The first round of talks between the Government and Rajan Mukti faction of the Janatantrik Terai Mukti Morcha (JTMM-Rajan) held in Janakpur on January 10 ended in a five-point understanding, reports Nepal News. Peace and Reconstruction Minister Janardan Sharma, who is the coordinator of the Government's talk team, and Rajib Jha, chief negotiator of the JTMM-Rajan, signed the agreement, which includes cessation of hostilities and the Government's pledge to treat the armed group as a political outfit. During the talks, the armed group proposed the cantoning of its fighters, like that of Maoist combatants, but the Government side refused to discuss this, leaving the matter for another round of talks, reports said. Jha claimed that JTMM-Rajn has 8000 fighters. Sharma informed that the Government has been trying to bring other insurgent groups also into the dialogue process and talks with the Jwala Singh faction of Janatantrik Terai Mukti Morcha (JTMM-J) would begin very soon.

A meeting of the three fronts held at an undisclosed location in Siraha district took the decision to this effect. The unified party will be chaired by Jaya Krishna Goit and Pawan Giri will be the vice chairman, while Jwala Singh will be the general secretary. Likewise, Aajad has been appointed the chief of Terai Government of the newly formed alliance and Khudiram will be its organisational department chief, said a statement issued by Goit. "The three groups have been merged in order to strongly push the demand for a 'free Terai' as it has been overshadowed due to disintegration among the Terai groups," the statement read, adding that the process for the unification with other groups has been initiated. Speaking on phone at a programme organised by Freedom Forum, he reiterated that the JTMM-J had adopted maximum flexibility for talks and accused the Government of not becoming serious about addressing its demands. The JTMM-J has been demanding the release of its detained activists, withdrawal of 'fake cases' against its activists, declaration of cease-fire and guarantee of security for its leaders. The Government has released one of its central members to create an environment for the talks, while two other central members, Karan Singh and Sitaram Chaudhary, are still in detention. Commenting on the unification of his outfit with the outfits led by Jaya krishna Goit and Pawan Singh, he said only the process for unification had begun. "Goit's Morcha wants all armed groups to be unified. We have been talking with the two groups. The parties may unite in the future," he said.

The local-level peace committees will be established in all 75 Districts to promote lasting peace and communal harmony in society. The Council has been struggling for separate Tharu statehood with the right to self determination and rights over the soil, water and forest resources." We deployed our soldiers as the Government turned a deaf ear to our demands," said Yogendra Chaudhary, the Council's vice chairman. The Council claims to have imposed a ban on the transport of stones, sand, timbers, coal and other resources of Dang District to the outer Districts. On January 28, the Tharuhut cadres had held 15 trucks laden with timber and coal at Lamahi. Meanwhile, the Tharuhut cadres have forced closed three VDC offices in the district for not inviting the Council members at important meetings and not providing donation. All works at Halbar, Gadawa and Gangaparaspur VDCs in Dang have been halted due to the closure. Saran Chaudhary, District Chairman of the Council said, "Our mother party Sanghiya Loktantrik Morcha must be invited in all VDC meetings and the VDC offices must pay us the donation sum that we demand."

The cabinet meeting formed a task force headed by Minister for General Administration Pampha Bhusal to define the ‘Madheshi’ community. The task force, which includes Madhesh-based ministers, will prepare a list of Madheshi castes after a study within few days, said Dev Prasad Gurung, Minister for Law, Justice and Constituent Assembly Affairs. The castes included in the list will be specified as Madheshis in the Act on Inclusiveness, he informed. The groundwork to draft the Act is on, he said.
