The Khyber Pakhtunkhwa Assembly on October 1 unanimously passed a resolution pushing the Federal Government to begin dialogue with the Tehreek-e-Taliban Pakistan (TTP) for peace without delay in light of the guidelines of the recent All Parties Conference, reports Dawn. Also, the House expressed solidarity with the families, who lost members during the recent suicide bombing of All Saints’ Church in Peshawar, besides condemning terrorist attacks in the Qissa Khwani Bazaar and against the bus of the Civil Secretariat employees. Provincial Law and Parliamentary Affairs Minister Israrullah Khan Gandapur and the opposition members moved the unanimous resolution after the discussion on the current wave of terrorism and prevailing security situation in the province was over. The session called on the requisition of the opposition was later adjourned for indefinite period after two days discussion. The resolution said the assembly condemned attack on the church and that victimisation of minorities was an attack on the ideology of Pakistan.

At least 15 militants were killed and several others were injured when a suicide bomber ran a vehicle full of explosives into the headquarters of Mullah Nabi Hanfi group of the Tehreek-e-Taliban Pakistan (TTP) in the Spin Tall area of Hangu District in Khyber Pakhtunkhwa (KP) on October 2, reports The Express Tribune. The headquarters building collapsed due to the explosion and the compound was badly destroyed. Mullah Nabi Hanfi was a ‘commander’ of the Hangu chapter of the TTP before switching sides and joining the Government’s counter-insurgency efforts. Nabi had said earlier that his group was on TTP’s hit list since the latter wanted to seize control of Hangu, Kohat, Orakzai and parts of the Kurram Agency in Federally Administered Tribal Areas (FATA).

Meanwhile, the KP Government decided to engage the Army to protect polio workers in five union councils of Peshawar, the provincial capital of KP, during the vaccination campaign beginning on October 5, the Dawn reported on October 3. It is the first time that the Army’s support is being sought in the restive areas of Peshawar. The vaccination campaigns were not delivering the goods in Achini Bala, Sheikhan, Matani, Sherikera and Jugani union councils adjacent to Khyber Agency or Mohammad Agency (FATA) for being inaccessible to polio workers and Police. Local said the poor or no vaccination had left around 800 local children under the age of five years at the high risk of physical disability. The officials said the engagement of the Army men for the vaccinators’ protection would cost PKR 14.4 million. They said unlike other parts of the province, where three-day campaign targeting 5.1 million was already underway, a separate, one-week campaign had been planned for the provincial capital to target 754,000 children under the age of five years with the help of 3,600 vaccinators.

Elsewhere, the Peshawar High Court on October 3 directed the Pakistan Telecommunication Authority (PTA) to end the roaming service provided to Afghan cellphone companies in the country within a fortnight, observing that SIM (subscriber identity module) cards of Afghan companies had been used in the most cases of terrorism and kidnapping for ransom, reports Dawn. A bench comprising Chief Justice Dost Mohammad Khan and Justice Malik Manzoor Hussain also took exception to the absence of the chief executives of the country’s all cellphone companies despite issuance of the notice and issued their bailable arrest warrants. It also directed them to produce two surety bonds valuing PKR 500, 000 each. The Chief Justice had taken suo motu notice of the issue of unregistered SIM cards over an application submitted to the court by PHC Bar Association President Ishtiaq Ibrahim.

The court also sent the bus driver and conductor, who were arrested on KP Chief Minister (CM) Pervez Khattak’s orders, on a judicial remand for 14 days. Mullah Baradar, the former Afghan Taliban ‘second-in-command’ recently released by Pakistan, has been shifted to a safe house in Peshawar near the Afghan border, a step closer to starting peace talks with the Afghan Taliban, security sources said on October 3, reports The Express Tribune. Afghanistan and the United States believe Mullah Abdul Ghani Baradar holds the key to stopping the war in Afghanistan because he is influential enough to persuade his former comrades to stop fighting. But his movements have been shrouded in secrecy since Pakistan announced his release on September 20. Baradar remains effectively under house arrest in Pakistan. “Baradar was moved from one safe house in Karachi to another, and has now been moved to Peshawar,” one senior defence official told Reuters. “He has been in regular touch with his colleagues and the dialogue is on course.” However, Afghan Taliban leaders said that they would not meet their former commander Mullah Baradar in Peshawar as they believe he is still not a free man and is escorted by intelligence officials. Despite announcements of Baradar being released, he is still believed to be in custody and watched closely by intelligence agents, an arrangement which is likely to undermine his role as a peacemaker. “Following his release, he spent some time in Karachi and now arrived in Peshawar to hold meetings,” a source told Reuters.

A special meeting of the KP cabinet, headed by Chief Minister Pervez Khattak, approved the establishment of an anti-terrorism task force which will be led by the Inspector General of Police (IGP) and comprise members of all law enforcement and intelligence agencies including Army, Frontier Corps and Frontier Constabulary. The cabinet has also demanded of the federal Government to return the Frontier Constabulary's platoons back to the province so that they can be deployed at sensitive places for controlling law and order and fighting terrorism. After the two jailbreaks in Bannu and Dera Ismail Khan and due to similar threats in future, the Khyber Pakhtunkhwa (KP) Government on October 22 decided to raise the “Prisons Security Force” to protect vulnerable jails, reports The News. The force will be provided heavy weapons, bullet-proof jackets and other facilities to counter any major attack. It will be provided special training for which a training school will soon be established. The KP Home and Tribal Affairs Department has constituted a special committee for the formation of the special jail force. It will be headed by Inspector General Prisons Zakir Hussain Afridi while Deputy Secretary Akhtar Saeed Turk, Elite Training College Principal Momin Baig and Section Officer Khalid Mohammad will be its members. The committee will decide the organisational hierarchy of the force, number of guards at each post, trenches and gates, vantage points, wireless and technical staff and provision of arms and ammunition for the force. The committee will also take decisions about the purchase of explosive and metal detectors, mine detectors, mobile phone detectors, sniffer dogs and its handlers, pop-up barricades, gas and teargas guns, anti-terror suits, bullet-proof jackets and helmets for the special jail security force. A high security jail is under construction in Mardan where high-profile militants will be shifted from all over the province. This prison will be having its own Police lines, hi-tech security through CCTV cameras and other equipment, and isolation rooms. Apart from the jail police, contingents of Police, Frontier Constabulary and Frontier Corps will also be deployed at the high security jail.

Kidnapping-for-ransom cases have significantly increased in Peshawar following a huge amount was paid to ensure the release of well-off persons, mainly traders, doctors and Government officials. “DSP Tariq Habib has been posted as in charge of the cell which will directly work under the supervision of the IG,” the communiqué from the office of KP Police Chief Nasir Durrani said. The mechanism put in place to stem kidnapping reads that in case of any untoward incident the officers posted in the tribal belt would directly be contacted for quick response against the kidnappers.

According to a October 24 report by the Prime Minister's Special Cell on polio, militant attacks on Pakistan’s polio workers have killed 27 vaccinators and Police guards during the past year and a half, reported Central Asia Online. The report, released in connection with World Polio Day (October 24, 2013), said 16 of those killed were from Khyber Pakhtunkhwa. The most recent attack occurred in October when a militant bomb killed five people – including Police guarding a polio team and local volunteers aiding the team in Badhaber area of Peshawar. Another attack in the same locality a few months ago killed two female polio workers. Meanwhile, the Government on October 24 decided to include polio vaccination on the agenda of dialogue with the Tehreek-e-Taliban Pakistan (TTP) as 90 per cent of the cases during the current year have been reported from Federally Administered Tribal Areas (FATA) where the militants have banned anti-polio campaigns. Minister of State for Health Regulations Saira Afzal Tarar said that Taliban should understand the fact that children were suffering because of their ban on the polio drives. She said so far this year 49 cases of polio had been reported in Pakistan - 36 in FATA, three in Punjab, four in Sindh and six in Khyber Pakhtunkhwa. “Polio virus circulation has been restricted to three zones, that is, FATA, Quetta and its neighbouring Districts of Qilla Abdullah and Pishin and Karachi’s Gadap Town.” She added that 260,000 children in North and South Waziristan Agencies had not been vaccinated against polio since July 2012. It may be noted that since July 2012, 24 health workers and Policemen protecting them have been killed and 14 others injured in 24 targeted attacks on vaccinators in different parts of the country.

An Afghan citizen, identified as Rasool Zaman, was killed and a Police Station partially destroyed when over a dozen heavily-armed militants attacked Howaid Police Station in Bannu District late on the night of October 24, reported The Express Tribune. The victim lived close to the Police Station and got caught in the crossfire. Bannu Headquarters Deputy Superintendent of Police (DSP) Sanaullah Khan Marwat said that over a dozen militants attacked the Police Station from three sides at midnight. “At first they fired rockets and then opened fire with assault rifles,” he added. According to the DSP, the shoot-out between police and militants continued for nearly 90 minutes. The DSP added Police officials inside the station requested assistance, following which the Frontier Constabulary (FC) arrived and open retaliatory fire, forcing the assailants to flee. “Zaman got caught in the crossfire and was severely injured. He succumbed to his injuries on the way to hospital,” DSP Marwat informed reporters.

Minister for State and Frontier Regions Lieutenant-General (retired) Abdul Qadir Baloch on October 25 said that Pakistan would not allow entry of Afghan refugees if the situation in their country deteriorated after the withdrawal of NATO forces in 2014, reported The News. “Pakistan will not welcome fresh influx of refugees from Afghanistan and use all legal channels in collaboration with the international community to block entry of Afghans on the border,” he said when asked whether Islamabad would provide shelter to fresh refugees if there was turmoil in the neighbouring country after the NATO pullout. After meeting officials of the Afghan Commissionerate and United Nations High Commissioner for Refugees (UNHCR), in Peshawar the Minister told a news conference that Pakistan would utilise all options to stop Afghan refugees from crossing over the border although there was a possibility that a small number of the people from Afghanistan made their way into Pakistan. “In case Afghanistan is unstable, then the local residents will be left with no choice but to flee to Pakistan but even then, we won’t welcome them,” he said. He further stated that Pakistan cannot afford to host Afghan refugees any longer as it has spent more than USD 200 billion in the last 30 years on them, reports The Express Tribune. Baloch said international humanitarian organisations should assist in providing protection and ensure the timely and safe return of refugees to their home country. He said initially Pakistan was hosting five million refugees and even today there are more than three million registered and unregistered refugees in the country, most of whom are living in Khyber-Pakhtunkhwa.

A peace committee member was shot dead by unidentified assailants in Ser village of Malam Jabba area in Swat District of Khyber Pakhtunkhwa (KP) on October 26, reports The Express Tribune. According to the Telgram Police Station, Javed Hussain, a peace committee member from Parkhey Telgram, was shot dead by unidentified persons in Ser village when he was out for some work. According to locals familiar with the matter, Hussain had been a major target and had escaped several attempts on his life previously. Police arrested the group responsible for the Qissa Khwani bomb blast, with clues that they have links to foreign intelligence agencies, reports The Express Tribune. Addressing a press conference at Malik Saad Police Lines on October 29, Senior Superintendent of Police (SSP) Najeebur Rehman said they arrested four people in a raid on a house in Sara Dargai, Mattani and recovered 840 kilogrammes of high-quality explosives. The men arrested include Niazbeen, Shiraz, Haji Habib and Asif, all of whom hail from Kurram Agency of Federally Administered Tribal Areas (FATA) but have been residing in Mattani, on the outskirts of Peshawar, for the past couple of years. He said that upon interrogation it was discovered the group was directly responsible for the bomb blast in the Qissa Khwani market on September 29. One of the gang members, Suliman, had also been killed in the blast as he was too close to the device when he detonated it via remote control.
