Times of India reports that to tackle the problem of high quality fake Indian currency notes (FICN) that are flooding the banking system of the country from across the border, the government is considering a proposal of indigenizing the manufacture of paper, ink and machinery — all imported right now — for use in the printing of currency notes. A recommendation to this effect was made at a high-level meeting participated by the intelligence agencies and senior police officials from several States. A senior intelligence official said, "India is facing one of the worst crisis since Independence where the enemy country is using state infrastructure to demolish people's confidence in the economy." Quoting an intelligence source, the report said that two containers of FICN were brought into the country in 2007 through Mumbai and Chennai ports and were eventually taken to Hyderabad. The Hyderabad police seized a consignment of INR 25 million of FICN and interrogation of the accused revealed that more than INR 2000 million of fake currency notes were being printed and lying in Dubai for being smuggled into the country. The report further said that Pakistan's external intelligence agency, the Inter-Services Intelligence (ISI), has been using members of jihadi groups in Dubai, Bangladesh and Karachi to activate dormant sleeper cells in India to smuggle and circulate fake currency.

Press Trust of India quoting the Bangladeshi newspaper Pratham Alo reports that the Harkat-ul Jihad-al-Islami Bangladesh (HuJI-B) used to supply grenades to the Pakistan-based Lashkar-e-Toiba (LeT) to carry out attacks in India. An arrested HuJI-B leader Abu Zandal has told the police during his interrogation in Dhaka that the outfit had sent several consignments of grenades to the LeT operating in India until 2004. The last such consignment however, could not be delivered as the LeT representative who was supposed to receive it was killed in an encounter with Border Security Force (BSF) near Bangladesh's Kaliganj frontier. Zandal reportedly told the interrogators that the LeT leader Yazdani, who was killed in 2006 by the Delhi Police, used to maintain links with the detained HuJI-B ‘operations commander’ Mufti Abdul Hannan. Zandal also claimed that the supply of ‘Arges’ grenades were being received from a fugitive, Maulana Tazuddin, believed to be hiding in South Africa.

This information was given in the Lok Sabha (Lower House of Parliament) on March 4 by the Union Minister of State for Home Affairs, V. Radhika Selvi, in response to a written question from Jayaprada of the Samajwadi Party. The Minister said an intelligence input regarding plans of jihadi terrorist attack on the Tihar Jail was received in September 2007 prompting the authorities to carry out effective changes in the security apparatus around the prison.

The Union Minister of State for Home, Sriprakash Jaiswal, informed the Lok Sabha (lower house of Parliament) on March 4 that most individuals and terrorist groups operating in India have linkages with groups and agencies across the border, mainly in Pakistan and Pakistan occupied Kashmir (PoK), reports Times of India. Jaiswal, while replying to questions said that the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Harkat-ul-Jihad-al-Islami (HUJI), Hizb-ul Mujahideen (HM) were among the terrorist groups having international networks. Security and intelligence agencies closely monitor the activities of such groups and networks and relevant information and inputs in this regard are regularly shared with the State governments, he said. He further said that in view of the external imperatives of the terrorist activities and violence in various parts of India, action is also being taken at the international level through bilateral and multilateral cooperation to check and counter terrorism and several institutional mechanisms have been developed towards this end.

Director General of the Border Security Force (BSF) A K Mitra in an interview with the IANS said that the Pakistan-based terror outfits have formed a strong nexus with militants in Bangladesh and are taking advantage of the porous border to carry out attacks in India. “A strong nexus has emerged between Pakistan-based terror outfits like Lashker-e-Toiba (LeT), Jaish-e-Mohammed (JeM) with Harkat-ul Jihad-al Islami Bangladesh (HuJI-B) and the Jamaatul Mujahideen Bangladesh (JMB).” He further added, “We have authentic reports that militants are using Bangladeshi territory for entering India clandestinely through porous borders and have information about their involvement in terrorist activities in India.” Mitra said that the BSF had recently apprehended 11 militants while they were crossing over the India-Bangladesh border in West Bengal. “During investigations it was found that these 11 militants were a part of LeT, JeM and JMB. This suggests that they were on some joint mission”, he added.

The Pakistani external intelligence agency, the Inter-Services Intelligence (ISI) is making serious attempts to revive Sikh militancy in India by coordinating and establishing linkages among various terrorist outfits with the Sikh extremist leaders, reports Sify.com quoting intelligence sources. The ISI activities to this extent have been planned from countries like the US, Canada, Germany, UK, France, Norway and Belgium, besides Pakistan in the absence of ground support in India. The various terror groups have established nexus among themselves in terms of financial and logistical support, sharing of information and tactical planning. An intelligence input indicated that representatives of Babbar Khalsa International (BKI), International Sikh Youth Federation/Rhode (ISYF) and Lashkar-e-Toiba (LeT) met in Berlin in June 2007 and decided that financial support would be extended to the LeT and logistical support to the BKI to carry out terrorist actions in India. Another input indicated that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) had got in touch with a UK-based organisation, Parliamentarians for National Self-Determination (PNSD) for modelling their ‘position paper’ on the pattern of the ‘Sikh Position Paper’.

Two suspected terrorists, including a Bangladeshi national, were killed by the Anti-Terrorist Squad (ATS) in the Kashimira area of Thane district on March 11-evening, reports Times of India. A senior ATS official said, “Explosive material, suspected to be lethal RDX, fake currency in lakhs, and two firearms were seized from the duo.” A Bangladeshi passport was recovered from one of the deceased identifying him as Mohammed Ali. The Union Home Minister Shivraj Patil said in Rajya Sabha (upper house of parliament) on March 12 that infiltration from Pakistan and Bangladesh has declined, reports Times of India. "Available information about apprehension of foreign intruders indicates a decline in cross-border infiltration on the Indo-Pakistan and Indo-Bangladesh borders", he said. Since 1947, Patil said, about 80,000 intruders had crossed Indo-Pakistan and Indo-Bangladesh borders. Most of them were arrested and deported, he stated. The Minister also said that during 2007, 128 foreign intruders were arrested on the India-Pakistan border, the same number as the previous year. In 2005, 202 intruders were arrested on the border. On the India-Bangladesh border, 4206 persons were arrested in 2007, down from 5130 in 2006. In 2005, 6384 persons were arrested on that border, he said. The Minister also ruled out the possibility of Bangladeshi migrants indulging in left-wing extremist activities. In a separate reply to a question on the impact of the scrapping of the Illegal Migrants (Determination by Tribunals) Act, the Union Minister of State for Home Affairs, Radhika Selvi, said that the Government is aware of illegal immigration from Bangladesh into various parts of India. However, as this activity takes places clandestinely, no specific details are available about the magnitude of this illegal infiltration, she said.

The arrested person, identified as Javed Ahmed, was en route to hand over some classified documents related to the armed forces to an ISI agent. Several other papers containing details on training provided in the army were also seized from him. Police described Ahmed as part of an espionage ring operating in Delhi and Uttar Pradesh for the past several years. Delhi Police is presently on the look out for the ISI agent, identified as Siddhqui, and his other accomplices.

"The way forward lies in a peacefully negotiated political settlement within the framework of a united Sri Lanka acceptable to all communities, including Tamils," he said in reply to a letter from the Marumazharchi Dravida Munnetra Kazhagam (MDMK) chief Vaiko. The interests of the Tamils in Sri Lanka were of particular significance to India in the country's dealings with the island nation, he said. "It is with this in mind we have welcomed as a first step, the intention of Sri Lankan Government to fully implement the '13th amendment' to its Constitution to give some powers to Tamils," he wrote. On the Sri Lankan Navy's arrest of Indian fishermen, he said: "The welfare and safety of the country's fishermen has been the nation's persistent goal. Whenever necessary, the government has taken this up on a priority basis with Sri Lanka. We have impressed on the Sri Lankan Navy to act with restraint and treat Indian fishermen in a humane manner." However, most of the incidents of firing have taken place in Sri Lankan waters, close to their shores. The Sri Lankan government had declared these waters as a high security zone and no fishing zone, Singh said. A day earlier, Vaiko had written to the Prime Minister urging him to take steps to stop the arrests of Indian fishermen by the Sri Lankan Navy.

Lal Memorial Lecture on March 26, said that the Pakistani external intelligence agency, the Inter Services Intelligence (ISI), continues to help terrorist outfits like the Jaish-e-Mohammed (JeM) and the Lashkar-e-Toiba (LeT) to launch attacks against India, reports Times of India. "We have seen no change in ISI's attitude to mentor terror groups like Lashkar and Jaish... attacks on India from Pakistan's soil are likely to continue", he said. After preliminary investigations, we have found that these persons form the apex body of SIMI and were in Indore for their annual meeting. We have recovered incriminating evidence in the form of documents on paper and electronic documents, including SIMI literature. We also recovered pistols, cartridges, nine mobile phones, Rs 45,000 in cash, 15 masks, 22 pairs of surgical gloves and surgical instruments." Raids are continuing in the rural areas in several other districts including Khandwa and Dhar. The state government claimed that the arrested SIMI cadres were planning to attack Bharatiya Janata Party (BJP) and the Vishwa Hindu Parishad (VHP) leaders. Cabinet minister Kailash Vijayavargiya said, "Not only has the Indore police arrested those wanted in the terror bomb-blasts throughout the country, they have also foiled another major plot to kill top BJP and VHP leaders — including L K Advani, Narendra Modi and Praveen Togadia." Meanwhile, the investigators interrogating the 13 SIMI leaders arrested in Madhya Pradesh last week have claimed that the banned outfit were planning to kill top leaders of the Bharatiya Janata Party (BJP), including the Leader of Opposition L. K. Advani, and Gujarat Chief Minister Narendra Modi. The investigators further claimed that the SIMI was even running training camps for militants to carry out terrorist attacks in the country.
