Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda addressing a programme organized by the party in Itahari city of Sunsari District on May 1 said his party will forge electoral alliance with Madhesi and Janajati groups in the upcoming elections, reports Nepalnews.com. Mentioning that despite having two-thirds majority, Nepal's communists failed to write the constitution from the Constituent Assembly (CA) due to rift between them, Dahal said electoral alliance is a must to write the new constitution. Speaking at the same programme, UCPN-M Vice Chairman Baburam Bhattarai claimed that his party would boost the country's per capita income to US$ 3000 if the Maoist party gets a chance to rule the country for a decade.

Upreti claimed that the Election Commission (EC) has completed the necessary preparations and that there is no reason why the Government should take time in fixing the poll date. The CEC, who is visiting the districts since past week to "to create election atmosphere", informed that the EC has already listed 11.03 voters with photographs and that over 1 million voters will be added to the list by mid June.

Top leaders of two key political parties — the Unified Communist Party of Nepal-Maoist (UCPN-M) and the Nepali Congress (NC) — on May 3 decided to hold meaningful talks with the agitating political parties and make recommendations to the Government regarding the issues related to the fresh Constituent Assembly (CA) polls in a week, reports The Himalayan Times. UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda and NC President Sushil Koirala met at the latter’s residence in Kathmandu. NC leader Krishna Prasad Sitaula, who was present during the meeting, said, “We will hold talks with the agitating parties, including CPN-Maoist-Baidya, Madhesi Janaadhikar Forum-Nepal, Sanghiya Samajbadi Party and other fringe parties. Normal life in the Eastern Districts have been affected for the third consecutive day, on May 6 (today), due to bandh called by Sanghiya Limbuwan Rajya Parishad demanding that the citizenship distribution, and voters list collection process be stopped until the agitating fringe parties' demands regarding the Constituent Assembly (CA) elections were addressed, reports The Himalayan Times. The life in Jhapa, Ilam, Panchthar, Taplejung, Dhankuta, Sankhuwasahba, and Terathum District were badly affected while there was nominal impact in Morang and Sunsari Districts. The bandh enforcers torched two motorcycles in Jhapa District and pelted stones on the passenger bus in different places of the District. Police arrested 11 people in connection to the incidents.

Chairman of the Interim Election Council Khil Raj Regmi called on President Ram Baran Yadav at this residence in Kathmandu to discuss issues related to filling of all vacant posts in key state bodies, reports Nepalnews.com. During the meeting, the Head of State told Regmi that all vacant posts in key state bodies need to be filled, as per prevailing laws, to ensure good governance. Regmi conveyed to the President that the Government was doing the needful to make appointments to constitutional bodies. District Police Office in Rolpa District on May 7 said that they have collected 227 illegal weapons since the nationwide arms collection drive began, reports The Himalayan Times. Deputy Superintendent of Police (DSP) Saroj Paudel said, “Unauthorised weapons were collected from different Police posts after a public notice was issued urging locals to submit their illegal arms on February 15.” 164 weapons were collected till March 28 and 63 more were collected after the Ministry of Home Affairs extended the deadline till April 28. Locals submitted the illegal arms in their possession after District Administration Office and District Police Office jointly circulated a public notice through different local media and police posts in order to make the District an illegal weapon free zone.

NC president Sushil Koirala Koirala, who 'deliberately' skipped the High-Level Political Mechanism (HLPC) meeting on May 27 to express his dissatisfaction, reiterated on May 29 his stance on resignation of interim government chairman Khil Raj Regmi. "His resignation will help resolve the problems of the election process," he said, arguing that it will help bring the agitating parties on board. However, NC has witnessed fresh round of internal dispute after Koirala’s suggestion. "Asking Regmi to resign as the Chief Justice makes no sense at the moment," NC leader Bimalendra Nidhi said on May 28. Nidhi said that Regmi's resignation as CJ won't help build election environment, as argued by Koirala. Similarly, NC vice president Ram Chandra Poudel has also opposed the idea of making Regmi resign from the top post of the judiciary. Poudel had contradicted Koirala at the meeting between Regmi and the members of the HLPC on May 26.

Dahal said, "It is sad and unfortunate that the same parties that signed the 11-point agreement and 25-point ordinance should be looking for an alternative to the current government." This is not the time to be looking for an alternative to the Regmi-led government, but a time to cooperate among each other for fixing the date for fresh elections, he added. Dahal claimed that a date for the Constituent Assembly (CA) election would be announced on May 29 (today) so that the poll could be held in the third week of November. "An agreement has been reached with the chairman to hold the fresh CA election by that time," he said, referring to his meeting with Chairman of the Interim Election Council Khil Raj Regmi earlier in the day. Dahal said he found the government working seriously towards announcing the date for the fresh election. "Once the poll date is announced, an environment for election will be created automatically," he further said, adding that a date for the fresh election would be announced at the earliest. Dahal also said that though the UCPN-M does not have any reservations even if a 10 percent threshold is mandated for election under the proportional representation system, his party opposes any such threshold with a view to ensuring adequate representation of the smaller parties. He also clarified that his party has not backtracked from the previous agreement to limit the number of seats in the upcoming CA to 491.

Gurung said, “With the declaration of election date, certainly there would be launching of national liberation war or civil war in the country. They may succeed to hold elections through mobilization of army but it would invite confrontations and civil war in the country.” He reiterated his party’s stance for holding a round table conference of all parties to decide on various matters including the declaration of the poll date. He also ruled out any prospects of his party’s unification with UCPN-M claiming that the UCPN-M chairman Dahal’s recent statement on the unification was just as ploy to threaten to CPN-Unified Marxist Leninist (CPN-UML) and Nepal Congress (NC). According to Nepali Congress (NC) leader Krishna Prasad Sitaula, the taskforce members are Krishna Bahadur Mahara and Khimlal Devkota from Unified Communist Party of Nepal-Maoist (UCPN-M), Ram Sharan Mahat and Minendra Rijal from NC, Agni Kharel and Raghuji Pant from Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Hridayesh Tripathi and Jitendra Jha from United Democratic Madheshi Front (UDMF). Saying that the elections should be held by November 20, the he emphasised that the election date should be announced by bringing all the parties on board. He maintained that "there is some truth about the four-party political mechanism being called a syndicate" and that mere four-party understanding won't be sufficient to fix the election date. It is said a team of 10 UCPN-M cadres led by one Phulkaji Shrestha of Tauthali VDC-9 cut off the water supply mains to the two VDCs on May 26-27. People of Tekanpur and Tauthali VDCs are without water after the UCPN-M cadres cut off the pipes supplying water to the villages. They cut off the pipes of the Jethal Khola Drinking Water Project constructed 13 years ago. The UCPN-M cadres are also learnt to have cut off the water supply pipes at a place called Koimajor.

Altogether 65 political parties registered with the EC on the last day set by the EC for registration on May 30, taking the number of political parties registered with the EC to 140, EC spokesperson Madhu Prasad Regmi said. On May 29, around 75 parties had registered with the EC. EC commissioner Dolakh Bahadur Gurung said that the Election Commission has no plans to extend the deadline for registration of political parties for now. “But the deadline can be extended upon the request of political parties or the government,” Gurung said. Mohan Baidya-led CPN-Maoist (CPN-Maoist-Baidya) and other fringe parties that had been threatening to boycott the CA polls did not apply for registration with the EC.
