The Muttahida Jihad Council (MJC), an umbrella organisation of the various Pakistan based terrorist outfits operating in Jammu and Kashmir, in a statement released after a meeting at Muzaffarabad in Pakistan controlled Kashmir, on January 2, has reiterated its rejection of the Indian cease-fire. Shaikh Jameelur Rehman, the Secretary-General of the MJC is reported as saying that "There is no shift in our stand regarding the cease-fire. We reject it outright and firmly resolve to continue our operations against the Indian troops". The MJC also said that India should withdraw its security forces from Jammu and Kashmir, release arrested terrorists and accept the disputed status of Kashmir.

Former Pakistan-Controlled Kashmir prime minister and the President of All Jammu and Kashmir Muslim Conference Sardar Abdul Qayyum Khan, on January 4, is reported to have urged all Pakistan-based terrorist groups operating in Kashmir, to render support to the proposed Pakistan visit of the All Party Hurriyat Committee’s. In a statement he said that "We must not miss an opportunity to resolve the issue by engaging ourselves in the debate,". He also urged that these groups refrain from creating hurdles in the process. In another statement, Another chief of the Pakistan-Controlled Kashmir Jamaat-e-Islami, Abdur Rashid Turrabi said that all the Kashmiri leaders should be involved in the process. Other leaders of Pakistan-Controlled Kashmir have also reportedly issued statements welcoming the proposed Hurriyat visit.

Pakistan based United Jihad Council (UJC) in a message on January 4 has said that they would not allow anyone within the Hurriyat Conference to pursue what it termed as the "hidden agenda" of New Delhi on Kashmir. The message from Pakistan was in response to the Hurriyat Conference’s message to the United Jihad Council headquarters about the proposed visit to Pakistan by a team of Hurriyat leaders in the near future. The UJC’s message, while welcoming the Hurriyat Conference’s move to depute a delegation to Pakistan for talks, warned that "any agenda for talks with anyone at any level, which is found to have ignored the basic issue, namely, the great sacrifices made by the freedom-fighters in Kashmir, will not be allowed".

Speaking at a press conference in Peshawar, Maulana Abdul Akbar Chitrali, Chief of the Jamaat- Ittehade-Ulema, North Western Frontier Province, said the registration of a case recently against an Urdu daily Jasarat was a deliberate attempt to divert people's attention from the real issue and demanded immediate withdrawal of the case. Among the others who made a similar demand were Haji Dost Mohammad, Maqsood Ahmed Salafi and Habibullah Shah of the Jamaat-Ahl-e-Hadees Supreme Council. The Ulema (religious scholars) held the government responsible for a number of incidents, which caused widespread resentment among the people and damaged the Islamic status of the country. In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." Asked which group of the Hurriyat he agreed with, Syed Salahuddin said that he personally supported the one led by Syed Ali Shah Geelani who thought that India was using cease-fire only as a pretext.

The outfit, which has been mentioned in the "Patterns of Global Terrorism" report for the year 2000 released by the US State Department on the same day, said the US "itself was the biggest terrorist and was patronizing terrorism across the globe". He said, "Washington is backing India's terrorism in Kashmir, Israel's terrorism in Palestine, Russia's terrorism in Chechniya and Serbia's terrorism in Bosnia". The spokesman added that if the United States was concerned about peace in South Asia, it must ask India to grant right of self-determination to the people of Jammu and Kashmir, in accordance with United Nations Security Council Resolutions. Meanwhile, the government chose to withhold its reaction to the US report on terrorism, which has also said that Pakistan had increased support to the Taliban and was providing assistance to terrorist groups active in Jammu and Kashmir. The statement said Pakistan was opposed to terrorism in all its forms and was committed to carry out its obligations arising from all the ten international conventions on terrorism to which Pakistan was a party. While criticising the report it added, "The armed resistance of the Kashmiri people to Indian rule is a consequence of India's denial of the right to self-determination and repression of peaceful political activity and cannot legally or morally be equated with terrorism". According to him, "Indian Prime Minister Atal Bihari Vajpayee's invitation to General Pervaiz Musharraf for a dialogue in Delhi is an eyewash, primarily meant to defuse international pressure on India." Commenting on the possibility of Gen. Musharraf visiting New Delhi in July, the Lashkar chief said such visits would be a futile exercise like the 1972 Indira Gandhi-Zulfiqar Ali Bhutto Simla Summit and the 1999 Lahore Declaration, given the fact that the Indian leadership was "not sincere in resolving the Kashmir dispute." While pointing out that the terrorist outfits are against any peace initiatives, he also added, "I warn General Musharraf to refrain from entering into a dialogue with the Hindu leadership, otherwise his fate would not be much different from that of Nawaz Sharif." Interior Secretary Tasneem Norani is scheduled to meet the Afghan Ambassador in Islamabad to inform him about the government's plan to recover illegal arms from Afghan refugees, the spokesperson said. Regarding religious parties, he said they had assured the government of complete support to its arms recovery drive. Meanwhile, according to the spokesperson, 680 weapons of different categories were deposited in the first four days of the Arms Control Operation.
