Media reports quoting senior Interior Ministry sources have indicated that the police have arrested more than 1,900 cadres and activists of the five proscribed sectarian and terrorist outfits in the first four days of a countrywide crackdown. Police have also reportedly sealed 600 offices of the banned groups and confiscated their literature. Instructions have also been reportedly issued to the State Bank of Pakistan to freeze the accounts of these outfits. The banned organisations have also been barred from issuing any statements. Most of the arrests were reportedly made in the central Punjab and southern Sindh provinces where the outfits draw the bulk of their support.

According to official figures quoted in The News, a Pakistani daily, a total of 1,975 persons have been arrested so far in connection with the countrywide crackdown on five proscribed terrorist and sectarian outfits. 615 offices of these organisations have been sealed. Of the arrested, as many as 735 persons were confined and 336 offices sealed in Punjab; 852 arrested and 180 offices closed in Sindh; 337 persons detained and 81 offices shut in the North West Frontier Province (NWFP); 15 arrested and an equal number of offices sealed in Baluchistan and 18 persons arrested and 3 offices sealed in Islamabad.

According to media reports, US authorities are investigating Jamaat-ul-Fuqra (JF), a terrorist outfit linked to Sheikh Mubarak Ali Shah Gilani, for charges ranging from links to terrorist outfits, international terrorism to laundering money into Pakistan. US officials have indicated that JF - described in the local media as "a militant group with documented ties to international terrorism" -- is the focus of the probe. JF is reportedly linked through court documents to the Muslims of Americas, a tax-exempt group established in the United States in 1980 by Sheikh Mubarik Ali Shah Gilani, now in Pakistani custody for the abduction of US journalist Daniel Pearl. The group has set up and funded rural communes that the US authorities allege are linked to "murder, bombings and other felonies" throughout the US and Canada. A report in The Washington Times has indicated that JF is also being probed for links with Richard Reid, the British national accused of trying to use explosives in his shoes to blow up a Paris-to-Miami jetliner on December 22, 2001. Muslims of the Americas operate communes of mostly black, American-born Muslims in many US locations including, Binghamton in New York, Badger in California, York in South California and Red House in Virginia. The cult houses between 100 and 200 people, many of them women and children in about 20 huge trailers. The report added that authorities may seek Gilani's extradition to the US. According to the newspaper, three members of the JF’s Red House commune have been arrested on weapons charges in year 2001, including two following the September 11 terrorist attacks. The report says that the money laundering scheme run by the JF is similar to a Colorado operation that was shut down in 1993. Colorado law enforcement agencies convicted five JF members of defrauding the Colorado government of approximately $350,000 through bogus worker's compensation claims. The commune in Colorado is spread across 101 acres, and agencies found bombs, weapons and plans for terrorists attacks in a raid in 1993. "The Fuqra has various broad schemes to take government entitlement money and use it to fund terrorist activities," an investigator said.

According to a report carried by the New York Times on February 20, Pakistan government has decided to downsize its Inter-Services Intelligence (ISI) by approximately 40 per cent, including completely disbanding the unit dealing with Afghanistan and tempering the Kashmir cell. Report said the move would result in transfer of some 4,000 ISI personnel, mostly drawn from the armed forces, back to the parent cadres. This was disclosed by senior Pakistani military and intelligence officials to a New York Times correspondent in Islamabad, said the report. However, Pakistani Foreign Office spokesman denied the report saying, "This is totally rubbish. That's all I can say. This is absolutely baseless."

Pakistani media sources quoted a report in the New York Times and indicated that approximately 1,800 Al Qaeda cadres and more than 3,500 Taliban fighters might have slipped into Pakistan since November 2001. Quoting Pakistani intelligence sources, the report said only about 600 have been detained by Pakistani authorities. Of those detained, about 280 have been handed over to the US, but no one was a top leader of either the Al Qaeda or the Taliban. Pakistani officials have reportedly said that the flow of Taliban and Al Qaeda cadres into the country was at its peak in December 2001 and early January 2002 and had since declined considerably.

The four Provincial governments have presented a comprehensive report to the Federal government on the ongoing deweaponisation drive in their respective provinces. According to a report prepared by the Crises Management Cell (CMC), law enforcement agencies of all four provinces have thus far recovered 136,092 illegal weapons and seized 7092,655 rounds of ammunition from various persons. The law enforcement agencies have arrested 71,172 people for possessing illegal arms since the country-wide de-weaponisation campaign was launched on June 21, 2001 and continued till February 5, 2002. While various police stations in the country have registered First Information Reports (FIR) against 27,128 people, police also raided 23,198 places for recovery of illicit arms. Providing details, the CMC report quoted in the media indicated that police in Islamabad recovered 79 illegal weapons and 430 rounds of ammunition. From Punjab Province 16,684 weapons and 70,242 rounds of ammunition were recovered, in Sindh 7,534 weapons and 20,918 rounds of ammunition were recovered and in the North West Frontier Province (NWFP) 18,615 weapons and 428,848 rounds of ammunition were seized.

A directive has also been issued in this regard. The directive says, "Madaris teaching militancy should be identified and sealed." Even the use of Zakat (charity) funds for such religious seminaries will not be available. In this regard, to be eligible to receive financial assistance from Zakat funds the seminaries will have to get clearance from the Home Department.

"The attack has all the markings of a well-trained international terrorist organization," Federal Interior Secretary Tasnim Noorani said, adding, "This kind of operation is not carried out by terrorist organizations operating within the country." Intelligence reports, unnamed senior Interior Ministry officials said, had warned that approximately 300 suicide bombers linked to the Al Qaeda and Taliban are present in the country and could carry out more suicide attacks. The CAS maintains that the radicalisation of some seminaries commenced with their politicisation during the 1980s. The US Treasury's Office of Foreign Assets Control (OFAC) has issued a new list of specially designated nationals and other persons, whose property is blocked worldwide, in order to assist the public in complying with various sanctions and programmes undertaken by the US government. The list includes names of various business establishments in Pakistan and organisations suspected of transacting funds and linkage to terrorist activity. The report has indicated that one of them, Zia Ahmad, was linked to the multiple terrorist attacks on September 11, 2001 in the USA. The six Pakistanis mentioned in the list are: Zia Ahmad, a resident of Peshawar; Saiyid Abd Al-Man'am alias Agha Haji Abdul Manan; Nasir Ali Khan; Abdul Majid Chaudhry; Haji Ibrahim Khan Afridi and Mohammad Aziz. Furthermore, assets of the Pakistan-Libya Holding Company, Karachi, have been blocked as per the new list, while two new organisations have been listed as suspects in Pakistan, namely Revival of Islamic Society Heritage on the African continent, Pakistan office and Maktaba Al-Khidmat Al-Kifah, Peshawar. According to Interior Ministry sources, while other intelligence agencies were gathering details of bank accounts of banned sectarian and terrorist groups, the FIA was assigned the duty to locate and identify their financiers and donors. The FIA has started gathering details of accounts maintained by the Lashkar-e-Toiba (LeT), Sipah-e-Sahaba Pakistan (SSP), Harkat-ul-Mujahideen (HuM), Al-Rashid Trust (ART), Al-Badr, Saif-ul-Mujahideen, Tehreek-e-Jafferia Pakistan (TJP) and the Jaish-e-Mohammed (JeM). According to a media report, the government has decided, in principle, to establish a Special Investigation Group (SIG) in the Federal Investigation Agency (FIA) to counter terrorism and sectarian violence. Sources in the Federal Interior Ministry were quoted as saying in Dawn, a Pakistani daily, on August 7, that the SIG would initially comprise 50 personnel, including over 35 investigating agents, who would be drawn from the FIA, Federal and Provincial police departments and the Intelligence Bureau. These sources indicated that the proposed role to be given to the FIA was directed towards evolving a comprehensive counter-terrorism strategy at the Federal level. SIG agents are expected to identify and locate the "most wanted" terrorist groups and individuals so that their financial resources could be blocked and their leadership and network destroyed.

The Afghan Army officer has reportedly claimed that cadres of the Al Qaeda and Taliban, along with several Kashmiri and other religious extremist groups, have regrouped, and were awaiting orders to carry out a massive attack on Afghanistan. Quoting Uzbekistan President Islam Karimov, Uzbek Embassy officials in Washington said, on August 29 , Tohir Yoldashev, political and ideological leader of the Islamic Movement of Uzbekistan (IMU), was hiding near the Afghanistan-Pakistan border, but from time to time he lived in Pakistan as well. Karimov is reported to have said that it was difficult to fully implement the extradition treaty with Pakistan because authorities in Islamabad wanted proof of Yoldashev’s presence there. In year 2000, the Uzbek Supreme Court had, in absentia, sentenced Yoldashev to death. Terrorist group IMU is a coalition of Islamist terrorists from Uzbekistan and other Central Asian countries who are opposed to Karimov's regime.

Copies of the letter, in Arabic and its translation in Urdu, reportedly said that Gen. Musharraf "is an agent of the US, and his removal is inevitable for the glory of Islam." However, Pakistani security agencies have expressed ignorance about the existence of such a letter, which reportedly circulates in the various refugee camps around Peshawar. "No doubt, the rulers have turned Pakistan into an American military base. The Muslims are massacred across the world. Musharraf has let loose a reign of terror against the Mujahideen and has put the worriers in prisons," the letter states. The letter, carrying various quotations from the Holy Quran, also states, "Gen Pervaiz has not only attacked Afghanistan, but also betrayed the Kashmir cause by closing the LoC [Line of Control] for the freedom fighters and described the freedom struggle as terrorism."

The Pakistan Muslim League (Qaiyyum Group) has emerged as the single largest party, securing 76 of the 269 seats for which results were announced till last reports came in, out of 272 general seats contested on October 11, but fell short of a simple majority. A total of 121 seats were won by three major parties: People's Party Parliamentarians - the electoral formation of self-exiled former Premier Benazir Bhutto's Pakistan People's Party (PPP) - (62), Muttahida Majlis-i-Amal (MMA), an alliance of six religio-political parties (51) and Pakistan Muslim League (Nawaz) of the exiled former Premier Nawaz Sharif (14). Independents won 26 seats followed by Muttahida Quami Movement –Altaf Hussain MQM-A (13), National Alliance (11) and the rest by other smaller groups. According to media reports, the MMA has dominated the North West Frontier Province (NWFP) region and is also reportedly heading for dominance in the Baluchistan region.

Among the newly named entities is the Pakistan-based Ummah Tamir-e-Nau (UTN), an organisation whose chief Dr. Sultan Bashiruddin Mahmood, former Director General of the Pakistan Atomic Energy Commission, was arrested on October 23, 2001, in Islamabad along with his associate Abdul Majeed (arrested in Lahore) for their alleged links to the Al Qaeda. The other groups are: Al Taqwa Trade, Property and Industry Company, Bank Al Taqwa, Nada Management Organization, Youssef M. Nada and Company Gesellschaft MBH, the Loyalist Volunteer Force (LVF), the Ulster Defense Association, the Afghan Support Committee and the Revival of Islamic Heritage Society.
