The Sri Lankan Government and Liberation Tigers of Tamil Eelam (LTTE) on June 2 agreed to strengthen co-operation between the Security Forces, Police and the outfit to identify and arrest criminal elements responsible for the recent killings in Batticaloa district. Sri Lanka Monitoring Mission (SLMM) spokesperson Disa Finnboga told the Daily News that the Security Forces, LTTE and the Police had a 'fruitful' discussion at the Vavunaitivu Divisional Secretariat under the Chairmanship of SLMM Acting Chief Hagrup Haukland. In a statement issued after the meeting, the SLMM said the LTTE agreed to immediately establish a direct liaison with the Sri Lanka Police. "The LTTE further agreed to provide information to assist with identification and apprehension of criminal elements in Batticaloa area", the statement added.

Sri Lanka's governing ally, the Janatha Vimukthi Peramuna (JVP), has urged the international community to exert pressure on the Liberation Tigers of Tamil Eelam (LTTE) to give up the "pre-condition'' linking its proposal for interim self-rule in the northeast to resumption of the stalled peace talks. "The Tiger organisation which states there are no pre-conditions for discussions on the other hand says they would not discuss anything other than proposals on an interim administration.'' The "main reason'' for the delay, which perturbs the international community as well, is this "pre-condition,'' the JVP's Parliamentary group leader, Wimal Weerawansa, said in a statement.

According to Reuters, Sri Lankan President Chandrika Kumaratunga has agreed to a Liberation Tigers of Tamil Eelam (LTTE) demand to hold talks on the proposal for interim self-rule, overcoming a stumbling block to restarting the stalled peace talks. The President is reported to have indicated this during her audience with parliamentarians from the LTTE-backed Tamil National Alliance (TNA) on June 10. "She is prepared to talk now on the basis of the ISGA [Interim Self Governing Authority], not linking the core issues," Joseph Pararajasingham, a member of the TNA delegation, told Reuters, referring to the LTTE proposal for an interim self-governing authority in the north east region of Sri Lanka. The president’s office has, however, declined to comment on the issue.

President Kumaratunga in an Address to the Nation over television on June 12 on the occasion of the Government completing 60 days in office had said that a team of senior Cabinet Ministers would be appointed to negotiate with the LTTE once dates for the talks are agreed upon. "While the two parties have not yet reached agreement about how to proceed, the Government will approach the issue of the content of the next round of talks in a principled manner," the President further said. According to her, the Government is also ready to discuss with the LTTE interim political measures that can address this need within the contours of the sovereignty and territorial integrity of the country.

A hartal (strike) launched by a Liberation Tigers of Tamil Eelam (LTTE) backed group in protest against the alleged checking of two LTTE women cadres by security forces is reported to have paralyzed life in the Mannar town on June 15. The incident reportedly occurred at the Police-Army checkpoint in Mannar town on June 14 when two LTTE women cadres attempted to enter cleared areas without allowing troops to check them. The women were later handed over to the Sri Lanka Monitoring Mission (SLMM) for further investigation.

According to The Hindu, there were clashes between the Liberation Tigers of Tamil Eelam (LTTE) and cadres loyal to former ‘special commander’, V. Muralitharan alias ‘Col. Karuna’ in the eastern Batticaloa district earlier this week. Details of the clash, which, according to defence sources, occurred in the Thoppigala jungles of Batticaloa, are not available. Although the exact number of fatalities is not known, some reports placed the figure between three and 15. The fighting took place when Karuna's group "either ambushed or attacked'' some LTTE vehicles which had crossed into rebel-held territory sometime between the midnight of June 12 and early morning next day. One defence source placed the toll at 15 dead, of whom "12 or 13'' are said to be from the LTTE and the remaining from Karuna's group.

The Batticaloa LTTE Head of 'Women military wing', Nilavini, Batticaloa Head of LTTE 'Political Wing', Premini, 'Senior Commanders' of the women 'military wing', Lavanya and Theenthamil who left with Karuna in early April during the offensive by the LTTE, said they escaped from Colombo where, according to Nilavini, "they were all together under Sri Lanka security forces." However, the Sri Lanka's Secretary of Defence, Cyril Herath, told the BBC Sinhala Service Sandeshya that he denies totally the allegations by the LTTE that Sri Lankan Government was providing shelter to Karuna.

On June 22, the United States Assistant Secretary for South Asia, Christina Rocca, said that the designation of Liberation Tigers of Tamil Eelam (LTTE) as a terrorist organisation will remain and Washington is looking forward to the day when the LTTE will take the "necessary steps" to get off the list. "At the moment there are no plans to take them off. They continue to recruit child soldiers. They continue to conduct extra-judicial assassination of politicians who disagree with them. They are continuing to stockpile weapons ... they will need to renounce terrorism in word and deed in order to be taken off that list. And we look forward to the day when they can do that," Ms. Rocca told lawmakers of the Asia Pacific sub-committee of the House Panel on International Relations.

Muralitharan (`Colonel' Karuna), has a role in mainstream democratic politics. A monthly salary of Rupees 8,500 has been offered for volunteers, who have been asked to apply at an LTTE `police station' in the eastern Batticaloa district before June 30. The Liberation Tigers of Tamil Eelam (LTTE) has stepped up the conscription of children to its ranks, according to UNICEF. The UN agency confirmed that the LTTE has accelerated the recruitment of under age combatants in April and May, especially in the North. In April, the LTTE officially released 269 children and expressed willingness to provide formal release letters for over 1,300 other children. UNICEF has received 159 reports of children being recruited by the LTTE since April, mostly in the North. In Batticaloa and Ampara districts there have been 26 cases of new recruitment and 30 cases of re-recruitment in the past six weeks. "The LTTE has not lived up to its commitment to end once and for all the practice of taking children into its ranks," says Ted Chaiban, the Head of UNICEF in Sri Lanka. "The April returns were a big step forward by the LTTE….however, this has been completely undermined by continued recruitment of new children over the past couple of months." Chaiban said.

Speaking to the press after meeting Norway’s special peace envoy Erik Solheim on June 30 in Kilinochchi, Liberation Tigers of Tamil Eelam (LTTE) political wing leader Thamilselvan said that the outfit was committed to resuming peace talks. He, however, added that the Government should take the initiative in this regard. Thamilchelvan said that "if the Sri Lankan President and government are serious about the cease-fire agreement and peace talks they should stop sheltering Karuna and backing the murder and mayhem in which some of his henchmen are indulging Batticaloa." Speaking to the press at the conclusion of the meeting, Solheim said that "there is no major breakthrough I can speak of at the moment but we as facilitators are working hard to bring both the parties to the negotiating table soon."
