Police sources said that the Maoists fired two bullets at Sibananda Jena, whose dead body was found in front of his office. Police also recovered some Maoist leaflets from the incident site.

According to Times of India, four cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and several others injured during an encounter with the Central Reserve Police Force (CRPF) personnel on December 2. The encounter occurred in the Cherpal forest area of Dantewada district. O. P. Rathor, Director General of Chhattisgarh Police, said, “The rebels had planned to attack the Cherpal police station but luckily the CRPF were able to repulse the attack.” Police sources further said that many Maoists received multiple bullet wounds but they escaped deep inside the forest.

Another Maoist was arrested during the encounter. A sten gun, two stolen rifles, two regular rifles, three double-barrel guns and 400 live cartridges were also recovered from the encounter site.

Deputy Inspector-General of Police Anil Palta said, “Two vehicles carrying security personnel were returning from patrolling. The Anantapur district police recovered a large number of rockets, landmines and claymore mines by unearthing four dumps of the Communist Party of India-Maoist (CPI-Maoist) during December 2 and 5, reports The Hindu. Giving details to the media on December 6, Superintendent of Police, M.S. Ravindra, said the dumps were unearthed during the combing operations by police in the Palyam forest area in Mudigubba mandal (administrative division), near Payakati cheruvu in Nallamada mandal and Batrepalli forest area in Kadiri mandal. Landmines and claymore mines were found on the Mudigubba-Bukkapatnam road, in Puttaparthi mandal and near Bilvampalli village mandal. The recovery comprised 14 rockets, 7 rocket launcher stands, 71 hand grenades, 26 firearms (one SLR, five .303 rifles, three 410 muskets, one .8mm rifle, three DBBL guns, five SBBL guns, three revolvers, five tapanchas (locally made pistols) and a large number of cartridges and bullets), 19 claymore mines, 12 land mines, 7 tin bombs and 4 boosters. Besides, there were a remote control which could blast four cars at a time, two walkie-talkies, 280 gelatin sticks, 1,175 electric detonators, 600 non-electric detonators, five tins of blasting powder, 12 camera flashes and revolutionary literature. Claiming that this was the largest dump unearthed, Ravindra said the existence of Maoists in the district was already neutralized with the recent encounter in Kadapa district.

The demand was made to a team of Union Home Ministry officials who visited the Bokaro district where 14 security force personnel had been killed in a landmine blast on December 2. The State already has 30 companies of paramilitary forces. Director General of Police, J. B. Mahapatra, said, “We have sought 50 companies of paramilitary forces, including 10 companies of Central Reserve Police Force, which were earlier posted in Jharkhand. We also sought metal detectors to unearth landmines.” Another unidentified police official said, “The Maoist rebels are going hi tech by the day and we have to still fight them with traditional weapons and tools. We have been demanding advanced mental detectors for a long time. Many security personnel have been killed in landmine blasts.”

A day after foiling a Maoist attack in Dantewada, security forces (SFs) on December 5-morning shot dead two Maoists and injured another near Basin village in the Bastar district, according to Telegraph. Inspector General of Police (Bastar), R.K. Vij, said the bodies of the slain Maoists had been recovered. Around 9 am, an unspecified number of Maoists attacked a joint patrol party of the Central Reserve Police Force and new recruits of the Jungle Warfare School near Basin, around 300 km south of the State capital Raipur. The SFs retaliated and the ensuing shootout reportedly lasted over two hours before the Maoists fled into the forests. Subsequently, during a search operation, the bodies of the two Maoists were found.

Union Home Minister Shivraj Patil told Lok Sabha (Lower House of Parliament) on December 5 that Naxalites were now planning to target important installations in major cities of India. Speaking during the Question Hour, Patil said the intelligence information has been shared with the States. "Like forests provide safe hideouts to Naxalites in tribal areas, the cities also provide them cover. Taking advantage of this, they plan to target major installations in cities," he informed. The Centre has asked State governments to collect actionable information on the Naxalite movement and work in a coordinated manner with neighbouring States, he said, while assuring all possible help to combat the problem. Patil also said "We have to deal with the situation in a humane manner but should not be 'timid' towards Naxalites. We have to earn people's confidence through social sector schemes." Patil added that the Centre was in constant touch with States affected by Naxalite violence and 37 battalions have been deployed there. The Home Minister said special security and intelligence structures were being streamlined to effectively deal with the Naxalite problem. He, however, rejected a suggestion that the Government should talk to ultras as the Nepal government had done in that country. He said one kind of strategy would not necessarily work for another country.

According to Hindustan Times, a group of 50 armed Maoists stopped the train using a signal light and a red flag and then tried to detonate a dynamite to destroy the engine. However, as the dynamite failed to explode, they doused the engine with kerosene and set it afire. One side of the engine was totally damaged. The Maoists also have pasted posters near the railway crossing and announced a bandh (general strike) in Gondia and Gadchiroli districts of Maharashtra and Balaghat district of Madhya Pradesh on December 15 in protest against alleged police excesses in the region.

Literature and some currency notes were also recovered. Ibrahimpatnam Inspector of Police, K. Kistaiah, said that a mobile phone and dragon light which were snatched from the two police constables who were patrolling the area at Chittapur a fortnight ago were also recovered from the spot. The Hindu reports that during a combing operation the police party first found a .303 rifle wrapped in a plastic sheet along with 35 rounds of ammunition. It led to a further search that resulted in the recovery of five stainless steel cans of explosives each weighing 20 kilograms and another three cans weighing 10 kilograms each along with two claymore mines stashed inside a dense cover of bush and trees. This was the second such dump found in the Bollapalli area in the past three months.

Singh said, "Leftist insurgency is an inter-state problem as the militants have terror network in 13 states and peace talks by any single state will not solve the problem. But Chhattisgarh will not mind holding discussion with the rebels if they express keen interest to bring peace and return to democracy." The Chief Minister, however, added, "It's solely the responsibility of the Indian government to engage in peace dialogue with the Maoists rather than individual states getting involved." He further said, "I always prefer dialogue but it is necessary that rebels too should come to the discussion table with a lust for peace." Speaking on the vigilante programme Salwa Judum, he noted, "Salwa Judum is on the right track and the movement has cornered the Maoists in some 40,000 sq km of hilly terrain of Bastar region. Sources said, a group of four or five youths swooped over the Bakulacocha check-post, close to the NH-33 in Chandil. The attackers carrying shovels and spade thrashed the forest guards and snatched about INR 4,000 from their possession. Another group of six or seven youths attacked the Pinderbera forest guesthouse atop Dalma hill. Maoists set a mini-truck, a generator set and beds on fire with diesel taken out from the mini-truck. Besides, the looting of cash, the rebels had snatched four walkie-talkies and as many cell phones from the guards. The insurgents left posters with the CPI-Maoist tag-carrying message denouncing the administration for depriving tribals from the forest and warned against the displacement due to industrialisation. The superintendent of police, Laxman Prasad Singh, said, “We are planning to carry out a combing operation on the hills, spread across 198 sq km,” he said, adding that the situation would “not be allowed to be deteriorated further”.

Among the three killed in the gunfight in the Wangetura forest area of the Gadchiroli tribal district was a ‘deputy commandant’ of the Maoist’s Platoon Dalam, Shamru Samru alias Chaitu, and two of his trusted lieutenants. According to reports, three teams of the 360 Commands Force of the Gadchiroli Police, joined by a team each of Chhattisgarh Police and the Central Reserve Police Force (CRPF) struck at the ongoing training camp, killing the three insurgents. Later, Maoists triggered a claymore landmine blast triggered and managed to escape. They also opened fire on Police personnel while fleeing, injuring four of them. Subsequently, Police found half a dozen abandoned tents, three boxes of explosives and a generator besides a Television set at the campsite. The Nagpur Police on December 28 recovered a cache of arms and ammunition that were stashed away inside the door cavities of a car and which are believed to have been meant for delivery to Naxalite organisations in southern India. The police arrested the three occupants of the car on suspicion of having links with Naxalite organisations. Commissioner of Police, Shiv Pratap Singh Yadav, said that the Police found six weapons, 20 magazines and over 4,800 rounds of ammunition of various kinds that had been concealed in the door cavities. These include one carbine machine-gun, two bolt action rifles and three bolt action rifles of .315 bore, 15 magazines of AK-47 rifles and 5 magazines of carbine machine-guns. The ammunition found was 1,500 rounds of 9 mm, 580 rounds of 7.62 bore SLR, 600 of .31 carbine, 480 of .30 carbine, 950 of PMC, 500 of .315 bore rifle and 200 rounds of 5.56 rifle. He added, "There are definite indications that the arrested have links with naxalite groups and that the consignment was meant for such groups."

Dantewada's Superintendent of Police Om Prakash Pal told PTI that a Police party raided a Maoist camp in Jagargunda jungle, about 450-km from the State capital Raipur and killed two CPI-Maoist cadres in the shootout that followed. Duggal stated on December 28 that the Maoist-affected States should make the optimum utilisation of funds under various Central schemes for development and improvement of connectivity in rural areas. Expressing satisfaction over the decline in Maoist activity, Duggal said focus on development would go a long way in containing the problem. Addressing the media at the end of a two-day coordination meeting of the 13 Maoist-affected States in Orissa, he said the Government's approach was to bring the Left wing extremists back into the social mainstream. However, firm action would be taken if they attacked Police personnel or innocent people. Duggal said the menace was now limited to Bihar, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh, eastern Maharashtra and West Bengal. While a total of 510 police stations faced naxal problems in 2005, the number had decreased to 372 this year. He urged the affected States to adopt a surrender policy for Maoists on the lines of the one in Andhra Pradesh.

Khammam District Superintendent of Police, R.K. Meena, informed that the Maoists opened fire on the Police party engaged in combing operations in the Paritala Lanka forests area, forcing the latter to retaliate.
