Meanwhile, the Government of India (GoI) remained tight lipped on the content of Framework Agreement with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) even after one year, reports The Sangai Express on August 4. The GoI and NSCN-IM signed a Framework Agreement on August 3, 2015. Even after one year of signing the agreement the Government has nothing much to reveal on the same. Replying to a question posed by Thokchom Meinya and Mining Ering regarding the Naga pact in Lok Sabha, Rijiju said the Framework Agreement lays down broad principle within which final agreement will be worked out and added that consultation with all stakeholders including State Governments of Nagaland, Assam, Meghalaya and Manipur will be held before reaching a final agreement.

Meanwhile, two persons – a Central Reserve Police Force (CRPF) personnel and a two-year-old baby - were seriously injured after a powerful bomb exploded near the State Museum, adjacent to Raj Bhavan in Imphal on August 5, reports The Sentinel. The blast comes at a time when the Police and Paramilitary Forces had beefed up security measures all over the state ahead of the Independence Day celebrations. Some cars parked near the blast site were damaged by the impact. Police sources told that no underground organisation has claimed responsibility. “Within minutes of the blast at 5.40 p.m., we cordoned off the areas for a search operation. However, no suspect could be accounted for. We are conducting operations round the clock,” a Police officer said.

A powerful Improvised Explosive Device (IED) weighing around 2 kilogram wasfound planted near M Sector (Defence PRO’s office), located a few metres away from Raj Bhavan on August 6, reports The Sangai Express. A foot patrol party of 109th Battalion Central Reserve Police Force (CRPF), who were manning Raj Bhavan, came across a suspicious object wrapped in a black polythene bag on the side of the road located between M Sector and Johnstone Higher Secondary School. Separately, local volunteers and Meira Paibi (local women’s pressure group) activists pulled up five non-local labourers at Pheidinga in Imphal West District and handed them over to Police on August 7, reports The Sangai Express. In solidarity to the popular movement being spearheaded by the Joint Committee on Inner Line Permit System (JCILPS) for enactment of a Constitutional safeguard for protection of indigenous people of Manipur, people of Sekmai have been keeping a close watch over entry of non-local people through Imphal-Dimapur highway. JCILPS assistant convenor (organisation) Hayatur Rahaman Yumkhaibam said that they have received reports about buses dropping off non-local passengers before reaching check points and non-local people taking alternative routes. JCILPS has already appealed to all transporters not to bring in non-local people who do not possess valid identification documents. JCILPS has started due preparations to increase the number of check points and intensify the verification drive, Hayatur Rahaman added.

The incident happened when a convoy of 54 BSF on its way to Imphal, was passing through an area located between Changoubung and Kangpokpi, in the District, at around 10.45 am, Police said. The strike was called by Joint Action Committee (JAC) constituted against declaration of former JCILPS Convenor Khomdram Ratan as a wanted man. Co-convenor of JAC, Kshetrimayum Thoiba made an announcement in this regard at a hurriedly called press conference in Imphal on August 18. In the meantime, Khomdram Ratan, former Convenor of JCILPS, who was declared a wanted man with a cash reward of INR 500,000 to anyone who can provide information leading to his arrest on charges of “indulging in prejudicial activities against the State”, was produced before the court on August 18 and remanded in judicial custody till August 26. A reliable source said that 25 GR troops rushed to the area after getting specific information about the movement of underground cadres armed with sophisticated weapons there. After the troops reached the area, the two sides engaged in a fierce gunbattle for around half an hour, the source added. Although report of any casualty could not be confirmed, the source said that there might be some casualties on the side of the militants. After maintaining that insurgency is on the wane in the North-east, the Centre has conceded that Assam, Manipur, Nagaland and Meghalaya continue to account for the bulk of insurgency-related incidents in the region, reports The Assam Tribune on August 22. In a report, the Union Ministry of Home Affairs (UMHA) described Tripura, Mizoram and Sikkim as peaceful. In Arunachal Pradesh, barring a few incidents, there was a general atmosphere of peace, the report said. The year 2007 proved to be the most violent year in the last nine years with the northeastern states recording 1,498 violent incidents in which 498 civilians were killed and 79 security force personnel lost their lives. In comparison, last year 574 violent incidents were witnessed in the region in which 46 civilians and equal number of Security Force (SF) personnel were killed, the report said.In Assam, barring a few incidents of violence, the security situation has improved since early 2010, with minor variations from year to year, the report said. The SFs were able to contain activities of insurgent groups and the situation improved remarkably in 2015, the report said, adding, peace talks with various insurgent groups in Assam are continuing. The report said that sustained counter-insurgency (CI) operations are continuing against the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) group. During the period from December 26, 2014 to January 9 this year, 584 members of the NDFB-IKS were arrested and a huge quantity of arms and ammunition was recovered. At least 24 militants were also killed in these operations, the report said.In order to curb infiltration, smuggling and other antinational activities from across the Indo-Bangladesh border, the government has undertaken the construction of fencing along this border. The target date for completion of the project is March, 2019, the report said, adding, accordingly measures have also been taken along the Indo-Myanmar border to check illegal activities.

According to information, some unidentified persons came to the residence of Takhel Gram Panchayat Pradhan (village self governing body chief) Thokchom (O) Priyo (48) w/o Lanthoi and left behind a hand grenade at around 10.20 am. The unidentified persons put the hand grenade inside the left pocket of Lanthoi’s shirt. Lanthoi immediately took out the grenade and kept it at the verandah. Not long after, the same group of unidentified persons came inside the kitchen of one Sagolsem Binodkumar (48) at Takhel Mamang Leikai and placed a hand grenade on an LPG gas stove. The twin incidents evoked a tense situation at Takhel and the villagers went after the group of unidentified persons. The second round of peace talks between the Mizoram Government and Manipur-based Hmar People's Convention- Democracy (HPC-D) will be held in September, officials said on August 29, reports Morung Express. The two sides have agreed to hold parleys in Aizawl in mid-September, but may defer the talks to third week of the month if any unavoidable circumstances come up, they said. The first round of the talks was held here on August 10 which, according to the officials, ended on an optimistic note with both the sides expressing sincerity to find amicable solution to the Hmar imbroglio. HPC-D, formed soon after the Mizoram Government and the original outfit HPC signed an agreement in 1994, has been demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out areas adjoining Manipur.

In the face of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) recently announcing that the peace talk with the Government of India is on the verge of a final solution, the Kuki Inpi (Revived Apex Body) and Kuki Movement for Human Rights Trust submitted a joint memorandum to Prime Minister Narendra Modi to first settle the case of the Kukis before inking any agreement with the Naga outfit, reports e-pao.net on September 1. In a submission to the Prime Minister of India, the two Kuki bodies asserted that the case of 905 massacred Kukis, including pregnant women, children, the aged and the invalid; the case of 360 Kuki villages uprooted and 100,000 Indian Kukis displaced in the their own land, remain unresolved even though more than 60 memoranda have been submitted to five Prime Ministers earlier. Therefore before any kind of agreement is inked with the NSCN-IM these issues should be resolved, said the representation submitted to the Prime Minister.

The United Naga Council (UNC) termed the attempt of the State Government to pass a “similar Bill” in the Manipur Assembly as “nothing but another manifestation of State Government’s apathy towards the rights and concern of the tribal people” of the State, reports The Sangai Express on September 1. While re-affirming its strong opposition to the Government’s attempt to pass a “similar Bill that led to the killing of 9 tribal people last year while protesting the 3 anti-tribal Bills and resolutions”, the UNC in statement stated that attempt of the Government to pass a new Bill (Manipur Regulation of Non- Local Bill 2016) in the forthcoming Manipur State Assembly session without resolving the outstanding issues that involved the loss of nine “precious lives and untold miseries clearly indicates the Imphal valley centric Government’s intention to completely suppress and silence the voice of the tribal people of the State”. Given this reason, the UNC posited its earlier stand that the State Government’s concern is “limited only to the valley people and not the indigenous tribal people”.The UNC stated that the tribal people of the State will oppose any Bill that would affect the hill areas unless the Manipur Assembly is democratised. “How can we expect any Bill passed in Manipur Assembly to be democratic when the tribal representatives are under-represented against the Constitutional guideline of Article 332 ?” it questioned. According to the UNC, the root cause of many problems in the State lies in the “fact that the value of one valley vote is equivalent to 3 tribal votes”. The UNC demanded that the Government of India addresses “this critical issue” in order to achieve its goal for lasting peace and development in the region. The UNC also expressed its apprehension that the indigenous tribal people will continue to be “suppressed and will be further marginalised” despite Constitutional safeguard such as Article 371-C, Manipur Legislative Assembly (Hills Areas Committee) Order 1972, Manipur Autonomous District Council Act 1971 Reservation Rule etc. if the above pressing issue is not addressed or resolved. “
