The Bihar Police have arrested a Communist Party of India-Maoist (CPI-Maoist) cadre from his house in Doraha village in Arwal District in the night of June 1, reports The Hindu. Jitendra Kumar is believed to be an ‘area commander’ operating in and outside Arwal. He has four cases of murder and rioting related to Naxal violence against him in Arwal since 1996. Meanwhile, describing Naxalism [Left Wing Extremism (LWE)] as a "major challenge" to democracy, Bihar Chief Minister Nitish Kumar urged the Centre to generously fund the states on development to bridge regional disparity and end the sense of deprivation of the people, reports The Times of India. "It is not a case of one incident in Chhattisgarh which killed 28 people including state Congress leaders...Naxalism has engulfed major parts of the country and is posing a major challenge to democracy," Kumar told reporters. He said one effective way to deal with the problem was to spend more on development. "The Centre needs to open its purse a bit more," he said. "The sense of deprivation of the people should be ended bridging regional disparity," he said. With this in view they were seeking special category status for the state to help all states grow equally, he said. "Today, developed states are becoming more prosperous while backward states like Bihar are ignored. For inclusive growth all the states need to grow equally," he said. The chief minister found fault in keeping District as base in the Integrated Action Plan (IAP) of the Centre for pumping more fund in deprived districts, which was exploited by Maoists. "Instead of district, panchayat should have been chosen as unit under IAP," Kumar said.

Acting on a tip-off, Patna Police in the night of June 4 arrested a Communist Party of India-Maoist (CPI-Maoist) ‘area commander’, Gopal Paswan, from Daulatpur village under Bhagwanganj Police Station area in Patna District, reports The Times of India. Patna Senior Superintendent of Police Manu Maharaj said, "Paswan was active in levy collection in the area. He had reached the area to hold a meeting with his associates regarding levy collection." The May 25 Communist Party of India-Maoist (CPI-Maoist) strike in Chhattisgarh was a "direct attack on democracy and freedom", Chief Ministers of various States said in a unanimous resolution on June 5 at the Chief Ministers’ conference on internal security, reports IBN Live. "It was a direct attack on democracy and freedom. We strongly disagree with the ideology of the Maoists. They want to overthrow parliamentary democracy and Constitution of India through violent means... this must be resisted with all our might," said the resolution by the Chief Ministers. Further, all 9 States affected by Left-wing extremism (LWE) have agreed to form a unified national policy to tackle the Maoist menace and follow the Andhra Pradesh model to counter them, reports The Economic Times. The decision after a two-hour special session on Left-wing extremism at the Chief Ministers' conference comes ahead of the all-party meeting called by the Government on June 10 to discuss the strategy to tackle Maoists, following the Darbha attack in Chhattisgarh. During the meeting, chief ministers of Chhattisgarh and Bihar, badly affected by Maosits, advocated diverse strategies to tackle the militants, exemplifying the challenges for the Centre to organise a coordinated offensive. The Bihar chief minister Nitish Kumar maintained that a multi-dimensional strategy based on the theme of governance with justice was required. "We must work together to launch serious developmental schemes so that misdirected people can be brought back into the socio-economic mainstream," Kumar said. His counterpart from Chhattisgarh Raman Singh, however, said it was a battle of democratic forces against the perpetrators of violence. "To call Naxals as defenders of rights of anyone in society would only be a cruel joke. The battles being fought in Sukma, Dantewada, Bastar and Narayanpur are not Chhattisgarh's alone. We are fighting those whose ultimate aim is to capture Delhi and the Red Fort through power of the gun," Singh said. Maharashtra, Chhattisgarh, Andhra Pradesh and Odisha agreed to be on board for a coordinated offensive with the central forces in the tri-junction of the Bastar jungles from where the senior Maoist leadership operates. Andhra Pradesh Chief Minister Kiran Reddy, whose Police officers gave a presentation on how the state had successfully driven out the Maoists, cautioned that they anticipated the militants to stage a comeback in the State in case of any let-up in preparedness of the Security Forces. At a special two-hour-long session with the chief ministers of all nine Maoist-affected states in the evening, the Centre decided to progressively enhance the deployment level of central forces in the worst-affected states and stressed on surgical operations to take out the top leadership of the CPI-Maoist.

Three Communist Party of India-Maoist (CPI-Maoist) cadres were arrested along with weapons from a village in Rajepur Police Station area in East Champaran District on June 8, reports Odishatoday.com. Deputy Superintendent of Police (DSP), Harimohan Shukla, said, "Acting on a tip off, a team of Special Armed Police (SAP) raided in Pakhri village last evening (June 8) and arrested Suresh Sahni alias Sujit, Dhanesh Sah and Rajmangal Ram after they tried to escape by firing on the Police." A pistol and two mobile phones were seized from them. Sahni, a ‘sub-zonal commander’ and his associates were wanted in dozen cases in Sheohar, Muzaffarpur and East Champaran Districts, including massacre of five people and abduction of a Block Development Officer (BDO) in Sheohar District.

The seizure of 74 quintals of ammonium nitrate on June 9 from a truck in Jamui District has led the Police to believe the consignment was on its way to the Communist Party of India-Maoist (CPI-Maoist) operating in the region, reports The Telegraph. The truck, travelling from Jharkhand, had hit 12-year-old Pawan Paswan near Ghormo Ashram in Jamui around 3.30 pm. While Pawan escaped with injuries, the truck’s driver and helper fled after the vehicle rolled down into a ditch. Personnel from Chandramandi Police Station and 131st battalion of the Central Reserve Police Force (CRPF) found 148 bags of ammonium nitrate weighing 74 quintals under straw bundles in the truck, said Jamui Superintendent of Police (SP) Deepak Barnwal.

In an armed attack on a train, a group of around 200 Communist Party of India-Maoist (CPI-Maoist) cadres targeted the Dhanbad-Patna Intercity Express at the Bhalui halt near Jamui District in Bihar, killing three persons and injuring six passengers, reports The Hindu. At least 500 passengers were said to be in the train. The deceased have been identified as constable Sukhnath Deonath of the fifth Railway Protection Special Force (RPSF) battalion; Kumar Amit, a Bihar Police personnel who was among the passengers on the train, and another passenger Sharwar Alam. The injured — KP Singh, train guard, Nuresha Kahtun, Satish Kumar, Dharmendra Shah, Prem Kumar Tripathi and Manoj Kumar, who is seriously hurt — later received treatment in Kiul hospital.

Meanwhile, 782 mobile phone towers will be set up across Jharkhand after the Union Cabinet gave its approval, on June 4, for 2,199 locations across nine States affected by Left Wing Extremism (LWE), reports The Pioneer. Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. Nine States — including Chhattisgarh, Jharkhand, Odisha, Bihar, West Bengal and Maharashtra — will get 2,200 mobile towers by this year-end.

Anti-Maoist Special Forces are not visible, and the administration has failed to clamp down on Maoist fronts like the Revolutionary Democratic Front, which was allowed to hold a rally in Muzaffarpur despite the Centre’s objections. Twenty-one civilians have died in Maoist attacks in Bihar until May 31 this year, more than double the number (10) killed over the same period in 2012, according to the Union Home Ministry. More Security Personnel have died in Maoist attacks in the first five months of 2013 than in the corresponding months of 2012. Only 99 Maoists were arrested and two surrendered until May 31 this year; by contrast, 204 Maoists were arrested and 34 surrendered in the first five months of 2012.

In the backdrop of Communist Party of India-Maoist (CPI-Maoist) attacks in Chhattisgarh and Bihar, Central Reserve Police Force (CRPF) Director General (DG) Pranay Sahay on June 14 lamented the state of his weaponry and protection gear apart from quality of food and water given to troopers, reports The Times of India. Speaking to a gathering of industrialists at PHDCCI Sahay said that the helmets provided to his troopers can't withstand rifle bullets while their food packets are so heavy that it forces the foot soldiers to think whether to carry enough bullets or enough food. He said import of gadgets and weapons for the security forces is "not a happy situation" as foreign manufacturers do not meet Indian requirements in an optimal fashion, adding that indigenous research and development done by local companies was "not up to the mark". "We need helmets which can protect us from rifle bullets...what we have now only saves a troop from pistol firing," the DG said. Sahay was speaking on 'Expectation of Counter-insurgency Forces from Industry' at a function organized by PHDCCI. The CRPF chief, whose about three-lakh personnel is the mainstay of counter-Maoist operations, said procurement of high-end gadgets like Unmanned Aerial Vehicles (UAVs) and weaponry is being done from overseas which is a time taking exercise and is "affecting operations." As the procurement requirements of the central security forces keep fluctuating, only second-rung international companies participate and "we have to depend on indigenous organisations like DRDO, Ordnance factories and central public sector undertakings... They (Indian firms and PSUs) have their own limitations. They cannot produce as much as we need," he said. "The local research and development has not been up to the mark," he added. Speaking on the food available for the troops, he said the ready-to-eat meals given to troops in operations are also heavier and have low nutritional value as compared to what other countries provide their strike squads. A CRPF commando carries a food pouch weighing 1.74kg while for a personnel in the United States forces it is 600 grams, he said.

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.
