Eight persons including four militants, two Army personnel and equal number of civilians were killed and around 24 civilians were injured in an encounter followed by clashes in Kulgam District on February 12, reports Daily Excelsior. Acting on specific information about the presence of militants in Nagbal, Frisal area of the District, Kulgam Police along with 1-Rashtriya Rifles (RR) and 18th Battalion of Central Reserve Police Force (CRPF) cordoned off the suspected house and started the search operation, Police said. Yesterday, South Asia Terrorism Portal (SATP) had reported Security Forces (SFs) on February 12, in an encounter, killed two unidentified militants at Yaripora area in Kulgam District and the operation was underway. This incident is been re-reported.

Police and paramilitary forces heavily deployed in Kulgam District foiled separatists’ March in the District on February 15, reports Daily Excelsior. Separatist leaders had called for protest March to Kulgam against the civilian killings during an encounter at Frisal in the District on February 12. Four militants, two civilians and two Army men were killed in the encounter. All entry routes towards Kulgam were sealed off and curfew like restrictions were imposed in the District. The situation remained peaceful and under control, and no protest March or clashes were reported from anywhere in the town. There were clashes in Pulwama as protesters pelted stones on Police and Central Reserve Police Force (CRPF), who, in retaliation, fired tear smoke to disperse them. And in Srinagar city, there was a complete shutdown and most of shops and business establishments also remained closed. The areas like Old City and Maisuma witnessed shutdown.

After the culmination of congregational Friday prayers at Jamia Masjid in Nowhatta area of the city, locals took to the streets to protest against the civilian killings in Kashmir. They pelted stones on the SFs, who were deployed there. Police and Central Reserve Police Force (CRPF) intercepted the protesters, triggering clashes. SFs fired several rounds of tear-gas canisters to disperse the protesters.

At least three militants including ‘district commander’ of Hizb-ul-Mujahideen (HM), fled from the cordon after stone pelting by locals on Security Forces (SFs) during the operation in Kulgam District on February 22, reports Daily Excelsior. Massive stone-pelting clashes erupted in two villages of the District as SFs launched search and cordon operations against a group of militants including HM ‘commander’, Altaf Ahmad Kachru. Sources said that Army’s 1-RR, Special Operations Group (SOG) of Jammu and Kashmir Police (JKP) and Central Reserve Police Force (CRPF) cordoned off Tarigam village of Kulgam District after receiving an input about the presence of three militants. Sources said that as the searches were started, the locals including women came out of their houses and held protests. The locals pelted stones on SFs involved in operations and tried to break the cordon to give safe passage to militants who were believed to be trapped inside.

Following the clashes, the cordon and search operation in the Tarigam village was called off and sources said that militants managed to flee from the cordon. Clashes also erupted at Qoimoh area of the District after SFs launched a cordon and search operation following information that the militants who fled Tarigam have taken shelter in nearby Makhdoom Mohalla locality of Qoimoh. SFs called off the operation at Qoimoh following clashes. Minor stone-pelting clashes were also reported from Kakpora area of Pulwama District. However, the situation there was brought under control by Police.

Stonethrowing clashes broke out in parts of summer capital Srinagar and in Sopore town of North Kashmir, on February 24, after Friday prayers during which Police used teargas against stonethrowers, reports Daily Excelsior. Witnesses said soon after the culmination of Friday congregational prayers, dozens of masked youth came out of Jama Masjid in Nowhatta and started sloganeering. Amid sloganeering, the masked youth pelted stones on Security Forces (SFs) deployed in the area and clashed with them for nearly an hour. Later, the clashes spilled over to nearby neighbourhoods and Police used dozens of teargas shells against the stonethrowers at Saraf Kadal and Rajouri Kadal localities. Security Forces (SFs) arrested 12 persons on stone pelting charges during which 15 persons were injured in Pulwama town in Pulwama District, reports Daily Excelsior on February 26. A shutdown was observed in Pulwama town amid stonethrowing clashes against arrest of a shopkeeper on February 25. A Police official said the arrested shopkeeper, Bilal Ahmad Mir, is a stonepelter and was held on charges of stonethrowing in the town. Since morning hours, protesters came out of their houses and pelted stones on SFs in the town. The clashes continued throughout the day and security men lobbed dozens of teargas shells to disperse the rockhurlers. The protesters were seeking release of the arrested shopkeeper. Eight SF personnel were among 15 persons who were injured in these clashes. Police later detained 12 persons on charges of stone pelting during the clashes in Pulwama.

According to reports, the house where the militants were hiding has been demolished by the SFs. The identity of the militants hasn’t been revealed yet. There was brief standoff between the students and Police during which both sides pelted stones on each other. The police while chasing down the students detained three of them. SFs cordoned off Ganowpora village in Shopian District in the evening after reports of two militants of HM – Naveed and Zahid – were hiding in a house. As the SFs cordoned the village, SFs fired few probing shots. The residents of the area immediately came out and pelted stones on the SFs, who were conducting the operation. Adil Farooq was hit by a bullet and was removed to hospital for treatment. He, however, succumbed to injuries. A Police spokesman said gunfight between the militants and the Security Forces (SFs) raged after siege was laid in the area following specific inputs. Police said 17 civilians, who were inside the house, where militants were trapped, were rescued. After the house was cleared of civilians, Police and Army blasted the house and it resulted in the killing of two militants. “While the cordon was being laid, some militants outside a house fired upon the security personnel which was retaliated. In the cross firing one woman sustained injuries and later succumbed,” the Police spokesman said. Another youth was also injured in clashes who later died. As the news about the operation spread in the area, a large number of people took to streets and tried to approach towards the encounter site and pelted stones at the SFs. SFs fired tear smoke shells to disperse the protesters. Director General of Police (DGP) Dr SP Vaid said that people assemble at the encounter sites at instigation of enemies of peace. “If you see the social media, there is instigation to youth to reach to the site of encounter to save Bashir Lashkar, these people assemble on the instigation of enemies of peace of this unfortunate Valley”, he said.Soon after the news about the killing of two militants including Bashir spread, clashes broke out at Kokernag, Pulwama and areas adjoining to Dialgam between protesters and SFs. Around a dozen civilians were injured in the clashes amid shutdown in the area. A Police officer said that in an incident of alleged reckless driving, an Army vehicle crushed to death a minor girl namely Aruba Jan in Aglar area of Zainapora in Shopian. The incident triggered massive demonstrations in the area and the angry youth vandalized offices of Sub Divisional Magistrate and Tehsildar Zainapora. Soon after the Friday prayers, protests broke out in Beerwah area of Budgam District during which protesters pelted stones at the Police and Security Forces (SFs). Army opened fire when they were heading towards their camp in the area, which resulted in severe injuries to two youth. One among the youth, identified as Tanveer Ahmed Wani who had received bullet injuries in his head, succumbed to his injuries. Thousands of people participated in the funeral prayers of the Wani. Following his burial, clashes broke out at several places n the area, during which SFs fire tear smoke to disperse them. Giving details of the incident, Police said that as per initial information received, a foot patrol of Army was returning to its camp and near Beerwah when some miscreants pelted stones at them. “Someone among these miscreants also hurled a fire cracker towards the Army men. Because of bang the Army men thought a grenade was hurled and they retaliated. Two persons identified as Tanveer Ahmed Wani and Mohammed Ibrahim Pala were injured,” he said, adding that among them Tanveer succumbed to his injuries while Ibrahim is stable. Dozens of youth carrying flags and banners of militants took out a protest rally from Jama Masjid after culmination of Friday congregational prayers and marched up to Nowhatta square where they resorted to sloganeering. They later attempted to march towards Nowhatta Police Station but were intercepted by Police after which clashes started between the two sides. The police used teargas canisters against the stone-throwers who continued pelting stones. Later, the youths dispersed and situation returned to normal. During clashes however two youths sustained minor injuries.The clashes also erupted in Rajouri Kadal and Saraf Kadal areas of Old City, adds Daily Excelsior. The National Investigation Agency (NIA) on September 5 arrested two persons, photojournalist Kamran Yusuf, working for a local English daily newspaper from Pulwama and Javed Ahmad Bhat from Kulgam for their involvement in instigating youth to indulge in stone pelting and protests, reports Daily Excelsior. According to the NIA, Bhat and Yusuf were involved in stone pelting incidents besides organizing groups of youths who would throw stones at security personnel involved in counter insurgency operations. Yusuf, who had often been warned by the local Police, was allegedly mobilizing the youth and clicking their pictures for circulation in local and national newspapers. The arrests came just a day before Kashmir Bar Association Mian Qayoom was scheduled to appear before the NIA at agency’s New Delhi headquarters in connection with a case of terror funding in which 10 separatists and others have already been arrested. Report added that a large number of Twitter and Facebook accounts and Groups have been blocked, or were in the process of being blocked, after 6386 telephone users were identified by the NIA, which were being used for fanning extremism and unrest in the Kashmir valley. Sources said that nearly 125 Twitter handlers/tweets, 79 WhatsApp Groups and accounts and 6386 mobile telephones have been blocked, which were spreading highly inflammatory information pertaining to happenings in Kashmir including anti-terror operations and drive against terror funding and hawala operations. The Union Ministry for Information Technology had used Section 69A of Information Technology Act, 2000 to issue directions for blockade of accounts while the Union Ministry of Home Affairs (UMHA) has used the powers vested with it to issue similar directions.

Hundreds of people soon after culmination of Friday congregational prayers hit streets in Lal Chowk area of Anantnag District and resorted to stone-pelting on Police. Witnesses said the Police retaliated by firing teargas canisters but irate protesters cornered them at multiple places and thrashed many of them including an officer while many other cops managed to save themselves.A group of youth attacked an armoured vehicle of Police outside District Magistrate Anantnag’s office and damaged its glasses and window panes. The Policemen already abandoned the vehicle and later the protesters set the vehicle on fire. A Police spokesman in a statement said “some miscreants from a mob started pelting stones on the police and security forces deployment at Lal Chowk in Anantnag” today after Friday prayers. “These miscreants also set a police vehicle on fire. The miscreants were chased off by using mild force,” he said. General Officer Commanding (GOC) Victor Force, Major General BS Raju, on November 3, said that after failing to take on Security Forces (SFs), militants in desperation aimed at soft targets like killing of Bhartiya Janata Party (BJP) youth president, reports Daily Excelsior. Speaking to reporters on the sidelines of a function at Budgam, Major General Raju said that SFs will take necessary actions against militants to restore peace in South Kashmir. “Two to three such incidents have taken place in recent past. We are given to believe these are acts of desperation by the terrorists. They are not able to make any concerted action against the security forces. So obviously they are looking at weaker targets and I am given to believe that police is taking necessary action against the perpetrators of these crimes and we as Army and other security agencies will continue to take all necessary actions against the militants so that people of South Kashmir can live in peace”, he said. Major General Raju further said that there are around 115 militants in South Kashmir, majority of them locals and this year they have already neutralized 80. “There are around 115 militants in south Kashmir and out of them, 99 are local and 15-16 are foreign terrorists. And the actions that we have taken since past 6-7 months; we have neutralized nearly 80 terrorists including top leadership. We believe this will continue and as soon as number of terrorists would decrease, the situation will improve”, Major General Raju said. Adding to it, the Major also said that the situation in South Kashmir is much better. “And, I want to say this that apart from these one-two political killings, the situation in South Kashmir is much better. The stone-pelting and random acts initiated by terrorists have also decreased. So, as the winter season sets in, our actions would be more effective and peace shall return”, he said. The GOC said that security forces are in the process of neutralizing the Jaish-e-Mohammad (JeM) militants. “There are indeed members of Jaish in South Kashmir and the process of neutralization of the Jaish cadre began yesterday (at Samboora) and we intend to act particularly against the Jaish”, he said, adding, there are 10-15 JeM militants in South Kashmir. “Definitely there is some strength of JeM and we are given to believe that there could be some 10-15 people in south Kashmir. We look at all them as terrorists and we will be taking action to neutralize them”, he said. Major General Raju also said that recruitment of the militants is a concern but efforts are being made to stop it. “New recruitment of militants is definitely a cause of concern. A lot of stakeholders need to work in a concerted manner to ensure that new recruitment is put in check. I would put the onus on the parents to ensure that they are able to take care of their children and I would put the onus on village elders, to the Moulvis in the villages and towns to ensure that they get right message across to the young people. I would like to put the onus on teachers and principals of schools and colleges where these people study so that they are able to bring sense into them that this is not the route that is going to take them anywhere and of course, the role of the security forces to ensure that they conduct operations in such a manner that would not alienate the population and the youth”, he said. The GOC further said that Zakir Musa group has been given much attention but its strength is not more than 8-10 people. “I think Zakir Musa phenomenon hasn’t caught that much of attraction as it appears to be. We are given to believe that the strength is not more than 8-10 people who are with him”, he said. A Police spokesman said: “Acting on specific information, Budgam Police along with 10 Gadwal and CRPF [Central Reserve Police Force] launched a cordon and search operation (CASO) in Futli Pora area of Police Post Pakherpora, Charar-e-Sharief in Budgam. During the search operation, terrorists hiding in the area fired upon the joint search party. The fire was retaliated, ensuing an encounter. Three terrorists were killed in the encounter. One of the killed terrorists was identified as Shabir Ahmad Dar resident of Thokerpora Pulwama. The identity of other two foreign terrorists is being ascertained. Three AK rifles, 3 AK magazines, 111 AK rounds and other ammunition was recovered from the encounter site.” The 12-Sector Commander, Brigadier Harbir Singh while giving details of the operation stated: “We got specific information about presence of terrorists in a specific house in Futli Pora. During protests, one boy sustained bullet injuries in arm. Locals set ablaze a vehicle in the area as they suspected it had been hired by Army. Internet services were suspended in Pulwama and Budgam Districts in the wake of the encounter. Police have handed over the body of militant Shabir Ahmad Dar of Thokerpora to his family.

Two militants and a soldier were killed in the Qazigund area of Kulgam District on December 4, reports Daily Excelsior. A group of militants belonging to Lashkar-e-Toiba (LeT) fired upon Army’s patrolling party at Bounigam in Qazigund on the National Highway, leaving three soldiers injured. One of the injured soldiers died later. The militants fled away after carrying out the attack and took shelter inside a building near the National Highway. As the Security Forces (SFs) intensified searches to trace out the hiding militants, they were fired upon, triggering an encounter. The firing between the two sides continued throughout the day. The SFs finally blasted off the building in which the militants had taken refuge. After searches of the debris were conducted following end of gun fire, two bodies of militants were recovered. However, they were not identified as yet. One of them is believed to be a local and another foreigner. One civilian was injured during the encounter. Another civilian was injured in pellet firing on stone pelters who had gathered in the area and pelted stones on the SFs who were conducting operation.

SSP, Kupwara, Shamsheer Hussain, said that the killing of the Sumo driver was a case of “mistaken identity”. He said that locals said that he was killed when he was coming out of his house but Army said he was killed in an ambush laid against the militants in the village. Deputy Commissioner Kupwara, Khalid Jahangir, has ordered time bound probe into the killing of the driver. Army’s Srinagar based Defence spokesman said: “Based on information of presence of militants in Thandipora village, army placed ambushes to maintain surveillance over the area on night 16/17 December. At around 2255 hours, ambush party observed suspicious movement of three persons near nallah in Thandipora village. The individuals were challenged by troops. However, they did not respond. Thereafter, militants opened fire towards Army ambush party which was retaliated. In the crossfire, one person, later identified as Asif Iqbal Bhat, son of Mohammad Iqbal Bhat, resident of Thandipora was killed due to gunshot wound. It is learnt that he was a sumo taxi driver. Investigations are in progress”, the spokesman said.
