On January 7, Meghalaya Police had killed two National Democratic Front of Bodoland (NDFB) terrorists in an encounter at Tapadaranchi, near Mendipathar, in East Garo hills district, Meghalaya. Quoting official sources, media reports added that the encounter took place when a group of armed terrorists had been trying to sneak into Tapadarenchi. While one terrorist had been injured and arrested subsequently, the others managed to escape in the cover of darkness. Police recovered a Chinese-made hand grenade from the arrested terrorist.

On January 14, a United Liberation Force of Asom (ULFA) terrorist was killed in an encounter with security force personnel in Patkijuli village, under Khairani police post-limits, Assam. Quoting Army sources, media reports added that, on getting specific information that three or four ULFA terrorists were moving along the India–Bhutan border to collect ration, medicine and winter clothing for colleagues in camps in Bhutan, the Army laid an ambush. In the ensuing encounter, an ULFA cadre was killed, while the others managed to escape. An AK 56 rifle, a magazine and 28 live rounds of ammunitions were recovered from the site of the encounter.

On January 21, Border Security Forces (BSF) personnel rescued eight of the nine abducted persons––including some senior officials of the Food Corporation of India (FCI) while they were being taken to Moreh, in Manipur, bordering Myanmar. According to media reports, after receiving information on the abductions, BSF personnel stationed at Khongkhang swung into action and after a brief gun battle rescued the officials. However, unidentified gunmen fled the spot with a hostage––an FCI Deputy Director of Dimapur, Nagaland. Meanwhile, the BSF and other security agencies have launched a massive manhunt to rescue the deputy director.

According to media reports, on a tip off, the police laid seize to a PLA hideout at Nandeibam Uku, under Singjamei police station in Imphal East district, and asked the terrorists to surrender. However, the terrorists opened fire, possibly in a bid to flee. The terrorists, including the ‘PLA central committee chief’ Khomdram Lalaba alias Jayentakumar alias Jim Kelly alias JK, were killed in the retaliatory firing by the police. Reports added that Khomdram Lalaba had been granted bail after he was arrested in the early 1990s.

A woman also received bullet injuries during the encounter. Quoting official sources, the report further said that the incident occurred at Neogpara village under Kalaigaon police station limits when security forces were searching the village on specific information that a group of ULFA terrorists had sneaked in. While three ULFA terrorists were killed in retaliatory firing, the Army Major, Indrajit Singh Babar, also lost his life during the encounter. The remaining terrorists of the group escaped following the incident. 12 dwellings were also gutted during the encounter. According to police sources, the slain terrorists had come from their Bhutan camp reportedly with an intention to surrender. However, another group of four NDFB terrorists clashed with them at Nonaikhas area, under Paneri police station limits. Two NDFB terrorists were killed in the ensuing gunfight. It was not immediately clear if both the slain terrorists were those who wanted to surrender. An 11-year-old boy also sustained injuries during the crossfire. A security force personnel and a suspected Kanglei Yawol Kanna Lup (KYKL) terrorist were killed in an encounter that ensued during a rescue operation at Charangching Khunou in the Chandel district of Manipur on July 11. On specific information, a security force (SF) search party cordoned a hideout where the terrorists had held captive a businessman from Wabagai. However, the terrorists present inside opened indiscriminate fire killing a SF personnel. The SFs retaliated by firing back in which a terrorist was killed. The abducted businessman was rescued following the operation. While an AK-47 rifle was recovered from the slain terrorist, subsequent search of the hideout led to the recovery of three AK-47 magazines, two 12 bore single barrel guns, two magazines of Self Loading Rifles (SLR), 211 rounds of assorted ammunition, three hand grenades, 500 grams of explosive material and an Light Machine Gun (LMG) magazine box, among other things. Body of another person believed to be owner of the house where the terrorists were hiding was also recovered from the incident site. About eight to nine KYKL terrorists reportedly escaped under the cover of fire.

In the first encounter an ANVC terrorist was killed near Garobadha in West Garo Hills district as terrorists traveling in a vehicle fired at a police party after they were asked to stop. Two other terrorists, including a woman were arrested. The arrested cadres led the police party to a tourist resort at Dakpgre near Tura, from where eight other ANVC cadres were arrested. Three of these terrorists assisted security forces to another nearby camp of the outfit at Bolrenggre where the second encounter occurred. In an exchange of fire, four ANVC terrorists camping at Bolrenggre and three terrorists who were accompanying the SF personnel from Dakopggre were killed. Some other terrorists from the camp managed to escape. Security forces recovered one AK-56 rifle with twelve rounds of live ammunition, one Pakistan-made.32 pistol with seven rounds of ammunition, two Chinese hand grenades and some incriminating documents including demand notes and photos from the encounter site.
