Telegraph reports that traffic was disrupted on March 2 for over three hours on National Highway 31 as the All Bodo Students Union (ABSU) staged a “people’s revolution” at Barama in Assam’s Baksa District to press for Bodoland State. ABSU president Promode Boro said that the Centre created three new States in 2000 and “if Telangana is going to be created, why not Bodoland?” He warned that “any isolated decision on the creation of a new state will not be tolerated. There must be a comprehensive policy.” He said the creation of a full-fledged state was necessary, as “autonomy with amended arrangement and limited mandate” could not fulfil the aspirations and mitigate the grievances of Bodo people.

A Karbi People's Liberation Tiger (KPLT) cadre, identified as Andrew Terang, was killed in an encounter with the Security Forces at Samelangso under the Dokmoka Police Station area of Karbi Anglong District in Assam on March 5, reports The Hindu. A pistol, two magazines, a detonator and extortion demand notes were recovered from the possession of the slain militant. KPLT broke away from the Karbi Longri National Liberation Front (KLNLF) and formed the outfit on January 8, 2011.

Sangai Express reports that arrested United National Liberation Front (UNLF) ‘chairman’ Sanayaima alias RK Meghen was produced before the Special Court of National Investigation Agency (NIA) at Guwahati on March 7. Talking to media persons inside the court complex, arrested UNLF ‘chairman’ reacted strongly to the remarks of Union Home Secretary GK Pillai who is quoted to have said in media that militant outfits have shown interested in talks after many leaders including Meghen have been arrested. In this regard, Meghen retorted, ‘‘we have never said we are interested in talks, nor they have made any offer’ and the stand of UNLF is right to self determination of the people of Manipur who firmly believe in the proposal of plebiscite announced by UNLF in 2005. The growing demand of the people for holding plebiscite to resolve the Manipur-India conflict is appreciable. So, there is no question of any talks with India from the side of UNLF".

The Supreme Court on March 7 directed the Jharkhand and Tripura Governments to ensure that all schools and hostels of educational institutions are free from the occupation of Security Forces (SFs) within two months, reports Times of India. The apex court also expressed its displeasure against the Assam Government for not furnishing details about the number of schools occupied by the SFs and threatened that non-compliance of its orders would compel it to summon the Chief Secretary. A Bench comprising Justices BS Sudershan Reddy and SS Nijjar refused to give longer breathing period to the State Governments for implementing its direction. The Jharkhand Government counsel said 26 of the 47 school buildings have been freed from the presence of the para-military and State Police and sought another six months to fulfil the apex court order. Declining the plea, the Bench said, "the Jharkhand Government is directed to free the schools from the occupation of security forces within two months". The identical direction came for the Tripura Government which said only 16 schools out of 4000 are under the occupation of the central forces and due to insurgency reason it would take another six months for its removal. Further, the bench, which had asked the Ministry of Development of North Eastern Region (DONER) to hold meetings with seven North Eastern States on various aspects of development, made it party to the petition. The court during the earlier hearings had expressed its displeasure that Government did not respond to its order on the "serious" issue of ensuring that all schools and hostels of educational institutions should be kept away from the occupation of SFs.

Further, the anti-talk faction of the National Democratic Front of Bodoland (NDFB-ATF) may target Security Forces (SFs) in the days to come in retaliation to the recent setbacks received by the outfit. As per information available with the Security agencies, senior ULFA cadre, Jiban Moran, was given the status of ‘Lieutenant Colonel’ by Paresh Baruah and by virtue of his rank, he is now the second in command of the outfit. Similarly, two other high ranking cadres, Drishti Rajkhowa and Bijoy Chinese, were promoted from the rank of ‘self styled Second Lieutenant’ to ‘self styled Major’, giving them a major jump in the outfit.

The Forum for Terrorist Victims Family of Assam met the Union Home Secretary in New Delhi and submitted a memorandum demanding immediate seizure of weapons from the pro-talk members of the outfits including the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) to ensure free and fair Assembly polls, Assam Tribune reported on March 23. The Terror Victims’ Family Forum, an umbrella organisation of over 6,000 people affected by militancy, made this fervent plea as political parties were fielding former militants. "Going by the recent incidents, it is evident the militant groups are still indulging in acts like extortion and we feel that they could well be used during the polls," Brojen Hazarika, president of the forum said. The forum also demanded that all the pro-talk militants should be sent to designated camps immediately so that people can exercise their franchise without any fear. The Union Home Secretary, according to the forum, has assured necessary steps in this regard.
