Union Ministry of Home Affairs (UMHA) held a series of meetings last week to review the terror cases involving Popular Front of India (PFI's) cadre which are being probed by National Investigation Agency (NIA) and Police forces of Kerala, Karnataka and Tamil Nadu, The Times of India reports on October 3. PFI, which claims to be an NGO, could face action under the Unlawful Activities (Prevention) Act-UAPA, if the UMHA concludes that it is sufficiently linked with cases of jihadi terror and promotes Islamic fundamentalism. UMHA sources said there is enough material against PFI, including a dossier from NIA detailing role of its cadres in six terror cases probed by and inputs from states where the organisation's members face allegations of religious extremism, terror and 'forced' conversions to justify a ban.However, NIA recently added to its dossier that originally cited four terror cases involving PFI cadres — chopping of a professor's hand in Kerala's Idukki District, a training camp in Kannur where NIA seized swords and ingredients for making IEDs, murder of RSS leader Rudresh in Bengaluru and the Islamic State Al-Hindi Module case in which IS-inspired youth from Kerala and Tamil Nadu planned to target prominent people and places in South India. Two more cases involving alleged PFI cadres were cited — that of Hadiya alias Akhila Asokan's "forced" conversion and the 2017 IS-Islamic State/Daesh Chennai case where linkages to PFI have surfaced.

On October 4, US Defence Secretary Jim Mattis said Pakistan has a "convoluted history" with terrorism, reports thehansindia.com. Mattis told members of the Senate Armed Services Committee that the US administration is being very clear and firm in what it expects from Pakistan and is using all aspects of the government to bring about the change, working internationally. "There are a number of lines of effort being put together now in Secretary of Treasury's office, Secretary of State's office, my own office, the intel agencies. We are also working with Secretary General Stoltenberg to ensure that NATO's equities are brought to bear," Mattis said. Certainly, India has a role to play as a neighbour, and potentially a very strong economic benefit to Pakistan, if Pakistan can find a way to carry out its international responsibilities and end any kind of safe haven inside their country, he noted. "There's a great deal that Pakistan can benefit economically, diplomatically, financially for its government; economically for its people; by finally sensing that the tide has shifted against this," Mattis said.

Two persons allegedly linked to an international Fake Indian Currency Note (FICN) racket were arrested in separate incidents and fake notes with a face value of INR 6,00,000 in INR 2,000-denomination seized from them, the Police said on October 4, reports Firstpost. On September 29, Jahiruddin was arrested in Delhi along with FICN worth INR 5,50,000. Later on October 3, Kranti Chaudhary was arrested in Betiah, Bihar along with FICN worth INR 50,000. The Special Cell unit of the Delhi Police learnt that the FICN was being smuggled to Malda, West Bengal, through the porous Indo-Bangladesh border. From Malda, it was being distributed to FICN racketeers in various parts of the country, including Delhi, the Police said.Chaudhary also revealed that he procures FICN from Nepal. He has been involved in supplying FICN for 15 years. He disclosed that he had supplied FICN to various persons in Delhi, UP, Haryana and Punjab, etc, police said. During interrogation, Jahiruddin revealed that he has been involved in transportation and circulation of fake currency notes for 20 years. He told the police that after demonetisation last year, the supply of FICN was halted, the DCP said. Jahiruddin also revealed that he procured FICN from Chaudhary. He paid INR 45 for INR 100 in fake currency to Chaudhary and charged INR 55 for INR 100 in fake currency from his buyers. He said that he has already delivered about seven-eight consignments of FICN amounting to INR 40,000 in Delhi, he said.

The National Investigation Agency (NIA) on October 6 questioned a 26-yer-old youth, identified as Amir in Mettupalayam in Coimbatore Rural District of Tamil Nadu for his suspected links with the militant group Islamic State (IS/ISIS), reports The Times of India. The youth, who is running a mobile sales and service shop, was picked up by a NIA team from Kochi in Ernakulam District of Kerala on October 6th morning. Amir, who has no criminal record in the local police stations, was taken to Mettupalayam station and questioned him. NIA officials recovered a mobile phone and five SIM cards from him. After questioning him for hours, the officials let him go. He was asked to appear before them in Kochi on October 9.

The Thane Anti-Terrorism Squad (ATS) suspects that a 23-year-old youth from Kalyan, identified as Yusuf Akhtar Shaikh, who went missing in May 2016, may have joined the Islamic State (IS), reports Hindustan Times on October 7. “We suspect Shaikh has joined the IS, but we have no leads. We will talk to his mother once we get his call data records,” said an officer from the Thane ATS.However, the local Police claimed they have no such information. According to Police, Shaikh, a resident of Indira Nagar in Kalyan in Thane District, has been undergoing treatment for schizophrenia for the past few years. He left from home on May 11, 2016, after a fight with his mother. When he didn’t return till late at night, his mother filed a missing person’s complaint.

Twenty Bangladeshi youngsters, believed to be in touch with Islamic terror organisation recruiters have gone missing from western Uttar Pradesh (UP) over the years, according to the revelation made in a report prepared by Anti-Terrorist Squad (ATS) of the UP Police, which arrested four illegal Bangladeshi immigrants linked to Bangladesh-based terror modules in the past 10 weeks. All four had taken refuge in Saharanpur and were staying in Deoband, the Islamic seminary in western UP.IG UP ATS Asim Arun said, “Faizan went missing from Saharanpur in the first week of August. We had recovered IS literature from his room and he had even scribbled a few things on a piece of paper used for making lethal bombs”. Linked to Jama'atul Mujahideen Bangladesh (JMB), Ansarullah Bangla Team (ABT) and other Islamic terror outfits, Faizan, was apparently trying to wage war against the country and had visited Kashmir valley. Through cash deposit receipts found in his room, the ATS found that Faizan had received money from different sources, regularly. “Most of the payments the group of illegal immigrants received were valued below `50,000 but we were surprised to see up to `9.80 lakh deposited in one go in accounts operated by them at Saharanpur”, the IG said. Other security agencies in the country have been alerted to look out for Mr Faizan.

Underlining their common concern over the threat from terrorism and extremism, India and EU on October 6 adopted a Joint Statement on Cooperation in Combating Terrorism with a view to deepen their strategic and security cooperation, reports The Times of India. The 14th India-EU summit here saw the two sides expressing strong commitment to combat terrorism "in all its forms and manifestations, based on a comprehensive approach".The statement condemned terror attacks across the world from Pathankot, Uri, Nagrota, Anantnag (Amarnath Yatra) and Srinagar to Paris, Brussels, Nice, Berlin, London, Stockholm, Manchester, Barcelona and Turkey. It also recalled the November 2008 terror attacks in Mumbai-26/11 and called for the perpetrators of these attacks to be brought to justice. The joint statement on terrorism was issued following the meeting between Indian Prime Minister Narendra Modi and EU representatives - Donald Tusk, President of the European Council, and Jean Claude Juncker, President of the European Commission. "The leaders called for the effective implementation of existing international commitments on countering terrorism, including the UN Global Counter Terrorism Strategy, relevant UN Security Council resolutions and targeted sanctions relating to terrorism,'' said the statement.

The team will help in expediting cases and investigation, besides assisting in cyber monitoring of people involved in terror activities. It will also help in the de-radicalising activities, the ATS said in a release. The team would initially have 694 posts, while 316 more posts would be created for the ATS for quick intelligence compilation, internet monitoring and investigation of events, the release said. Currently, there are 264 posts in the ATS."The new force will be ready to deal with bold attacks (attacks on CRPF camps in Rampur, Ayodhya and Pathankot), an abduction and hostage crisis and a bomb attack situation," the ATS said. Specialised commando training would be given to the team members for countering the ultras, rescuing the victims during any such attack and also for foiling a subversive activity by responding to an intelligence input in the shortest possible time, it added. The central probe agency said the attachment, issued under the provisions of the Prevention of Money Laundering Act (PMLA), includes a residential property in Mangalore “belonging to the persons involved in terror financing” who were also “linked” to a Pakistani.The ED said that a person named Dheeraj Sao got cash deposits in his bank accounts from various parts of the country for a commission. “After keeping his commission, he (Sao) used to transfer the remaining amounts to bank accounts of persons associated with terror outfit Indian Mujahideen such as Zubair Hussain, Aysha Banu, Raju Khan and others,” it alleged.The agency said it tracked the crime money and found that Banu and Hussain had acquired a residential property at Panjimogeru in Karnataka’s Mangalore. “All the accused were linked to Pakistani national Khalid and as per his directions had opened accounts in various banks to receive money and transfer the same to members of terrorist outfit IM after deducting their commission...In all these accounts, mostly cash money had been deposited by unknown persons from various locations in India other than the home branch and the cash deposits were withdrawn immediately through ATMs and used for terror activities,” the ED said.

Manila Police arrested online propagandist Karen Aisha Hamidon whose name figured during the National Investigation Agency (NIA) probe into Islamic State's (IS) Jaipur module, New Indian Express reports on October 20. Hamidon is suspected to have recruited more than 20 Indians for the terror outfit, following which the NIA issued a Lookout Circular against her. Sources said Hamidon was arrested earlier this week after the Philippines police mounted surveillance on her online activities. She was under observation of counter-terror agencies there for the last six months. The NIA is likely to approach the Philippines authorities to question her in connection with the Jaipur module of IS in which the agency has filed a chargesheet. The NIA case into the Jaipur module RC-05/2016/NIA/DLI was registered by the agency against Sirajuddin, a resident of Jaipur and native of Bengaluru. The interrogation of Sirajuddin by the agency revealed that he was radicalised by the Filipino woman through a WhatsApp group. Following the revelations by Sirajuddin, the NIA had reportedly sent a Letters Rogatory (judicial request) to the Philippines seeking details about her activities and links to the terror outfit.According to inputs, Hamidon is closely associated with the IS leadership and has access to the Moro Islamic insurgents of the Philippines. She is suspected to be engaged in influencing young Muslim girls from Mindanao province to join the IS, the sources said. A source said cyber profiling of Hamidon’s social networking accounts suggested she was in touch with over 20 youth from India, including from Jammu & Kashmir, Mumbai and the Konkan region, Sri Lanka and Maldives. The Kashmir connection of Hamidon is reflective of the IS’s growing reach in the Valley with Kashmiri youth waving IS flags in the state on a regular basis.

"We strongly suspect al-Hindi to be at the helm of recruiting jihad-sympathisers from India," a top security official told Mail Today on condition of anonymity. "Shahjahan Velluva Kandy from Kannur (Kerala), who was deported from Turkey after he was caught trying to sneak into ISIS territory, had revealed during questioning that at least six persons from the state have joined ranks in Syria," the official said.A senior officer said the video presents a rare strategy of IS, where instead of taking pride in their brutal actions as earlier they are employing a positive PR campaign to tout their medical successes. Sheikh was the last surviving member of the cell, following the arrest of Areeb Majeed, and the killing of Sahim Tanki, and Aman Naim Tandel. “Late Tuesday [October 24], my wife received a call from a foreign number from someone who told us our son had been killed,” said Dr Tanvir Sheikh, Fahad Sheikh’s father. “She was distraught, and did not note down the details the caller offered about what had happened and where.” National Investigation Agency (NIA) sources said Dr Sheikh had telephoned the organisation immediately after receiving the call, adding that they were now working to trace its origin. Sources, however, said there were no means available to independently verify the circumstances of Sheikh’s death, given violent and anarchic conditions in the area.Fahad Sheikh had left for Iraq in May 2014, as part of a pilgrimage group, travelling with Majeed, Tanki and Tandel. The four men then drove from Baghdad to Mosul, before disappearing into Islamic State-held territory. Family members said Sheikh, an engineering student, had misled his parents into believing he was leaving home to take up a job in Mumbai’s Bandra area. Intelligence sources said Sheikh may have been among the 300-odd jihadists who staged a last stand against Kurdish forces at a Raqqa sports stadium and a hospital, even as their commanders debated whether to surrender to forces that were closing in. The Times of India adds that the number of Indians in Abu-Bakr al-Baghdadi-led terror outfit is a miniscule, a little over 100, as compared to the number of fighters from UK, France, Belgium or Russia, but the fact that they would be highly trained; capable of easily mingling with the local population; and may work as part of 'sleeper cells' or for 'lone wolf' attacks cannot be overlooked. Investigators said the arrested operatives, along with others from Kerala, had travelled to Turkey and Syria to fight alongside Islamic State. Sources said Razakh, Rashid and Midilaj are also linked to Shajahan Velluva Kandy alias Mohamed Ismail Mohideen, who was arrested by the Special Cell of Delhi Police in July on his return from Turkey. NIA got five-day custody of Mohideen on October 25 to question him about others who may try to come back to India.

Three youths from Kerala, identified as Midilaj K.C (26), Rashid M.P (23), and Abdul Razakh K (24) who joined the Islamic State (IS) and left the country to undergo training in Syria were arrested by the Police in Kannur District of Kerala on October 25 after four months of Police surveillance, reports The Hindu. The youths were arrested by the Valapattanam Police in Kannur District after they were questioned by Police officers led by the Kannur Deputy Superintendent of Police (DSP) P.P. Sadanandan. They had been under surveillance after they returned to the country four months ago from Turkey.Police said that they had gone to Turkey and stayed there for three to four months and had been captured by Turkish authorities while they were trying to cross the border to Syria. Valapattanam Police registered a case against the three on charges of joining a banned terrorist organisation under Sections 38 and 39 of the Unlawful Activities [Prevention] Act (UAPA). Hinting that more arrests would be made in the coming days, Sadanandan said that those who had gone to Syria and Afghanistan to join IS saw themselves as participants in hijira (migration), and members of Islamic fighters for Ghazwa-e-Hind (conquest of India). The latest case relates to those who returned to the country after joining IS, the Police were also probing cases of IS fighters from the region who had been killed in Syria and Afghanistan and those who were still fighting in those countries, he added.

An alleged Lashkar-e-Toiba (LeT) operative, out on bail after serving a sentence for possession of firearms and explosives, was arrested by Police for possessing fake documents, including a passport from Barablan locality of Moradabad District on October 26 night, reports The Times of India. Farhan Ahmed Ali (48) had used the passport to travel to Kuwait in 2011, which was also a violation of the conditional bail on which he had been released from prison. Following a complaint of land grab, Police arrested Ali from Barablan locality of Mughalpura Police Station. A search of his house turned up fake IDs including ration card, driver's licence, Pan card and Aadhaar card, as well as a fake passport.On August 28, 2002, Ali and another alleged LeT man, Shahid Ahmed Bakshi, were arrested from New Delhi with 4kg of RDX, detonators, pistol and ammunition. They were accused of plotting to assassinate then Gujarat Chief Minister Narendra Modi and top Sangh Parivar leaders to "avenge" the 2002 Gujarat riots. They had also been accused of indoctrinating Muslim youths affected by the riots.

Thalassery natives Hamza aka Taliban Hamza and Manaf were picked up on October 26 morning, Kannur District Deputy Superintendent of Police (DSP) PP Sadananandan said. “Hamza, who has strong connections with the terror outfit’s high command, was behind the recruitment of youths from the state for IS... He had worked in Gulf countries for more than 20 years,” he said. About six months ago, Manaf was prevented by authorities at Mangalore airport in Karnataka from leaving the country, the official said. All the five suspects were put under surveillance for the last months, he added. The accused have been charged under sections 38 and 39 of Unlawful Activities (Prevention) Act-UAPA.

Zakir Naik deliberately insulted the religious beliefs of Hindus, Christians and Islamic sects like Shia, Sufi and Barelvi, and his speeches influenced recruits to the cause of the so-called Islamic State-IS, the National Investigation Agency (NIA) has said, reports The Times of India. The agency has charge sheeted the "televangelist" under the Unlawful Activities (Prevention) Act-UAPA for heading an 'unlawful association' and accused him of inciting youth to take up terror acts and join global terror outfits like IS. Naik's NGO Islamic Research Foundation (IRF), banned in 2016 under the UAPA, as well as private firm Harmony Media Pvt Ltd were named as co-accused for having conspired with Naik to promote enmity and hatred between different religious groups and insulting certain sects of Islam and other religions.According to the chargesheet, a witness, Noor Mohammad, who was on his way to Syria to join the IS but later aborted the plan, told the NIA that he was influenced by Naik's oratory at 'peace conferences' organised by IRF in 2007 and 2008. Later on, he was motivated by an accused in the Malad-Malwani IS module case, Mohsin Sayyed, who quoted Naik as saying that suicide bombing was permissible in Islam. "Since he considered A-1 (Naik) an authority over Islamic viewpoint, he readily agreed to join the IS to fight jihad for them," the chargesheet said.Naik, the chargesheet added, had delivered over 1,500 public lectures/talks in India and abroad since 1994. "In these lectures/QA sessions, Naik states that only Islam is the true religion. He also says that among the religious books of all religions, only Quran is in original form, all other religious texts have been corrupted. He publicly claims that all the other messengers, including Moses, Jesus as well as Sri Krishna, preached Islam. He criticises religious practices observed by other religions as well as non-Wahhabi Islamic sects such as Shias, Sufis and Barelvis, and terms them un-Islamic," the NIA said.The second case cited by the NIA is that of Arshi Asif Qureshi, an associate of Naik and an IRF employee. Around July 2016, Qureshi was arrested, in a case registered in Kerala, on charges of forcibly converting two individuals to Islam and recruiting for the IS. Qureshi is also chargesheeted in an NIA case registered in Mumbai. The third case relates to Abu Anas, a chargesheeted accused in a 2015 'IS conspiracy case' investigated by the NIA. Anas received a scholarship of INR 1.5 lakh from IRF in instalments between 2013 and 2015. Anas, as per the chargesheet filed in the IS case, was part of a conspiracy by the IS-affiliated Junood-ul-Khilafa-fil-Hind to recruit Muslims from India to work for the terror outfit.

Four persons, identified as Harshad Divani, Govind Maheshwari, Mayur Nimawat and Imran Sanghwani were arrested with Fake Indian Currency Notes (FICN) with face value of INR 5,25,300 from Morbi in Morbi District of Gujarat on October 28, reports The Times of India. "The seizure includes 138 notes of INR 2,000 denomination, 482 notes of INR 500 denomination and 83 notes of INR 100 denomination. That apart, we have also seized four cellphones from the accused," an official from Morbi local crime branch said. They added that all notes are colour photocopies of original currency notes.During their interrogation, the accused revealed the name of their accomplice as Jaydeep Joshi following which the Police have launched a manhunt for him. Police further said that Maheshwari used to print the notes in Abdasa in Kutch District. He had also delivered 38 fake notes of INR 100 denomination to Joshi on October 28 morning.

Five men were arrested on October 29, for printing and distributing Fake Indian Currency Note (FICN) in Indore, reports Times of India. The members of an inter-state gang have till now printed INR 10,00,000 in fake notes in the denominations of INR 2,000, INR 500 and INR 100 and consignments were also sent to other states.Police recovered INR 2,60,000 fake notes from their possession. Working on a tip off, Police arrested five persons found trying to use the notes in Patnipura area. The arrested kingpin, Naresh, used to be a supplier of fake currency notes, but later turned started working as a 'printer'. Police have seized the printing equipment used for copying the notes from Pithampur. Narendra, Chandrashekhar, Naresh and Rameshwar Parihar were arrested and booked under relevant sections of the IPC. During sustained interrogations, the accused revealed they used most of the notes in Gauri Nagar, Dawa Bazaar and Bada Ganpati during nights at petrol pumps, wine shops and dhabas along highways.

Addressing the Indian Police Service (IPS) probationers at their passing out parade at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad in Telangana, Minister said the world was facing challenges like terrorism, cyber terrorism and radicalisation. Maharashtra Anti-Terrorism Squad (ATS) have successfully managed to de-radicalise 120 youth who were on the verge of joining dreaded terror outfit Islamic State (ISIS), reports India TV on November 1. In last few days, the ATS had in Maharashtra including in Mumbai identified 120 youth who were radicalised by the ideology of the ISIS and were planning to join the group. The agencies, instead of booking them under the law, chose to look for ways to de-radicalise them. According to security agencies, these youth were in regular touch with handlers in Syria. But the prompt action taken by the security agencies, prevented these youth from fleeing. So far, 80 out of 120 youth have joined the mainstream. Agencies said that they contacted the family members of these youth and with the help of Maulanas and Ulemas, they helped these youth get rid of Islamic radicalisation. Agencies said that Maulanas and Ulemas informed these youth about the real meaning of Islam and Jihad. Maulanas and Ulemas also praised the role of security agencies for their timely action to prevent these youth from choosing wrong path in their life.
