The Jamaat-e-Islami (JeI) filed a writ petition in the Lahore High Court, on February 15, challenging the proposed curbs on Jehad fund-raising by the terrorist outfits. It has also sought a Lahore High Court direction for the removal of Interior Minister Moinuddin Haider for violating "constitutional provisions". A writ petition moved by the JeI deputy chief Liaqat Baloch said that the Pakistan Constitution guarantees freedom to profess religion and to manage religious institutions by its Article 20. The petition also declares that according to the Constitution, Islam is to be the State religion of Pakistan. The petitioner, citing several other provisions of the Constitution, said that the Quran and Sunnah oblige Muslims to wage Jehad.

Kunwar Khalid Younus, a leader of the Muttahida Qaumi Movement- Altaf Hussain (MQM-A), was acquitted on February 20 in two cases by separate additional district and sessions courts in Karachi. He was arrested in September 1999 for anti-state activities. According to official sources, he has so far been acquitted in 46 of the 93 cases registered against him. Afzal Anwer, another MQM-A leader, was also acquitted alongwith him. Meanwhile, MQM-A chief Altaf Hussain has been declared as an absconder in the same case.

The Lahore High Court directed the Interior Ministry on February 20 to submit a report on a writ petition filed by Jamaat-e-Islami Deputy Chief Liaquat Baloch challenging curbs on terrorist outfits. Justice Karamat Nazir Bhandari, who heard the petition, however, declined to pass an interim order to suspend the operation of the restrictions on Jehad fund raising by the terrorist groups. The Judge also observed that since there was no law or notification prohibiting the collection of donations, the terrorist outfits were free to make collections. The petitioner has contented that according to Article 20 of the Constitution of Pakistan, anyone was free to pass their lives according to their religion. He also added that the concept of Jehad was "deep-rooted in Islam and those propagating it could not be banned".

According to official sources, the crackdown appears to be an apparent attempt by the government to contain any possible unrest on the death warrant of SSP leader Haq Nawaz to be carried out on February 28. The SSP leader was sentenced to death by a court for murdering the Iranian Consul General Sadiq Ganji.

Sipah-e-Sahaba Pakistan (SSP) leader Haq Nawaz Jhangvi, proved guilty of killing the Iranian Consul General, Agha Sadiq Ganji, in December 1990, was executed early in the morning on February 28 at the Mianwali Jail. According to official sources, strict security measures had been arranged to avoid any untoward incident in this connection. As reported earlier, the police had arrested hundreds of Sipah activists for fear of violent protests after Jhangvi's execution and possible clashes between rival sectarian groups from the majority Sunni and the minority Shi'ite sects.

An anti-terrorism court in Karachi acquitted, on March 24, a former provincial legislator of the Muttahida Qaumi Movement (MQM-A) and three other party activists in a case where a policeman was killed while another injured on July 28, 1999 in the city. Six other absconding accused were also acquitted in the same case. The judge also issued show-cause notices to seven investigation officers (IO) of the case for improper investigation and for committing gross negligence. Meanwhile, a news report on March 24 said that the police is yet to achieve any breakthrough in investigations into the bomb explosion in a minibus near Jama Cloth market in Karachi on March 23. A civilian was killed and nine others injured in the blast.

The division bench had taken the petition of five Palestinian hijackers, convicted on charges of hijacking Pan Am's aircraft in 1986, and directed the government to explain the circumstances under which one of the convicted hijackers was allowed to leave the country. Pakistani news reports have indicated that approximately 300 activists of the Jamaat-e-Islam (JeI) were arrested on October 22 across Sindh in the wake of the Jacobabad protest. According to JeI sources, their Chief Qazi Hussain Ahmed was reportedly off loaded at the Lahore Airport while many other leaders were arrested from Sukkur Airport. Later, Qazi while addressing press personnel at the airport said that the government's decision to hand over the country's strategic installations and to suppress the popular public movement was a conspiracy against national security, violation of fundamental rights and a move to implement the US agenda. He claimed that the US had come to the region with long-term plans and wanted to harm Pakistan-China friendship, occupy oil and gas resources of Central Asia and also impose NATO 's hegemony over the entire region. According to him, "It is Pervez Musharraf who has provided a way to the US to be here." Meanwhile, Qazi has challenged the ban on his entry into Sindh in Supreme Court.
