The National Investigation Agency (NIA) has filed a charge sheet against 33 cadres of the CPI-Maoist for their involvement in the killing of a Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA), Bhima Mandavi along with four Police personnel of Chhattisgarh Armed Force (CAF) in Dantewada District of Chhattisgarh on April 9, 2019, reports Outlook on October 2. NIA filed the charge sheet in a special NIA court at Jagdalpur in Bastar District of Chhattisgarh. The NIA spokesperson said, of the 33 accused, six have been arrested, 22 are absconding and five have died. The arrested persons are – Madka Ram Tati, Bhima Ram Tati, Linge Tati, Laxman Jaiswal, Ramesh Kumar Kashyap and Haripal Singh Chauhan – all residents of Dantewada District.

A Communist Party of India-Maoist (CPI-Maoist) leader, identified as Modiyam Vijja, was killed by the fellow cadres in a forest near Chitavar village in Bijapur District of Chhattisgarh on October 2, reports The Pioneer. Vijja was a ‘divisional committee member (DVCM)’ of CPI-Maoist. He was shot dead by his subordinates after a confrontation broke out over his role in the recent killings of civilians in the District. In a press release, the Inspector General of Police (IGP, Bastar Range) Sundarraj Patilingam said, “Modiyam Vijja, a Divisional Committee Member (DVCM), who was in-charge of Gangaloor Area Committee of Maoists, was carrying a reward of INR 800,000 on his head. He was the leader behind most of the civilian killings and rallies being organised in Gangaloor area of Bijapur. It appears there is lot of dissent among the senior cadres and lower rung cadres and they are in a confrontation mode with regard to violence being committed on innocent tribals by senior ultras.”

A villager was axed to death by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Gumalwada village under Nagarnar Police Station area in Bastar District of Chhattisgarh late on October 2, reports The Pioneer. Bastar Range, Inspector General of Police (IGP), Sundarraj. P said, "As per preliminary information, a dozen unidentified men dragged Budra Nag out of his house and killed him with an axe. Prima facie it seems the incident was executed by Naxalites [Left Wing Extremists, LWEs] active along the Chhattisgarh-Odisha border.” Efforts were on to arrest the killers, the IGP added.

A self-styled Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Madkam Ramesh alias Gonche Ramesh (50) has died due to suspected coronavirus (COVID-19) infection in Dantewada District of Chhattisgarh on October 3, reports Outlook. The Superintendent of Police (SP) Abhishek Pallava said as per preliminary information, Ramesh, a member of the ‘Kerlapal area committee’ of the CPI-Maoist, was showing symptoms of the infection and died eventually. “He was reportedly suffering from fever and breathlessness following which he was shifted by the ultras from Kerlapal to his native Jagargunda where he succumbed. According to villagers, he was showing symptoms of COVID-19 though inputs suggest he was not tested for it. Any sudden death with fever and breathlessness is deemed to be a suspected COVID-19 death till tests are done”, the SP said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were killed by their colleagues in Bijapur District of Chhattisgarh over the last two weeks, said the Inspector General of Police (IGP, Bastar range) Sundarraj Patilingam on October 6, reports Hindustan Times. The IGP said these killings are the fallout of an ongoing rift within the CPI-Maoist over recent killings of civilians by some Maoists in south Bastar. IGP Sundarraj added that on October 2 a Maoist leader Modiyam Vijja was shot dead by his subordinates, as reported by SATP earlier. Likewise, the Maoists killed five more fellow cadres identified as - Sandip alias Budhram, ‘janmilitia platoon section commander’, carrying a cash reward of INR 100,000; Lakhu Hemla, ‘jantana school in-charge’, carrying a cash reward of INR 300,000; Santosh, head of Dandakaranya Adivasi Kisan Majdoor Sangthan’, carrying a reward of INR 300,000; Dasru Mandavi, Jantana Sarkar President’, carrying a reward of INR 100,000; and Kamlu Punem, ‘militia platoon commander’, carrying a reward of INR 100,000 on their heads respectively.

A Police constable was injured in a Communist Party of India-Maoist (CPI-Maoist) attack in Kongdam village under Errabor Police Station limits in Sukma District of Chhattisgarh on October 8, reports The Pioneer. The constable along with his cousin, a Police constable, had gone to the village for performing the last rituals of the deceased father. “A small team of Maoists, dressed as civilians, went to the village and tried to round up the two Policemen. Sensing their presence, the Policemen reacted swiftly and overpowered one of the Maoists who was about to open fire at them with a country made pistol from a close range. Both the Policemen snatched the weapon, live cartridges and a bag containing Maoist literature and letters from the Maoist,” the Superintendent of Police (SP) Shalabh Sinha said adding that while escaping, one of the Maoists, armed with bows and arrows, shot an arrow on Kanna, causing him a minor injury.

The note, issued by Communist Party of India-Maoist (CPI-Maoist)’s ‘Dandakaranya Special Zonal Committee (DKSZC)’, claimed to have killed 12 ‘gopaniya sainik’ or surrendered cadres deployed by the Police in villages; five ‘coverts’ or active cadres working for the Police; and eight alleged ‘Police informers’. “The information the Police are spreading about infighting is completely bogus. All 25 people were killed because they were working for the Police and were sentenced to death in ‘jan adalats’ (people's courts/kangaroo courts)”, the Maoist note stated.

Chhattisgarh is planning anti- Communist Party of India-Maoist (CPI-Maoist) operations in collaboration with five neighbouring States — Andhra Pradesh, Maharashtra, Telangana, Odisha, Jharkhand — and West Bengal, to tighten the noose around insurgents who strike in one State and escape to another, reports The Times of India on October 14. West Bengal, which doesn’t share a border with Chhattisgarh is also part of the operation as it shares common Maoist corridors, passing through Jharkhand and Odisha. Chhattisgarh Director General of Police (DGP), DM Awasthi, had a virtual meet with his counterparts in these States and they all agreed to launch a joint mission. All seven States will collaborate for better policing against organized crime, especially trafficking of drugs and weapons.

Based on intelligence input about the presence of CPI-Maoist cadres of ‘Jagargunda Area Committee’, a joint operation was launched in the Korsaguda-Auvutpalli forest area and in the ensuing exchange of fire a Maoist, identified as Vikesh Hemla, ‘Jan Militia Commander’ of Korsaguda, was killed. During the search, the body of the slain Maoist along with one muzzle-loaded rifle and huge quantities of country-made weapons, explosive materials and camping materials was recovered from the site. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with Security Forces (SFs) in a hilly forested area near Golakonda under Basaguda Police Station limits in Bijapur District of Chhattisgarh on October 20, reports Outlook. Police said, two District Reserve Guard (DRG) personnel, identified as Ramesh Bhandari and Semla Dhanesh, were injured in an Improvised Explosive Device (IED) blast triggered by the Maoists during the exchange of fire. Inspector General of Police (IGP), Bastar range, Sundarraj P said, one unidentified male body of CPI-Maoist along with three muzzle-loaded rifle and huge quantities of country-made weapons, explosive materials, camping materials recovered from the site. A joint team of Police and District Reserve Guard (DRG) that was on a search operation in Gumori region was ambushed by the Maoists, a Police press release said. While carrying out a search operation at the encounter site, Police recovered a 'tiffin bomb', codex wire, 10 live cartridges, Naxalite [Left Wing extremist, LWE] uniform, literature and other materials of general use including medicines. A senior police official said, “There was a gun battle between the troopers and the Maoists in the forested terrain of Orchha on Saturday morning. One DRG personnel was killed and another two sustained bullet injuries. Thirty-two Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before the Chhattisgarh Police in Dantewada District of Chhattisgarh on October 25, reports Hindustan Times.
