President Pervez Musharraf said on February 19 that the attack on the Samjhauta Express would not be allowed to sabotage the ongoing peace process with India, Daily Times reported. “Such wanton acts of terrorism will only serve to further strengthen the resolve to attain the mutually desired objective of sustainable peace between Pakistan and India,” Gen. Musharraf said in a statement. As reported earlier, at least 66 people, including some Pakistani nationals, were killed in explosions reportedly set off by improvised explosive devices (IEDs) in two coaches of the Delhi-Attari special train for Lahore in Deewana near Panipat (in the Haryana State of India), about 100 kilometers from Delhi. The train runs non-stop from Delhi to Attari where the passengers are shifted to the Samjhauta Express, which goes to Lahore after customs and immigration clearances.

According to a Daily Times report, Pakistan Government agreed to launch no more land or air attacks in North Waziristan and also agreed to the withdrawal of the army from check posts into camps. The deal was signed between the North Waziristan political agent representing the NWFP Governor and "Tribal leaders of North Waziristan, local mujahideen and elders of the Utmanzai tribes". The party of the second part agreed to ensure that no attacks were carried against law-enforcement agencies or on government assets and there would be no "target killings". The tribal elders and others also agreed not to set up a parallel administration, and accept the writ of the Pakistan Government.

Security force (SF) personnel clashed with Islamist militants at Zakerkhel village in North Waziristan in the Federally Administered Tribal Areas (FATA) on May 22, killing three foreigners and one tribesman, according to Dawn. The gun-battle reportedly occurred when talks between tribal elders and militants hiding in a house in the village failed. According to the deal signed between the government and militants in September 2006, the army has to take the peace committee into confidence before taking action in the area. This was the first coordinated operation in the area since the deal was brokered.

President Pervez Musharraf said in an interview with The Globe and Mail that talks with the Taliban and other opposition may be necessary to bring stability to Afghanistan, according to Daily Times. "We have to have a multipronged strategy. In Afghanistan it is only the military strategy which is working now," Gen. Musharraf said, adding that peace could not come from the barrel of a gun. "[The] political element is the negotiations between warring factions. Who are the warring factions? Warring factions are the Afghan government and the coalition forces on one side and the militant Taliban and even non-Taliban... so some form of negotiations between these two." He opined, "Maybe, there are groups who want to give up militancy and negotiate ... so I can’t lay down whether you negotiate with the Taliban, but [if] they want to go on fighting, you don’t negotiate with them, take a military angle. You negotiate, you develop contacts with people who are not for fighting." He claimed Pakistani intelligence agencies played no role in the creation of the Taliban, although he acknowledged that Pakistan gave the extremists legitimacy by being among the only countries to establish diplomatic relations when Taliban took over the government of Afghanistan. "I know for sure – 200 percent – that they were not a creation of Pakistan. They were a creation of circumstances in Afghanistan," he said. Gen. Musharraf claimed that Pakistan was the only country that had a military, political, developmental and administrative strategy to defeat extremism. "I would tell everyone: Come and learn from us. We are sitting here knowing exactly what is happening on ground," he said. "You sitting in the West don’t know anything. So, don’t teach me, come and learn from us. Come and understand the environment. And then decide on what has to be done and what doesn’t have to be done. We are doing more than any other country in the world." Commenting on casualties in the war on terror, President Musharraf said: "Unfortunately the people in the West think that their lives are more important than our lives ... they think the gun fodder should be from these countries like Pakistan and developing countries. If their soldiers, one soldier, dies, there is a problem, but 500 of ours have died. And then, yet they are blaming us. Isn’t 500 important? ... And yet Pakistan is blamed for not doing enough."

Pakistan Muslim League President Chaudhry Shujaat Hussain continued making efforts to defuse the Lal Masjid standoff till late July 9-night despite failing to achieve any major breakthrough in resolving the crisis, according to Daily Times. President Pervez Musharraf had sent a delegation of politicians and clerics led by Shujaat to negotiate with Lal Masjid deputy prayer leader Abdul Rashid Ghazi the release of several hundred students stranded in the mosque. The delegation was reportedly told to persuade Ghazi to surrender along with the militants holed up in the mosque. However, this initiative suffered a set back when the delegation refused to enter the mosque and Ghazi turned down their offer to come out for talks due to security reasons.

A Military Operations Directorate meeting, chaired by President General Pervez Musharraf, at the General Headquarters in Rawalpindi has directed the North West Frontier Province (NWFP) district governments to form peace committees at district, tehsil and police station levels by July 31, Daily Times reported. The peace committees are being formed to mobilise the public against militancy and extremism in the province and the formation of the committees would start from the police station level and would gradually be extended to tehsil and district levels. District nazims, district police officers and district coordination officers are responsible for the committees’ formation in their respective districts, and these officials will pay scheduled visits to local police stations. Union council nazims, councillors, moderate clerics, local elders and political activists would comprise a committee. They will be required to meet on monthly basis and motivate people against terrorism.

District Coordination Officer Arshad Majid told AFP that the cease-fire came into effect at 8:00am (PST). A deputy to cleric Maulana Fazlullah announced the truce on his unlicensed FM radio station. "The ceasefire was reached to facilitate wounded persons’ treatment," Maulana Shah Dauran said. He did not say how long the cease-fire would last. Power supply was disrupted in the area following the clash. The clash ensued after two people were attacked in Parachinar city on November 15. Later shops and markets were partially closed, according to Dawn. Paramilitary and Levy forces were deployed in sensitive locations, including places of worship in the town. Despite the presence of paramilitary personnel, warring factions started attacking each other’s positions with mortar shells and rockets. According to one report, army and paramilitary forces were trying to work out a truce and were making announcements asking rival groups to stop fighting. However, some people accused paramilitary personnel for creating trouble and said that scouts who took positions in the city early in the morning had opened fire. “It was all a pre-planned attack and people expected this turmoil,” said an elder of the area.
