The arrested Maoists were active members of Bedma Jan militia. According to Police, a team of Security Force (SF) personnel while undertaking anti-Naxal exercise in the forest patches close to village Bedma under Mardapal Police Station, arrested the two Maoists. During interrogation, the duo revealed themselves as members of Bedma jan militia and admitted of being involved in various Naxal incidents.

A former Communist Party of India-Maoist (CPI-Maoist) cadre, wanted in at least three major cases of Naxalite [Left Wing Extremism, LWE] violence, was arrested from his hideout in Chittoor District of Andhra Pradesh on November 2, reports The Telegraph. A native of Manika area of Latehar District of Jharkhand, Govind Yadav (35), was an active member of the CPI-Maoist, apparently parted ways with the outfit around six months ago and had fled to Chittoor. Latehar Superintendent of Police (SP) Anoop Birtharay said the Andhra Police, on the basis of intelligence inputs provided by them, arrested Yadav from his hideout in Chittoor. A Police team from Latehar will leave for Chittoor to bring him back to the state on a transit remand, Birtharay said.

Jitendra Oraon (43), once an ‘area commander’ of the Communist Party of India-Maoist (CPI-Maoist) in Jharkhand, was arrested in Ernakulam District on November 2, where he was working as a daily wage labourer, reports Indian Express. A source in CPI-Maoist said he fled Jharkhand after the party ordered that he be killed for desertion. Ernakulam Police arrested Oraon after receiving a request from their counterparts in Latehar, Jharkhand. “He has told Kerala police that he was involved in the attack on (former Lok Sabha Member of Parliament, MP) Inder Singh Namdhari. He has said he was in the team that collected weapons after the attack,” said Jharkhand Police spokesperson and Additional Director General (ADG), S N Pradhan.

The cadres of the Communist Party of India-Maoist (CPI-Maoist) assaulted an Adivasi brother duo at Gopera in Tiryani mandal (administrative division) in Adilabad District on November 2, branding them ‘Police informers’ and anti-people, reports The Hindu. According to information, a band of 10 to 14 armed Maoists went to Gopera and took Pendur Sudhakar (40) and his brother Tukaram (35), belonging to the Gond tribe, into the nearby forests. At least 40 families of Kanaguda village under Kalimela Police Station in Malkangiri District of Odisha are alleged to have left their village on November 3, due to threat and harassment by the cadres of Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. According to sources, during the past few weeks they were being terrorised by Maoists. On October 14 night, two tribal youths of this village, Soma Madkami and Rama Madhi, had been shot by the Maoists. After that armed Maoists were reported to be coming to the village regularly to threaten the villagers accusing them of having links with the Police. As per reports, 40 families decided to leave their homes along with their domestic animals and things of day-to-day use. In May and June this year, 60 tribal families from Panasput and Andrapalli villages from cut off area of Balimela reservoir in the District had also left their villages because of harassment and torture of Maoists.

Santu was active member of platoon number-11 while Bheema was working as Bhadrakali 'jan (people's) militia' Commander, Police said, adding that Santu was carrying cash reward of INR 200,000 while the Government has declared INR 100,000 reward on Bheema. The gun battle ensued when a group of armed Maoists opened indiscriminate fire on a joint team of Commando Battalion for Resolute Action (CoBRA), Special Task Force (STF) and the state's District Reserve Group (DRG), who were conducting anti-Maoist operation in the region. SFs retaliated and the gunfight lasted for around two hours. The Police recovered bodies of three Maoists along with two rifles from the spot. After gunning down the three Maoists in an encounter in Sukma, Chhattisgarh Police on November 3, said the SFs would continue its operation with an aim to hunt down top Maoist leaders, adds The Times of India. Talking to reporters at Jagdalpur, the divisional headquarters of Bastar, Inspector General of Police (IGP) (Bastar range) S R P Kalluri said senior Maoist leaders, who hail from the neighbouring states, usually push the local dalam (armed squad) members in the forefront. "Our aim is to cordon the area and strike against the Maoist leadership", he added. Kalluri said the DRG personnel, constituting locals, are already back after training in jungle warfare and are engaged in the operations. "The ultras turned themselves in claiming that they were disappointed with the Maoist ideology and frustrated with the kind of life they were living," Sukma Additional Superintendent of Police (ASP), Santosh Singh said. They surrendered before Sukma collector Neeraj Bansod and senior Police and CRPF officials in afternoon, he said. "One of them, identified as Joga (20), had worked as a section deputy commander of platoon no. 8 in the outlawed CPI-Maoist and was one of the most dreaded cadres in the region," the ASP said, adding that he was carrying a reward of INR 3 lakh on his head. Joga surrendered along with a muzzle-loading gun. Three more cadres, identified as Hidma, Bandi and Muda - all members of Jan Militia - were also carrying reward worth INR 3000, INR 2000 and INR 5000, respectively. Acting on Intelligence input, the Border Security Force (BSF) troopers recovered two improvised explosive devices (IEDs) of 15 kg each from Rajangapadar village under Narayanpatna Police limits. Another team from the 120 Battalion of the BSF deployed at Podapadar came across a CPI-Maoist hideout in Mangalpur area where one claymore mine weighing six kg was recovered. Banners, Maoist literature and other materials were also recovered by the paramilitary forces. A unit of the 118 Battalion of the BSF carried out search operation in Badakarali and Sanakarali villages under Bandhugaon Police limits where they recovered 150 detonators, 51 gelatin sticks, raw materials for splinters and barrels for single barrel muzzle loading (SBML) guns. Recovery of these explosive materials has foiled the plans of Maoists to attack the State forces and damage Government property, Deputy Inspector General (DIG), Intelligence of BSF JC Nayak said. “We have almost wiped out the Maoist base in the areas and those trying to regroup will not be allowed at any cost,” Nayak added.

Maoists freed Isaac unconditionally. The three pastors have brought him [Isaac] back this morning [Thursday],” Superintendent of Police M. Ravi Prakash told The Hinduon Thursday (November 12). For the record, Maoists had abducted 20-year-old Isaac 13 days ago from Yetapaka after they failed to abduct his father Kannaiah. Four pastors from the neighbouring villages later went to the forest to persuade Isaac’s abductors to release him. Police had attributed Isaac’s abduction to the arrest of Eruvu Siva Reddy, the State committee leader of the CPI-Maoist. Four Communist Party of India-Maoist (CPI-Maoist) cadres, including the ‘intelligence chief’ of Bhairamgarh unit of the party were killed in an encounter with the Security Forces (SFs) in the forested terrain of Hallur in Bijapur District on November 13, reports The Hindustan Times. “Acting on a specific tip-off from the Intelligence Bureau (IB) about the possible major attack planned by Maoists in the region, a joint team of Bijapur District Police force and specially trained District Reserve Guards (DRG) launched the search operation. Close to Hallur, the rebels opened fire on the forces. In the ensuing gun-battle, four Maoists, including the head of intelligence wing of Bhairamgarh unit, identified as Rainu, were killed,” the Additional Superintendent of Police (ASP) of Bijapur, Indira Kalyan Elesela said. There is no report of any injury sustained by the forces. Following an hour-long gunfight, the bodies of four rebels were recovered from the encounter site along with their weapons. “The police found a pistol, two rifles and a 12 bore gun from the spot,” Elesela, who planned the operation, further said.

The extremists are also said to have pasted wall posters in Pata Yellapur and Nachan Yellapur villages in Khanapur mandal (administrative unit) warning police informers of dire consequences. The Khanapur Police have denied the development, which however were confirmed by independent sources. According to sources, the action team is led by Maoist Adilabad ‘area committee’ member Atram Shobhan alias Charles and has Chunchu Bakkanna, a Left Wing Extremist who had surrendered himself to the Police a few years ago, and drew the rehabilitation package too. The SF personnel fired upon villagers near Nishanguda village under the Bhawanipatna Sadar Police Station in the afternoon. Three persons died on the spot while two others were rushed to the District Headquarters Hospital, Bhawanipatna. Three victims have been identified as Jayashankar Nayak, a ward member, Sukru Majhi and Jaya Majhi. Two injured were teenagers — Arjun Majhi and Jaya Majhi. “Personnel of the district police and the Special Operations Group began the anti-Maoist operation in the forest last Friday [November 13]. On Sunday [November 15], Maoist rebels fired at the forces, who retaliated. He was disclosing many details of his past and his organisation. He was treated well in custody and he was happy as we allowed him to roam freely in the cell. We are not able to understand the reason for his suicide,” Superintendent of Police (SP) Abhishek Meena said. An encounter took place between the joint team and the Maoists at Nagalguda hills in the morning and a camp of Maoists’ Malangir area committee was busted. Bastar police have recovered four bodies of uniformed Maoists, along with a 303 service rifle and two 12-bore rifles. They are all women,” S.R.P. Kalluri, Inspector General (IG) of Police, Bastar range, said. A leaflet left behind by the Maoists at the spot termed the Naib Sarpanch Alekh Majhi as a ‘police informer’. Around six Maoists, including two women cadres, descended on Dhourakhaman village under Bagdor panchayat at night when the Naib Sarpanch along with his brother-in-law Kanjita Majhi was returning from their brick kiln located about 100 metres away. The Maoists took both to the outskirts of the village and assaulted them. Later, the Maoists dragged the duo to the centre of the village and held a Kangaroo court. They accused the Naib Sarpanch of being a ‘Police informer’, resorting to irregularities in distribution of Public Distribution System (PDS) rice and demanding bribe from beneficiaries for houses under Indira Awas Yojna (IAY). After the hearing was over, the Maoists pronounced death for Majhi. They tied Majhi’s hands and took him to the outskirts of the village where he was shot twice, leaving him dead. The Maoists also pasted leaflets, both handwritten and printed on the walls of the houses and warned village headman Hemsagar Majhi (55) of refraining from anti-social activities.

The Union Ministry of Home Affairs (UMHA) has prodded the Odisha Government to declare its anti-Maoist Special Intelligence Wing (SIW) as a Police Station that would have powers to arrest and investigate, reports The Indian Express on November 30. The UMHA also cited the example of the Andhra Pradesh anti-Maoist Special Intelligence Bureau (SIB) which was declared a Police Station 2-3 years ago. In a letter to Odisha Home Secretary, Joint Secretary, UMHA, Dilip Kumar said “The designation as police station gives SIB the powers to investigate and arrest. This adds to the professional functioning of intelligence set-up. Hence it is suggested that SIB (SIW) of your state be designated as police station.”

A Communist Party of India-Maoist (CPI-Maoist) ‘section commander’, carrying a reward of INR 800,000 on his head, was arrested from Dantewada District on November 30, reports The Business Standard. The commander, identified as Pungar Mandavi (30) Raghu was arrested from Dantewada town by a small action team of District Reserve Group (DRG), Dantewada Superintendent of Police (SP) Kamlochan Kashyap said. He was serving as a section commander of military platoon-II and headed the west Bastar division action team of Maoists. Acting on a tip-off about his arrival in Dantewada to keep an eye on the recently surrendered cadres, a team of DRG, dressed as civilians, laid a trap in the area.

Acting on intelligence inputs a joint team of Jharkhand Police personnel and Central Reserve Police Force (CRPF) troopers arrested a man and seized a bag with INR 2.2 million from his possession at Tandwa in Chatra District on November 30, reports The Times of India. Police said the money was meant for Maoist ‘zonal commander’ Manohar Ganjhu. Binod Ganjhu, who was allegedly delivering the money, was in an SUV. Police said he has confessed to his Maoist links.
