According to media reports on October 2, Assam Chief Minister (CM) Tarun Gogoi stated that the recent ban imposed by the Union government on the Students Islamic Movement of India (SIMI) was "timely". He also said that SIMI and other Islamic fundamentalist outfits were operating in Assam and were known to have links with Pakistan’s external intelligence agency, the Inter-Services Intelligence (ISI), and other Pakistan-based terrorist outfits. In fact, on October 1, the Assam unit of the Bharatiya Janata Party (BJP) claimed that SIMI members were active in the State and asked the government to take immediate steps to curb their anti-national activities.

According to media reports on October 2, the All Bodo Students’ Union (ABSU) has recently sought Union Home Minister L.K.Advani’s direct intervention in expediting the signing of a new Bodo accord by holding simultaneous talks with "all democratic Bodo groups" apart from the Bodo Liberation Tigers (BLT). The Union government is currently holding negotiations with the BLT with the goal of creating a Bodo Territorial Council (BTC) under the Sixth Schedule of the Indian Constitution. Recent talks between the two sides were successful and a decision was taken on September 15 to extend the cease-fire with the BLT till January 21, 2002.

The BLT is now ready to accept the Bodoland Territorial Council (BTC), a new politico-administrative set up in the Bodo dominated areas of Assam, under the Sixth Schedule of the Indian Constitution. Various Bodo civil society groups are also reportedly supportive of this new demand structure. These Bodo groups include the All Bodo Students’ Union (ABSU), Bodo Peoples’ Action Committee (BPAC), Bodo Sahitya Sabha, All Bodo Employees Federation (ABEF) and the All Bodo Women Welfare Federation (ABWWF). These groups supported the just concluded tripartite negotiations between the Union government, the Assam government and the Bodo Liberation Tigers (BLT), which could ultimately lead to the creation of the Bodoland Territorial Council (BTC).

According to media reports, on October 4, the Ministry of Home Affairs convened a joint meeting of the officials of Assam and West Bengal Governments. The meeting was called to review the threat from the increasing nexus between the United Liberation Front of Asom (ULFA) of Assam and the Kamtapuri Liberation Organization (KLO) of West Bengal. The meeting was attended by Chief Secretaries and Directors General of Police of both the States. Officials discussed the measures to be adopted to check the rising activities of KLO in North Bengal. Sources in the West Bengal Government claimed that the ULFA was not only training KLO cadres but was involved in supervising the latter’s operations. Assam Government sources said the State government has been keeping a tight vigil along the inter-State border to prevent ULFA terrorists from entering West Bengal.

Official reports indicate that the ISFI has started recruiting Muslim youths in lower Assam districts. Official sources further revealed that the self-styled secretary of the terrorist outfit, Mustafa Mustaqil, has urged the Muslim community in Assam to unite for jehad against the atrocities perpetrated by the National Democratic Front of Bodoland (NDFB) and the Bodo Liberation Tiger (BLT). While the ISFI has so far been confined to the Bodoland Autonomous Council (BAC) areas, it is trying to expand its network to the Char areas of Assam. The ISFI has close links with Hizbul Mujahideen, Laskar-e-Toiba and Jammu and Kashmir Liberation Front (JKLF), reports said. The ISFI also has links with Al-Umar, a terrorist outfit operating from Pakistan-controlled Kashmir (PcK), from which it has received financial assistance as well as arms and ammunition. Intelligence became aware of the existence of the ISFI in Assam through evidence discovered in certain documents distributed by the outfit in remote areas of Darrang district, which were recovered by security forces, reports added.

The Union government has invited the United Reservation Movement Council of Assam, Lower Assam Minority Council, All Adivasi Students’ Association, United Minorities Front, besides others, to the final negotiation process with an idea of evolving a consensus to the Bodo problem. The SF sources revealed that the first consignment of the weapons arrived at the outfit’s Bhutan camps in early September. The second consignment is expected at any time while the third one is on its way. The first consignment includes 20,000 rounds of ammunition of AK-47 and 56 rifles, more than one hundred M-16 rifles and unspecific number of its ammunition, 12 boxes of ammunition of .32 pistol and 10 boxes of Chinese bottle grenade.

Official sources said the terrorists had managed to enter the State after the Bhutanese Army had destroyed their training camps in south Bhutan. Officials said security forces had intensified vigilance along the State’s borders with Bhutan, Nepal and Assam.
