Defence Authorities have reportedly requested the public to be more vigilant about sleeper Liberation Tigers of Tamil Eelam (LTTE) cadres living outside the North and East preparing for major attacks targeting sensitive economic or military centres in the South, especially in the Western province, reports Daily News. A senior unnamed Defence Ministry official told Daily News that the public should be more vigilant about sleeper LTTE cadres living in Colombo and suburban areas posing as normal civilians awaiting instructions from the LTTE to accomplish their missions. "There is a tendency among these LTTE cadres to pose as Muslims as to make their tasks easier," the official added.

The Liberation Tigers of Tamil Eelam (LTTE) has begun issuing identity cards (ID) to civilians living in territories under their control, according to Colombo Page. The Commissioner of the Tamil Eelam Department of Registration of Persons, S. Jeyenthiran, issued the first high-tech identity card with a Social Security Number, by which a person is identified in a computer network, to LTTE chief Velupillai Prabhakaran. The LTTE is often charged with forging National Identity Cards issued by the Sri Lanka Persons Registration Department for the use of military operatives planted by the organization in Colombo and other areas in Sri Lanka. An LTTE statement said the "civil administration" in its administered regions in Northeast has launched "Tamil Eelam National Registry of Persons" on January 1, adds The Hindu. The card would function as the SSN as used in many western democracies, according to Tamil Net, which added that a Tamil Eelam national registration number is to be assigned to each person to strengthen the effectiveness of a computerised administration.

Troops recovered the dead bodies of three Tamil youths, believed to be supporters of the Liberation Tigers of Tamil Eelam (LTTE) breakaway faction led by ‘Colonel Karuna, from the Kiran area of Batticaloa district on January 1, reports Sri Lanka Army. Civilians informed the troops that three dead bodies were found lying close to a church in the area, apparently killed by the LTTE cadres on December 31. The victims were identified as Sivanesvaram Puwanesvaram, Senthurai and Yoganadan Mayuran.

Colombo Page quoting Military sources reports that the Sri Lanka Air Force (SLAF) destroyed a Sea-Tiger base in Mannar on January 2. Similarly, SLAF launched an aerial attack on the Panichchankerni LTTE mortar positions in the Vakare region of Batticaloa district and destroyed several mortar and artillery gun positions. "With view to eradicating Sea Tiger capabilities in north of Mannar, SLAF Kfir jets this morning bombed several identified Tiger terrorist targets in Illuppaikadavai, Mannar, and Panichchankerni in Vakarai," Military spokesperson Brigadier Prasad Samarasinghe said. He added that the jets bombed targets after conducting surveillance in the area, and this particular Sea-Tiger base had been regularly used by the LTTE to launch deadly attacks on the Sri Lankan naval fleet on duty in the seas around the Gulf of Mannar. Meanwhile, the LTTE claimed that due to the aerial bombing, at least 15 people died and several others were injured. However, the Sri Lankan Government denied that the SLAF bombed civilian settlements. The Media Centre for National Security stated that SLAF Kfir jets carried out air strikes on a well-identified target - a Sea Tiger base in Illuppaikadaval, north of Mannar.

The Government of Sri Lanka reiterates that the only authority permitted to issue National Identity Cards is the Commissioner of Registration of Persons," the Government said in a statement on January 2. Media Centre for Ntaional Security in a release on January 4 stated that the Liberation Tigers of Tamil Eelam (LTTE) face a severe recruitment problem to fill their numbers as 'fighters' due to heavy losses they sustained in Mavil Aru, Muhamalai, Thoppur, Sampur, Muttur jetty and Vakarai. The breakaway faction of the outfit led by its former ‘Eastern Commander’ ‘Colonel’ Karuna creates the major hurdle in the recruitment of the outfit. The Eastern Province, the former resources pool to fill the vacancies for their dead and wounded is now closed. Since December 1, 2005 until December 28, 2006 the LTTE reportedly lost 2108 cadres and even more than that were injured. This is estimated, to be over 25 % of what was their total strength and much more if the injured are included. The dead and wounded include 'senior fighters', intelligence cadres and area leaders who are hard to replace. After the cease-fire agreement signed in February 2002, available records indicate that 549 outfit cadres have surrendered until January 2, 2007.

The TRO is an LTTE affiliated Non-government Organisation (NGO), engaged in emergency relief and development work in the north and east. The CID is reportedly working in collaboration with the Financial Intelligence Unit of the Central Bank, which is conducting an investigation into the finances of the TRO. The TRO, which worked exclusively in the North and East prior to 2002, was registered as a NGO in Sri Lanka after the cease-fire agreement was signed. Ahmed also resigned from the post of chief adviser to the caretaker government. Nine advisers to the caretaker government too resigned from their posts while Justice Fazlul Haque, the senior most among the advisers, took the charge as acting chief adviser. According to Daily Star, the council of advisers will be reconstituted in a day or two to hold a credible election within shortest possible time. The parliamentary election scheduled to be held on January 22 has also been postponed. According to Associated Press, military spokesperson, Brig. Prasad Samarasinghe, said, "They (rebels) targeted our camp in Mankerni with artillery fire late Saturday and we lost four soldiers." Earlier, Sri Lanka Air Force jets damaged a LTTE base in the Verugal area, about 20-kilometers north of the Military's Mankerni camp, said Samarasinghe, adding, in the Ampara district, anti-terrorist commandoes captured two more LTTE bases, bringing the total number of the outfit’s bases captured this week to four. At one of the camps "torture chambers and lockups were established to torture escapees and informers including women cadres," the report said. The alleged torture cells were small, said the report, adding "many of the surrendered LTTE child cadres have repeatedly revealed the harassment meted out to them by the LTTE if they are caught escaping." "Under international humanitarian law, a hospital and its personnel exclusively assigned to medical purposes must be respected and protected in all circumstances and may not be the subject of attack," the ICRC said in a statement. "As long as the hospital is not used to commit hostile acts, such as launching military offensives or storing military equipment in its compound, the hospital must not be attacked. Civilians who have sought refuge in or near the hospital have to be respected at all times," it said. The ICRC called on both the Sri Lankan government and the LTTE to respect the protection of the hospital and the civilians who have sought shelter in the area.

"Following an hour-long effort, the Sri Lanka Army troops finally liberated the Vakarai town and hospital, which was used as an artillery launching pad by the terrorists," a government statement said. "Since 1996, this town had various problems from the terrorists. However, from early October 2006, Vakarai life was disturbed drastically with the terrorists trying to turn the town into a battlefield. The Army thus launched a rescue mission in early November 2006 and since then closed the gap on the terrorists," it said. According to Military sources, the troops are consolidating their defences in the Vakarai town removing booby traps, mines and various other obstacles, adds Daily News. Defense spokesperson Minister Rambukwella said that the security forces will be able to take full control over Vakarai and Kathirveli areas after flushing out all LTTE cadres very soon. "The Government is confident that the Security Forces will be able to establish civil administration in Vakarai within the next two three weeks to resettle the civilian population," added Rambukwella.

The report added that two double cabs loaded with medicine, three motor bicycles, a van, a double cab (Nissan), a tractor, four generators (20kv and 2.5kv), 10 beds, a large quantity of medicine, an oxygen cylinder, office equipment and a television set were recovered by the STF at a LTTE managed medical centre in Gangamuwegoda. 52 rice packs, 12 tents, a large stock of cooking utensils, empty sacks bearing the WFP logo and 25 plastic buckets too were recovered from the LTTE stores in Udebbikulam. "It is believed that the medicine items and dry foods recovered at the LTTE camps have been donated by INGOs," STF sources said. It was a part of the anti-terrorist operation code named Jaya Niyathai (Sure Victory) carried out by the STF, said Deputy Inspector General Nimal Leuke. He added that STF personnel destroyed over 20 LTTE strongholds during the Jaya Niyathai operation. The STF launched their first anti terror operation in Ampara district in December 2006.
