Sanath Karunaratne, said in Colombo, also on May 1, that one boat had blown up when approached by naval craft. "It suddenly exploded. We don't know the reason," Karunaratne said. He said he suspected it was an LTTE boat as no other boat operates in the waters there.

Speaking on May Day, Prime Minister Ranil Wickremasinghe said people have given his government a mandate to solve the North-East problem without taking recourse to war. He said the people have become averse to war and want the shattered economy to be re-built. He also declared that international opinion was supportive of the government and its efforts, and said the killings orchestrated to get the Indian Peace Keeping Force (IPKF) out of the country had then badly damaged the goodwill that Sri Lanka enjoyed in the international community. Stating "We will not fall for that again", he said it was only the political parties (meaning President Chandrika Kumaratuga’s People Alliance) that were opposing the peace process, even while religious groups and several social groups have expressed support. The Prime Minister emphasised that it was necessary to create conditions to force the Liberation Tigers of Tamil Eelam (LTTE) to come to the negotiating table .

Reports said on May 2 that the Sri Lanka Monitoring Mission (SLMM) has ruled that the Liberation Tigers of Tamil Eelam (LTTE) has not violated the terms of the truce agreement It said it does not consider the sailing of a Sea Tiger convoy, intercepted and challenged by Sri Lankan navy gunboats near Trincomalee seas, April 124, as a breach of ongoing cease-fire. SLMM chief monitor General Tronde Furuhovde said it was a mistake on its part to not inform the planned movement to the naval authorities. The convoy consisted of rebel leaders returning to the Eastern province after attending crucial meetings in the Vanni at the LTTE headquarters.

Yet another report on May 3 said the Sri Lankan Army has agreed to let LTTE cadres wear their trademark cyanide capsule around their neck and enter government controlled areas for political work and not to physically frisk them at the entry point. 28 cadres, including six women, have entered Jaffna from the Muhamalai check-post after seriously disagreeing on the Army’s contention on the capsule and after resolving the same. The LTTE has however not been permitted to carry unlicensed telecommunication equipment into government-controlled areas and cadres without the national identity card have been asked to deposit their photograph and other details to obtain temporary pass for entry..

President Chandrika Kumaratunga’s Sri Lanka Freedom Party (SLFP) on May 3 said it would fully support and cooperate with the government in finding a negotiated solution with the Liberation Tigers of Tamil Eelam (LTTE) to the protracted ethnic conflict and to bring peace. The SLFP however, said, for this, the government of Prime Minister Ranil Wickremasinghe must recognise that the President has a very important role to play on the peace process and, further, the government should stop the harassment, suppression, intimidation and unjustified imprisonment of the SLFP-led People’s Alliance activists.

He discussed the shooting incident in Nilaveli, on May 29 night, in which two Tamil women were wounded due to Navy gunfire. Subsequently he met with Victoria Lund, Norwegian head of the Trincomalee SLMM and her Swedish assistant Pontius Westrom as well as the government and Liberation Tigers of Tamil Eelam (LTTE) representatives of the SLMM.

People's Alliance (PA) National List Member of Parliament (MP) Ronnie de Mel, on May 4, speaking at a function at Palana, Gangarama Viharaya in Weligama, said he was disillusioned with the PA regarding the peace process and declared his support to Prime Minister Ranil Wickremasinghe and his United National Front (UNF) government, from which he had earlier defected. He said that it is the UNF Government which has the power to achieve these objectives. De Mel said he had three political objectives - peace and unity in the country, economic development as a solution to unemployment and a righteous political culture.

Sri Lanka Monitoring Mission (SLMM) head Major General (Retd.) Trond Furuhovde went to Jaffna and met with officials of the Sri Lankan Navy at the Karainagar naval base, on May 31. Reportedly, the conditions set by the Navy to permit the Liberation Tigers of Tamil Eelam (LTTE) to conduct political work in the islands in Jaffna came up for discussion between the chief monitor and naval officials. The LTTE has already said the conditions were ‘humiliating’ and declined to enter the islands under those conditions. Furuhovde also met with army officials and discussed the problems in implementing the terms of the ‘permanent cease-fire’ between the government and the LTTE.
