Upon conducting a search of the area early Tuesday (April 2), the Police discovered the bodies of 38-year-old Maoist ‘divisional committee member (DCM)’ Sajanti alias Kranti and ‘area committee member (ACM)’ Raghu alias Sher Singh (54). Both were wanted in multiple cases of murder, kidnapping, and arson, with bounty announcements by police in three states: Madhya Pradesh, Maharashtra, and Chhattisgarh.

Four Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with security personnel in a forest near Lendra village under the Gangaloor Police Station area in the Bijapur District of Chhattisgarh on April 2 (today), reports Business Standard. Inspector General of Police (IGP), Bastar Range, Sundarraj P, said personnel belonging to the District Reserve Guard (DRG), Special Task Force (STF), Central Reserve Police Force (CRPF), and its elite Commando Battalion for Resolute Action (CoBRA) were involved in the operation. After the exchange of fire stopped, the bodies of four Maoists, along with a Light Machine Gun (LMG) and other weapons, were recovered from the spot. Nine more bodies of Communist Party of India-Maoist (CPI-Maoist) cadres were recovered on April 3 morning in Bijapur District of Chhattisgarh, bringing the total number of Maoists killed in the gun battle in the forest between Lendra and Korcholi villages under the Gangaloor Police Station limits on April 2 to 13, reports The Times of India. "The identity of the dead Maoists was yet to be ascertained, but prima facie, it appears that they belonged to the PLGA (People's Liberation Guerrilla Army) company no. 2 of Maoists," a senior Police official said. Police previously reported the seizure of weapons including a Light Machine Gun (LMG), a .303 rifle, and a 12-bore gun, along with a substantial quantity of barrel grenade launchers, shells, and other arms and ammunition from the site. It is to be noted here that Bijapur District falls within the Bastar Lok Sabha (Lower House of Parliament) constituency, scheduled to vote in the initial phase of the general elections on April 19.

Personnel of the District Voluntary Force (DVF) seized a huge quantity of Improvised Explosive Devices (IEDs) and explosive materials used to prepare IEDs from a secret Communist Party of India-Maoist (CPI-Maoist) dump buried underground in a jungle area near the Dayaltung village under Kalimela Police Station in Malkangiri District of Odisha on April 3, reports odishabhaskar.in. According to the Malkangiri Police, the seized items included 190 gelatin sticks, one 20-kilograms IED, five 7-kilograms IED, one 5-kilograms IED, one 4-kilograms IED, three 3-kilograms IED and another 2-kilograms IED. Following the discovery of the explosive dump, combing operation has been intensified in the area.

Palamu Superintendent of Police (SP) Reeshma Ramesan said the Maoist, identified as Pankaj Prajapati (32), was allegedly preparing to persuade people to boycott the general elections on the instructions of a hardcore Naxal [Left Wing Extremist, LWE] named Rajendra Singh from Sorri village under Mali Police Station in Aurangabad District of Bihar. Police said that three unidentified persons abducted Prem Singh Gawde from his house and when his family followed them, they were threatened not to. On April 5, in the wee hours, Communist Party of India-Maoist (CPI-Maoist) cadres killed one villager, identified as Ajit, accusing them of working as ‘police informer’ in Narayanpur District of Chhattisgarh, reports The Times of India. According to information, Ajit was a surrendered cadre who was abducted by Maoists and called a traitor. Police are yet to verify whether he was a surrendered cadre or not. The Government had announced reward of INR 200, 000 each on the arrest of Kajal and Geeta, a reward of INR 150,000 on the arrest of Pandu Narote. Maoist leader Roopesh, his accomplices Shyam, Kanyakumari, and Ibrahim are the four accused who were found guilty in the case. They were charged under Indian Penal Code (IPC) sections related to criminal conspiracy, sedition, provisions of the Arms Act, and anti-terror law. As per the case, the accused had formed an unlawful assembly with prohibited weapons and trespassed into the house of the Kerala Police officer at Mattilayam in Thondernadu, Wayanad District of Kerala, on April 24, 2014. The agency said the accused also threatened to kill the Police officer, alleging that he was helping in anti-Maoist operations. They (the Maoists) had asked the officer to resign from his job and also set fire to his motorcycle. They also threatened the officer's mother at gunpoint. The accused then left pamphlets of CPI-Maoists inside the house of the Police officer and pasted posters on the front wall of the house, calling for an armed revolution against the government. The Kerala Police filed its charge sheet in the matter on January 1, 2016. Later, the case was transferred to the NIA.

The National Investigation Agency (NIA) arrested an armed cadre of the People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), following raids at two locations each in Jharkhand and Assam on April 10, reports The Print. The crackdown led to the arrest of one Binod Munda alias Sukkhwa from the Khunti District of Jharkhand, according to the statement issued by the NIA. The accused is wanted in four PLFI cases in Jharkhand and has been arrested in a case relating to revival attempts by the PLFI. As part of the revival activities, PLFI members and cadres were involved in generating funds through extortion from various coal traders, transporters, railway contractors, and businessmen in Jharkhand, Bihar, Chhattisgarh and Odisha, as per the NIA investigations. The NIA teams also seized a host of incriminating material, including PLFI-related documents, along with two walkie-talkies, five mobile phones, SIM cards and INR 11,000 cash during the searches.

Kanker Superintendent of Police (SP) Kalyan Elesela said, “Senior Maoist commanders Shankar Rao and Lalita were among those killed, and they carried a cash bounty of Rs 25 lakh [INR 2.5 million] each. Another cadre, Vinod Gawde, who was active in Rajnandgaon and the state bordering regions of Maharashtra and Madhya Pradesh, was also killed in the biggest encounter ever. Chhattisgarh government is working on a new surrender policy in which Communist Party of India-Maoist (CPI-Maoist) cadres who give up arms may have their FIRs quashed, but the terms will not be lenient for hard-core ‘commanders’, deputy Chief Minister (CM) and state Home Minister Vijay Sharma said in an interview on April 18, reports The Times of India. "Our govt is holding discussions to bring major changes in the surrender policy for Maoists. We want to encourage more insurgents to give up violence, join the mainstream and avail benefits of the state's progress," he said, adding that it is mulling wiping out FIRs of those who surrender. Asked if FIRs against Madvi Hidma or other such dreaded Maoist ‘commanders’ will also be quashed if they give up arms, he said: "It's Maoist central committee members who have fanned the fire of violence and launched this unending conflict in society. We are ready to talk with anyone, be it Hidma or any of the central committee members. They can surrender, but the provisions will not be the same for them. Quashing their FIRs will be difficult because of the harm they have caused. But there's no ill-feeling towards them, we welcome them to surrender."

A 32-year-old Central Reserve Police Force (CRPF) Constable Devendra Kumar was killed in an Improvised Explosive Device (IED) blast triggered by the Communist Party of India-Maoist (CPI-Maoist) near a polling booth in Bijapur District of Chhattisgarh on April 19, reports The Indian Express. Devendra of the CRPF’s Battalion 196 was among those out on an area domination exercise around 500 metres from the polling booth, where voting was underway, in the Galgam area – around 55 kilometres from Bijapur district headquarters. Following the blast, injured Kumar was air-lifted to Jagdalpur city in Bastar district and admitted to Jagdalpur Medical College Hospital, where he succumbed to his injuries.

Bijapur superintendent of police (SP) Jitendra Yadav said that the gunfight took place in a forest near Keshkutul village under Bhairamgarh Police Station area on April 21 morning. “A team of the District Reserve Guard (DRG) was out on an anti-Naxal [Left Wing extremism, LWE] operation after we got information that the division supply team commander of Maoists, Kawasi Pandaru, and 15-20 other cadres were in Keshkutul-Keshmundi forests,” said Yadav. “When we reached the spot, the Maoists started firing and the encounter started. After the exchange of fire stopped, the body of a Maoist, a weapon and explosives were recovered from the spot,” the SP said.

A four-member group of suspected armed cadres of the Communist Party of India-Maoist (CPI-Maoist) were spotted in the Kambamala area in Wayanad District of Kerala on April 24 and urged the people to boycott the April 26 Lok Sabha (Lower House of the Indian Parliament) polls, reports India Today. The Maoists reached the area around 6:15 a.m. and spoke to the labourers for 20 minutes. They raised slogans and called on the people to boycott voting. The suspected rebels were wearing uniforms and carrying guns. A video of the Maoists surfaced, in which they were seen interacting with the locals. According to locals, Maoist leader CP Moiteen was present in the group. The video showed that there were people, mainly workers, at the junction at the time of their arrival.

The surrendered cadres were members of the Bhairamgarh and Malanger area committees and include ‘section commander’ of Hurrepal panchayat ‘militia’ (people’s army of the Maoists) platoon ‘A’ Hidma Oyam (34), ‘deputy commander’ of panchayat ‘militia’ platoon Sambati Oyam (23), ‘vice-president’ of Krantikari Mahila Adivasi Sangthan (KAMS) of Kakadi panchayat, Gangi Madkam (28), and Hurrepal Chetna Natya Manch (CNM) member Hungi Oyam, said Police. Security personnel recovered three powerful Improvised Explosive Devices (IEDs) during an anti-Communist Party of India-Maoist (CPI-Maoist) operation launched in the Jimki Ikir village under Tonto Police Station limits in West Singhbhum District of Jharkhand on April 24, reports NDTV. "The security personnel were carrying out an intensified operation jointly in various villages within the limits of Goilkera and Tonto police stations today when they detected three IEDs planted by banned CPI (Maoists) to target them in a forest near Jimki Ikir village within the limits of the Tonto police station," Superintendent of Police (SP) Ashutosh Shekhar, said. The IEDs, weighing five kilograms each, were destroyed on the spot by the Bomb Disposal Squad (BDS). Besides, security personnel also recovered 125 kilograms of rice, packets of salt, mustard oil, chilly and turmeric powder.

Police on April 25 killed two cadres of the Communist Party of India-Maoist (CPI-Maoist) in an encounter during a search operation in the Parhel Reserve Forest area in Boudh District of Odisha, reports argusenglish.in. Following a tip-off about the presence of 40 to 50 ultras, the personnel of Special Operation Group (SOG), an elite commando unit of Odisha Police, launched a search operation in the Parhel Reserve Forest early on April 25 morning. The extremists opened fire after seeing the security personnel. Director of intelligence, Soumendra Priyadarshi, said the bodies of two Maoist cadres were recovered by the elite anti-naxal force special operations group after an exchange of fire with a group of Maoists in the Parhel reserve forest area of Boudh District. “The deceased were identified as Sunil and Santu, both party members, and both belong to the 8th Company of Maoists. Sunil is originally from Sukma, and Santu is from Bijapur in Chhattisgarh,” said the Police. Police have so far seized arms, grenades, and other incriminating articles. A Maoist camp has reportedly been destroyed by them.
