Assam Chief Minister Tarun Gogoi, inaugurating the conference, said that import of fundamentalist elements from across the international border had added a complex dimension to the 'delicate' problem of insurgency in the region. He further mentioned that the presence of long international border with Bangladesh, China, Myanmar, Bhutan, communication problem and hostile terrain in the region had made task of counter-insurgency very challenging in the region. "Counter-insurgency is a very difficult job as security forces are dealing with their own people, not the enemy. So there need to be judicious balance of restraint and belligerence to minimize aberration on part of the force personnel in respect of protecting human rights of the common people," said the Chief Minister.

Assam Director General of Police (DGP), D.N. Dutt, said on November 2 that the Jama’atul Mujahideen Bangladesh (JMB) has made inroads into India’s Northeast. Speaking at the annual conference of police chiefs of the seven States of the Northeast, Sikkim and West Bengal on security strategies in Guwahati, he said that the JMB is coordinating the activities of all Jihadi groups operating in the region with the help of foreign agencies. Inspector General of Police (Special Branch) of Assam, Khagen Sarma, told Telegraph that Jihadi groups were looking at the region not only as their playground but also as a corridor to other parts of India. “The threat (from these groups) is not only to the region,” he said.

Three United Liberation Front of Asom (ULFA) militants were killed by security force (SF) personnel in a counter-insurgency operation at Kardoiguri under Moran police station in the Dibrugarh district on November 3-morning, according to Assam Tribune. Two out of three slain militants were identified as ‘area commander’ Charan Majhi and a corporal in the 'C' Company of the ‘28 Battalion’ Anup Dehingia. According to police sources, a huge cache of arms and explosives, including one AK-56 rifle, one Spanish M-20 pistol, 73 rounds of live ammunition, one mobile phone, 100 grams of suspected RDX, two packets of explosives, 32 detonators, one safety fuse, one programmable timer explosive device, a packet of splinters, along with camping materials like polythene sheets and ground sheets and some documents was recovered from the encounter site.

According to Telegraph, on November 4, police in the Dibrugarh district interrogated six Bharat Sanchar Nigam Limited (BSNL) employees in a bid to crack the United Liberation Front of Asom (ULFA)’s communication network built through illegally obtained mobile connections. The questioning followed the arrest of a chess tutor, Nirmal Singh Gurung, for allegedly acting as the conduit between the outfit and some BSNL employees. Gurung admitted to having supplied 67 BSNL SIM cards to the militants.

The Inspector General of Police (Intelligence), Khagen Sarma, is reported to have named China as one of the main sources of weapons for militant outfits operating in Assam, reports Telegraph. While addressing a seminar on terrorism held in Guwahati, he said militant groups were procuring weapons through a “strong network of arms smugglers” active in China. “The arms consignments are coming through a strong smuggling network, and there is no evidence of direct involvement of the Chinese Government in the illegal arms trade even though some sort of support from the Government to the activities cannot be ruled out,” disclosed Sarma. Further, the Inspector General of Police also accused the Myanmarese Government of having a “soft and cosmetic” approach towards outfits operating from its soil. He said the military regime had been seizing arms and ammunition from militants of the Northeast, only to sell the consignments to the same groups later. According to Sarma, violence caused by militancy had increased in Assam during the last ten months in 2006 after showing a decreasing trend since 2000. He added that the highest number of civilian casualties in recent times was in 2000, when 412 people were killed in terrorist attacks across Assam. At least 92 people have died in violence involving militants. While speaking about increasing incidents of bomb blasts in the State since 2002, he said, “There were 18 blasts that year. In 2005, there were 121 blasts and about 100 explosions until October this year.”

Though the army is yet to mount any operation against them as such, we are keeping a close watch on the situation.” The 107 Mountain Brigade is responsible for counter-insurgency operations in the Kamrup, Nalbari, Baksa and Barpeta districts. Consequent to this, the report said that the ULFA could trigger at least 100 blasts in 2006. The explosions figure was 121 in 2005 and 103 in 2004, compared to only 37 in 2002 and 2003. Reports added that the ULFA has switched over from “difficult and risky” military combat to the more damaging but easy-to-execute Jihadi-type operations in urban areas. An unnamed police official said the outfit has been left with only about 800 “hardcore” cadres, making it more wary about exposing its core strike group to direct military confrontation. “Ulfa is definitely facing a manpower crisis, which is why it is avoiding military tactics like laying an ambush on security forces. Planting explosives and lobbing grenades in public places, preferably under cover of darkness, constitute the new modus operandi of Ulfa operations,” said the police official.

This year till October, 306 civilians and security force personnel had been killed in the Northeast, whereas 392 killings took place in 2005. Reports added that the peace process between the United Liberation Front of Asom (ULFA)-backed People’s Consultative Group (PCG) and Union Government led to a decline in the violence level in Assam by three per cent, while killing of security force personnel and civilians decreased by six per cent. However, the figures given by the MHA contradicted the State Government’s contention that killings in Assam had increased after formation of the PCG.

But the elephants did the job for us,” said a senior police officer. Ranjit Das, a boat operator who was arrested on November 20 from the island of Majuli for helping ULFA militants going across the river, confessed to the Police that elephants had also forced the militants to change their travel plans. Militants prefer to cross the river by night but no boatman wants to take the risk now for fear of running into wild elephants on the sandbanks, said Ranjit.

"The ULFA leadership has established diplomatic relations with the LTTE and there is evidence in that regard," said an official of Assam Police. "The ISI (Inter-Services Intelligence of Pakistan) introduced LTTE's arms suppliers to ULFA leaders and two Tamils were arrested in Cox's Bazaar in Bangladesh when a huge quantity of ammunition meant for the ULFA was seized," said the official adding that arms were also supplied to ULFA through Cambodia, for which the group paid "hard currency routed through Nepal." Reports added that the ISI had facilitated recent visits by top ULFA leaders, including its ‘commander-in-chief’ Paresh Baruah, to Singapore, Thailand and other countries.

The Assam Police on November 30 claimed that an arrested cadre of the National Democratic Front of Bodoland (NDFB) was part of the militant squad that triggered the November 20 explosion in a train at Belakoba in the Jalpaiguri district of West Bengal. 10 persons were killed and at least 50 injured in a bomb blast inside a compartment of the Haldibari-Siliguri Passenger train at Belacoba station. Police sources said that Addison Sangma, who was arrested from Chotopankhadol village in the Dhubri district on November 27, not only supplied RDX to the Kamtapur Liberation Organisation (KLO) but also prepared the “blueprint” for the train attack. Superintendent of Police in Dhubri, Parthasarothi Mahanta, told The Telegraph, “Addison was the main provider (of RDX) to the KLO for the explosion. He provided shelter to the KLO militants who triggered the blast.” During his interrogation by a team of police from West Bengal, Assam and the Railways, Addison said he harboured four KLO cadres in his house, helped them draw up the plan for the terrorist attack and arranged for arms, ammunition and explosives. The report, quoting an unidentified source, further said that KLO militants had planned to “trigger more blasts in Cooch Behar but shelved the operation when they learnt that Sangma did not have the required stock of RDX with him at the time.” The NDFB is currently observing a cease-fire agreement with the Government.
