Gorkha Liberation Organisation (GLO) chief Chattre Subba, presently in police custody, talking to newsmen on March 28, called for an all out struggle to achieve 'Gorkhaland', a separate State for Gorkhas. Subba, prime suspect behind the February 10-attack on the Gorkha National Liberation Front Chairman Subash Ghising, was arrested from Pashupati near the Indo-Nepal border on March 24. Contradicting police claims of having arrested him from a GLO hideout near the Indo-Nepal border in Sukhiapokhari, on March 24, Subba, said he had surrendered himself to the Nepal police who assured him of protection but had later handed him over to Darjeeling police. Owning responsibility for conducting an armed training camp at Tinkataria jungles in Kalimpong sub-division in November 2000, Subba admitted to have fled India and taken shelter in Nepal immediately after the encounter between police and terrorists at Tinkataria.

The All Manipur United Clubs’ Organisation (AMUCO), an umbrella body of 83 social organisations in Manipur, called for a 66-hour general strike in the State from midnight June 15 till June 18. The All Manipur Students’ Union (AMSU) also called for a 24-hour general strike in protest against the move. As a follow up, a red alert was sounded in Manipur. Police and security forces have stepped up patrolling in the Naga-inhabited areas in the valley, besides keeping a vigil on all vulnerable places throughout the valley districts.

Student groups in the State, like the All Manipur Students Union (AMSU), have threatened to launch a ‘separatist campaign’ to preserve the territorial integrity of Manipur, which they feel is threatened by this latest agreement. The AMSU, on June 17, asked all members of the State Assembly and Members of Parliament (MPs) from the State to resign within 48 hours in protest against the decision. Earlier, 24 legislators, on June 16, submitted a memorandum to Governor Ved Marwah. They also decided to launch a mass movement to mobilise public support across the North East in order to secure a reversal of the agreement.

Indefinite curfew has been imposed in three districts, Imphal East, Imphal West and Thoubal, on June 18. According to media reports, unofficial sources put the death toll at 32. According to official sources, 10 of the 13 people were killed at the Manipur Chief Minister’s secretariat. The leader of the surrendered terrorists, Dhananjay Reang, has stated that unless the Tripura government fulfilled their demands, some of the surrendered terrorists would return to violence. Dhananjay Reang was a founder president of the National Liberation Front of Tripura (NLFT). He had formed the TRA outfit following a split in the NLFT in 1993, but joined the mainstream in 1997 after four years of militancy. A total of 145 TRA insurgents led by Reang had surrendered in 1997 in South Tripura district before former state home minister Samar Chowdhury.

This incident occurred in Takarjala, a remote block under the Bishalghar subdivision in West Tripura district. Later, on September 26, at the same location, Kendraichara Village Development Committee chairman and IPFT leader Sudhir Debbarma was killed by terrorists of the NLFT-Nayanbashi faction. The IPFT has close links with the Biswamohan Debbarma faction of the NLFT, with which the Nayanbashi faction is carrying on an internecine warfare. It claimed these people have been displaced from their homes in Manipur’s Imphal valley in the wake of the anti-ceasefire uprising in June 2001. After the June 14 decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), there were widespread protests by the Meiteis in the Manipur Valley. There was also increasing tension between the Meiteis and the Nagas living in manipur, which led to the Nagas living in the Imphal Valley of manipur, which is dominated by the Meiteis, to move to safer locations. According to the NISC, these internally displaced Nagas have since been living with their friends and relatives in the Naga-dominated hill districts of Manipur, and also in the hills of Assam and Arunachal Pradesh.

According to media reports, hundreds of people, mostly businessmen, on December 5, protested at the Bilasipara police station demanding the immediate arrest of two surrendered ULFA (SULFA) activists for their alleged involvement in the abduction and subsequent killing of a local trader. The trader was reportedly abducted on October 12 and his body was recovered on December 5. Sources added that police later arrested four persons including two suspects for questioning.
