A militant of National Socialist Council of Nagaland-Reformation (NSCN-R) identified as ‘corporal’ Mankub Phom and three civilians were arrested for procession of illegal arms and ammunition from Longleng in Mokokchung District on April 1, reports Nagaland Post. The arrested civilians were identified as Taushong Phom, Nganom Phom and Phamugee. Nine muzzle loading rifles, one 12 bore rifle, one .22 rifle and pistol with magazines, ten live AK-47 rounds, 12 live 12 bore rounds, 46 live .22 rounds, 27 live 7.35 rounds, 50 grams gun powder, brown sugar and opium worth INR 1,15,000 and INR 30, 742 were recovered from the arrested individuals.

On April 11, East Garo Hills police along with villagers during a search recovered ammunition cache of Garo National Liberation Army (GNLA), reports The Shillong Times on April 11. The recovered items included 2,038 rounds of AK bullets, 60 rounds of 9 mm pistol, 1,087 rounds of 7.7 mm rounds, 320 rounds of Heavy Machine Gun (HMG) ammunition, 10 remote circuits for IED bombs, two remote controls, 16 charger clips and four ammunition boxes. The search was concentrate in rests surrounding four villages — Dorengkigre, Chachatgre, Bawegre and Nengmandalgre — once strongholds of Sohan D Shira, the ‘commadner in chief of GNLA who was killed in February 2018.

On April 13, 102 Hmar Peoples Convention-Democrat (HPC-D) militants and 12 leaders including ‘chairman’ H. Zosangbera, surrendered in Aizawl on April 13, reports The Telegraph. The militants also surrendered 44 weapons, including four sniper rifles, nine AK assault rifles, one M-16 carbine assault rifle 13double-barrel guns and 2,892 rounds of ammunition, grenade, launcher shells and five radio sets. Mizoram Home Minister R. Lalzirliana also handed over INR 34.2 million rehabilitation package to HPC-D ‘working chairman’ L.T. Hmar. Each militant would be given INR three lakh as rehabilitation package and INR seven lakh for surrender of weapons. The state Home Minister while appreciating the surrender of HPC-D militants also added the other HPC-D faction, led by ’ president ‘Lalhmingthang Sanate, that the government would not tolerate any violence in the state. On April 14, the surrendered militants would head for Sakawrda village in Aizawl District, the proposed headquarters of Sinlung Hills Council (SHC) after which they will depart for their respective villages.

Acting upon a specific information, the Thane Crime Branch’s Kalyan unit on April 15 arrested two persons—Ashok Tamhane (28) and Samir Dhule (24) from Khoni area of Thane District in Maharashtra and recovered 199 gelatine sticks and 100 detonators, reports The Tribune. The recovered material had markings of a firm based in Shivajinagar in Pune District which manufactures emulsion explosives. Such explosives, generally, used in canal construction, land levelling, mine blasting process, said senior Inspector Sanju John. A case under Section 286 of the Indian Penal Code (IPC) and other relevant sections of the Indian Explosives Act (IEA) has been registered with Manpada Police Station, said an unnamed Police official.

East Garo Hills police recovered an Rocket Propelled Grenade along with a launcher and mortar projectile shells together with bullet proof jackets and pistols left behind hidden in jungle hideouts by Garo National Liberation Army (GNLA), reports The Shillong Times on April 18. Garo Hills police have been conducting extensive searches for over three weeks in the Durama Hills and it’s adjoining jungles to retrieve hidden GNLA armaments left behind by ‘commander in chief’ Sohan D Shira who was killed in February 2018. With support from villagers police teams were able to recover the RPG with it’s launcher and four mortar shells from Dorengkigre forests. The weapon had been hidden along with the mortar shells and two pistols neatly sealed in plastic covering and concealed under thick foliage. Police believe there are two more RPGs belonging to the GNLA that remain hidden somewhere in the jungle hideouts and are making efforts to locate them.

Army, Special Operations Group (SOG) and Central Reserve Police Force (CRPF) had laid a naka at Mir Bazar area of Kulgam in the evening. They stopped a car and apprehended a person and during searches of the vehicle, Police recovered one AK-47 with two magazines and one pistol with one magazine. The person who was detained turned out to be a doctor, identified as Dr Aijaz Rasool and further questioning is underway. The total fatalities of CPI-Maoist cadres have increased to 27 in April 22 encounter. The Police have recovered two AK47s, two Self Loading Rifle (SLR) guns, one .303 rifle, five 8 mm bolt action and six 12 bore guns from the encounter spot. SFs intercepted a militant group at Goiytengo forests in Tral who earlier fled after a brief exchange of gunfire. Two Army personnel and one Special Operations Group (SOG) Policeman identified as Latif Gojri were injured. The critically injured Latif later succumbed. An injured soldier Ajay Kumar of 42 RR succumbed to injuries at 92 Base Hospital in Srinagar. He was injured during the initial firing by militants on Army and was removed to the Base hospital in a chopper. Four militants were killed in the operation at Goiytengo forests in Laam area. All the bodies of the militants were recovered along with four AK-rifles. One of the militant has been identified as top JeM ‘commander’, Umar Khalid while two others are local and have been identified as Ishfaq Ahmad and Abid of Lashkar-e-Toiba (LeT). The fourth militant who is a foreigner is yet to be identified. Sources said that two among the slain militants are foreigners and belonged to the JeM militant outfit. The searches of the forest area were going on till late in the evening on April 24. A Police spokesman said that Awantipora Police along with 42 Rashtriya Rifles (RR) and 180 battalion of Central Reserve Police Force (CRPF) carried out searches in the Gatengo Laam forest area of Tral on April 24. “After receiving credible inputs about the presence of militants in the area, searches were initiated and during searches, the holed up militants fired heavily upon the search party. Security forces in their guarded response fired back leading to an encounter with the militants. During the encounter, three militants of outlawed JeM were neutralized. Their identity is being ascertained. Moreover, one police personnel identified as Mohammad Latif son of Ghulam Hassan resident of Tral and one Army Jawan identified as Ajay Kumar attained martyrdom in the encounter”, the spokesman said. “During the encounter, incriminating materials including arms and ammunition were recovered from the spot. The search in the area is going on”, the spokesman added.

SFs and CPI-Maoist cadres exchanged fire on April 22 in Kasansur area of Gadchiroli District. The total number of CPI-Maoist cadres killed in this encounter is 31. Similarly, a total of 37 CPI-Maoist cadres were killed in two encounters in Gadchiroli District in last three days. One INSAS rifle was also recovered during the search operation on April 24 by SFs and there is a possibility that some senior Maoist leaders could be among the dead Maoists. The search operation has been intensified in the area, said, Sharad Shelar, The Inspector General (IG) of Maharashtra Police’s Anti-Naxal Operations unit. In the second encounter at Jimalgatta area of Gadchiroli District on April 23, SFs recovered one Self Loading Rifle (SLR), one INSAS (Indian Small Arms System) assault rifle, and three other weapons were recovered from the spot of this encounter. Of the total 37 dead Maoists, 19 were women. Police have identified 16 bodies so far and the identity of 21 bodies is yet to be ascertained. The concealed arms were recovered from two separate locations at Rongbokgre and Dorengkigre villages. Both the villages are located around 15 kilometers from Williamnagar. The recovered arms included one 7.62 Machine gun, one 7.62 SLR Assault Rifle, one DBBL, one DBBL barrel, eight wireless sets, thirteen wireless set batteries, five primed Improvised Explosive Devices (IEDs) six twelve volt batteries for IED and five electrical circuits for IED’s.East Garo Hills District Superintendent of Police (SP) stated that ‘we had been continuing our searches for any leftover weapons of the GNLA for the past several days. Gadchiroli range Deputy Inspector General of Police (DIGP), Ankush Shinde said the shootout at Srikonda forests under Sironcha tehsil (revenue unit), about 400 kilometres from Nagpur, happened around 9.30am when a group of rebels fired at a Police patrol. The encounter, which lasted for nearly 30 minutes, resulted in the recovery of three bullet-ridden bodies by the C-60 Commando Force of the Anti Naxal Operations (ANO), said Police spokesperson. Two of them were identified as Sunil alias Vilas Kulmethe (31), a ‘divisional committee member (DCM)’ and ‘commander’ of Sironcha Dalam (armed squad), carrying INR 1.60 million head money, his wife Swaroopa alias Amsi Pocha Talandi, an ‘area committee member (ACM)’ and an absconder with a INR 600,000 reward on her head. Five cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter with Security Forces (SFs) during a search operation in an area between Sikid and Kedu jungle under Herhanj Police Station limits in Latehar District early on April 4 (today), reports Dainik Bhaskar. Acting on information about presence of Maoists in the area, a joint team of the Central Reserve Police Force (CRPF) and the 3rd Battalion of the Jharkhand Jaguar with the District Police launched search operation. On seeing the SFs the around 70 Maoists who were present in the area, opened fire leading to an encounter, in which at least five rebels were killed. Superintendent of Police (SP), Prasant Anand said, slain bodies of the five Maoists have been recovered from the spot along with two Self Loading Rifles (SLRs), two Indian Small Arms System (INSAS) assault rifles, 315 bore rifle, and large number of live bullets from the encounter spot. The militant, who was killed in the incident, Musavir Hassan Wani son of Ghulam Hassan of Dalipora in Pulwama was a B.Tech final year student of Ramdevi College of Education Chandigarh when he joined HM outfit last year (2017). One AK 56, one SLR (Self-Loading Rifle) gun, one detonator, 41 live rounds of AK-56, AK-56 magazine, one SLR magazine and other incriminating materials were recovered from his possession. Sources said that Army got information about presence of four militants in an orchard at Kangan and they boarded taxis and went in civvies to conduct the operation. The duo were arrested by the Security Forces (SFs) during combing operations in the area, when they had spotted two persons moving suspiciously and questioned them about their whereabouts on April 6, and recovered one kilogram of cordex explosive material from their possession. The duo joined the CPI-Maoist following the encouragement by the Venkatapuram Area Committee (VAC) ‘secretary’ Sukhdev in 2013. Since then they have been supplying the goods required by the Maoists. In 2016, Arun was promoted as the ‘commander’ of the militia. NIA stated that ‘Investigation established that some of the pistols were handed over to one Soson Haokip, chief of UKLF. Accordingly, today searches were conducted at his residential premises at Mantri Pukhuri and at his farmhouse in Palellin Thoubal District and nine 9mm pistols were recovered from his residence. The pistols are believed to be from the same lot that went missing from the police armoury at Imphal. The search is continuing’. At least 56 pistols and 58 magazines went missing from Police armoury. Six militants of Zakir Moosa led group, Ansar Ghazwat-ul-Hind, were killed in an encounter in Arampora village of Tral in Pulwama District on December 22 morning, reports Daily Excelsior. The slain militants were identified as Soliha Mohammad Akhoon, Faisal, Nadeem Ahmad Sofi, Rasiq Mir, Rouf and Umar (all local residents). Police said that all the six militants were wanted in the attacks on security establishments and civilians. “This group was part of Zakir Moosa faction and was active in district Pulwama,” Police said. “Soliha is believed the deputy of Ansar Ghazwat-ul-Hind which is headed by Zakir Moosa. He as per police records, had a long history of crimes since 2015 and was involved in several attacks on security establishments and many other civilians”, Police said. “Rasiq Mir had a long history of militancy and was active for last five years. Several cases were registered against him. Similarly, Nadeem and Umar were also involved in several militancy related incidents. Search of their belongings confirmed that the terrorists belonged to Jaish-e-Mohammed (JeM)”. Sources said recoveries made from the possession of militants including some flags have confirmed the involvement of Pakistan-based JeM outfit in the fidayeen attack on the Military Station.Director General of Police (DGP) S P Vaid said the terrorists entered from the rear side of Sunjwan Army camp trekking through a Nullah linked to `Tootan Wali Khud’, reportedly by cutting the fence where family quarters are located. Inspector-General of Police (IGP) SD Singh Jamwal said in Jammu that “around 4:55 am suspicious movement was noticed by the sentry and his bunker was fired upon. The fire was retaliated. The number of militants isn’t known. They’ve been cornered in one of the family quarters.” Security Forces (SFs) and Police have cordoned off the area around the Sunjwan Army camp. The camp falls under the first Jammu and Kashmir Light Infantry in 36 Brigade. Soon after the attack, reinforcements of the Army’s Special Forces and Special Operations Group (SOG) rushed to the spot and cordoned off the whole area amid a fierce gunfight, security official said. A high alert has been sounded in Jammu and security beefed up in and around the city. Intelligence inputs had warned of an attack on the Army or security establishment by JeM in view of the death anniversary of Afzal Guru who was hanged on February 9, 2013.

The heavy exchange of fire took place inside the jungle near Tikarpadu when a joint squad of Greyhounds of Andhra Pradesh and Special Operation Group (SOG) of Odisha Police Forces swooped down a Maoist camp during a joint combing operation. However, No casualties have been reported during the exchange of fire. Malkangiri Superintendent of Police (SP), Jagmohan Meena said there were around 50 Maoists, including some leaders, at the camp at the time of firing. "Specifically, we can't divulge as which Maoist leader was present at the camp, but there were a few Maoist leaders. Unable to face heavy firing from our side, the Maoists fled the spot," Meena said, adds The Telegraph. According to reports, taking advantage of the difficult terrain and dense jungle as many as 50 Maoists, including their top leader Akkiraju Haragopal alias Ramakrishna alias RK managed to escape. Police suspect that top rebel leaders had congregated at the camp to chalk out their strategy to carry out a major attack. During late night of February 19 and early hours of February 20, the BSF and STF team spotted suspicious movement alongside the border area and challenged two Pakistani smugglers to surrender, but they opened fire on the troops. Replying to this, the BSF and STF team killed a smuggler whereas another managed to escape taking advantage of darkness, said Inspector General (IG) of STF R.K Jaiswal while addressing the media along with BSF’s Punjab Frontier IG Mukul Goel. Police achieved a major breakthrough by unearthing the escape plot of Lashkar-e-Toiba (LeT) ‘commander’ Naveed Jhat and arrested 16 militants and their Over Ground Workers (OGWs) in this connection on February 8, reports Daily Excelsior. The Special Investigation Team (SIT) investigating the escape of LeT commander from SMHS Hospital, picked up 16 militants and OGWs from South Kashmir and Budgam. Ten militants and OGWs were picked up from South Kashmir while six suspected were rounded up from Budgam. However, Additional Director General Police (ADGP) and Inspector General (IG) Kashmir, Muneer Khan told a press conference in Srinagar that four persons including militants and OGWs were arrested in connection with the escape of Naveed. “To expedite the investigations, a SIT has been constituted by DIG CKR, Srinagar. The SIT so constituted conducted initial investigation and during investigation names of the following terrorists and OGWs involved in the commission of this act of terror, have surfaced”, he said. He said Shakeel Ahmad Bhat son of Mohammad Ramzan Bhat of Lelhar Kakapora Pulwama, Tika Khan son of Abdul Ahad Khan of Singu Narbal Pulwama, Syed Tajamul son of Syed Mohd Syed of Pahu Pulwama and Mohammad Shafi Wani son of Ghulam Mohi-ud-Din Wani of Singu Narbal Pulwama were arrested while Hilal Ahmad Rather son of Ghulam Rather of Begam Bagh Khan Mohalla Kakapora, Pulwama is still at large. However, sources said that Rather has joined Hizb-ul-Mujahideen (HM). Khan said that from the possession of Shakeel Ahmad Bhat and Tika Khan a pistol each with ammunitions has been recovered. “During the course of investigation it was established that Hilal, Shakeel, Tika Khan were masterminds in the whole conspiracy. Tika Khan has also been a frequent visitor to Central Jail Srinagar and was in contact with Naveed Jhat. He visited Central Jail on different pretexts. Moreover, Naveed and rest of the gang were in communication using mobile devices during the conspiring stage”, he said. He said that the escape of Naveed was hatched some months back from Central Jail and LeT and HM were actively involved in it. “However, the final planning to effect the conspiracy was done few weeks back at the residence of Tika Khan along with Hilal Ahmad Rather, Syed Tajamul, Shakeel Ahmad Bhat and Mohammad Shafi Wani”, he said.

The arrested accused Dinesh Garg alias Ankit Garg (34) and Adish Kumar Jain (54) are residents of Muzaffarnagar, Uttar Pradesh. During the searches conducted at the premises of Dinesh Garg, INR 15,00,000 cash, two currency note counting machines, one Indian made pistol with ammunition, one laptop, four mobile phones and relevant documents were recovered. The recoveries made from the residence and shop of Adish Kumar Jain included INR 32,84,000, one Chinese made pistol with ammunition, some documents containing mobile numbers of associates, currency notes of Saudi Arabia, the UAE, Qatar, Kuwait, USA, Japan, Thailand, Oman, and electronic devices including two laptops and three mobile phones. The NIA informed that the two had been in telephonic contact with some Indian gold smugglers, based in Saudi Arabia and were found paying the cost of the smuggled gold purchased by them in cash to their conduits and couriers, one of them being the now arrested Abdul Samad. They were also acting as hawala (illegal money laundering) operators. During the investigation, it also surfaced that a sum of INR ,50,000 delivered by Samad to the another arrested LeT operative Shaikh Abdul Naeem was collected from these two arrested persons.

Two CPI-Maoist cadres, including a ‘deputy commander’, were killed in an exchange of fire with Security Forces (SFs) in the forest of Bodla village under Gatapar Police Station limits in Rajnandgaon District on February 9, reports Business Standard. The encounter took place at around 12.30 pm in the forest when a joint team of of Indo Tibetan Border Police (ITBP), District Reserve Guard (DRG), District Force and Hawk Force of Madhya Pradesh Police was out on a counter-insurgency operation in Gatapar, located around 160 kilometres away from the State capital, Raipur, Superintendent of Police (SP), Prashant Agrawal said. "After the guns fell silent, security forces searched the area and recovered bodies of two naxals [Left Wing Extremists (LWEs)] along with two weapons," Agrawal said. The slain Maoists were later identified as Vinod alias Daven Sherku Ram, ‘deputy commander’ of military platoon no. 55 of Maoists, who was a native of Gadchiroli in Maharashtra, and Sagar, who hailed from south Bastar and was a member of the platoon, he said. Vinod and Sagar were carrying cash reward of INR 800,000 and INR 200,000 on their heads respectively. Arms and ammunition and some other items of daily use were recovered from the encounter site.

The IEDs had been fully fabricated and were ready to use, which indicated that Hizb-ul-Mujahideen (HM) militants, to whom the consignment belonged, were planning to use them at some sensitive installations on or before Republic Day (January 26) celebrations. Other recoveries made included six Under Barrel Grenade Launcher grenades, five Chinese hand grenades, five Rocket Propelled Grenade shells, 79 AK rounds, 26 pistol rounds and a large quantity of Pakistan made medicines including pain killers, injections, capsules, bandages and a rucksack. Traffic on the Srinagar to north Kashmir has been suspended and entire area has been sealed. Bomb Disposal Squad (BDS) summoned to defuse the IED. Official sources said that a Road Opening Party (ROP) of SFs noticed an IED planted by militants on main road in the city outskirts. The area was immediately sealed and traffic suspended as a precautionary measure. The separatists had called for a general strike against the killing of civilians in the Valley.
