On February 17, the Mumbai Police filed a 1,809-page chargesheet against 21 militants of the Indian Mujahideen (IM) who engineered bomb blasts across the country since 2005, reports The Hindu. The accused have been charged under sections 3 (1) (ii) for offence invoking punishment for not less than five years; 3 (2) for conspiring and abetting an offence; and 3 (4) relating to punishment for being part of an organised crime syndicate, of the Maharashtra Control of Organised Crime Act (MCOCA) 1999. Sections 295 (A) (damaging a place of worship with intent to insult the religion of any class), 505 (2) (statements conducing public mischief), 507 and 506 (II) (relating to criminal intimidation), 120 (B) (criminal conspiracy), 121 (waging war against the country), 122 (collecting arms for waging war) and 286 (negligent conduct with respect to explosive substances) of the Indian Penal Code (IPC) have been applied. They are also charged under the Unlawful Activities (Prevention) Act (UAPA) 1967 the Information Technology Act 2000, and the Arms Act. Most of the accused are from Azamgarh in Uttar Pradesh and are well-qualified professionals. The chargesheet states that “The Indian Mujahideen wanted to have bases in Mumbai and Maharashtra and therefore hired premises (in Sewree Cross Lane, Mumbai) and in Ashoka Mews and Kamaldeep Apartment at Kondhwa (Khurd) in Pune. Regular meetings were held at these premises for planning and carrying out terrorist operations and to harbour their members.” The IM, an offshoot of the Students Islamic Movement of India (SIMI), was responsible for bomb blasts in Ahmedabad, Delhi, Jaipur, Surat and Hyderabad. The IM’s media cell had its headquarters in Pune, conducted recces of places, hacked Wi-Fi networks in the city and sent threatening emails under its banner and from the email id ‘
[email protected]
’ before and after the blasts, the chargesheet added. Six persons are wanted in the case, including the masterminds Riyaz Bhatkal alias Roshan Khan alias Aziz alias Ahmadbhai; his brother Iqbal Bhatkal alias Mohammad bhai, and Amir Raza, the head of the IM. In addition, the chargesheet states that Raza was assisted by the SIMI and Lashkar-e-Toiba (LeT). He formed the Sahabbuddin Brigade for attacks in the south, Mohammad Gajnavi brigade for attacks in the north, Shaheed-al-Zarkavi brigade for attacks on VVIPs and media groups. Riyaz gave the orders to the militants while Iqbal played a key role in indoctrination. Non-bailable warrants have been obtained for 13 militants in the chargesheet.

Security was tightened at three major airports in Kerala after a call threatening attacks by the Liberation Tigers of Tamil Eelam (LTTE) sympathisers, reports Agencies on March 22. Extra security measures were in place at the international airports of Kochi, Thiruvananthapuram and Kozhikode following the threat, the Director General of Police Jacob Punnoose said, adding, “We are keeping high alert on the airports and surrounding areas since yesterday.” The Intelligence Bureau reportedly received an anonymous call on March 19 saying that LTTE sympathisers were planning bomb attacks at one of the facilities.

The ministry has issued a general alert asking the director generals of police of all States to maintain strict vigil when the Gandhi family members travel to the States. Officials said the alert specifically asked the southern States to keep a close watch of the visit of Gandhi family keeping in mind that the LTTE had carried out an attack on former Prime Minister Rajiv Gandhi, assassinating him during the run-up for elections in 1991, at Sriperumbudur in Tamil Nadu.

Addressing a protest demonstration in Chennai, capital of Tamil Nadu, Vaiko, a supporter of the LTTE, said there was nothing wrong in youth taking to arms and joining the LTTE in its fight against the SLA. A senior Bharatiya Janata Party (BJP) leader and former Union Minister, Murli Manohar Joshi, received a death threat from the Indian Mujahideen (IM), warning him against contesting the ensuing Lok Sabha (Lower house of Parliament) elections, reports The Hindu. The letter warned Joshi, a BJP candidate from the Varanasi constituency in Uttar Pradesh against holding meetings and chanting Har Har Mahadev (a Hindu slogan). The letter, reportedly written in broken Hindi and dropped at a local media office on April 11, was a photocopy with no name of the sender, but with Commander IM inscribed in it in the end, sources said. The Deputy Inspector General of Police, P.C. Meena, said an investigation has been ordered in connection with the incident, adding, "It would be clear only after a proper probe whether it was an act of mischief or a real threat to Joshi”. The elections for Varanasi are scheduled to be held on April 16.

A letter from the militant group's ‘area commander’ Sarfaraz Khan was received at the Congress leader's residence in capital Lucknow. According to Police Inspector Ajit Singh Chauhan, the letter states that Yadav would be killed soon, along with his family. "We have informed the Anti Terrorist Squad and intelligence officials about the letter. Officials said the alert was issued after a terror suspect was detained in Jammu and Kashmir and the Police recovered photographs of targets in Maharashtra from him. The colour pictures were reportedly sent to security agencies in Maharashtra by e-mail. “The photographs are genuine. They include the picture of a reputed bank near the Bombay high court, two railway stations in Mumbai and a railway station in Navi Mumbai,’’ an official said, adding that the Navi Mumbai station was not properly covered “security-wise’’. However, the alert did not specify the number of terrorists planning to enter Maharashtra and did not provide any information about possible local involvement. The fresh alert, officials said, also mentioned four dates on which the terrorists planned to carry out the strikes. This is the second alert in two weeks by central intelligence agencies. The first was issued on June 24—it said a 26/11-like terrorist attack could be repeated again via the sea route by the Pakistan-based Lashkar-e-Toiba (LeT). Meanwhile, Union Home Minister P. Chidambaram had warned that Pakistan-based terrorists could launch another sea-borne attack despite the bad weather and choppy seas. While the minister did not give details, sources in the central intelligence agencies described the threat as specific and the most serious in two years. A massive coastal patrol was launched following that alert.

According to The Hindu, Security Forces (SFs) were put on high alert in Chennai and its suburbs since the night of October 22 following a letter received at the Adyar Police Station that warned of attacks on important targets. Though the letter did not specify any date or time for an attack, it named the Tamil Nadu Police Academy, Chennai Airport, Officers Training Academy and the "American Embassy" (U.S. Consulate) among others as its targets and challenged the Police to avert the sabotage if they could, Police sources said. According to a source in the intelligence wing of the Police, the letter also listed T. Nagar, Ritchie Street and the Marina beach as possible areas of attack. It warned of an RDX explosion at the Chennai Central Railway Station. However, an official of a United Nations agency based in New Delhi communicated to the Tamil Nadu Police a similar threat perception, based on inputs that were received by the agency. The Chennai Police, meanwhile, enhanced surveillance and manpower deployment at vulnerable places as part of ‘Standard Operating Procedure’. "It could be a prank… but we are not taking any chances. Anti-sabotage checks are being conducted at vantage points and police presence has been stepped up in areas of public gathering," Commissioner of Police T. Rajendran said on October 23.
