Further, a cell phone shop owner was arrested for reportedly spreading Naxal [Left Wing Extremism (LWE)] ideology by allegedly downloading videos, songs, speeches and guerrilla training to the mobile phones in Bijapur District on June 1, reports The Pioneer. The shop owner identified as Kulvardhan Durg Prasad (29), resident of Bijapur, has been booked under Chhattisgarh Special Public Security Act, Police said. Prasad used to run a shop by name ‘Mohit Mobile’ in Purana Bus Stand area, Deputy Superintendent of Police (DSP) Sukhnandan Banjare said. ‘A few days back, we had arrested a suspected youth in Bijapur and while checking his mobile phones we found videos supporting Naxal ideology,’ the DSP said.

Meanwhile, Jharkhand Director General of Police (DGP), Rajeev Kumar said that measures taken in 2014 by Jharkhand Police have reduced Maoist menace by 35 per cent, The Times of India reports on June 2. "Except Dumka where the district administration ignored the instructions given by the state government, resulting in a landmine explosion on April 24, no other violence was reported from any part of the state," he added. He further said, "Another 1,7000 Police personnel will be recruited in Jharkhand to strengthen the force. The recruitment process will be made in tune with the guidelines of the Centre under Transparent Recruitment policy." He also said that in a bid to check the growing Maoist influence in North Chhotanagpur Division of the State drive against extortion and levy collection in the region would be stepped up.

Communist Party of India-Maoist (CPI-Maoist) has condemned the recent arrest of suspended Delhi University Assistant Professor G.N. Saibaba and the other office-bearers of the Revolutionary Democratic Front (RDF) over alleged links with the Maoists, reports The Hindu on June 3. In an open letter, the Maoist spokesperson Abhay said the RDF firmly supported the ongoing “revolutionary movement”. “It is one of the hundreds of progressive and revolutionary organisations that denounced Operation Green Hunt - government’s military offensive against the Maoists - as a war against the masses. Therefore, governments at the Centre and in the States have started arresting RDF leaders on false charges. Saibaba is one among them,” he said. The Maoist spokesperson said the arrest was an indication of what was in the offing under the new dispensation at the Centre.

Jharkhand Police on June 2 arrested a Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadre identified as Deepak Shaw (22), who did try to disrupt a railway project by setting an earthmover on fire in the early hours of May 17 at Sanga Toli forest under Ormanji Police Station area in Ranchi District, reports The Telegraph. Meanwhile, a Maoist ‘platoon commander’, Garva Mandavi alias Maharu, who was carrying a reward of INR 210,000 on his head, surrendered before Police in Kanker District on June 2, reports The Times of India. Mandavi was wanted in more than 40 cases, including numerous instances of ambush on Police party that resulted in killings of jawans and an attempted robbery at the State Bank of India branch of Durkondal of the District. Mandavi had been active since 2004, and was working under the command of Maoists led by Andhra Pradesh based leaders. During interrogation, Mandavi claimed that he was reluctant to join but the Maoists managed to deceive and convince him by claiming that he would be arrested by Police in case he decided to return.

Police arrested Deepak Saw, a cadre of the Tritiya Prastuti Committee (TPC), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Ranchi District on June 2, for setting ablaze an earth-mover machine at Hedebili village under Sagatola forests in the District on May 17, reports The Times of India. Ranchi Senior Superintendent of Police (SSP) Prabhat Kumar said, Saw, has confessed to the crime. "Police had received inputs that he was hiding in Ormanjhi after the incident. Accordingly, we laid a trap to nab him. "We are in the process of interrogating him for further information. It is yet to be known as to how much money they had demanded from the company as extortion. It is, however, clear that they torched the vehicle due to some extortion issues," added the SSP.

The Central Armed Police Forces (CAPF) would be given greater financial and administrative powers to meet the necessary requirements, the Union Ministry of Home Affairs (UMHA) sources said on June 2, reports The New Indian Express. “They can send a quarterly report to the Centre about the essential purchases,” sources added. The CAPFs consist of seven Police forces, with the Central Reserve Police Force (CRPF) being largest force with over 300,000 personnel in 245 battalions. “The Government will deal with shortage of vehicles, arms and accessories, and helmets immediately. Sometimes, the existing procurement routes require longer time, and that needs to be simplified. The Government will prioritize this issue, as existing gaps needs to be filled,” sources added. An official pointing out the current scenario said the Centre was also examining the advance equipment for forces involved in close quarter battles such as anti-Maoist operations. Flagging Naxalite areas as the 'most dangerous zone' in the country, the government will enhance hardship allowance given to paramilitary personnel deployed in these places more than what they get while serving in Jammu & Kashmir and Northeastern region. During a review meeting on June 6 the Union Minister of Home Affairs Rajnath Singh, along with Minister of State for Home, Kiren Rijiju, were briefed about various aspects of left wing extremism and the steps being taken to control it. Singh also emphasized on completing the existing development projects in Naxalite-hit areas, including construction of 5,000km roads at a cost of INR 100 billion and setting up of 2,199 mobile phone towers at a cost of INR 30 billion. Singh promised to ensure regular flow of funds for all development projects. He asked the officials to review the policy under which forest lands are given to landless tribals so that 'pattas' can be given to genuine applicants after showing leniency.

While a large chunk of the forces fighting Naxals have gone on leave to recuperate from poll exertions, the searing heat in the plains this year has restricted movement of the existing battalions. The result is that a major chunk of operational time (between March and June) has been lost to poll duties and post-poll recuperation. July onwards rains will kick in and it would become very difficult to move in the jungles of Chhattisgarh with overflowing rivers, inundated tracks and heavy undergrowth. "We had to give our jawans (troopers) some breathing space after the relentless effort they put in during elections. All leaves had been cancelled at that time so jawans have been allowed to go home to meet their families. Only a refreshed and re-energized jawan can conduct successful operations. Operations are still on, but the intensity is down," Dilip Trivedi, Director General of Central Reserve Police Force (CRPF),stated.

Primary teachers under the banner of Prathamik Shikshak Sangharsh Samiti demanded the transfer of several primary schoolteachers posted in Communist Party of India-Maoist (CPI-Maoist) -infested areas of Dumaria in East Singhbhum District on June 11, reports The Pioneer. They said that several teachers in these areas were posted there for more than 12 years. The agitators said that they had submitted applications to the authorities of the primary education board seeking transfer out of the Maoist-affected zone but no steps have been taken so far. “We have to take jungle paths to reach their schools. The Centre will soon launch a psychological campaign using multimedia messages to discourage tribals from joining the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express on June 14. Using audiovisual content carrying development messages as primary weapons to counter the anti-government propaganda in Maoist-affected areas, four jingles in eight dialects will be aired on All India Radio and four videos will be telecasted on Doordarshan to reach out to the maximum number of people in four Maoist-affected states. The films will also be shown in Maoist-affected villages using a “video on wheels” facility. According to officials in the Union Ministry of Home Affairs (UMHA), the jingles will focus on Bihar, Chhattisgarh, Jharkhand and Odisha. Emotive themes such as “no gun, but pen”, “development, not violence”, “surrender arms, join the mainstream” will be used.

Sources say the NIA has received inputs from sister agencies suggesting that the Naxals have taken cognisance of its ongoing investigations and prosecution of suspected CPI-Maoist cadres. “We suspect that they may devise ways to counter our efforts in bringing the Naxals to book, also through front organisations. This would be the first meeting Rajnath Singh will hold on the issue after taking charge as Home Minister. Railway suspected "sabotage" by Communist Party of India-Maoist (CPI-Maoist) behind the derailment as there was a blast on the track. "Prima facie, it appears to be a case of sabotage. There was a blast on the track, which could have caused the derailment," Railway Board Chairman Arunendra Kumar told PTI. "Another goods train, 60 kms away from the station, also got derailed due to a blast. 18 wagons got derailed in the accident," Kumar said. The Maoists have given bandh (general shut down) call to protest security forces' "strong armed" action against "innocent people" in the area on suspicion of being Maoists’ sympathiser. The two officials, Tahsildar Suryakant Yeole and Naib Tahsildar Chandrakant Telang, allegedly took bribe from candidates for the selection and following a complaint by some “affected” candidates were under threat from the latter as per intelligence reports. The evacuation happened following urgent directives from the Home Ministry, with the Police doing road opening in various sensitive stretches in the 250-odd km distance between Sironcha and Gadchiroli. Inspector General of Police (IGP, Nagpur Range) Ravindra Kadam confirmed the evacuation. “We had reports of threat perception, so we did the exercise. During a meeting conducted by Union Minister of Home Minister Rajnath Singh on June 27 it was decided that the Government will explore a possibility in which newly inducted Indian Police Service (IPS) will be posted in Left-Wing Extremism (LWE) affected areas for a limited tenure, reports Hindustan Times. ‘It was suggested that freshly inducted Indian Police Service (IPS) officers, undergoing training in the National Police Academy at Hyderabad, could be asked to volunteer a posting of two to three years irrespective the state cadre they have been allotted to. After serving in the Maoist areas, they could go back to their respective state cadres or the states of their choice,” said a Union Ministry of Home Affairs official. The young IPS officers could be given extra allowances as added incentive, sources added. The Home Minister promised to explore the proposal with all departments concerned, added the official.

Presence of Communist Party of India-Maoist (CPI-Maoist) in the forest areas of certain parts of Kerala has been noticed since February 2013, State Home Minister Ramesh Chennithala told the State Assembly on June 30, reports Outlook. Maoist existence was noticed in the forest areas of Wayand, Palakkad, Malappuram, Kozhikode, Kannur and Kasargod Districts, Chennithala said in a written reply. Chennithala said several checks had been conducted in the areas where Maoist presence has been reported. A special team comprising three companies of Armed Forces has been constituted for anti-Maoist drive, he said. He also said necessary precautionary measures had been taken to monitor the link between migrant workers with Maoist. It has come to the notice of the government that some of the Maoist had come to Kerala posing as migrant workers. They have been arrested and registered cases against them whenever such cases came to the notice of authorities, he said. Kerala Police was also very vigilant against such people, he added.To a question whether information about migrant workers were gathered, he said contractors or agents who bring the migrant labourers to the state were supposed to provide the details of workers to the nearby police station. Close watch was also on the places of migrant workers camps, he said.

The UN has expressed concern over the killing and maiming of children who continue to be recruited and used as human shields by Naxals [Left-Wing Extremists (LWEs)] in India and over the threat of sexual violence against girls within Naxal ranks, reports Out Look. The Annual Report of the UN Secretary-General on Children and Armed Conflict, released on July 1, said the recruitment and use of children, as young as six-years-old, by Naxals, continued in 2013. While no disaggregated data on the number of children associated with armed groups in India was available with the UN, it said independent estimates indicate at least 2,500 children are associated with armed groups in Naxal-affected areas. It cited data from the Indian Ministry of Home Affairs and said boys and girls aged six to 12 years were recruited into specific children’s units, known as Bal Dasta and Bal Sangham, in Bihar, Jharkhand, Chhattisgarh and Odisha. The report said children also continued to be placed in front of combat units as human shields. "Taking into account the use of children as human shields by the Naxalites, the United Nations is concerned about the killing and maiming of children in hostilities," it said. Noting that Naxal recruitment affects girls and women, the report said the presence of girls within Naxal ranks.

The Union Ministry of Home Affairs (UMHA) could stop giving large funds to Bihar Government under various schemes for security and development in areas affected by Naxalism-[Left-Wing Extremism (LWE)] if the State Government does not effectively toe a uniform national policy against the Naxals, reports The Economic Times on July 1. All States will have to follow a uniform approach against the Naxals or risk losing funding from the Centre for the cause, an unnamed senior UMHA official said. "Bihar Government under Nitish Kumar also did not follow a uniform policy spelt out by the Centre. He further said, "The funds will depend on the results and strict monitoring of the funds to states will be done."
