The Maldives Police Service (MPS) on April 1 has questioned Shahinda Ismail—the Executive Director of ‘Maldivian Democracy Network’ (MDN)—a Non-Governmental Organisation (NGO) over an ‘anti-Islamic’ tweet posted in December 2017, reports Maldives Independent. Shahinda has been accused of disrupting the religious unity by saying that Allah allowed for other religions which came after to vows in the President Abdulla Yameen’s speech to ensure that Islam remains the only religion permitted in the Maldives. “I have never criticised or disrespect Islam”, said Shahinda while rejecting the charges of the blasphemy against her. Shahinda was charged under section 617 of the Maldives’ Penal Code (MPC) and carried a class-one misdemeanour with a jail term of up to four months and 24 days.

Prior to his arrest, Kishore was working under the pseudo identity of Baasker Srivesta, as a laboratory assistant at private clinics in Addu city for past four years. The Maldives has declined an invitation from India to participate in its forthcoming Defence-Expo schedule to be organised in Chennai, reports The Tribune on April 4. The Maldives has conveyed a formal message to India that its [the Maldives] Defence Minister would be travelling abroad and it would not be possible for him to lead the delegation and attend the Defence-Expo, which is scheduled from April 11 to 14 in Thiruvidandai in South Chennai, Tamil Nadu. Earlier, in February, the Maldives had decline India’s invitation to participate in the eight-day Naval Exercise, from March 6-13. India has also sent invitation to China for its participation in Defence-Expo but no response has been there yet, said unnamed source. The Defence Expo is a biennial exhibition of weapons and Military hardware.

The relations between India and Maldives are in stress due to the Maldives’ elevated ties with Pakistan over counterterrorism and military, reports Hindustan Times on April 5. After the first visit of Pakistan Army Chief General Qamar Bajwa to the Maldives, the Island nations signalled the stronger ties that could assist Pakistan to gain larger role in the Indian Ocean. The Maldives seems to be in a ‘reset mode’ of its foreign policy and the Pakistan’s partnership with the Maldives needs to be watched as its biggest ally—China already have a strong presence in the Maldives at present, said India’s former Foreign Secretary Lalit Mansingh.

The Government of the Maldives has raised charges against the eight Special Operations Police officers who were detained during the State of Emergency (SoE) imposed on February 5, and were accused of conspiring to overthrow the government, reports Maldives Independent on April 7. Earlier, these Police officers were charged for planning a violent confront towards on-duty officers after the Supreme Court’s decision to release the nine political prisoners. The detained officers were also charged with failure to perform official duties, obstruction of Law-Enforcement and disrupting the public order. They were also charged under the 2015 Anti-Terrorism law with “exerting an undesirable influence on the government or the state” and aiding an act of terrorism.

The terrorism trial for kidnapped and missing journalist Ahmed Rilwan, was cancelled on April 8 as the State had failed to brought the witnesses to the court, reports Maldives Independent. Both accused—Aalif Rauf and Mohamed Nooradeen, who were charged with the kidnapping of Rilwan three years ago, were present in the court. Unlike other terror suspects, the duo—Rauf and Nooradeen remained free while the family of a third suspect—Mohamed Suaid claimed that he is dead. The two men who are suspected of kidnapping and a disappearance of a journalist, would go home as a free men on their motorbikes. In a new policy paper published by the Ministry of Islamic Affairs (MIA) on April 10, Maldivians who leave Islam would face expulsion from the Maldivian society, financial penalties, and even prison sentence under the new policy on ‘freedom of religion’, reports Maldives Independent. In 2010, self-declared apostate Mohamed Nazim publicly repented and reverted back to Islam after the religious groups called for his death. Murder and acts of war exists due to ideological warfare and attack on people with difference in their views is a new occurrence in the Maldives and shall address at a National level, read the policy. The biggest challenges for the Maldives are not limited to Apostasy but openly mocking, demeaning the faith, going to war in the name of Islam and murdering the innocents, read the policy. There will be stringent penalties on hate speech, which will be criminalised, and a tougher stand would be on mockery and misinformation regarding religion. Websites or social media pages can be shut down or banned in the Maldives, and the legal framework needs to change to make investigating such cases easier, read the policy.

Maldives’ former President Maumoon Abdul Gayoom on April 10 has pleaded for house arrest in his pre-trial hearing, reports Maldives Independent. The Prosecutors formally charged him with the ‘obstruction of justice’ as he and Chief Justice Abdulla Saeed and Justice Ali Hameed refused to hand-over their cellphones for Police investigation. Gayoom had written to the Court to re-consider his detention as he is in elder age and had health problems, says report. Gayoom urged the Court to transfer him into a house arrest on humanitarian grounds. Gayoom, Hameed and Saeed are also being charged with terrorism over an alleged attempt to overthrow the government with a Coup.

The Maldives’ Criminal Court on April 12 decided to hold the trails of Chief Justice Abdulla Saeed and Judge Ali Hameed, behind the closed doors, reports Mihaaru. Both judges—Abdulla Saeed and Ali Hameed, were arrested during the State of Emergency (SoE) declared by the President Abdulla Yameen in February. The Chief Justice has been charged with terrorism and obstructing the functioning of the State, while judge Hameed has been charged with terrorism. Recently ratified amendment to the Judicature Act stated that if an Appellate Court finds a judge guilty of a criminal offence, the procedures declared in Article 154 of the Constitution will not applicable and the judge will be removed from office with an immediate effect.

Brutally murdered Maldivian blogger—Yameen Rasheed’s family requested for an appeal to the High Court after the Civil Court rejected their claim of failed response of the Maldives Police in providing protection to Rasheed, despite of death threats given to him by Islamist extremists, reports Mihaaru on April 14. Yameen’s father Hussain Rasheed filed a case against the State and believed that Police failed to investigate the case and did not take death threats given to Rasheed, seriously. The High Court accepted the plea and will commence the hearing of the case on April 15. Seven people were arrested in the case and their individual trials are on-going in the Criminal Court. In April 2017, Yameen was found brutally murdered near the stairwell of his residence.

The United Nations Human Rights Committee (UNHRC) firmly advocated that Maldives’ former President Mohamed Nasheed has a right to stand for the office, including in a Presidential elections in 2018, reports Mihaaru on April 16. Nasheed’s conviction on terrorism charges were based on vogue laws which contained serious loopholes and violated his rights for a fair trial, said a panel of independent experts compliance with the United Nations (UN) International Covenant on Civil and Political Rights. The committee urged the government of the Maldives to consider its views within 180 days and the measures shall also be disseminated broadly in the official languages of the Maldives.

The Maldives Police Service (MPS) has revealed on April 15, that more than 38 million Maldivian Rufiyaa (MVR), British Pounds (GBP) and United States (US) Dollars were recovered from a house which belongs to the Supreme Court Judge Ali Hameed, during a raid conducted by the MPS officials on February 6, reports Mihaaru. Judge Hameed was accused of acts of terrorism, planning a Coup in the Maldives, corruption and obstructing justice. The Police has enough evidences to prove that some judges and government officials were involved including the bribery to carry-out their plans of a Coup, said MPS’s Cheif Superintendent Shifaan.

Reportedly, he had participated in different conflicts and terrorist activities in Syria. As the law restricts the Maldivian citizens from joining the foreign conflicts, the government did not take any action against the individual, claimed unnamed source. Maldives’ Defence Minister Adam Shareef in January 2018 had revealed that approximately 61 Maldivians travelled to Syria to join the conflict. The Government of the Maldives on April 17 was unable to explain to the Criminal Court regarding the location of a failed-suicide attack in 2017, in which two suspects—Ishaaq Ali and Hussain Afeef, both residents of Raa Atoll were arrested in September 2017, reports Mihaaru. The representative of the State presented several evidences as a proof against the accused which includes an Intelligence report, a cellular phone forensic report, financial transactions and some audio recordings. The Prosecution was unable to explain to the Court that why Ishaaq wanted to carry-out the suicide attack, said Ishaaq’s lawyer Mohamed Misbaah. All the evidences were provided and hence proved that a suicide attack was planned to create fear among people and tarnish the ‘good’ image of the Maldives, claimed the Prosecution. The Police had recovered several audios, videos and documents about the Islamic State (IS) from Ishaaq’s laptop. The Judge announced that the next hearing would be on May 8.

The former President of the Maldives Mohamed Nasheed on April 20 has welcome the recommendations given by the European Union (EU) regarding his candidature right to contest in general elections but insisted that the Maldivians would find religious freedom ‘difficult to accept’, reports Avas. Nasheed's statement came after the Maldivian government had rejected the report saying that it had "largely disregarded" the progress made by the country [Maldives]. The statement also insisted that the country would not entertain any recommendations made to review or revise the Constitution to allow for multi-religion. The eight Police officers, who were arrested during the State of Emergency (SoE) in the Maldives, recently shifted to ‘house-arrest’, reports Mihaaru on April 25. During their hearing, the Criminal Court decided to extend their custody and directed them to be shifted to house arrest. The eight Police officers are identified as: : the former Commander of the Special Operations unit Saif Hussain, Station Inspector Faiz Mohamed, Sergeant Ahmed Asim, Sergeant Ali Rishwan, Sergeant Abdullah Riyaz, Corporal Ali Naseer, Corporal Hassan Naseer and Corporal Mohamed Shamin. Earlier, they were kept in the custody at Maafushi prison. All eight officers were charged with planning a Coup to overthrow the Maldivian government, assaulting fellow Police officers and disrupting the public’s faith in the Police institution. During imprisonment, their heads were shaved against their consent in prison ahead of their remand hearing, noting that it was against the Anti-Torture Act. The incident has now been filed at the Human Rights Commission of the Maldives (HRCM), said lawyer Mahfooz Saeed.

In November 1988, two [unnamed] conspirators had paid Sri Lanka-based militant outfit, the Liberation Tigers of Tamil Eelam (LTTE), to assist in overthrowing the Maldivian government. The Supreme Court’s ruling of February 1, 2018 to release the political prisoners was a similar ‘conspiracy’. The Maldivians who sold country’s sovereignty and honour for a million or two million Dollars on February 1 , were the ones that must have been the most trustworthy, said Yameen referring to Judges Saeed and Hameed of the Supreme Court of the Maldives.

The Online extremist material would be blocked, said the Defence Minister Adam Shareef in January 2018, after the United States (US) issued a travel advisory citing the terror alert in the Maldives. The Government of the Maldives have noticed some extremist material and information on websites and open sources that lead to people becoming more radicalized. But, the government pledged to continuously work with the Communication Authority to block these websites, because we see this as necessary to do for the good of the Maldivian people, said Shareef addressing the news conference in January 2018.
