In a separate incident, unidentified terrorists killed a civilian in Shalimar, near Srinagar. Meanwhile, unidentified terrorists fired rockets at the Rajouri residence of a former State Minister and leader of the ruling National Conference (NC), Talib Hussain. Hussain was not present at his residence at the time of the attack. This was the second attack on his residence. Earlier, on December 24, 2001, unidentified terrorists snatched eight rifles from SF personnel guarding the leader’s residence.

Former Manipur Minister of State for Home M Oken and Congress candidate, E Kunjeswar on February 3 escaped attacks by terrorists at Heirok in the Thoubal district and at Yaiskul in Imphal respectively. Barely two minutes after Congress leader Mani Sankar Aiyer had left Oken’s house, terrorists attacked his residence killing two persons, including a security force personnel. Around the same time, terrorists attacked another Congress candidate, E Kunjeswar, at Yaiskul in Imphal. However, there was no casualty in this incident.

Left wing extremists, Naxalites of the Maoist Communist Centre (MCC) killed the brother of a ruling Bharatiya Janata Party (BJP) legislator, on February 7. Police sources said that an estimated 15 Naxalites dressed in police uniform abducted three person, including the brother of the legislator, from his home in Sake village, Lohardaga district on February 7. While the others were reportedly released, the brother of the legislator was killed. Media reports said the MCC had been opposed to the family of the legislator for a long time and killed his brother because he refused to pay ransom to the outfit. Police have launched a combing operation to arrest the Naxalites.

According to official sources, State Co-operation Minister Arabinda Dhali on February 23, narrowly escaped an attempt on his life by left-wing extremists, Naxalites of the People’s War Group (PWG) in Kalimela area of Malkangiri district. The Minister was on his way to Kalimela when Naxalites, who had planted landmines under a culvert in Telrai village, triggered the blast. The Minister’s car had just crossed the culvert. Official sources said that the Naxaites also opened fire at the Minister’s vehicle but it had already gone out of range. Figuring in the hit list of the PWG, Dhali has been provided with ‘Z’ category security cover. Earlier, in December 2001, the Naxalites had blown up the Minister’s house in Malkangiri.

Two others including the AM President was injured in this incident. Mohammad Anwar Banka, a former terrorist, was a counter-insurgent and owner of an electric goods shop in Budgam. The JuM has reportedly claimed responsibility and also threatened to similarly attack all mainstream political activists. It has reportedly formed a special squad, christened as Al-Jabbaar, to kill mainstream political activists likely to participate in the forthcoming State Legislative Assembly elections. The AM is a breakaway faction of the counter-insurgent Ikhwan organisation. According to official sources, the JuM has allegedly set up a special squad Al-Jabbaar to carry out such attacks ahead of the electoral process in the State. Pakistan-based Mushtaq Zargar’s terrorist outfit, Al-Umar Mujahideen, is also reported to have set up such a squad to carry out similar attacks in the capital city of Srinagar.

Fayyaz Ahmed Bhat, a junior revenue official, posted at Awantipore, had been recently transferred to the office of Divisional Commissioner Kashmir and was supposed to join his posting on July 31. All the terrorists escaped from the incident site. Even as no terrorist outfit has claimed responsibility fro the killing thus far, official sources suspected it to be the handiwork of either the Hizb-ul-Mujahideen (HM) or the Jaish-e-Mohammed (JeM).

Media reports indicate terrorists continue to attack public rallies ahead of the Legislative Assembly elections in Jammu and Kashmir (J&K) State. State Law Minister and a candidate of the ruling National Conference from Lolab constituency in Kupwara district, Mushtaq Ahmed Lone was killed on September 11 while addressing a public meeting at Government High School, in Tikipora. Three security force (SF) personnel––his body guards––were also killed in the attack. Reports, quoting police sources said an armed terrorist in woman's attire managed to sneak into the election rally along with other women audience and fired gun shots on the Minister and his security guards after he received a signal from his colleagues, who reportedly waited in a nearby field. Two civilians and three other SF personnel were also injured in the attack. The terrorist managed to escape taking advantage of the chaos that followed. SFs did not retaliate with a view to avoiding any civilian casualty. Police were investigating the matter when reports last came in.

The entourage was proceeding to attend the funeral of slain Jammu and Kashmir State Law Minister Mushtaq Ahmed Lone, following his assassination by terrorists a day earlier at an election rally, in Tikkipora village, Lolab. In addition to Fernandes, the entourage consisted of Union Home Ministry (J&K Affairs) Special Secretary Ashok Bhandari, Intelligence Bureau Additional Director K N Singh and 15 Corps Commander Lt Gen V G Patankar. The Naxalites also looted two 9mm carbines from his security guards, his cellular phone and its charger. They deflated the tires of his car before fleeing. Reports said more than 30 naxalites, including 15 carrying firearms and others crowbars, and axes, were involved in the attack. The Naxalites belonged to the Krishnapatti southern squad area committee (SAC), comprising the local guerrilla squads of Naguleti dalam (squad) and Bellamkonda dalam. SAC 'secretary' Sagar reportedly led the attackers'. According to the reports, the Naxalites barged into the MLA's hose and captured him first and subsequently his guards were also asked to surrender. However, no injuries were reported in the attack. The MLA was attacked for his alleged 'collection' of money from people in the past.

The IED missed the intended target and hit an escort vehicle, killing one Central Reserve Police Force (CRPF) personnel and injuring six others. Terrorists and the Minister’s escort personnel exchanged gunfire after the blast and official sources later said six civilians sustained injuries in the blast and consequent firing. One of these civilians, a resident of Mirhama, later succumbed to his injuries. This was the fourth assassination attempt on Minister Itoo since August 2002.

A few hours ahead of the swearing-in, a grenade attack was launched on Sayyed’s Nowgam residence, on the outskirts of the State capital Srinagar. Two grenades were fired from a rocket launcher at the house, injuring a security force officer and causing some damage to the house. Sayyed was present in the house at the time of the attack. A hitherto unknown terrorist outfit Al Nasreen claimed responsibility for the attack.

However, no casualties or damage were reported from both the States. Reports said Naxalites in four batches, each with 70 to 80 members, attacked three border police stations in Chhattisgarh. The police stations are Pamedu in Bijapur district, Chintalanaru in Kunta block of Dantewada district and Jegurugonda block of same district. The Naxalites hurled petrol bombs and hand grenades on the police stations and also opened fire. Police retaliated forcing the Naxalites to escape.

An unidentified terrorist, on December 20, assassinated Abdul Aziz Mir, Member of Legislative Assembly (MLA) belonging to the ruling Peoples Democratic Party (PDP) near Pampore town. Mir, hailing from Konibal, was reportedly killed in the presence of nine security guards when he was returning home after offering Friday prayers at the local mosque. According to eyewitness accounts, a young assailant is reported to have fired indiscriminately at the MLA when a number of people drew close to him with certain demands and greetings. The assailant escaped after the killing. Meanwhile, Sheikh Tajamul, identifying himself as the spokesperson of a relatively less known terrorist outfit ‘Save Kashmir Movement’, told the local news agency CNS over telephone that his organisation had carried out the assassination. He also claimed, "Anybody strengthening India’s hands would meet the same fate". However, Superintendent of Police (SP), Awantipore, claimed it was actually carried out by some local terrorists of the Hizb-ul-Mujahideen (HM) who were projecting the name of ‘Save Kashmir Movement’ only to mislead the people and security forces (SF). The SP told Daily Excelsior that a terrorist, who informed his ‘commanders’ about the assassination, used the same radio frequency, which was being used by the HM. A Border Security Force (BSF) unit in the Pampore area reportedly intercepted this radio message. It is first time that terrorists have attacked the ruling party of Mufti Mohammad Sayeed in the State. Till date, almost all of their political killings were restricted to the former Ruling party––the National Conference.
