UK Home Secretary’s decision, which has been taken following the judgement of the Proscribed Organizations Appeals Commission (POAC), rejects the application of a LTTE front organization to de-proscribe the LTTE in the UK. The LTTE, therefore, remains a proscribed organization in the UK, as in over 30 other countries worldwide, including in the EU region.

In a joint communication, United Nations (UN) Special Rapporteurs have recommended to review the Prevention of Terrorism Act (PTA) in Sri Lanka to bring it in line with international human rights standards, reports Daily Mirror on September 9. In a communication, seven UN rapporteurs including Mary Lawlor, the Special Rapporteur on the situation of human rights defenders have expressed their deep concern at Attorney-at-law Hejaaz Hizbullah’s detention which they believe may have been used as a means to prevent him from further engaging with ongoing human rights cases in relation to rising hate speech, violence and discrimination against the Muslim minority in Sri Lanka. The Special Rapporteurs have expressed further concern at the reported irregularities in due process, partly facilitated by the PTA which allowed Hizbullah to be held without charge for almost a year with severely restricted access to lawyers.

At the Council’s upcoming session, which begins on September 13, 2021, UN member countries should express their alarm about the ongoing abuses by the government of President Gotabaya Rajapaksa and the weakening of independent governmental institutions, civilian governance, and the rule of law, the HRW said in a statement. Speaking at the 48th United Nations Human Rights Council (UNHRC) session, the European Union (EU) delegation on September 14 expressed regret that Sri Lanka no longer support the UN framework to address the legacy of the past conflict, to ensure acknowledgements for victims, and to foster accountability, reconciliation and human rights, reports Tamil Guardian. The Director of the Western Province Intelligence Division has instructed the Senior DIG Western Province that it would be appropriate for the relevant section to conduct a speedy investigation into the information received them on this WhatsApp group. It was reported that a WhatsApp group called 'Interschool' is related to the ISIS and if someone was invited to join, they could not leave the group after joining. Meanwhile, Police Spokesman SSP Nihal Thalduwa told that Police are monitoring all suspicious groups on social media which could be a threat to national security.

Police on September 26 said that a message circulated on social media about a WhatsApp group related to Islamic State (IS) is a hoax, reports Colombo Page. Police has released a clarification on the purported intelligence document said while the letter is from the Director of the intelligence unit, the matters mentioned about the said WhatsApp group were based on unconfirmed information. Police said the disclosure of confidential documents by the intelligence services or leaked information is an offense punishable under the State Secrets Act as well as the dissemination of information through computers that could endanger public safety is a punishable offense under the Computer Crimes Act. United Nations (UN) Secretary General António Guterres on September 29 documented allegations of reprisals in Sri Lanka, reports Daily Mirror. A report documenting the incidents was presented to the United Nations Human Rights Council (UNHRC) in Geneva by UN Assistant Secretary-General for Human Rights Ilze Brands Kehris. On Sri Lanka, the report noted that the High Commissioner for Human Rights in her February 9 report to the UNHRC had said that “a pattern of intensified surveillance and harassment of civil society organizations, human rights defenders and victims appears to have intensified over the past year, including of those who supported the implementation of Human Rights Council resolution 30/1”. The High Commissioner raised concern that this environment “is creating a chilling effect on civic and democratic space and leading to self-censorship” and urged “the authorities to immediately end all forms of surveillance, including intimidating visits by state agents and harassment against human rights defenders, lawyers, journalists, social actors and victims of human rights violations and their families, and to refrain from imposing further restrictive legal measures on legitimate civil society activity.”
