat (people’s court) and tried to settle the issue. “One of the parties was not ready for the settlement and the attack took place.” sources said quoting Ramayan Vishwakarma. The dead were identified as Vishwakarma’s mother, Sukhawathi; daughters Kausalya and Pramila; son Ram Singh; daughter-in-law Raju Bhanu; grand daughters Sarita and Aruna; and his wife whose name was not known. Vishwakarma accused his brother-in-law and some Maoist gram sabha (village committee) activists of having committed the crime, Police said, according to Hindustan Times. His brother-in-law, Shiv Uikey (48), a Maoist village committee activist, and his wife took the help of other Maoists to kill Vishwakarma’s family members, the complaint said. Initially 500 bicycles will be distributed in 15 schools in the five Naxalite (left wing extremist)-infested blocks of Ghatshila, Dumaria, Musaboni, Ghurabandha and Dhalbhumgarh, said East Singhbhum Superintendent of Police Naveen Kumar Singh. He said the bicycle gift was a means to urge students in the tribal sub-division to study further and not leave school midway. “Only higher studies can keep them away from rebel ideologies,” he said, adding that the drive would be launched next week. According to a recent survey conducted by the Police, the percentage of dropouts in high schools is around 60. Many teenagers after dropping out of school reportedly become soft targets for the Maoist recruitment. “Most members in rebel leader Kanhu Munda’s squad are in the age group of 15-18 years. Three woman cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an exchange of fire between a group of about 10 to 15 Maoists and a joint team of the Andhra Pradesh and Orissa Police near Ramannaguda in the Rayagada District, about 30 to 40 kilometers from the State border, in the morning of August 12, reports The Hindu. According to information received by the Vizianagaram Police (Andhra Pradesh), the dead included Potanapalli Subhdara alias Swarna (30), wife of the Maoist party’s Srikakulam divisional committee secretary Daya (Chamala Krishnamurthy) and Landa Rajeswari alias Sarada (26), wife of Gora Vallabha Rao alias Murali - Srikakulam divisional committee member. The third deceased was reportedly identified as one Jeevani, aged around 20, of Rayagada, Vizianagaram District Superintendent of Police (SP) Y. Gangadhar said. The Maoists were reportedly on their way back to the Andhra Pradesh side of the border when they encountered a combing party around 7am (IST). The exchange of fire occurred for about 30 minutes after which the Maoists escaped from the place. Later, Police found the dead bodies of the slain Maoists. The arrestees were identified as Anil Saw of Kerso, Rameshwar Singh of Jamuniatand and Mahendra Singh of Chinia. Garhwa Superintendent of Police (SP) Saket Kumar Singh that the arrests were made from Khirwar’s house located in the Shahpur-Chainpur village following a tip-off. Khirwar (28), who hails from Karso village under the limits of the Ranka Police station of Garhwa District, was quite active in the western areas of Ranka, the SP said. Later, Khirwar was also made the ‘zonal commander’ of Latehar. Before joining the outfit, Khirwar was a teacher in a private school at Kerso. The SP said that Khirwar was wanted in connection with several cases lodged in Palamu, Latehar and Garhwa Districts. He was also an accused in a case pertaining to opening indiscriminate firing on a passenger bus, leaving several persons injured. Besides being involved in a series of encounter with the Police, he had also set ablaze the Ranka check-post and a Reliance tower located in the Ranka market area, the SP added. Khirwar's wife is an employee of Anganwadi (childcare centre) in the Terso village under the Ranka block of the District.

The operation was launched on August 10 to arrest wanted Naxalite (left wing extremists) commanders Navin Majhi, Prabal Manji and Ranvir who had been spotted in these three Districts. Talking to Telegraph Oraon pointed out that it is not compulsory for schools to celebrate Independence Day. But if school authorities apprehend trouble, they may feel free to take help from the administration. He said this while talking about security plans after Naxalites (left wing extremists) threatened to observe August 15 as “black day”. Notably, in 2008, several schools in Chowka and Chandil cancelled celebrations in view of a Maoist threat. National flags were not hoisted in over 10 Government schools in the Chowka and Chandil area. However, this time round schools have started celebrations early. Two schools hoisted the Tricolour around 5am (IST) on August 13, which is “unconstitutional”. The Police also conducted an inquiry into the matter after someone made a complaint. A man narrated a pathetic story about how and where Maoists wiped out his entire family Tuesday in an interior village of Kanker District and then also cremated their bodies,” the Director General of Police (DGP) Vishwa Rranjan told reporters. He said Police reached the village on August 14 and found four members of the family and took two of them to a local Police station, where they were interrogated. It was found that the whole massacre story was fabricated to make Policemen rush to the crime scene so that Maoists could ambush them. Ajay Yadav, the Kanker District Superintendent of Police, said Police would have suffered heavy casualties if they had reacted to massacre complaint urgently, as it was intended to take the troops to forests where Maoists were probably waiting to ambush them.

The Bundu Sub-Divisional Police Officer (SDPO) Anand Joseph Tigga said around 9am (IST), a group of six motorcycle borne Maoists, armed with self-loading rifles (SLR) and explosives, emerged from the forests flanking the highway and targeted a jeep carrying eight persons and a truck between Duwarsini and Rangaon in the Tamar area. “The rebels, owing allegiance to the banned CPI-Maoist lobbed country-made bombs on the truck and rained bullets on the jeep along a 500m stretch, killing two persons on the spot,” Tigga said. A major offensive to be launched in Jharkhand under the direct supervision of the Union Ministry of Home Affairs (MHA) in September 2009 will be coordinated by senior officers of the Indian Army, Times of India reports. The decision was taken at a meeting of Chief Ministers of seven Maoist-affected States held with the Union Minister of Home Affairs P. Chidambaram in Delhi in the evening of August 17. [Governor K. Sankaranarayanan, represented Jharkhand as it is currently under President's rule]. The State will be divided into different sectors and the CPI-Maoist stronghold is to be attacked from all sides. Air power will also be used to corner the insurgents incase they take shelter in a difficult terrain. During the meeting, it was also agreed that the Centre would provide need-based additional central paramilitary forces (CPMF) during the operation. The number of CPMF companies would be need-based as similar operations are to be launched in other States, including West Bengal, Chhattisgarh and Orissa, which borders Jharkhand, said an unnamed officer. It is expected that at least 50 companies (5000) will be provided to Jharkhand till the operation is over, the official added. The Jharkhand Police have launched limited operations in different sectors of the State to check its preparedness before the final offensive. The operations have been launched in parts of Bokaro and East Singhbhum. Jharkhand Police spokesperson Inspector General of Police, S.N. Pradhan, said the State Police launched operations at strategic locations to flush out the Maoists.

Two persons were arrested in this connection. Disclosing this on August 17, the Hazaribag Superintendent of Police (SP), Pankaj Kamboj, said that during the last two months the Police arrested several persons for supplying explosives to the extremist groups, including the CPI-Maoist. He said some arrested extremists confessed to Police during interrogation that they had been purchasing ammonium nitrate and other explosives from Prakash Mehta of Ichak More. The explosives were supplied to Maoist ‘zonal commander’ Navin Manjhi in the jungle areas of Bishnugarh Police Station in Hazaribag District and Bagodar Police Station in Giridih District during the recently held Parliamentary elections for laying underground landmines for killing the Security Force personnel. The SP said Police seized 364 bags of ammonium nitrate from Prakash's storehouse at Ichak More which was brought from Visakhapatnam in the State of Andhra Pradesh. His interrogation led to the seizure of 10 more bags of ammonium nitrate from Mahendra Mehta at Nagwan village. Police also seized 10 powerful detonators and cables used for laying the mines. A squad of 20-30 armed extremists descended on the bauxite reserve on Netarhat-Kujam road in the morning of August 17 and kidnapped engineer Vijay Kumar, a resident of Jodhpur (Rajasthan), three supervisors, five contractors and a driver. 12 hours later, around 9pm (IST), they returned to set ablaze 12 heavy equipment and vehicles on the mine premises. The South Chhotanagpur Deputy Inspector-General of Police (DIG), R.K. Mallick, said that though the Communist Party of India-Maoist (CPI-Maoist) was not involved in the abduction, it could be the handiwork of some new extremist faction which was trying to make its presence felt in the area. “We have learnt that the HINDALCO employees are safe and are trying to locate them,” he added. The State Government has decided to set up an Anti-Terrorism Squad (ATS) that will have its units in all major cities to tackle any emergency, said Governor K. Sankaranarayanan during the chief ministers' conference on internal security. (Jharkhand is presently under President’s rule). ATS units will act as quick response team (QRT) and would be equipped with latest gadgets, dog squads and bomb detection and disposal squads. At present, a special anti-Naxalite force of the Jharkhand Jaguar has the responsibility of QRT from all the critical centres. Sankaranarayanan said the ATS would function under the Crime Investigation Department. On the challenges of terrorism, the Governor said the State Government had information about a few sleeper cells. Addressing the Chief Ministers’ Conference on Internal Security in New Delhi, he said, “However, the Naxalites are anti-development and have targeted the very instruments of development — school buildings, roads, telephone towers. They know that development will wean the masses away, especially the poor tribals, from the grip of Naxalites. Hence, these deliberate attacks on development activities.” The Minister added that the Government’s response would focus on Police action to wrest control of the territory dominated by Naxalites, restoration of civil administration and undertaking development activities. “We will encourage the State governments to talk to the Naxalites — both individuals and local units — on condition that they give up their misconceived ‘armed liberation struggle.’ Let our message to the Naxalites be this: we will talk; we will act; we will restore order; and we will undertake developmental activities,” Chidambaram pointed out. This was the second meeting of Chief Ministers on internal security in 2009; the first one was held on January 6. On the challenge posed by Left-wing Extremism, Chidambaram drew attention to a document titled “Post-Election Situation- Our Task”, put out by the Communist Party of India-Maoist (CPI -Maoist) on June 12, adds Indian Express. “Anyone reading that document would have no illusion about the nature and gravity of the threat,” Chidambaram said, adding, “Let me make our policy stance clear: We believe in the two-pronged approach of development and police action... A consensus to this effect reportedly emerged at a meeting of the Chief Ministers of Bihar, Chhattisgarh, Orissa, Maharashtra and Andhra Pradesh, the Jharkhand Governor and a representative from West Bengal, sources in the Union Ministry for Home Affairs (MHA) said on August 18. These States have given their consent for a joint operation to be launched soon, they said. However, the date for launching the operations has not been finalised and no decision has been taken whether to take Army assistance to flush out the Maoists from deep forests. The scale of operation, coordination among the forces, training and other details will be worked out by the security experts on the ground, they added.

The Union Home Ministry has reportedly already set in motion the official machinery to prepare a multi-pronged media strategy with the support of locals in all Naxal-affected States. Referring to the propaganda war, an unnamed senior official said, “We will with the help of posters, advertisements, radio jingles and short films inform people in clear terms as to what the Maoists are up to. We can tell them the role of states’ in development and restoring peace using their language.” The short films — which will be shown in local cinema halls — and radio jingles will emphasize the importance of ongoing development works which have so far been thwarted by the ultras. “It is important to win the confidence of people not only through works on the ground but also by telling them the pros and cons of their sympathetic approach towards the ultras and the violence against innocent civilians, including women and children, in unequivocal terms,” the official added.

Gumla SP Upendra Kumar said that the SFs had intensified combing operations in the dense forests of the region following abduction of the employees by the Naxalites (left-wing extremists) on August 17, adding, when the SFs encircled the Belwari forest, the kidnappers opened fire which was retaliated by the SFs. But realising that they had been encircled in from all sides, the Naxalites let the captives off and disappeared deep into the forest, he added. Sources said the CPI-Maoist ‘zonal commander’ Sanjay Yadav, who had parted ways with the outfit along with his trusted lieutenants and a cache of sophisticated arms two months ago, is believed to have carried out the abduction. Intelligence sources had earlier claimed that Sanjay, who was a ‘platoon commander’ of the People's Liberation Guerrilla Army of the CPI-Maoist, quit due to his growing differences with ‘zonal commander’ Nakul Yadav. The coal was recovered from the Maoist hideouts of Kanjkiro in Nawadih block, Mahuatand in the Gomia block and the Bokaro thermal zone, in raids led by the Bokaro District Superintendent of Police (SP) Laxman Singh in the last 48 hours. Among those arrested was Doman Sah, said to be a kingpin and close confidant of the Maoists. Police also registered First Information Report against 70 people at Nawadih and Mahuatand and a search is on for them. "The raids have fetched big gains. We will continue to break the backbone of Maoists who were making huge amounts of money by allowing the coal smuggling to flourish," the SP said. Police sources said the Security Forces (SFs) intercepted initial telephone conversation of Maoists asking cadres to counter the raid. But on seeing their numbers, and the presence of paramilitary forces, the extremists retreated.

On the basis of a tip-off, the Police conducted raids in different parts of the town and its outskirts and arrested Sandeep Yadav of Raghunandan Lane near Gudri Bazaar, Moise Khan of Kharki Bala Toli, and Amit Singh of Khwas Ambava. A cache of arms and ammunition, including two Chinese and Italian-make pistols, one locally-made revolver, six empty pistol magazines and cartridges of different bore, were recovered from the houses of the three and the residence of Ashok Singh, who, however, managed to escape. A cellular phone and a car belonging to Sandeep were also seized by the Police. The Superintendent of Police (SP) Subodh Prasad said that during raids conducted to rescue HINDALCO’s 10 staff - who were abducted on August 17 from the company's mines in Gumla and later released on August 19 in the bordering areas - he was tipped off about CPI-Maoist ‘commander’ Sanjay Yadav's network in Lohardaga town. The SP said that several documents recovered during the raids suggest that the three persons were involved in supplying arms and levy collection. During interrogation, they revealed the names of several Maoist sympathizers, the SP said, adding that the police have also learnt about some others who provide logistic support to Maoists. The SP said that Sandeep's sister Sangita was married to a People Liberation Front of India (formerly known as the Jharkhand Liberation Tigers) activist, Sunil Yadav, of Line Mohalla in Chatra. "Sandeep accepted that he had collected Rs 1 lakh as levy demanded by Sanjay Yadav from contractor Deepak Rajgaria, who is constructing an ITI at Kujra village. K. Bharadwaj said on August 21. The State Government had proposed inclusion of four more Districts - Lakhisarai, Munger, Buxar and Sheikhpura - in the SRE scheme. The Centre has, however, decided to cover Munger only, Bharadwaj added. “We have submitted a fresh proposal to this effect,” official sources said, adding that Saharsa also ought to also be included in the list of Districts covered under the SRE. Under the SRE scheme, the expenditure incurred on security is reimbursed by the Centre. The CPI-Maoist has reportedly made their presence felt in 31 Districts of Bihar. Bharadwaj, who also in-charge of anti-Naxal cell in the Bihar Police headquarters, said that two of the three proposed India Reserve (IR) battalions have been made operational and the process of land acquisition for the third IR battalion at Valmikinagar in the West Champaran District (close to the India-Nepal border) was underway. Official sources said the recruitment of Police personnel for the two IR battalions - one at the Bihar Military Police-4 (Dumraon) and another at the BMP-12 (Saharsa) - was almost complete and the constables are undergoing training.

Senior Superintendent of Police (SSP) Praveen Kumar said the breakthrough had come after someone tipped them about the ammunition supply. “I have informed my Munger counterpart who is conducting raids to arrest the supplier,” Kumar added, saying seven rounds of firing took place before the six persons could be arrested. Those arrested were identified as Bholo Shaw alias David, Pradeep Mahto, Rajesh Kumar Mahto, Prafulla Kumar Mahto, Mandal Das and Murari Hussian. Except Pradeep and Hussain, all were dressed as pilgrims visiting Baidyanath Dham during Shravan Mela (religious fair). Pradeep, riding the motorcycle, was escorting the ammunition-laden car, driven by Hussain, in which the other four were also traveling. Kumar said that Pradeep was arrested first near the village, about 40 kilometres from Ranchi. “After interrogation, Pradeep divulged the information and we targeted the car,” he added. The cartridges, supposed to be handed over to Maoist ‘sub-zonal’ commander Kundan Pahan were carried from Munger in Bihar in a car escorted by a motorcycle. Kumar said Bholo alias David was a key member of the Pahan group. “He has been active in Bundu and Tamar for the past four years and can be called Kundan’s right hand. Union Home Ministry officials said 20 towers were destroyed in Chhattisgarh where in 2008 alone 14 towers of both private and Government networks were attacked. Jharkhand, which did not witness any attack on mobile towers till 2007, saw nine attacks in 2008. Attacks on telephone towers have also occurred in Andhra Pradesh, Orissa and Maharashtra. 14 mobile phone towers were destroyed by the Maoists in Bihar in 2008. Union Home Ministry sources said Amit Bagchi, a central military commission member, and Shofique Mandal, a senior State-level leader of Jharkhand, were arrested. "The two key men are in custody. They were travelling together in a train in Jharkhand. Initially, even we did not know about the identity of the two leaders," the source said. Bagchi is believed to be a military strategist. As reported earlier, the CPI-Maoist has called for a two-day bandh in five states – West Bengal, Bihar, Orissa, Jharkhand and Chhattisgarh - to protest the arrest of Anil Kumar and Kartik. Hindustan Times adds that the CPI-Maoist leaders have threatened to start an indefinite bandh in Bihar and Jharkhand from August 26 if Anil and Kartik are not produced in court. This is the first time the Maoists have threatened indefinite strike spanning two States. The encounter took place when they, on being sighted by the police, fired at them," Superintendent of Police (SP) Sushil Khopade said. A Maoist sustained injuries in the encounter and died on way to the hospital, the SP said. One carbine, two country-made rifles and rounds of ammunition were recovered from the five arrested ultras, he added. However, Times of India reports that seven persons, suspected to be Maoists, were arrested following a clash between two groups near Barabar hills in Jehanabad District. One of them succumbed to his injuries on the way to hospital. Police also recovered some arms and ammunition from them. Daily News Analysis reports that more than 25,000 paramilitary personnel will be deployed from November 2009 in the forests of three Communist Party of India-Maoist (CPI-Maoist)-infested States - Jharkhand, Chhattisgarh and Orissa -, to launch operation against the extremists. The troops will lay siege to about 7,000 square kilometres in the tri-junction between Jharkhand, Chhattisgarh and Orissa. It is from there that the Maoists freely move across seven States for attacks, and it is there that they mostly return for safety. Sources said around 12,000 of the personnel for deployment will be from Jammu and Kashmir. Another major chunk, of about 7,000, will come from Tripura and Mizoram, where they are already fighting insurgency. At present, the number of security personnel in the Maoist tri-junction is 25,000 while the total deployment in Maoist-infested states is 35,000. The 35,000 personnel cover an area of over 39,000 square kilometres. "The broad plan is to surround and secure the area slowly. The greatest difficulty personnel face is the vast stretch of area that has to be covered, but there is a lack of manpower," said an unnamed senior home ministry official. He said they suspect that most of the major Maoist attacks are planned in the forests of this region in the tri-junction. Apart from the Central Reserve Police Force, the Centre has roped in the Border Security Force and the Indo-Tibetan Border Police to secure the area.

Statesman reports that documents seized from hideouts of the CPI-Maoist in Lalgarh during joint operations reveal that it has set up six Zonal Committees (ZCs) in the State so far and at least five more will come up in south Bengal Districts. Representation from West Bengal in the outfit's Central Committee (CC) and Politburo has also increased, according to information available to the State and Central Police Organisations. The outfit is also planning to set up more units in Districts including Nadia, Burdwan, Murshidabad, Hooghly and Birbhum. The CPI-Maoist will be setting up two ZCs in Nadia and Murshidabad shortly, an officer said, adding that another unit will be established to spread Maoist activities in Arambag, Khanakul and Goghat (Hooghly) and Chandrokona, Ghatal (West Midnapore). India has 38 tiger reserves and 1,411 tigers live in them. The fear of Maoists is making forest officials slowly lose their grip on the reserves in the red corridor. A forest post was recently attacked by Maoists in the Simlipal tiger reserve in Orissa. The previous tiger census carried out in 2007 did not show any figures for three of these reserves because forest personnel have stopped entering them. The remaining four have 116 tigers but the Government is not able to take steps to protect them. "Earlier, we used to believe the presence of Maoists in jungles is good for tigers, but that is not so. It's because poachers enter these reserves with local help and hunt down tigers. All seven are low-density reserves," said an unnamed senior official in the environment ministry. "We are unable to protect wild animals because forest officials are too scared to go inside these jungles. They fear being attacked and this is not a good sign," said the official. The out-of-bounds reserves are Indravati in Chhattisgarh, Valmiki in Bihar, Manas in Assam, Nagarjunasagar-Srisailam in Andhra Pradesh, Buxa in West Bengal, Palamu in Jharkhand and Simlipal in Orissa. The ground situation is worse in Chhattisgarh, Jharkhand and Assam where officials don't even know how many tigers still exist. Officials said since Indravati, Manas and Palamu don't have a census, the ministry has only stated that there are tigers in the reserves without giving their status. However, the Government has given more than INR 50 crore to the seven reserves in the past five years to protect the animals.

In a press statement issued through short message service, Maoist politburo member Kishanji stated that the indefinite bandh was called off after Anilji and Kartik were produced in a court at Ranchi, Capital of Jharkhand, by the Jharkhand Police on August 25, The Hindu reported. Times of India quoted Kishanji as saying, “We had called the bandh to force the police (Jharkhand) to admit that they had arrested two of our comrades and produce them in Ranchi court before 5pm on Tuesday. Since they produced them an hour before 5pm, we are calling off the strike.’’ A 48-hour bandh was called on August 24 in these five States as Kishanji had claimed that Purnendu Mukherjee alias Anilji, politburo member of the CPI-Maoist, and Kartik, a central committee member, were arrested from near the Patna (capital of Bihar) junction while boarding a train on August 18, but were not produced in court. According to Neelmani some 10-15 extremists attacked the station and indulged in vandalism by breaking the signal system. He said the report of arson was not confirmed but the movement of the train has been suspended on that section as a precautionary measure. Anupama Nilekar said station manager Mayur Kumar was overpowered and taken hostage by the extremists as they vandalised the station. Before leaving, they warned of train movement as a result train movement could not be resumed in that section. Reports said 3151 Sealdah-Jammu Tawi Express and 2308 Jodhpur Express were stopped at Manpur and Rafiganj stations. An eyewitness said they were heard shouting slogans and a couple of them were seen talking on mobile phone. West Singhbhum Superintendent of Police, Akhilesh Kumar Jha confirmed the poster campaign. “The rebels did resort to a campaign in Sonua. We have removed the posters today,” said Jha, while talking to Telegraph. Armed Maoists attacked the camp located in a school, about 50 kilometres from Ranchi, at around 11pm (IST), Deputy Inspector General of Police, R.K. Mullick, said. "While a CRPF jawan was injured in the firing, a villager was killed in the cross fire," Mullick added. The school was being used by the CRPF as a temporary camp to face Naxal (left wing extremism) challenge in Ranchi District during their bandh (shut down), Mullick said. A group of about 20 armed Maoists attacked the home of one Digambar Mahto in Bundu, about 45 kilometres from Ranchi, at 1.30am (IST), Police said. They hurled a bomb and then shot dead a woman and two students who were living in the house as tenants. Mahto's 12-year-old daughter was also killed, while his younger daughter, 10, has been injured. “The mode of operation indicates that Maoist rebels executed the killing,” said Arun Mathew, Superintendent of Police (SP), rural. Six SAF personnel had been to Commander Balvinder Singh's house to pick him back to the camp on August 26 when Maoists fired randomly on them on Netarhat-Mahuatand road near Charmunda Valley, SP Kuldeep Dwiwedi said. "While Chandu Pradhan was killed on the spot, Jasbir Singh suffered bullet injuries," he added. Giving details of the incident, Netarhat Police station in-charge Sapan Kumar Mohata said, "All of them were unarmed and had to jump off the van to hid in the bushes before a patrolling party rescued them." The Police were inquiring why nobody carried weapons in the Maoist-stronghold, he said, adding, the Commander was returning to join duty after being on leave. The Hindu reports that three persons were abducted by the Communist Party of India-Maoist (CPI-Maoist)-backed Chasi Muliya Adivasi Sangh (CMAS) from Laxmipur in Koraput District on August 27 demanding release of two of their companions. Earlier, on August 26, Laxmipur Police had arrested two CMAS activists, identified as Jaga Hikaka and Tuku Subudhi for their involvement in damaging a foreign liquor shop at Laxmipur. In that incident about 15 CMAS activists raided a liquor shop and destroyed stocked liquor worth several thousand rupees. They also looted more than INR 50,000 from the shop. Around 3pm (IST) on August 27, over 400 CMAS activists, armed with their traditional weapons, agitated in front of the Laxmipur police station, demanding the release of their companions. Later, the mob proceeded towards the distillery and took three persons as hostages, said sources.

SP Subodh Prasad said Police team had swung into action on a tip-off about PLFI activist, including its commander Rajesh Tiger alias Lal Tiger, accompanied by Surendra Oraon, who had escaped from Lohardaga prison and Budha Meer, were in the area. When police surrounded them they started firing. Police retaliated but the PLFI extremists managed to escape. The Police later seized a 9-mm pistol, a country-made pistol and a regular DBBL gun and 10 cartridges including 7 of 315 and rests of 12 bore. Some of the belongings of PLFI activists, which they left behind while escaping, were also seized. Two girls were also arrested from the incident site. Police personnel from the Senha Police station have been sent in a special mission against the PLFI squad who were reportedly taking shelter in a remote area under the same Police station, the SP said.

Mangal Soren was tilling his land when five assailants on motorcycles called him and shot him from close and later As Mangal slumped to the ground, they hacked him. An axe flew out of the hand of one of the attackers and hit another farmer at a distance. Sital Hembram, who survived the blow on his back, told villagers he saw a familiar face among the five and the residents of Ergoda village set out for the house of Chandan Mahato, a Jharkhand Party (Naren) supporter in neighbouring Guiara village. In Chandan’s absence, the mob dragged out his 63-year old father Biren Mahato and hacked him with daggers and also shot him. “We think Mangal’s murder was the handiwork of Maoists. According to sources in the Union Ministry of Home Affairs (MHA), the Maoists have destroyed nearly 70 mobile towers during the last three years in half-a-dozen States, including Andhra Pradesh, Maharashtra, Orissa, Chhattisgarh and West Bengal, Hindustan Times reported on August 31. MHA sources said Chhattisgarh reported the highest number (20) of towers destroyed during the last three years. In 2008 alone, 14 mobile towers of both private and Government networks were attacked there. Jharkhand, which did not see any attack on mobile towers till 2007, saw nine such attacks in 2008 that disrupted communication networks in several Naxal-hit areas. Mobile phone towers located in Bihar faced the wrath of the Naxalites who blew up 14 of them in 2008, as per figures available with the MHA. With mobile phones becoming increasingly popular during the last couple of years, 43 incidents of such attacks were reported in 2008 alone. Private mobile operators pegged the collective loss on one mobile tower in such attacks at INR 12 lakh. With Maoist attacks on communication installations increasing, mobile operators indicated that it would affect rollout and, in turn, hamper mobile penetration in rural areas.
