A media report said suspected terrorists abducted an assistant manager of the Jatinga Valley Tea Estate in Assam’s Cachar district on February 5-night. The report quoting police sources said approximately 12-armed terrorists, dressed in army fatigues raided the Tea Estate and whisked away its assistant manager and head clerk. While the head clerk was subsequently freed, the assistant manager continues to be in captivity. The head clerk reportedly informed the police that the terrorists demanded Rs 15 lakh from the management for the release of the assistant manager. While group affiliation of the terrorists could not be ascertained immediately, the police suspect the National Socialist Council of Nagaland- Isak Muivah (NSCN-IM) could be involved in the abduction.

According to a media report Hekesu Sema, a schoolteacher from Nagaland who was arrested on February 4 while attempting to extort money in the Bhagyalakshmi village of Jorhat district along the Assam-Nagaland border, has been identified as a cadre affiliated to the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). According to a media report of February 6, the Assam-based proscribed outfit, National Democratic Front of Bodoland (NDFB) has indicated its willingness to hold a political dialogue with the government. The NDFB chairman Ranjan Daimari has reportedly given permission to his subordinates to prepare the groundwork for peace talks. This came to light during interrogations with its 'vice-chairman', Dhiren Boro, who was arrested by the police in Gangtok, Sikkim's capital, and was subsequently brought to Guwahati. The report also said that the NDFB had earlier constituted a three-member committee comprising Dhiren Boro, its 'general secretary' Gobinda Basumatary and 'publicity secretary' B. Erakdao to explore ways as how to respond to the government's offer for talks. Besides Boro, NDFB 'general secretary' Gobinda Basumatary, in police custody in Guwahati, had been arrested from the Rangiya railway station in Kamrup district on November 26, 2002.

The report quoting Mizoram Chief Minster Zoramthanga further said that to end more than five decades of insurgency in the region, leaders of some outfits based in Assam, Manipur, Tripura and Meghalaya are engaged in ‘either formal or informal talks’ with the Government of India. Media reports quoting an intelligence report said that the northeast region witnessed a marginal decline in terrorism related fatalities in the year 2003 compared to the previous years. The report indicated that 1072 persons were killed by different terrorist outfits during the year 2003 as compared to 1172 in 2002. Most number of killings was reported from Assam which recorded 379 deaths. While Tripura recorded 286 deaths, Manipur witnessed 201 fatalities. 88 and 78 deaths were reported from Nagaland and Meghalaya respectively. Arunachal Pradesh witnessed 36 fatalities. Mizoram was the most peaceful State in the region with four deaths. The report also indicated a rise in the number of abduction cases in the region. Tripura witnessed the most number of such cases with 213 abductions occurring in 2003. Nagaland was placed second with 167 cases while Manipur followed with 79 cases of abductions. The corresponding figure for Meghalaya was 45. Whereas 21 cases were reported from Arunachal Pradesh, no abduction occurred in Mizoram.
