Bhamre said, in 2016 the area along the Line of Control (LoC), which is under operational control of the Army, saw 228 instances of ceasefire violations while the area along the international border (IB) in J&K, under the control of the Border Security Force (BSF), recorded 221 instances of ceasefire violations. This accounts for more than one instance of ceasefire violation every day. In 2017, 30 instances of ceasefire violations were recorded along the LoC while six such instances along the international border were recorded until February 6 by the BSF.
According to the sources, Tambe was identified by Dr Ramamurthy Kosanam, a doctor from Andhra Pradesh who was recently rescued and brought back to India from Libya in February, 2017. Dr Kosanam had been held captive by IS militants for around two years. He identified Tabrez as a medical attendant in the hospital where the doctor was forced to work by the militant group. “Upon his return, an ATS team visited him and showed him Tabrez’s photographs. Through the photographs, Dr Kosanam identified him and informed us that he was working as an attendant,” said the official. After the identification, security agencies mounted efforts to track him and subsequently the Libyan authorities confirmed Kosanam’s claims and informed the Indian agencies that he was in custody of their army.
The ATS probe has also revealed that Tabrez had booked a return ticket to India to avoid suspicion. “Tambe made a booking through an online travel portal. We interrogated the Delhibased representative who made the booking. The investigation has revealed that he booked a return ticket just to show that he intended to return to India. However, our investigation has revealed that the plan to go to Egypt for employment was an alibi; the real purpose was to leave India to join the IS,” said an ATS officer, adding that the investigators were combing Tabrez’s social media profile and questioning his friends.

Another accused Mohammad Asif, resident of Shopian has been arrested by the Police from Shopian on a tip off given by Jammu Police to their counterparts in Shopian. The main accused Amir Hussain, resident of Hallpora, Ratnipora of Shopian is absconding along with AK47 rifle and 30 rounds. Sources from the ATS said that MEA officials spoke to Tambe on the telephone on “encrypted channels”. “We traced Tabrez through sources and later made MEA officers talk to him two weeks ago on encrypted channels,” said an ATS source. After contacting Tambe, the ATS shared the contact details with the MEA. Sources from the MEA were tightlipped about the exact details of the encrypted conversations with Tambe as the process is still underway. The MEA has begun approaching the various power centres in Libya to facilitate Tambe’s return. He is allegedly under the custody of Libyan authorities.
