Punjab Police has claimed to implement a ‘second line of defence’ to contain any infiltration by terrorists from the International Border with Pakistan, reports Hindustan Times on January 3. The Security Personnel deployment in the sensitive border zones has manifold of bullet-proof SUVs, tractors, night-vision devices, and cameras. All the Nakas (checkpoints) are strengthen as a part of ‘second line of defence’ with the permanent posting of two Battalions of the Punjab Police and movement of 4th Indian Reserve Battalion (IRB) from Kapurthala in Kapurthala District to Pathankot District, said an unnamed senior Police official. Apart from these security measurements, a post of Assistant Inspector-General (AIG) of Counter-Intelligence has been created in Pathankot District, Pathankot (Punjab). The intelligence-sharing with the Border Security Force (BSF) includes the collection, compilation and dissemination of the information between the Police and other concerned agencies, said an unnamed Senior Superintendent of Police (SSP) posted at Pathankot District.

Addressing the threat of ongoing radicalisation and to interact directly with the citizens, the Punjab Police has aspired to launch its own Facebook, Twitter and YouTube accounts in the month of January, said Punjab Director-General of Police (DGP) Suresh Arora on January 4, reports The Statesman. Providing the details of Punjab Police’s achievements of 2017 and further plans in 2018, the Punjab Police had dismantled eight terror modules with the arrests of 47 persons and seizure of 43 different weapons. Around 21 foreign nationals were accused of providing logistics and financial assistance to these terror modules, said DGP Suresh Arora. Comparing the crime data of 2016 and 2017, the homicide cases came down from 771 in 2016 to 656 in 2017, attempt to murder from 862 in 2016 to 795 in 2017, kidnapping/abduction related cases from 1591 in 2016 to 1462 in 2017, robbery cases from 147 in 2016 to 116 in 2017, and cases of dacoits from 43 in 2016 to 26 in 2017, added DGP Suresh Arora.

Putting forward ‘the facts’—a letter about the 1984 Sikh riots, the Indo-Canadians formed a group in December 2017 named as the Harmony Committee to counter the propaganda disseminated by pro-Khalistan groups active in Canada and mailed that letter to every elected representatives of the Canada’s Parliament and members of Provincial Assemblies across Canada, reports Hindustan Times on January 25. The letter highlights that then-Indian Prime Minister, Manmohan Singh, who is a Sikh, had offered an apology on the issue in the Parliament. It also gives details of the different commissions of inquiry that examined the violence following the assassination of former Indian Prime Minister Indira Gandhi. “The total number of Police officers indicted by the two committees was 147. In all, 3170 people were arrested out of which 442 people were convicted for their participation in the riots in Delhi. In Haryana, 15 people were convicted, and in other states, 13 were convicted,” as stated in the letter.

The Border Security Force (BSF) would deploy the speedboats to fill the security gaps, commonly termed in security establishments as “Achilles’ Heel”, on rivers in Jammu and Kashmir (J&K) and Punjab that borders with Pakistan, reports India Today on January 29. Earlier in January 2018, the Indian Army encountered and killed five terrorists of Jaish-e-Mohammad (JeM) when they were intercepted at the banks of the Jhelum River in Kashmir’s Uri sector. The BSF’s water wing has acquired 43 speedboats from Cleghorn Manufacturing Company Private Limited out of which 25 boats will be deployed in J&K and Punjab Rivers bordering Pakistan, whereas remaining will be used at the India-Bangladesh border.

The slain Sikh militant and important leader of Khalistan movement—Jarnail Singh Bhindranwale’s home at his ancestral village in Baghapurana sub-Division of Moga District in Punjab has been converted into a ‘Gurdwara’ (Sikh temple) and opened for general public on February 16, reports The Indian Express. The Gurdwara is dedicated to his [Bhindranwale] martyrdom and named as ‘Gurdwara Sant Khalsa’. His home condition was in shambles therefore it was decided to convert into a ‘place of worship’. The Gurdwara was built by the Damdami Taksal with no financial assistance from the previous Punjab Government led by the coalition of Shiromani Akali Dal-Bharatiya Janata Party (SAD-BJP), said Head of Damdami Taksal Harnam Singh Dhuma. No one in village opposed the construction of the Gurdwara and it was highly supported by the youths as they remember him [Bhindranwale] fondly, said a village resident Jaswinder Singh Brar.

Upon the request made from the Government of Punjab, the Union Ministry of Home Affairs (UMHA) on November 30, 2017, handed-over the investigation of homicide case of Rashtriya Swayamsevak Sangh (RSS) member Ravinder Gosain in Ludhiana (Punjab), to NIA. According to NIA reports, the murder of Gosain and other eight members of RSS were ‘part of a conspiracy by Sikh extremist elements and others located in various parts of the World, with intentions to destabilise the Punjab’.

Most of the operatives in the list belongs to the banned outfit—International Sikh Youth Federation (ISYF) and Khalistan Tiger Force (KTF). The details about operatives included their last visit to India, how the funding for firearms managed and how these groups received terror funding from Pakistan. Amarinder Singh and arrested Hardeep Singh Nijjar—resident of Surrey, Canada last week [on unspecified date], reports The Times of India on April 25. Hardeep Singh Nijjar was an accused of three terror cases—2010 bomb explosion in Patiala, 2015 alleged involvement in killing Hindu leaders, and 2016 alleged for conspiracy and financial support to Mandeep Dhaliwal for killing of Hindu leaders in Ludhiana. All three cases are registered in Punjab. In 2015, a Look-Out-Circular (LOC) was issued against Nijjar and in 2016 a Red Corner Notice (RCN) was issued and finally executed in April 2018. The alleged list handed-over by Punjab CM consists of nine people, most of them alleged for their links to International Sikh Youth Federation (ISYF) and Khalistan Tiger Force (KTF). Reportedly, Nijjar is accused of grooming a module of KTF consisting of five members in 2014. In 2009, he was also accused of murdering Rulda Singh, the then-head of the Rashtriya Sikh Sangat (RSS), an affiliate of the Hindutva ideology organisation— Rashtriya Swayamsevak Sangh (RSS).

Punjab beefed up security at strategic points and important religious shrines on June 20, after the Union Ministry of Home Affairs (UMHA) and the Intelligence Bureau (IB) issued an alert of a possible terror attack at a religious shrine in the State, reports The Times of India. The advisory came after the IB intercepted calls between Jammu and Kashmir-based operatives of the Lashkar-e-Toiba (LeT). A source said the IB had, in the intercepted calls, heard operatives discussing plans to attack religious shrines in Punjab. “As IB heard the names of a few shrines in the state, it issued an alert to the police,” source said.The UMHA’s advisory came after the IB alert. While police fortified defences, several units of the Border Security Force (BSF) were also called in on a request by the State Police and stationed at important districts and strategic points in cities. State Police have also asked their intelligence wing to remain on the alert and check all intercepts and information closely, as it could help thwart any terror attack. Police have also been asked to remain on a vigil round the clock and keep an eye on any anti-social elements spotted moving around in cities.

A Standard Operating Procedure (SOP) was put in place to contain any terrorist incident. The threat letter has been written in Hindi. Whereas, Pakistan-based terror outfits use the ‘Persian script’ to deliver threats. It may turn out to be a hoax but for now, we are not in a position to take any risks. The letter found before the air base attack in Pathankot on January 2, 2016, was written in Urdu. SFJ is organising the free stay for the visitors from Punjab (India) from August 10 to 14 for the pro-Khalistani activities in London, said the New York-based legal advisor of SFJ Gurpatwant Singh Pannun. The pro-Khalistan group has started an ‘active’ social media campaign, asking the students in Punjab to e-mail a copy of their passport and their college ID card in order to get the sponsorship letter. A USA-based WhatsApp number has also been floated where these documents can be sent. On August 12, at Trafalgar Square, SFJ is going to hold the “declaration” in which Sikh political activists, in the presence of delegates from “Referendum 2020” seeking communities from around the world and would unveil the case for “Sikhs’ right to self-determination for the independence of Punjab”, said Pannun.

The announcement of the campaign made by the Sikhs For Justice (SFJ)—a pro-Khalistan organisation was welcomed with a ‘sharp reaction’ from the Indian government. The Indian government has seen the reports regarding this and the matter has been taken up with the UK government. We [Indian government] have also issued a demarche to them. In response, we expect that the UK government would not allow any group whose intentions is to spread hatred and to impact the bilateral relations of India and UK, said the Ministry of External Affairs’ Spokesperson Raveesh Kumar. Nishant has been on hit-list of Khalistan sympathisers for his speeches against Sikh radicals and attacking Jagtar Singh Hawara—assassin of former Punjab’s Chief Minister Beant Singh. Nishant was stabbed in the early hours of September 25 after attackers broke the lock of his barrack. Afterwards, Nishant was taken to the Ropar Civil Hospital and was bought back to prison after treatment. No arrest had been made and an investigation had been ordered to identify the accused. On October 10 [2018], three Kashmiri students—Zahid Gulzar, Idris Shah, and Yusuf Rafiq Bhatt hostel of CT Institute of Engineering, Management and Technology in Jalandhar, and accused of four low-intensity blasts at Maksudan Police Station in Jalandhar. The bombs were thrown at different areas of the Police Station, injuring one Police official. Police officials had also recovered weapons, including an assault rifle and explosives, from Zahir's hostel room at Campus of the Institute. All three belong to the module of Ansar Ghazwat-ul-Hind (AGuH), and its ‘chief’ Zakir Rashid Bhat aka Zakir Musa instructed three accused to plant a grenade at the Chandigarh Bus Station, revealed the interrogation.
